Challenges facing the school performance development system from the viewpoint of educators in Ash Sharqiyah North Governorate, Sultanate of Oman: التحديات التي تواجه نظام تطوير الأداء المدرسي من وجهة نظر التربويين في محافظة شمال الشرقية بسلطنة عمان

This study intended to explore the obstacles that are facing school performance development in the Sultanate of Oman in the aspects of system philosophy, school administration, implementation and the human and material resources and the difficulties impeding achieving planned goals from the perspective of administrative supervisors, principals and teachers in the east north governorate. This study utilized descriptive approach. A survey used to collect data and applied upon a sample of 19 administrative supervisors, 22 principles, and 88 teachers from Ash Sharqiyah North Governorate. The results of the study showed that the overall tool has obtained a total average (3.62 out of 5) considered (large) and in aspects level. The administrative factors obtained the highest average (3.68), then executive procedures with an average of (3.68), thirdly, the challenges of material resources with an average of (3.64) and finally the challenges of the philosophy of the school performance system with an average of (3.46) all are significant challenges. The study indicates also that there are some challenges in the implementation process and the financial aspects at the average level. The study recommended principals and development team training about the proper implementation of the school performance tools. The study also recommended that financial support should be provided to schools to implement the system efficiently and in a sufficient way. It also recommended discussing the ultimate report for the performance development system in regular educational meetings.

    This study aimed to find out the level of Psychological Security of Nizwa University students and to find out the differences in level of Psychological Security according to gender (males/ females), the sample included (238) males and females. In order to achieve the objectives of the study, the descriptive approach was used. The researcher used the Maslow scale for the sense of Psychological Security and interpolation by Dawani and Dirani (1983) in the Abdullah’s study (1996) after verifying its validity and stability. The study sample (238) students from Nizwa University in the Sultanate of Oman were randomly chosen. The findings of the study could be summarized as the following: there is a high level of Psychological Security with Nizwa University students according to the comprehensive Psychological Security scale with a median (2.24) feeling with Psychological Security compares to threat with average (2.29) and feeling love to hatred with average (2.25) feeling with loyalty to loneliness with average (2.19), there is a significant difference at the level of α=0.05 between males and females in favour of the males. In light of the results, a number of recommendations and proposals were submitted to enhance the level of psychological security among students of the University of Nizwa, and the general Omani and Arab universities.

The material of the article reflects in detail the strategy of planning the educational process in a particular school in terms of development. The model of the innovative project "Educational Navigator" is described. A model of intraschool education quality assessment is presented. The article provides examples of the results of the study.

This study aims to describe; 1) the implementation of character education values in terms of the planning and implementation process in SD Negeri 115 Pekanbaru; 2) behavior of SD Negeri 115 Pekanbaru students in applying the values of religious character, honesty, diligence, discipline, and care / responsibility. This study uses a quantitative descriptive approach with survey methods. The location of this research was carried out at the SD Negeri 115 Pekanbaru City, having its address at Jalan Handayani, Sidomulyo Timur Mapoyan Pekanbaru, Riau Province. Data collection techniques in this study are; 1) interview; 2) observation; 3) questionnaire (questionnaire); and 4) documentation. The results showed that the tendency of the implementation of character education values in the good category was 8 people (12.7%), while in the sufficient category there were 46 people (73.0%) and in the poor category 9 people (14.3%). So it can be concluded that the tendency of the implementation of the value of character education in SDN 115 Pekanbaru is in the sufficient category.Keywords:  Character education, SDN 115 Pekanbaru

The aim of this study is to analysis the impact of MIS on its dimensions in performance management In the Sultanate of Oman. The researcher tested the hypothesis of the study using multiple regression analysis, descriptive statistics, and Several conclusions found in the study; namely: There is an impact of management information systems on managing the performance of employees as a whole in telecommunications companies in the Sultanate of Oman. There is an impact of MIS on the performance management (performance planning) on the telecommunications companies in the Sultanate of Oman. While the results indicated that the software components and networks of management information systems do not affect the employee's performance management concerning performance planning.There is an impact of information management systems (human resources, software, networks) on the employees’ performance management represented the performance audit, and follow-up in the telecommunications companies in the Sultanate of Oman. While the results indicated that the material resources, and the MIS database did not affect the employees’ performance management represented by performance review, and follow-up.There is an impact of MIS (Human Resources, material resources, Software, Database) on the performance management of performance appraisal of telecom companies. While the results indicated that the networking component of MIS did not affect the employees’ performance management represented by performance appraisal.There is an impact of MIS on employee performance management of feedback in the telecoms companies. While the results indicated that the IT component of MIS did not affect the employees’ performance management represented by feedback.

