В российском обществе сформировалось определенное представление о сельских школах как о группе ущербности образовательных учреждений, в силу особенностей организации их жизнедеятельности. Тем не менее сравнительный анализ результатов ГИА (ЕГЭ/ОГЭ), ВПР, НИКО, которые демонстрируют обучающиеся городских и сельских школ, показывает, что 30-ки лучших школ из разных регионов составляют более 50% ОУ сельской местности. Чаще всего около трети школ сельской местности завершают рейтинговые списки качества образования. Сельские ОУ при равных условиях существенно отличаются по уровню образовательных показателей обучающихся. В данной статье рассмотрено понятие «качество образования», которое является емким и многоаспектным. Рассматривая качеств образования сельских школ, необходимо учитывать их особенности. Основной особенностью сельской школы является видовое и типовое многообразие, и оценивать их качество образования необходимо с точки зрения подходов, принципиально отличающихся, от городских школ. Поэтому особенно остро встает вопрос о теоретическом изучении качества образования сельских школ. In Russian society, a certain idea has been formed about rural schools as a group of deficient educational institutions, due to the peculiarities of the organization of their life. Nevertheless, a comparative analysis of the results of the GIA (USE / OGE), VPR, NICO, which are demonstrated by students of urban and rural schools shows that the top 30 schools from different regions make up more than 50% of the OU of rural areas. Most often, about a third of rural schools complete the educational quality rating lists. Rural educational institutions, under equal conditions, differ significantly in the level of educational indicators of students. This article discusses the concept of "quality of education", which is capacious and multidimensional. Considering the quality of education of rural schools, it is necessary to take into account their features. The main feature of rural schools is the diversity of species and types, and it is necessary to evaluate their quality of education from the point of view of approaches that are fundamentally different from urban schools. Therefore, the question of the theoretical study of the quality of education in rural schools is particularly acute.

In recent years, a frequently discussed problem is the guideline of training on the educational result and the formation of students' competence. These factors form the prerequisite for improving the quality of education. Higher educational institutions of the republic pay special attention to the question of the formation of students' competence. In order to build students' competence, the educational process should be based on a competency- based approach. The article explores the issue of the formation and development of the problem of competence in education. The development of the problem is divided into three stages. The role and significance of the competency-based approach in training is revealed, the point of view of scientists on competence is analyzed.

Progress of a nation is determined by quality of education of nation itself. There are several factors that affect the quality of education such as the subject of educators, materials and supporting facilities. One of the basic educational institutions that contribute to the quality of education this country is educational institutions in community starting from Kindergarten school. Kindergarten al-Qur'an and early childhood of the Qur'an. The educational institution of the Qur'an today is growing very rapidly but on the other hand has not been directly proportional to the quality produced. This study discusses of Qur'anic educational problems preparing the Qur'anic generation seen from the point of view of management and implementation  education of the Qur'an in institution. The results of this study indicate that the educational institutions of al-Qur'an are still experience problems in the management such as the responsibility of managers, the managerial capability of the unit head, and the ability to provide supporting facilities, in the implementation of learning, there are many educational institutions that do not match the ratio of the number of teachers with one study group on the other hand, the quality of teachers are still low and the ability of teachers transfer knowledge to students.

The article considers aspects of pedagogical control and quality of education. The problem of quality of education as a problem of control and evaluation of educational activities. The article defines the quality of education from the point of view of its application in various spheres of human activity. We have developed a policy framework for monitoring and evaluating educational activities as part of the global reform of the education systems of our countries. These countries have started to define norms (standards) in the development of training programs, which is an important stage of national policy in the field of education and quality control as an integral part. These norms (standards) are a necessary basis for defining the goals of education, creating a single pedagogical space in the country, which will ensure a uniform level of General education received by young people in different types of educational institutions.

Continues Improvement is very important to improve everything, especially educational institutions, in improving the quality of rural education requires seriousness, because the institutions in rural areas are all good from infrastructure, teachers (teachers), quality of education, and so forth.Because of minimizing the lack of education in the village with education in the city, the author tries to provide solutions through Continues Improvement as an effort to stabilize the quality of education which is very concerning.There are several stages in improving the quality of education through Continues Improvement, which first determines problems, determines solutions, implements solutions, and evaluates, so that is the stage that a liaeder must do in improving the quality of education.

Considering the significance of rural poverty across the continent of Africa, it should come as no surprise that rural school children are the most disadvantaged from a socioeconomic perspective when it comes to access to a quality education. Rural schools generally have less qualified teachers and not enough teachers for the number of children enrolled in school. This is clearly evident in the low teachers-per-school ratios and teacher-to-pupil ratios in most rural African regions. The reasons for these low numbers in rural Africa are many and very much linked to poverty and other inequalities and socioeconomic conditions. For example, teachers generally prefer urban to rural schools because urban areas offer greater opportunities and higher incomes. There is also a better quality of life in urban areas, with better access to good infrastructure, other services (such as healthcare) and general public goods. In contrast, rural areas in Africa are often characterized by poor or nonexistent infrastructure and little or no provisions for other critical social services. This in turn negatively impacts the quality of education for rural-area children since even getting to school is a more difficult challenge and illness of a pupil or a family member may force the pupil to drop out of school entirely. Students in rural regions of Africa are further disadvantaged by the fact that their parents are generally uneducated. Again, we see that other socioeconomic conditions and inequalities greatly impact the quality of education in rural areas compared to urban centers. The continent’s education crisis is serious and it adversely affects rural areas more than urban ones. African governments and their development partners should not underestimate the long-term consequences of continued poverty and socioeconomic inequalities in rural areas. These conditions will only continue to exacerbate the education and learning gaps between rural and urban African schoolchildren. And in turn, poor quality education in rural areas will only continue to perpetuate long-term poverty in the region.

Since its independence in 1991, Kazakhstan has initiated major reforms to upgrade its education system. However, significant disparities exist in the quality of educational provision in rural and urban schools. This study presents the stakeholders’ – school leaders, teachers, students, parents, and education managers – vision, priorities, and aspirations of quality of education, as well as the opportunities, resources, and support available to them, and the disparities and challenges they face in achieving the quality of education they aspire for.

In recent years, higher educational institutions of the Baltic countries have become more and more popular among Russian youth wishing to get higher education (or take a certain course of professional training) abroad. The article, covering the period before the onset of the coronavirus epidemic, highlights the education of Russian students in universities in Latvia, Lithuania and Estonia. It is noted that a significant part of the students from the Russian Federation come from the Russian regions bordering on the Baltic states. The appendix presents the opinions of Russian students about the learning process and the quality of education received in Latvian, Lithuanian and Estonian universities.

This article states that the clear formulation of teaching methods is a key factor in improving the quality of lessons. To determine the quality of teacher performance, an educational institution must conduct a process of evaluating the performance of its teachers. MTsS YASPI College Foundation Labuhan Deli is one of the educational institutions that always improves the quality of education in schools. Teacher performance appraisal at Labuhan Deli YASPI schools is still done conventionally, so there are many assessment criteria and it takes a long time to evaluate the teacher's performance. This study aims to optimize the teacher performance appraisal process to be faster and more precise. The method used is Profile Matching. The results of this study can determine the teacher's performance more precisely by 100%. So that this research can be recommended as an appropriate system in evaluating teacher performance in schools
