This study aims to first determine the factors driving community involvement in Community Watch Human Trafficking and knowing the role of Community Watch Human Trafficking in the aspect of preventing human trafficking. The results of the study are as follows. First, the factors driving community involvement in CW-PO are: legal awareness of the dangers of trafficking in persons and their impacts; the experiences of family members and neighbors who have been victims of the Human Trafficking criminal act; accustomed to volunteering; There are joint concerns because there is an Indonesian Manpower Services Company and field workers who are tasked with recruiting prospective migrant workers from the village. Secondly, the role of Community Watch Human Trafficking in the prevention aspect of yatru: To collect data on migrating citizens; increasing public understanding of Human Trafficking criminal act; economic empowerment; advocating for village government to allocate village funds to open businesses; accompany former migrant workers who have returned to the village but have problems; carry out monitoring in the village.

<p><em>In this study, researchers examined the role of the Village Care for Migrant Workers (Desbumi) program in mentoring female migrant workers in Darek Village, Praya Barat Daya District, Central Lombok Regency. This research is field research with data collection steps, namely interviews, documentation and observation. Therefore, this research aims o find out female migrant worker assistance patterns through the Desbumi program in Darek Village, Praya Barat Daya District, Central Lombok Regency. The results and discussion in this study are that the Desbumi program has three roles. First. Information center provides information to migrant workers about safe and legal migration (safety migrations). Second is the mobility data center, which assists prospective migrant workers in arranging migration filings at the village office. Third, the center for case advocacy, namely the role in providing protection and assistance to migrant workers who experience problems abroad.</em> <em>Meanwhile, the pattern of assisting female migrant workers in the Desbumi program approach is namely. First, pre-work mentoring, namely conducting socialization to the community by bringing migration flyers that have been given by Migrant Care and from the BNP2TKI office in Central Lombok Regency. It then provides an opportunity for people to ask questions about safe migration. Second, after work assistance, the Desbumi program can carry out consolidation and integration with Migrant Care, PPK and BNP2TKI if they encounter problems with migrant workers abroad. Furthermore, they confirm through social media with the Desbumi program in Darek Village, Praya Barat Daya District, Central Lombok Regency. Third, post-work mentoring, where former migrant workers are empowered in the village with various empowerment approaches. These approaches included making crackers, chips, sewing training and soft skills activities supported by the village government, Migrant Care, the Mataram City Panca Karsa Association (PPK), and BNP2TKI Central Lombok Regency </em></p><p> </p><p>Dalam penelitian ini, peneliti mengkaji peran dari program Desa Peduli Buruh Migran (Desbumi) dalam pendampingan buruh migrant perempuan di Desa Darek Kecamatan Praya Barat Daya Kabupaten Lombok Tengah. Penelitian ini merupakan penelitian lapangan dengan langkah pengumpulan data yakni wawancara, dokumentasi dan observasi. Oleh karenaitu, tujuan dalam penelitian ini yakni untuk mengetahui bagaimana pola pendampingan buruh migrant perempuan melalui program Desbumi di Desa Darek Kecamatan Praya Barat Daya Kabupaten Lombok Tengah. Hasil dan pembahasan dalam penelitian ini yakni, bahwasannya program Desbumi memiliki tiga peran seperti. Pertama. Pusat Informasi yakni untuk memberikan informasi pada buruh migrant tentang bermigrasi yang aman yang legal. Kedua, pusat data mobilitas yakni untuk membantu calon buruh migrant mengurus pemberkasan migrasi di kantor desa. Ketiga, pusat advokasi kasus yakni peran dalam memberikan perlindungan dan pendampingan pada buruh migran yang mengalami permasalahan di luar negeri. Sedangkan pola pendampingan buruh migrant perempuan dalam pendekatan program Desbumi yakni. Pertama, pendampingan sebelum bekerja yakni melakukan sosialisasi ke masyarakat dengan membawa pamphlet migrasi yang sudah diberikan oleh pihak Migrant Care serta dari kantor BNP2TKI Kabupaten Lombok Tengah. Kemudian memberikan kesempatan bagi masyarakat untuk bertanya tentang migrasi yang aman. Kedua, pendampingan setelah bekerja yakni program Desbumi dapat melakukan dengan konsolidasi dan integrasi dengan Migran Care, PPK dan BNP2TKI jika menerima problematika buruh migran di luar negeri, dan melakukan konfirmasi melalui media social dengan adanya program Desbumi di Desa Darek Kecamatan Praya Barat Daya Kabupaten Lombok Tengah. This research is based on the criminal acts of human trafficking phenomenon through the Indonesian migrant workers delivery initially impersonating the recruitment activities by the scalpers in the village level in number of ways. The evidences show the poor village authorities regarding the issue at hand and relating to its people working abroad. This research aims to analyze Law No 18 of 2017 mandating the village government to actively participate in protecting the Indonesian especially the criminal acts of human trafficking cases. This is doctrinal legal research; employing the law approach in the sense of law in the book applying the statute approach. This research demonstrates the argument of Law No. 18 of 2017 legalization which is to provide the village authorization setting to extend migrant workers protection before, during, and after completion of their work. To implement the Article 42 pertaining to village’s duties and responsibilities, its government can arrange the village regulation about PMI. It is clearly stated in Law No 6 of 2014 about Village. It is subsequently beneficial in a way that the village, as the main key of worker distribution, actively participates in criminal acts of human trafficking anticipation impersonating the Indonesian migrant workers delivery and simultaneously provides the Indonesian migrant workers protection.

