Through the implementation of law No.28 of 2009 on local taxes and lavies, the tax collection authority of the land tax and rural and urban buildings (PBB-P2) is transferred to the local government. North Minahasa district government in this case Watutumou Village is one of the villages that have potentials in the local tax sector can maximize this policy as an effort to increase acceptance in realizing development in the region. This study aims to  determine the level of effectiveness of Land and Building Tax revenues before and after diverted into local taxes in Watutumou Village, the effort made by the village government to overcome the obstacles that arise in the process of acceptance of PBB-P2 and how the role of village government in optimizing the acceptance of PBB-P2. This study used descriptive quantitative method. The collection of data in this case is interview and documentation. The result of the research note that the effectiveness of PBB-P2 before and after deverted into the criteria effective. But in the year before and after diverted, the realization of PBB-P2 didn’t reach the target specified due to certain obstacles, so it requires the effort and role of government in increasing the acceptance of PBB-P2. For the village government can further improve the acceptance of PBB-P2 with attention to human resource training, socialization and up to date data available in the village.Keywords : PBB-P2, effectiveness, village government

The purpose of this research is to find out the effectiveness of the management of village fund allocation in the Village Government in Batu City and to find out the opportunities and challenges faced in managing ADD. Data analysis used in this study is to use the effectiveness measurement ratio in accordance with the effectiveness criteria and use the SWOT analysis. The results of this study indicate the effectiveness of the management of village fund allocations in 19 villages in Batu City in 2017-2018 already in effective criteria. Opportunities faced in ADD management are the role of the role of the city government, the sub-district government and village facilitators, the synergy between the city and village governments, the information system, the increasing welfare of the community and the economy and improving village infrastructure facilities and infrastructure. The challenges faced in the management of ADD are the uncertainty of the ADD disbursement process, the reduced budget from the city government, the success rate of the program that is not according to plan and the delay in regulation regarding village financial management.Keywords : ADD, Effectiveness village funds allocation, SWOT analysis

This research aims to determine the role of the village government in improving the welfare of the people of Bulili Village in Duhiadaa District, Pohuwato Regency. The research approach uses descriptive research which provides an overview of how the government plays a role in improving the welfare of the community in the village of Bulili, Duhiadaa District, Pohuwato Regency. Informants were the village head, village head, BPD chairman, LPM Chair, village treasurer and Bulili village community leaders. The results showed that the Bulili Village Government in improving community welfare carried out three programs such as: 1) agricultural production improvement program. For the economic sector the Bulili village government planned assistance that would improve the economy of Bulili villagers such as providing rice seeds, corn seeds, tractor assistance, Hansplayer (tengki) assistance, fertilizer assistance, and PNPM assistance, 2) program to increase livestock production, namely the collaboration of district government, sub-district government and Bulili village government in the form of providing assistance for productive superior cows and productive goat seeds to village community livestock farmers bulili which was formed by the village village government. 3) development of village livestock agribusiness, which is to form a group of livestock farmers who are given the assistance of productive cow and goat seeds to each group to be managed as part of a government program in order to improve the welfare of the village community. In addition, the formation of livestock farmer groups is one of the right solutions in increasing livestock business in the village, various livestock businesses such as the procurement of productive seeds, prevention of livestock diseases and access to marketing can be done in groups and work together which in turn increases profits and business income in order to improve the welfare of the people in Bulili village.

Capacity building of human resources is needed in order to improve the effectiveness, efficiency, and responsiveness of village government performance. Based on this view, this study  to analyze the strengthening of village government capacity in relation to the implementation of Village Law No. 6 of 2014 in Sinjai District Especially in Sanjai Village. This research uses the qualitative method. Data collection techniques are conducted with in-depth and open interviews, direct observation or observation in the field as well as a review of the relevant written documents. The results of the research indicate that strengthening the capacity of the village government should still be met in terms of recruitment, working conditions, leadership, organizational culture, and managerial structure. Ongoing training and active participation from village government to attend training undertaken by the district government are a contributing factor to strengthening the capacity of the Sanjai Village government. In addition to supporting factors, it is found inhibiting factors such as low participation of the community and inactive role of village institutions.

This study aimed to describe the role of government-community on the development in the Sedati Gede Village, Sidoarjo Regency and its supporting and inhibiting factors. This research used qualitative descriptive method. The informants in this research are Head Village (as key informan), village government, Karang Taruna and citizen. Technique data is collected by triangulation (combined), data analysis is inductive, and qualitative research results further emphasize the significance rather than generalization. The results showed that the government's role in the development of Sedatigede village was quite good and balanced. Their cooperation was mutualistic which the parties involved in understanding the position and role in rural development. The village government got the role in facilitating community and provides good guidance to the public about the purpose of the development to be carried out. Society plays a role in contributing ideas, power, and material in succession of development. Meanwhile, the supporting factors in this cooperation used human society approach and they had a good understanding of the position and its role in development. In addition, the inhibiting factor is the lack of public awareness on environmental hygiene as well as the persistence of the notion that the government was subordinate to the people and objects in development supervision.

