The article analyses current public management and funding practices of cultural organisations in Italy by using comparative and statistical analysis. The structure of the sector’s governing bodies and approaches to budgeting for culture at national level have been explored. Trends in decreasing funding from provincial, regional and local budgets have been identified. The status, legislative and institutional conditions for the emergence of Italy’s unique multichannel cultural financing system have been described. An analysis of the Italian museum system’s reform has been presented. The activities of private opera foundations have been discussed in detail. The main similarities between Russian and Italian cultural policies have been described. These are the drive to expand the boundaries and activities associated with the cultural sector, the significant burden on local and regional authorities in the field of cultural heritage preservation, the “quantitative approach” and the application of financial performance indicators to assess cultural organisations performance.The article’s scientific novelty lies in the complex approach to the study of Italian cultural policy using the criteria proposed by D. Montias and A. I. Glagolev, and in the study of the activities of Italian opera foundations and museums, which had not previously been sufficiently covered in the Russian and foreign literature. The prospect of the topic, the practical significance and relevance of the research are due to the need to implement regulations in Russia which set a course for the creation of a multi-channel system of funding and a broad understanding of the cultural sector, and ensuring inter-agency and inter-regional cooperation between the authorities in the implementation of cultural policy.The article analyses a wide range of financial support mechanisms for culture, most of which are named in the “Strategy of State Cultural Policy of Russia as Targets by 2030”, while Italy has accumulated considerable experience in this area for several decades.

The article concentrates on the relationship between reduced value added tax (VAT) rate on books and readership level as a projected goal in cultural policy. To figure out this complex link, the paper explores the contribution of public management and economy to this knowledge to uncover the potential of following assumptions: (1) Reduced VAT rate results in the fall in book prices for consumers; (2) lower book prices stimulate the demand for books; (3) higher consumption of books (book purchase) is reflected in a higher level of readership. Indirect funding is very often worth more (quantitatively) than a direct mode of subsidizing. Indirect instruments, including VAT reduction, are not always the simplest way towards a cultural policy target. Despite great potential as an indirect funding tool, the VAT reduction requires a high-quality ex-ante assessment, and mid-term evaluation to verify the effectiveness and consequences of using VAT as a tax exemption in the cultural policy.

Purpose. The purpose of the work is to analyze the application of the second and third parts of Article 3692 of the Criminal Code of Ukraine to officials in the context, that defines them by the Criminal Code of Ukraine in the note to Article 364 of the Criminal Code of Ukraine. Methodology. The methodology includes a comprehensive analysis and synthesis of the available scientific and theoretical material and the formulation of relevant conclusions and recommendations. In the course of the study, the following methods of scientific knowledge were used: terminological, logical-semantic, system-structural, logical-normative. Results: in the course of research the cause of criminalization of such act as "abuse of power" is considered, the subject of the specified criminal act which has the features of "an official" in the context, that defines it by the note to Article 364 of the Criminal Code of Ukraine is analyzed and the main ways of committing criminal acts, that are provided for in this article of the Criminal Code of Ukraine are identified. Originality. The study found, that one of the key conditions for the opportunity to influence officials, that are authorized to perform government or local self-government functions, is the position held by the official and the related opportunities. Therefore, taking into account the opinion of the scientists, that the subject of crimes, that are provided for by the second and third parts of Article 3692 is special, the peculiarities of which is the cumulative feature, that denotes, that such person is not endowed with the status of an official, well-founded need to specify the criminal legislation of Ukraine in terms of the application the second and third parts of Article 3692 of the Criminal code of Ukraine concerning officials in the context, that defines them by the criminal legislation of Ukraine in the note to Article 364 of the Criminal Code of Ukraine. Practical significance. The research results can be used in lawmaking in the improvement of anti-corruption legislation.

Purpose. The article is aimed at analyzing the general theoretical principles and the essential characteristics of legal restrictions in environmental law; defining category of “environmental legal restrictions”, their content, system and the status of the respective legislation. Methodology. The methodology consists in carrying out a comprehensive analysis of the provisions of environmental legislation and formulating relevant conclusions on this basis. During the research, the following methods of scientific research were used: terminological, systemic and structural, comparative legal, structural and functional. Results. The objectively determined necessity of unconditional adherence to the legally established environmental requirements, prohibitions and restrictions as well as their potential scientifically substantiated enhancement in order to achieve environmentally significant goals oriented towards the priorities of sustainable development is substantiated. Restrictive mechanisms are scattered across statutory and regulatory acts of different legal force and even different branches of law, therefore, the need for their systematization and unification as well as generalization of the experience of their practical implementation in order to establish a comprehensive system of environmental restrictions is discussed. In our opinion, the conceptual basis and general essential characteristics of public environmental requirements and restrictions should be reflected in the future Environmental Code of Ukraine. Scientific novelty. In the course of the research, the author defines restrictions in environmental law as a specific sectoral imperative mechanism for regulating relations in the field of environmental safety, which consists in systematically introducing legislation on imperative provisions of environmental law as well as establishing specific legal regimes and mechanisms for their application and implementation. Practical significance. The main conclusions can be used in law-making and law-enforcing activities, as well as in further theoretical and legal research and in the educational process.

