Современные технологии получения и обработки данных приводят к формированию новых представлений и концепций управления рисками и безопасностью территориального развития промышленных регионов. В работе предложено определение цифрового паспорта безопасности территорий, сформулированы требования к его структуре. Показана актуальность интеграции данных мониторинга за состоянием окружающей среды, контроля объектов техносферы и характеристик социосферы. Концепция цифрового паспорта безопасности территории увязывает виды рисков, характеризующие их показатели, информационное обеспечение показателей рисков с параметрами управления территорией. Разработаны информационно-аналитические модели, консолидирующие данные комплексного мониторинга, средства динамического картографирования и вебвизуализации. Выполнена систематизация мероприятий снижения рисков и смягчения последствий чрезвычайных ситуаций, позволяющая определить стратегические направления управления безопасностью с учетом физико-географических и социально-экономических характеристик территорий. Показаны возможные реализации паспорта безопасности в виде цифровых двойников с учетом мультимодальности информационных потоков Modern technologies for obtaining and processing data lead to new concepts of risk management and safety for territorial development in industrial regions. This paper formulated the definition of “Digital Pattern of Territory Safety” (DPTS) and his structure requirements. The need to create a DSPT is due to the complexity of the tasks of territorial administration, the presence of a large amount of heterogeneous data, the potential of modern intellectual technologies of analysis. The issues of monitoring data integration for the environmental state, control of technosphere objects and characteristics of the social sphere are urgent. The content of a common information space of territorial administration should be determined by the structure of indicators DPTS. The concept of a digital passport of territory safety links types of risks, indicators of their characteristics, information support of indicators with parameters of territory management. The analytical models that consolidate complex monitoring data, dynamic mapping and web visualization were developed for DPTS. Determination of strategic directions for safety territories management, taking into account for their physical-geographical and socio-economic characteristics is based on the systematization of measures to reduce risks. This article provides the examples of using the indicators of Digital Patterns to assess and manage the social, natural and technogenic risks for the systems. The implementations of the safety data sheet in the form of digital twins are possible taking into account the multimodality of information flows

The paper is dedicated to issues related to the development of territories by means of improvement of efficiency and development of cityplanning systems. One of the top components of the territory attractiveness is economic. Economic indicators are formed taking into consideration development of social parameters of this territory, and have reverse influence on the social development of territory. Economic indicators have impact on economic and innovative components of territorial development. Therefore, the importance of issue related to the improvement of economic component efficiency defined the purpose of this paper. The paper analyses indicators and criteria of economic attractiveness of territory, such as business activity, production potential, human resources management and investment component. Territory economic attractiveness assessment method is proposed using analysis, assessment and calculation of every single indicator of economic component of spatial-organizational model of city-planning system.

Urgency of the research. The need to improve the ter-minology of the recreation and tourism sector is due to the emergence of new forms of business organization and the emergence of innovative institutions that significantly affect the processes of socio-economic development. Target setting. There is a scientific problem with the disclosure of the content of innovation in tourism, the innova-tion policy in the recreation-tourism sector, the definition of the innovation policy components, the mechanisms for its formation and implementation. Actual scientific researches and issues analysis. The literature reflects the evolution of the concept of "innovation in tourism." There are typologies and examples of such innovations. The examples of application of the latest innova-tive technologies at the Ukrainian tourism market are ana-lyzed and presented. Uninvestigated parts of general matters defining. The accumulated theoretical material requires the synthesis and development of methodological recommendations for the formation and implementation of innovation policy in the rec-reational and tourist sector of Ukraine. There is not a single standardized definition of innovation and innovation policy in tourism in the scientific community. The research objective. To reveal the meaning of the definitions: "Innovations in tourism", "Innovation policy in the recreation-tourism sphere". To generalize existing typologies of innovations in tourism. Identify the main factors hampering the implementation of information technology in the recrea-tion-tourism sector of Ukraine. To reveal the main directions of information support of the innovation policy realization process in the recreation-tourism sphere. The statement of basic materials. The article presents the existing definitions of the terms "innovation in tourism", "innovation policy in tourism". The author's interpretation of these terms is given. The existing classification of innova-tions in tourism is generalized. Examples of such innovations are given. The most common information technologies of-fered for use in tourism are presented. These factors re-strain the effective implementation of information technology in tourism. Conclusions. The effectiveness of state innovation poli-cy can be estimated by the impact on the pace of entrepre-neurship, the level of harmonization of innovation policy in society and stimulation of scientific development.