One main goal of village development is to develop development or at least reduce poverty, improve a more decent standard of living. Village development must involve the majority of the population, the results of which can be enjoyed by the entire community. This research uses a qualitative research approach with a phenomenological research type. This is intended to find out and describe in detail and depth about the role of the village government in community economic empowerment in Alalak Island Village, Barito Kuala Regency. The data analysis technique used is an interactive model analysis consisting of data reduction, data presentation, and concluding. The results showed that community economic empowerment in Alalak Island Village Barito Kuala District was intervened by the local government. This is in line with the policy of two programs, namely the empowerment program for micro, small and medium enterprises (MSMEs). Empowerment of the capital sector in the village government is not involved in ever providing financial assistance in the form of empowerment in the capital sector. Factors that support the role of the government in increasing community economic empowerment in Alalak Island Village, Barito Kuala Regency, include the response of community members to village government policy programs. The awareness to participate in community economic empowerment, community members try to dig up information about the possibility of contributing to the implementation of community economic empowerment programs, community culture that can accept changes and developments in aspects of social life.

The study aims to determine the role of village government in Implementing the Rural Infrastructure Development Program (PPIP) In the village Sendana, Mambi district Mamasa Regency . Type research is descriptive qualitative approach is an approach that focuses on the process of data collection in order to describe the state of the object. Data collection technique used by observation, interview and documentation. The result of this study shows that the role of the village government can already be said to play an active role with the following indicator, which is to facilitate the village government to provide facilities at village meetings, implementation of transparency, and support facilities for CSOs. Community engagement where the village government to try and work together with management to prioritize community involvement; supervise and control the implementation of the PPIP. The village government to approach the manager for observing the principles of the PPIP program and use of the budget in accordance with the allocation; fostering CSO where the village government to provide guidance through the values of local wisdom and social capital so that the attitudes and behavior of society for the better organization. Penelitian bertujuan untuk mengetahui Peranan Pemerintah Desa Dalam Pelaksanaan Program Pembangunan Infrastruktur Pedesaan (PPIP) Di Desa Sendana Kecamatan Mambi Kabupaten Mamasa. Jenis penelitian yang digunakan adalah pendekatan deskriptif kualitatif adalah pendekatan yang menitik beratkan pada proses pengumpulan data. Teknik pengumpulan data menggunakan observasi,wawancara dan dokumentasi. Hasil penelitian ini menunjukkan bahwa peranan Pemerintah Desa sudah dapat dikatakan berperan aktif dengan indikator yaitu: adalah menfasilitasi yang dimana Pemerintah Desa memberikan fasilitas pada musyawarah desa, transpransi pelaksanaan, dan fasilitas penunjang untuk OMS. Keterlibatan masyarakat yang dimana Pemerintah Desa berusaha dan bekerja sama dengan pihak pengelola untuk mengutamakan keterlibatan masyarakat; mengawasi dan pelaksanaan PPIP. Pemerintah Desa melakukan pendekatan kepada pengelola untuk memperhatikan prinsip-prinsip Program PPIP dan penggunaan anggaran sesuai dengan peruntukkannya; membina OMS yang dimana Pemerintah Desa melakukan pembinaan melalui nilainilai kearifan lokal dan modal sosial agar sikap dan perilaku organisasi masyarakat menjadi lebih baik.

Our understanding of human trafficking has changed significantly since 2000, when the international community adopted the first modern antitrafficking treaty—the UN Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children (Trafficking Protocol). Policy attention has expanded beyond a near-exclusive focus on sex trafficking to bring long-overdue attention to nonsexual labor trafficking. That attention has helped surface how the lack of international laws and institutions pertaining to labor migration can enable—if not encourage—the exploitation of migrant workers. Many migrant workers throughout the world labor under conditions that do not qualify as trafficking yet suffer significant rights violations for which access to protection and redress is limited. Failing to attend to these “lesser” abuses creates and sustains vulnerability to trafficking.