The study aimed to explore the challenges of using educational platforms and proposals to address them from the point of view of the third-year students at Al-Sharqiya University. The descriptive approach was used on a sample of the third-year students at Al-Sharqiya University in the specialization of the first field, consisting of (100) students. The study tool consisted of a two-axis questionnaire to identify the challenges of Use of educational platforms and proposals to address them. The study concluded that among the main challenges of students' use of educational platforms are weak Internet networks and their lack of coverage in some places, some students not having their own computers, and the lack of technical support when needed. The results showed that among the proposals to address the challenges are the following: Strengthening internet networks in some areas and making them available for free for educational purposes, and providing personal computers for students who need them at subsidized prices and an easy payment method, in addition to providing the necessary technical support through the establishment of a special platform that includes answering questions directly, as well as educating students about the harms of staying long hours in front of electronic devices. The results of this study were discussed in the light of latest reviewed literature followed by recommendations and suggestions for future studies and investigations.

The goal of this study was to determine the main variables that are part of the management strategies for quality assurance in higher education. The study was conducted in 2016 on a representative sample of secondary schools in Suceava County, Romania. The research methodology has mixed quantitative analysis of collected data using a questionnaire applied to teachers from seven schools in the Suceava County (268 respondents) and qualitative analysis of public documents referring to performances in the secondary education system. To achieve the questionnaire, an adaptation of the SERVQUAL method was used, specific for the services domain. It was aimed at establishing the differences between perceptions and expectations of teachers on human and material resources necessary to ensure the quality of services in education. The results were correlated with data on students’ performances in high school and / or professional school.Changing the mentality of the teachers, self-assessment and objective assessment of the work performed and working conditions can lead to increased quality of educational services with direct effects in improving school performance of direct beneficiaries of education, the students.

Pertumbuhan pembangunan hotel, apartemen dan kondotel dinilai tidak ramah bagi pelaku usaha, karena berkaitan dengan rendahnya tingkat okupansi dan persaingan harga pada layanan sejenis. Pemerintah menanggapi permasalahan ini dengan menerbitkan kebijakan moratorium untuk izin usaha hotel dan sejenisnya. Namun, setelah pemerintah menerbitkan kebijakan moratorium, jumlah usaha tidak mengalami stagnasi, bahkan meningkat signifikan bila dibandingkan sebelum pemerintah menetapkan kebijakan moratorium. Penelitian ini menggunakan jenis penelitian kualitatif dengan pendekatan deskriptif yang bertujuan untuk mengetahui dimensi ambiguitas dalam kebijakan dan proses implementasi kebijakan. Teknik pengumpulan data yang digunakan adalah observasi, wawancara dan dokumentasi. Dalam penelitian ini penulis menggunakan ambiguitas-konflik Matland. Hasil penelitian menunjukan bahwa peningkatan jumlah usaha setelah penerbitan kebijakan moratorium diinisiasi oleh ambiguitas tujuan dalam kebijakan dan ambiguitas sarana dalam proses implementasi kebijakan.The growth in the construction of hotels, apartments, and condotels is considered unfriendly to business actors because it is related to low occupancy rates and price competition for similar services. The government responded to this problem by issuing a moratorium policy for hotel business permits and the like. However, after the government issued a moratorium policy, the number of businesses did not stagnate, even increasing significantly when compared to before the government enacted the moratorium policy. This study uses a qualitative research type with a descriptive approach that aims to determine the dimensions of ambiguity in policy and policy implementation processes. The data collection techniques used were observation, interview, and documentation. In this study, the authors used Matland's conflict ambiguity. The results showed that the increase in the number of businesses after the issuance of the moratorium policy was initiated by the ambiguity of objectives in policy and ambiguity of means in the policy implementation process.

This study aimed to identify the reality of the practices of the Parliamentary Councils in making educational policy in the Sultanate of Oman from the point of view of the members of the Council of State and the Shura Council. It also focused on the mechanisms of parliamentary participation in educational policymaking, ending up with suggesting a number of proposals for the development of such practices. The sample of the study consisted of 42 members of the Oman Council. The descriptive approach was used as it suits the objectives and the nature of the study. To achieve the objectives of the study, a questionnaire was used, consisting of 68 items divided into three focuses of the study (practice, practice mechanisms and developmental proposals). The study found that there is a need for importance developing the practices of the Parliamentary Councils in making education policy in the Sultanate of Oman. It also reached to the conclusion that the members of the two Councils should be granted more powers to increase their contributions to education policy-making. The study recommended involving other society groups in making educational policy side by side with the role played by the Oman Council.