Pannyangkalang Village is one of villages in the district of Bajeng in Gowa regency who have one source of income gravel mining village. Researcher aims to look at the role of government in improving revenue villages and factors supporting and inhibiting increased revenue villages, the village Pannyangkalang Bajeng district. research used in this research is descriptive. Sampling village officials concerned. The study used a technique that is purely qualitative analysis to determine the general description of the role of village government in improving village revenue (PADesa). This study used data collection techniques the researchers used the interview (interview). The results showed that the original source of rural income in the form of rural enterprises where there is no village finances are still dependent on government. The village as the smallest entity of a regional government has an important role to succeed in national development. Therefore the existence of the village remains inseparable from the central government regulation and accommodated its existence through the Law of the Republic of Indonesia Number 6 of 2014 concerning Villages. This study aims to find out and analyze the village government policy model in the implementation of the role of the Village Chief in managing the village market Sungai Gelam Subdistrict, Muaro Jambi Regency and to identify and analyze the constraints faced by the Village Head in managing the village market. and input for competent parties, especially in carrying out the duties of the village head in the management of the village market, especially in the Sungai Gelam District, Muaro Jambi Regency. The research method used is a type of empirical juridical research with a legislative approach and a conceptual approach. The procedure for sampling is done by purposive sampling. Legal materials in this study were collected through document studies (library research and field research) and literature studies. With primary and secondary data sources. Data analysis in this study was conducted qualitatively and then described descriptively. The results showed that the role of the Village Chief in managing the village market in Sungai Gelam Subdistrict, Muaro Jambi Regency had not been done properly and correctly because the village government had not been able to formally issue a policy so that it did not provide benefits to the village treasury and was considered unproductive due management that is regulated directly by the district government. On the contrary according to the fact that the village market can be managed by third parties or individuals, the obstacles faced by the Village Head in managing the village market in Sungai Gelam District are that the village government has not been given full authority in managing the village market by the Muaro Jambi district government and besides do not understand the provisions of the Minister of Home Affairs Regulation Nomor 1 of 2016 concerning Village Asset Management. In addition, the Village Requirement Agency as a village legislative body does not carry out its oversight function. While the expected results in this study are the creation of a model that is in accordance with the system and mechanism of the implementation of authority and legislation that applies in the country of Indonesia.

Dalam perjalanan ketatanegaraan Indonesia, sistem pemerintahan desa kembali mulai diseragamkan melalui Undang-Undang Nomor 6 Tahun 2014 tentang Desa. Penelitian ini bertujuan untuk menjelaskan peran lembaga pemerintahan desa dalam pelaksanaan pembangunan berkelanjutan di pedesaan serta tata kelola kebijakan pembangunan desa melalui pemanfaatan Dana Desa. Metode yang digunakan dalam penelitian ini adalah penelitian hukum empiris. Hasil penelitian ini menjelaskan bahwa faktor pendukung pelaksanaan tugas Kepala Desa di Kecamatan Trucuk yaitu adanya pengarahan, bimbingan, serta pelatihan bagi Kepala Desa dalam menyusun rancangan peraturan desa untuk mewujudkan percepatan pembangunan desa yang berkelanjutan. Sedangkan faktor yang menghambat pelaksanaan tugas Kepala Desa di Kecamatan Trucuk yaitu rendahnya partisipasi masyarakat dalam menyikapi program kerja yang dijalankan oleh pemerintah desa serta rendahnya kesadaran masyarakat dalam memelihara fasilitas umum yang ada di desa. Pemerintahan desa yang baik adalah sebuah kerangka institusional untuk memperkuat otonomi desa karena secara substantif desentralisasi dan otonomi desa bukan hanya masalah pembagian kewenangan antarlevel pemerintah, melainkan sebagai upaya membawa pemerintah untuk lebih dekat dengan masyarakat. Pemerintah desa yang kuat dan otonom tidak akan bermakna bagi masyarakat tanpa ditopang oleh transparansi, akuntabilitas, responsivitas, dan partisipasi masyarakat.   IMPLEMENTATION OF ACCELERATION OF VILLAGE DEVELOPMENT IN REALIZING SUSTAINABLE DEVELOPMENT BASED ON LAW NUMBER 6 YEAR 2014 ABOUT VILLAGE Abstract In the course of the Indonesian state administration, the village government system began to be uniform again through Law Number 6 of 2014 concerning Villages. This research aims to explain the role of village government institutions in the implementation of sustainable development in rural areas and the governance of village development policies through the use of Village Funds. The method used in this research is empirical legal research. The results of this research explain that the supporting factors for the implementation of the duties of the village head in Trucuk Village are direction, guidance, and training for village heads in drafting village regulations to realize the acceleration of sustainable village development. Meanwhile, the factors that hinder the implementation of the duties of the village head in Trucuk Village are the low participation of the community in responding to the work programs run by the village government and the low awareness of the community in maintaining public facilities in the village. Good village governance is an institutional framework to strengthen village autonomy because substantively decentralization and village autonomy are not just a matter of sharing authority between levels of government, but as an effort to bring the government closer to the community. A strong and autonomous village government will not be meaningful to the community without being supported by transparency, accountability, responsiveness and community participation.