The European Commission defines the bioeconomy as "the production of renewable biological resources and the conversion of these resources and waste streams into value added products, such as food, feed, bio-based products and bioenergy. Its sectors and industries have strong innovation potential due to their use of a wide range of sciences, enabling and industrial technologies, along with local and implied knowledge." The Bulgarian food industry faces a lot of challenges on the local and national level, which have direct influence on the structure of the production companies. Most of the enterprises from the food sector produce under foreign brands in order to be flexible partners to the large Bulgarian retail chains. The small companies from the food sector are not able to develop as an independent competitive producer on the territory of their local markets. This kind of companies rarely has a working strategy for positioning on new markets. In order to consolidate their already built positions for long period of time, the producers are trying to optimize their operations in a short term. However, the unclear vision of the companies for the business segment does not allow them to fully develop. Tourism in Bulgaria is a significant contributor to the country's economy.

Аннотация. В статье рассматривается вопрос о функционировании русского языка в образовательном пространстве КГМА. Большое место в работе занимает роль русского языка в учебной деятельности студентов-медиков. Мотивацией к изучению именно, русского языка являются следующие факторы: статус официального языка; возможность привлечь внимание широкого круга специалистов к своим исследованиям; понимание престижности русского языка. В статье нашли отражение различные формы работы по расширению сферы использования русского языка в медицинской академии. В работе уделено внимание и профильным учебным пособиям, разработанным автором статьи. Анализ некоторых заданий позволяет констатировать тот факт, что содержание пособии определено через компетенции, одной из которых является языковая. Ключевые слова:язык обучения, фундаментальные науки, соматические ФЕ, компетентностная основа, профессиональная направленность, жаргонная лексика. Аннотация. The article discusses the Russian language functioning in the of the KSMA’s educational space. Russian language plays a big role in the educational activity of the medical students. The main motivation of learning the Russian language has the following points: the status of the official language; the opportunity to attract the attention of a wide range of specialists to their research; understanding of the prestige of the Russian language. The article reflected various forms of work to expand the scope of the use of the Russian language at the medical academy. The work focuses on specialized textbooks developed by the author of the article. An analysis of some tasks allows us to state the fact that the content of the manual is determined through competencies, one of which is the language. Key words: teaching language, fundamental sciences, somatic phraseological unit, slang vocabulary.

Conservation areas are originally well-known for protecting landscape features and wildlife. They are playing key role in conserving and providing a wide range of ecosystem services, social, economic and cultural benefits as well as vital places for climate mitigation and adaptation. We have analyzed decadal changes in land cover and status of vegetation cover in the conservation area using both national level available data on land use land cover (LULC) changes (1990-2010) and normalized difference vegetation index (NDVI) (2010-2018) in Annapurna conservation area. LULC showed the barren land as the most dominant land cover types in all three different time series 1990, 2000 and 2010 with followed by snow cover, grassland, forest, agriculture and water body. The highest NDVI values were observed at Southern, Southwestern and Southeastern part of conservation area consisting of forest area, shrub land and grassland while toward low to negative in the upper middle to the Northern part of the conservation area.


The recycling and reuse of materials and objects were extensive in the past, but have rarely been embedded into models of the economy; even more rarely has any attempt been made to assess the scale of these practices. Recent developments, including the use of large datasets, computational modelling, and high-resolution analytical chemistry, are increasingly offering the means to reconstruct recycling and reuse, and even to approach the thorny matter of quantification. Growing scholarly interest in the topic has also led to an increasing recognition of these practices from those employing more traditional methodological approaches, which are sometimes coupled with innovative archaeological theory. Thanks to these efforts, it has been possible for the first time in this volume to draw together archaeological case studies on the recycling and reuse of a wide range of materials, from papyri and textiles, to amphorae, metals and glass, building materials and statuary. Recycling and reuse occur at a range of site types, and often in contexts which cross-cut material categories, or move from one object category to another. The volume focuses principally on the Roman Imperial and late antique world, over a broad geographical span ranging from Britain to North Africa and the East Mediterranean. Last, but not least, the volume is unique in focusing upon these activities as a part of the status quo, and not just as a response to crisis.