The article examines the current state of receivables management, identifies the main problems and suggests ways to overcome them, including accounting. The research methodology is based on general scientific methods of cognition: historical, logical, systemic, induction, deduction, analysis, synthesis; methods of statistical data processing, classification, grouping. Emphasis is placed on the growth of receivables and its consistently high share in the current assets of domestic enterprises over the past three years, which necessitates the development of measures to optimize its management. Modern software, including the subsystem "Accounting" "1C: Enterprise 8" does not contain a separate complex for accounting for receivables and the provision for doubtful debts. This determines the expediency of accrual of the provision for doubtful debts in the subsystem "Accounting" in the document "Debt Adjustment", which is designed to adjust the debt of mutual settlements with counterparties and is responsible for the function of debt write-off. It is proved that the process of receivables management in the conditions of digitalization can be optimized by integrating communication and network technologies. Integration processes provide the formation of a common information environment at the micro and macro levels with access to internal and external users of accounting information. It is advisable to integrate the function of information exchange with a single database of counterparties in modern software products for accounting automation. This will allow you to obtain information about counterparties, the existence of contractual relations, the state of receivables and the procedure for its repayment. The single database will provide an opportunity for information exchange between suppliers, customers, banking institutions, legal and factoring organizations, government agencies of the fiscal service and statistics. All these measures will optimize the process of managing receivables in terms of the use of information technology. The prospect of further research is to study the information support of receivables management in the application of blockchain technology.

If we sum up the tasks facing the Russian state in relation to the young generation, then all of them are associated with its harmonious inclusion in the social and political development of the country. At the normative level, the current need is declared for young people to form active citizenship and democratic political culture, which is possible only in a constant and equal dialogue between the authorities and young people. Ensuring the interaction of the younger generation with the political elite presupposes the existence of certain conditions - the creation and effective functioning of the information infrastructure of youth policy, as well as the conduct of an open active information policy. The article describes the results of a study of the political status of students of the capital of Tatarstan - Kazan, in particular, such parameters as youth interest in political information, trust in the sources of this information, and political participation. Together with the data of secondary studies, this made it possible to characterize the youth sector of political communication, identify the existing difficulties in the interaction of the government and youth, in particular, identify some difficulties in receiving and disseminating political information among the youth, which impede the development of a democratic political culture and the accumulation of social capital of the young generation.

The article considers normative requirements, organization procedure, legal forms of support by state authorities of the Chuvash Republic of socially oriented non-profit organizations that provide socially useful services to both the population as a whole and individual citizens. Emphasis is placed on the main forms of State support in the national region; in particular, we considered property, financial, information, support in the field of training, additional professional education of workers and volunteers (volunteers) of socially oriented non-profit organizations. The purpose of the study is to analyze regional measures of state support for socially oriented non-profit organizations in the social sphere within the framework of the current legislation. According to the results of the study, the authors believe that the current legislation should establish the volume and quality of socially significant services for various categories of the population provided by non-profit organizations, approve the criteria for maintaining a register of organizations that will receive state support, and develop a program of preferential loans for non-profit organizations.

The social economy provides participation of local actors in territorial development and local collective economic activity in order to increase quality of life of the population. This sector is highly diversified, in terms of legal form, size of enterprises, sectors and impact. After 1990, the concept of multifunctional agriculture began to be implemented in the EU, according to which agriculture should fulfill, among others, a social and cultural-social function. To a greater or lesser extent, agriculture had a social function in the past. This role is currently extended and supported by the concept of social agriculture. The aim of the paper is to examine the scope of social entrepreneurship and agriculture as a part of the social economy and its legal forms and types in European countries. The main sources of data for the preparation of the paper were the European Commission's country reports entitled Social Enterprises and Their Ecosystems in Europe (2020) and OECD analytical materials. Main result of the research is the finding that the diversity of the social economy, based on the historical background of its development in individual countries, is extensive. Legal forms are regionally specific. The cooperative form is the most widespread legal form of the social economy. There are specific types of cooperatives in countries. Cooperatives are located more in the countryside (associations and foundations are relevant for the urban environment). Social agriculture widely operates in the cooperative form.

This contribution is intended to describe the rationale of a project, in progress, that aims at recovering the centrality of the school through a systemic approach adopting the Design Based Learning as an operative framework of reference capable to foster: (a) the acquisition of an adequate level of LIFE skills by all actors of the learning process (students, teachers, etc.); (b) meaningful collaboration and participation, aimed at achieving social and territorial development; (c) an increase of the social capital. Key issues related to the implementation of the framework and to the training of the teachers expected to manage the process are discussed and recommendation given.

The globalization of information processes leads to the development of a large number of channels that are used to provide information for non-profit organizations. Today, there is a clear deficiency of scientific research devoted to the systemic assessment of the effectiveness of information and communication channels in organizing volunteer activities. The purpose of this study is to identify the most common problems of information support for the activities of non-profit organizations working with volunteers. The object of study is the Obereg charity fund. The study, carried out on the basis of the case-study strategy, allowed to make a detailed assessment of the information environment of the non-profit organization, to analyze the problems of using communication channels in the activities of non-profit organizations working with volunteers. With the help of the social network analysis service Socstat, groups of organizations in the social network VKontakte were analyzed, the engagement rate was calculated, and the results of empirical studies based on the content analysis of the websites of 10 organizations in Russia and groups in social networks were presented. The study showed that the most common problems of communication channel functioning of non-profit organizations are irregular and unsystematic use of channels, incompleteness of information provided, the lack of an information manager. The following ways of solving the identified problems were proposed: involvement of relevant specialists; preparation of a comprehensive strategy for working with communication channels; implementation of an omnichannel strategy.
