This study aimed to identify the weaknesses and shortcomings in the level of strategic planning in the public education departments in Makkah region and how to overcome them, to improve their performance in light of the Kingdom of Saudi Arabia 2030 vision. The study used the descriptive analytical approach on documents, and the tool was to refer to books, researches, studies and specialized literature on the subject of research, and the research consists of three main chapters, the first chapter dealt with the general framework of the research, and the second: the theoretical framework and previous studies, As for the third chapter, it includes the conclusion, recommendations and proposals. The results showed the importance of strategic planning in improving the performance of public education departments and the performance of their employees, in addition to many benefits that ultimately lead to the quality of education outcomes, which have become an urgent necessity; required by the current stage, to ensure the achievement of the Kingdom of Saudi Arabia 2030 vision, and to maintain its leadership position regionally and globally. In light of the results, a set of recommendations and proposals were presented: to activate the strategic planning methodology to improve the performance of educational departments and schools in Makkah and other regions throughout the Kingdom.

Despite the fact that establishing a culture of teamwork among students is one of the most important functions and duties of the school, very few studies have addressed this issue in Saudi Arabia. This study investigates the role of all-female schools in the Kingdom of Saudi Arabia in promoting a culture of teamwork among its students from the point of view of teachers. The study followed the descriptive- analytical approach: a random sample of teacher participants were selected to represent the public school community. A questionnaire was distributed among all teacher participants for data collection, and the SPSS software was used to analyze the data. The study’s results revealed that all areas regarding the culture of teamwork received high approval ratings. Further, the study recommends involving teachers and students in drafting the school's vision by providing all means of communication between departments, especially electronic platforms, including recognition of outstanding teamwork. This study aimed to identify the advantages of distance education and the challenges that hinder its success in the Kingdom of Saudi Arabia in light of the Corona pandemic crisis from the viewpoint of male and female teachers in the public education sector in Hafar Al-Batin Governorate in the Kingdom of Saudi Arabia. The researcher used the descriptive and analytical method, and the tool consisted of a questionnaire consisting of (19) items distributed in two areas: challenges and advantages. It was distributed to a random stratified sample of (110) male and female teachers in the public education sector in Hafar Al-Batin Governorate in the Kingdom of Saudi Arabia. The results of the research showed that the field of advantages and opportunities provided by distance learning obtained a large arithmetic average of (3.43), while the degree of agreement of the sample on the field of challenges facing distance education was medium with an average of (3.20). The results showed no statistically significant differences at the level of significance (α ≤0.05) among the means of the research sample estimates of the advantages and challenges of distance education and learning in light of the Corona pandemic crisis. In the end, the researcher recommended the necessity of using distance learning in the programs of the Ministry of Education, training teachers and developing their skills in using computers and extracting information from information networks.

This paper proposed to delimit as an object of study the “Challenges faced by Public Education in Brazil”, without the purpose of verifying the quality of education in the national territory. We understand that it is necessary for the school, the family and the community to walk together, so that socio-educational quality can be achieved. Therefore, an analysis of the main productions available on the subject is necessary. Although access to Elementary Education is practically universal, Brazil still faces the great problem of the precarious quality of education offered in its schools. Thus, the general objective of this work is to analyze the strategies that can be used by the school, the family and the community to implement the qualification of public education, specifically in Paraíba. Thus, subsidies to exercise and studies on the subject arise. This work is bibliographic and documental, under a qualitative approach, since it is understood as a social quality strategy and legal regulations through documents and bibliographic materials related to the strategies can be used by the school, family and community, to carry out the qualification of the public education, in Paraíba.

The article studies the main stages and features of the evolution of the public administration system in the Republic of Estonia after 1992. This paper presents brief geographical and socio-economic characteristics that largely determine the development of the country’s public administration. The evolution of the institution of the presidency, executive, and legislative powers are considered. The role of parliament and mechanisms for coordinating the interests of different groups of the population for the development of the country is especially emphasized. The authors analyze the state and administrative reforms of recent years, which were aimed at improving the quality of services provided to the population, increasing the competitiveness of different parts of Estonia, as well as optimizing public spending and management structure. The introduction of digital technologies into the sphere of public administration, healthcare, education, and the social sphere is of a notable place. Such phenomena as e-residency, e-federation, and other digital projects are considered. The development of a digital system of interstate interaction between Estonia and Finland made it possible to create the world’s first e-federation, and the digitization of all strategically important information and its transfer to cloud storage speaks of the creation of the world’s first e-residency, a special residence of data outside the country’s borders to ensure digital continuity and statehood in the event of critical malfunctions or external threats.

Purpose The purpose of this paper is to analyse the 2016 elections for Police and Crime Commissioners (PCCs) and to compare them with those that took place in 2012. It seeks to evaluate the background of the candidates who stood for office in 2016, the policies that they put forward, the results of the contests and the implications of the 2016 experience for future PCC elections. Design/methodology/approach This paper is based around several key themes – the profile of candidates who stood for election, preparations conducted prior to the contests taking place, the election campaign and issues raised during the contests, the results and the profile of elected candidates. The paper is based upon documentary research, making particular use of primary source material. Findings The research establishes that affiliation to a political party became the main route for successful candidates in 2016 and that local issues related to low-level criminality will dominate the future policing agenda. It establishes that although turnout was higher than in 2012, it remains low and that further consideration needs to be devoted to initiatives to address this for future PCC election contests. Research limitations/implications The research focusses on the 2016 elections and identifies a number of key issues that emerged during the campaign affecting the conduct of the contests which have a bearing on future PCC elections. It treats these elections as a bespoke topic and does not seek to place them within the broader context of the development of the office of PCC. Practical implications The research suggests that in order to boost voter participation in future PCC election contests, PCCs need to consider further means to advertise the importance of the role they perform and that the government should play a larger financial role in funding publicity for these elections and consider changing the method of election. Social implications The rationale for introducing PCCs was to empower the public in each police force area. However, issues that include the enhanced importance of political affiliation as a criteria for election in 2016 and the social unrepresentative nature of those who stood for election and those who secured election to this office in these contests coupled with shortcomings related to public awareness of both the role of PCCs and the timing of election contests threaten to undermine this objective. Originality/value The extensive use of primary source material ensures that the subject matter is original and its interpretation is informed by an academic perspective.

The subject of this research is the specifics, forms and functions of interaction in social media groups between the representatives of ethnic communities. The goal consists in determination of the role of social networks in adaptation of ethnocultural communities of St. Petersburg. The research is based on the polling technique for acquisition of information on the cognitive, emotional, and behavioral state of a person. The survey was conducted via distribution of questionnaires among the representatives of ethnic groups. The article also employs the method of systematic scientific observation over the social media groups, topic raised therein, as well as reading and analysis of the comments. The scientific novelty of this work consists in outlining of the nature, trends and development prospects of cross-cultural communications as the channel for ethnocultural interaction.  The main conclusions, which touch upon users from various ethnic communities who do not have enough experience in organization of activity of social media groups, demonstrate that it causes the loss of the sense of security, accumulation of prejudices and escalation of interethnic conflicts, as well as preference of the with restricted access, which contributes to lock down of the group and impedes adaptation in the accepting society. Stabilization of situation can be achieved by improvement of the quality of content posted in the social media, as well as level of their administration.