Through the implementation of law No.28 of 2009 on local taxes and lavies, the tax collection authority of the land tax and rural and urban buildings (PBB-P2) is transferred to the local government. North Minahasa district government in this case Watutumou Village is one of the villages that have potentials in the local tax sector can maximize this policy as an effort to increase acceptance in realizing development in the region. This study aims to  determine the level of effectiveness of Land and Building Tax revenues before and after diverted into local taxes in Watutumou Village, the effort made by the village government to overcome the obstacles that arise in the process of acceptance of PBB-P2 and how the role of village government in optimizing the acceptance of PBB-P2. This study used descriptive quantitative method. The collection of data in this case is interview and documentation. The result of the research note that the effectiveness of PBB-P2 before and after deverted into the criteria effective. But in the year before and after diverted, the realization of PBB-P2 didn’t reach the target specified due to certain obstacles, so it requires the effort and role of government in increasing the acceptance of PBB-P2. For the village government can further improve the acceptance of PBB-P2 with attention to human resource training, socialization and up to date data available in the village.Keywords : PBB-P2, effectiveness, village government

Dalam perjalanan ketatanegaraan Indonesia, sistem pemerintahan desa kembali mulai diseragamkan melalui Undang-Undang Nomor 6 Tahun 2014 tentang Desa. Penelitian ini bertujuan untuk menjelaskan peran lembaga pemerintahan desa dalam pelaksanaan pembangunan berkelanjutan di pedesaan serta tata kelola kebijakan pembangunan desa melalui pemanfaatan Dana Desa. Metode yang digunakan dalam penelitian ini adalah penelitian hukum empiris. Hasil penelitian ini menjelaskan bahwa faktor pendukung pelaksanaan tugas Kepala Desa di Kecamatan Trucuk yaitu adanya pengarahan, bimbingan, serta pelatihan bagi Kepala Desa dalam menyusun rancangan peraturan desa untuk mewujudkan percepatan pembangunan desa yang berkelanjutan. Sedangkan faktor yang menghambat pelaksanaan tugas Kepala Desa di Kecamatan Trucuk yaitu rendahnya partisipasi masyarakat dalam menyikapi program kerja yang dijalankan oleh pemerintah desa serta rendahnya kesadaran masyarakat dalam memelihara fasilitas umum yang ada di desa. Pemerintahan desa yang baik adalah sebuah kerangka institusional untuk memperkuat otonomi desa karena secara substantif desentralisasi dan otonomi desa bukan hanya masalah pembagian kewenangan antarlevel pemerintah, melainkan sebagai upaya membawa pemerintah untuk lebih dekat dengan masyarakat. Pemerintah desa yang kuat dan otonom tidak akan bermakna bagi masyarakat tanpa ditopang oleh transparansi, akuntabilitas, responsivitas, dan partisipasi masyarakat.   IMPLEMENTATION OF ACCELERATION OF VILLAGE DEVELOPMENT IN REALIZING SUSTAINABLE DEVELOPMENT BASED ON LAW NUMBER 6 YEAR 2014 ABOUT VILLAGE Abstract In the course of the Indonesian state administration, the village government system began to be uniform again through Law Number 6 of 2014 concerning Villages. This research aims to explain the role of village government institutions in the implementation of sustainable development in rural areas and the governance of village development policies through the use of Village Funds. The method used in this research is empirical legal research. The results of this research explain that the supporting factors for the implementation of the duties of the village head in Trucuk Village are direction, guidance, and training for village heads in drafting village regulations to realize the acceleration of sustainable village development. Meanwhile, the factors that hinder the implementation of the duties of the village head in Trucuk Village are the low participation of the community in responding to the work programs run by the village government and the low awareness of the community in maintaining public facilities in the village. Good village governance is an institutional framework to strengthen village autonomy because substantively decentralization and village autonomy are not just a matter of sharing authority between levels of government, but as an effort to bring the government closer to the community. A strong and autonomous village government will not be meaningful to the community without being supported by transparency, accountability, responsiveness and community participation.