The Role of Tourism Office Batu City and Punten Village Government in tourism empowerment is very influential to the progress of Apple Picking Tour which is located in Punten Village, Batu City. This research aims to describe the role of Culture and Tourism Office also The Village Government in manifestation and implementation the mechanism of the tourism maximally. The research uses qualitative method with data collection techniques through interview, observation, and documentation. Data analysis is done in several stages, including data eduction, data presentation and taking the conclusion. The results show that the role of Culture and Tourism Office and Village Government in empowering An Apple Picking Tour was carried through collaboration and give encouragement to the society, to establish the Group of Tourism Consciousness/Kelompok Sadar Wisata, and Joint Farmer group/Gabungan Kelompok Tani (Pokdarwis & Gapoktan), having coordination among the Culture and Tourism Office, Village Government and community, and also to have a Development Plan Deliberation (Musrenbang) in a village level. Peranan Dinas Pariwisata Kota Batu dan Pemerintah Desa Punten dalam pemberdayaan wisata sangat berpengaruh pada perkembangan wisata petik apel yang ada di Desa Punten, Kota Batu. Penelitian ini bertujuan untuk menggambarkan peranan Dinas Pariwisata Kota Batu serta Pemerintah Desa Punten dalam memajukan pariwisata secara maksimal, terutama wisata petik apel yang ada di Desa Punten. Penelitian ini menggunakan metode kualitatif dengan tehnik pengumpulan data melalui wawancara, observasi dan dokumentasi. Analisis data dilakukan dengan beberapa tahap, diantaranya reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukan bahwa peranan Dinas Pariwisata Kota Batu serta Pemerintah Desa Punten dalam mengembangkan wisata petik apel dilakukan melalui kerjasama dan memberikan dorongan kepada masyarakat dengan membentuk Kelompok Sadar Wisata dan Gabungan Kelompok Tani (Pokdarwis & Gapoktan), melakukan koordinasi antara Dinas Pariwisata, Pemerintah Desa dan masyarakat, serta mendorong adanya musrembang di tingkat desa.

The obstacles faced by the Regional Government both the Village Government and the District Government are the lack of control over the management of funds originating from Village Fund Allocation. So, the purpose of this study is to analyze themanagement funds and the use of village funds on regional development in Katingan Kuala District, Katingan Regency. The type of research used was qualitative and quantitative research and used casual research methods with characteristics of causal relationship problems. The results of the research showed The results of statistical analysis proved that village fund had no effect on regional development in Katingan. In other words the increase or decrease in village fund would not have an impact on the ups and downs in the progress of regional development. However, the descriptive percentage result indicated that there was an influence of village fund on regional development in Katingan.

The purpose of this research is to know the effectiveness of legal role of the Village consultative Agency (BPD) in the development of the village according to UU.No. 6 year 2014 about village (Kahianga Village study) and to find out the factors that inhibit the role of the Village consultative Agency (BPD) in development in the village Kahianga East Tomia District. The data collection techniques used more on observation, a dandokumentation interview. The conclusion of this research is the effectiveness of legal role of the village consultative body (bpd) Kahianga in the case that legislation does not go as it should, proved in the absence of the rules that are issued, in the meantime in the case of the function budgeting bpd goes well, proved by always involved in the budget discussion meetings that are done with the principle of transparency and supervision function bpd also goes well seen with the active bpd in surveillance of the village's income and expenditure budget and factors that become constraints BPD Kahianga in the development of the village namely the community participation Kahianga Village to the development program is still relatively low, the level of education is relatively low is a BPD inhibitors communicate well and able to analyze the aspirations or what the next community is in coordinate with the village government and the pattern of parallel relations between the BPD and the village head in the village government , it turns out that in the implementation is colored by the practices of working relationships that are less harmonious and leads to the occurrence of conflicts and shows the tendency to dominate the village chief of the BPD.