Atmospheric pressure plasma (APP) deposition techniques are useful today because of their simplicity and their time and cost savings, particularly for growth of oxide films. Among the oxide materials, titanium dioxide (TiO2) has a wide range of applications in electronics, solar cells, and photocatalysis, which has made it an extremely popular research topic for decades. Here, we provide an overview of non-thermal APP deposition techniques for TiO2 thin film, some historical background, and some very recent findings and developments. First, we define non-thermal plasma, and then we describe the advantages of APP deposition. In addition, we explain the importance of TiO2 and then describe briefly the three deposition techniques used to date. We also compare the structural, electronic, and optical properties of TiO2 films deposited by different APP methods. Lastly, we examine the status of current research related to the effects of such deposition parameters as plasma power, feed gas, bias voltage, gas flow rate, and substrate temperature on the deposition rate, crystal phase, and other film properties. The examples given cover the most common APP deposition techniques for TiO2 growth to understand their advantages for specific applications. In addition, we discuss the important challenges that APP deposition is facing in this rapidly growing field.

Tribological properties of engineering components are a key issue due to their effect on the operational performance factors such as wear, surface characteristics, service life and in situ behavior. Thus, for better component quality, process parameters have major importance, especially for metal matrix composites (MMCs), which are a special class of materials used in a wide range of engineering applications including but not limited to structural, automotive and aeronautics. This paper deals with the tribological behavior of Cu-B-CrC composites (Cu-main matrix, B-CrC-reinforcement by 0, 2.5, 5 and 7.5 wt.%). The tribological characteristics investigated in this study are the coefficient of friction, wear rate and weight loss. For this purpose, four levels of sliding distance (1000, 1500, 2000 and 2500 m) and four levels of applied load (10, 15, 20 and 25 N) were used. In addition, two levels of sliding velocity (1 and 1.5 m/s), two levels of sintering time (1 and 2 h) and two sintering temperatures (1000 and 1050 °C) were used. Taguchi’s L16 orthogonal array was used to statistically analyze the aforementioned input parameters and to determine their best levels which give the desired values for the analyzed tribological characteristics. The results were analyzed by statistical analysis, optimization and 3D surface plots. Accordingly, it was determined that the most effective factor for wear rate, weight loss and friction coefficients is the contribution rate. According to signal-to-noise ratios, optimum solutions can be sorted as: the highest levels of parameters except for applied load and reinforcement ratio (2500 m, 10 N, 1.5 m/s, 2 h, 1050 °C and 0 wt.%) for wear rate, certain levels of all parameters (1000 m, 10 N, 1.5 m/s, 2 h, 1050 °C and 2.5 wt.%) for weight loss and 1000 m, 15 N, 1 m/s, 1 h, 1000 °C and 0 wt.% for the coefficient of friction. The comprehensive analysis of findings has practical significance and provides valuable information for a composite material from the production phase to the actual working conditions.

The paper presents the results of the application of a practical approach for collecting data, which provides a simple, cost efficient, and easily reproducible method that was applied to obtain the necessary data for the status analysis of the Sustainable Urban Mobility Plan (SUMP) for Podgorica, the capital of Montenegro. Important data for the estimation of the existing condition of the traffic system were collected through desk research from the appropriate institutions and organizations. Several surveys and focus group interviews were conducted, in which about 5000 residents of Podgorica participated. In addition to answering questions, residents made numerous suggestions, confirming the correctness of a participatory approach in the new traffic planning paradigm that provides the SUMP with crucial advantages. A manual cordon count of traffic on five bridges for the traffic of the motor vehicles, as well as on two pedestrian-only bridges, was performed by students from the study program Road Traffic, and there are plans to repeat this in the coming years in order to enable more reliable monitoring and evaluation of the obtained data. Contemporary quality management tools such as BYPAD and ParkPAD were also used to assess the status of cycling and parking policy, respectively. It is especially important to emphasize that Podgorica is the first city in the West Balkans, and the fourth city in Europe, in which the ParkPAD tool was applied. A wide range of negative phenomena and trends was identified, like a rapid increase in the number of registered vehicles, an increase in the motorization rate and the number of traffic accidents, increased non-compliance with traffic rules, excessive use of passenger cars and auto-taxi vehicles, insufficient use of unattractive public transport, walking and cycling, etc. Based on the data collected, key challenges in status analysis in Podgorica were identified, which the SUMP should try to overcome.