The Role of Tourism Office Batu City and Punten Village Government in tourism empowerment is very influential to the progress of Apple Picking Tour which is located in Punten Village, Batu City. This research aims to describe the role of Culture and Tourism Office also The Village Government in manifestation and implementation the mechanism of the tourism maximally. The research uses qualitative method with data collection techniques through interview, observation, and documentation. Data analysis is done in several stages, including data eduction, data presentation and taking the conclusion. The results show that the role of Culture and Tourism Office and Village Government in empowering An Apple Picking Tour was carried through collaboration and give encouragement to the society, to establish the Group of Tourism Consciousness/Kelompok Sadar Wisata, and Joint Farmer group/Gabungan Kelompok Tani (Pokdarwis & Gapoktan), having coordination among the Culture and Tourism Office, Village Government and community, and also to have a Development Plan Deliberation (Musrenbang) in a village level. Peranan Dinas Pariwisata Kota Batu dan Pemerintah Desa Punten dalam pemberdayaan wisata sangat berpengaruh pada perkembangan wisata petik apel yang ada di Desa Punten, Kota Batu. Penelitian ini bertujuan untuk menggambarkan peranan Dinas Pariwisata Kota Batu serta Pemerintah Desa Punten dalam memajukan pariwisata secara maksimal, terutama wisata petik apel yang ada di Desa Punten. Penelitian ini menggunakan metode kualitatif dengan tehnik pengumpulan data melalui wawancara, observasi dan dokumentasi. Analisis data dilakukan dengan beberapa tahap, diantaranya reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukan bahwa peranan Dinas Pariwisata Kota Batu serta Pemerintah Desa Punten dalam mengembangkan wisata petik apel dilakukan melalui kerjasama dan memberikan dorongan kepada masyarakat dengan membentuk Kelompok Sadar Wisata dan Gabungan Kelompok Tani (Pokdarwis & Gapoktan), melakukan koordinasi antara Dinas Pariwisata, Pemerintah Desa dan masyarakat, serta mendorong adanya musrembang di tingkat desa.

The purpose of this research is to know the effectiveness of legal role of the Village consultative Agency (BPD) in the development of the village according to UU.No. 6 year 2014 about village (Kahianga Village study) and to find out the factors that inhibit the role of the Village consultative Agency (BPD) in development in the village Kahianga East Tomia District. The data collection techniques used more on observation, a dandokumentation interview. The conclusion of this research is the effectiveness of legal role of the village consultative body (bpd) Kahianga in the case that legislation does not go as it should, proved in the absence of the rules that are issued, in the meantime in the case of the function budgeting bpd goes well, proved by always involved in the budget discussion meetings that are done with the principle of transparency and supervision function bpd also goes well seen with the active bpd in surveillance of the village's income and expenditure budget and factors that become constraints BPD Kahianga in the development of the village namely the community participation Kahianga Village to the development program is still relatively low, the level of education is relatively low is a BPD inhibitors communicate well and able to analyze the aspirations or what the next community is in coordinate with the village government and the pattern of parallel relations between the BPD and the village head in the village government , it turns out that in the implementation is colored by the practices of working relationships that are less harmonious and leads to the occurrence of conflicts and shows the tendency to dominate the village chief of the BPD.

Realizing prosperity in the community needs to be supported by a good development management. In the governance system, it is necessary to have governance behaviour that is honest, open, responsible and democratic. In the community structure, a mechanism providing opportunities for the community in the decision-making process for public interests needs to be developed. This study discusses the role of the village head in empowering village communities. This study used a community-based approach so that the community knows in detail concerning the role of the village head in the Framework for the Implementation of Village Autonomy based on Law No. 6 of 2014 concerning Village. The results showed that village head must have a fair and wise attitude in carrying out his duties and obligations. Besides, the village head must give an easy access to the community in providing assistances. Yet, the most important thing is that, as a leader, the village head must be able to provide a good example for their subordinates so as to create maximum results and good community environment.�Mewujudkan kesejahteraan di masyarakat, perlu didukung oleh manajemen pembangunan yang baik. Dalam tatanan tata pemerintahan, perlu untuk memiliki perilaku tata kelola yang jujur, terbuka, bertanggung jawab dan demokratis, sementara dalam tatanan masyarakat suatu mekanisme perlu dikembangkan yang memberikan peluang bagi masyarakat dalam proses pengambilan keputusan untuk kepentingan bersama. studi ini membahas bagaimana peran kepala desa dalam memberdayakan masyarakat pedesaan. Penelitian ini menggunakan metode pendekatan kepada masyarakat sehingga masyarakat tahu lebih detail tentang Peran Kepala Desa dalam Kerangka Pelaksanaan Otonomi Desa Menurut Undang-Undang Nomor 6 tahun 2014 tentang Desa. Hasil penelitian ini yaitu dalam melaksanakan tugas dan kewajiban Kepala Desa mereka harus mempunyai tingkah laku yang adil, bijaksana dan tidak mempersulit dalam memberikan layanan kepada semua masyarakat. Namun yang lebih penting lagi bahwa sebagai seorang pemimpin harus bisa memberikan contoh untuk bawahan sehingga mendapatkan hasil yang maksimal dan terciptanya persatuan komunitas yang baik.
