INNOVATIONS IN POLICY OF TEACHING AT THE UNIVERSITIES IN THE CONTEXT OF ACADEMIC REVOLUTIONS

Categories of the academic revolutions and innovations in a perspective of educational policy at the higher school are considered. Special attention is paid to the development of innovations in training at the foreign and Ukrainian universities, since X1X of a century up to now. It is noted that agricultural, industrial, global, demographic and other revolutions created basis for the academic revolutions which resulted from transformations of society and caused innovations in higher education systems. The contribution of the academic revolutions in strengthening of role of the universities in society is confirmed. The major innovations in training stimulated university teaching throughout all academic revolutionary periods (after 1867, 1945, 1983) in developed industrial and developing countries, such as the USA, some states of the European Union and Ukraine. Emergence of innovations in policy of teaching at the universities during the first academic revolution, their modification during the second one, and new turns in transformation of innovations during the third academic revolution is investigated. Introduction of innovations in teaching differed in intensity and scale during the academic revolutions. On examples of teaching it is shown how political and ideological processes in society influenced functioning of the universities. An attempt to compare educational processes during three revolutions and to reveal the most innovational period was made. It is proved that innovations in training were implanted in three academic revolutions, the third one turned out to be the most innovative. The major innovations in policy of teaching were connected with the development of scientific and technical knowledge that contributed to the emergence of the information society. The developed countries offered the introduction of policy of cooperation in the higher education that made impact on innovations in university education. The Coronavirus pandemic of 2019/20 demonstrated the need to use various forms of Internet communications (Zoom, Google Classroom, Moodle, Whereby, etc.) to switch to new opportunities to teach students in higher education institutions around the world at the beginning of the XXI century.

THIS BOOK IS ABOUT MANIFESTATIONS of power in medicines and pharmaceutical industry policy. The main focus is on the Republic of Ireland but there are chapters also on drug regulation in Canada, Britain and Australia. The multinational pharma companies loom larger in Ireland than in most other countries; several chapters detail the implications for this small country of the presence of a major cluster of global drug companies. Globalisation is the hallmark of the drug sector; innovation and production occur within international networks which are mirrored by interaction between regulatory agencies which operate similar systems of control and monitoring. Since the 1990s, many aspects of product safety regulation have been standardised across the developed countries through the International Conference on Harmonization (ICH) process, sponsored by the regulatory agencies and industry associations of the USA, the European Union and Japan. While orchestrating vast scientific, economic and technological resources, the big pharma companies participate as insiders in national policy processes, such as those described in this book. Firms typically affirm a commitment to the health and economic concerns of the local jurisdiction ? however governments cannot help but be sensitive to their global reach and power to choose where to invest.

Sejak pertamakali diperkenalkan pada tahun 1970-an, Generalized System of Preference (GSP) telah diterapkan oleh negara-negara maju seperti United States of America (USA), Jepang dan European Union (EU). Meskipun bertujuan serupa, yaitu mendorong serta memfasilitasi perdagangan bagi negara-negara berkembang, namun pada penerapannya di masing-masing negara terdapat perbedaan pengaturan GSP – terutama terkait perihal daftar beneficiaries serta produk yang memperoleh fasilitas GSP. Tulisan ini bertujuan untuk mengkaji kebijakan US-GSP 2015 serta menganalisis besaran dampak kebijakan tersebut terhadap ekspor produk Kelautan dan Perikanan (KP) Indonesia di pasar ekspor USA. Untuk memperoleh informasi tersebut, maka dipergunakan model SMART yang dikembangkan oleh World Integrated Trade Solutions (WITS) untuk mengolah data perdagangan di USA pada tahun 2014, yang diperoleh dari database TRAIN-UNCTAD. Hasil simulasi menunjukkan bahwa rejim terkini GSP di USA (2015), jika dimanfaatkan, akan dapat mendorong peningkatan ekspor produk perikanan Indonesia ke USA, terutama untuk komoditas olahan. Ever since it was introduced in the 70’s, the Generalized System of Preference (GSP) has been adopted and implemented by the developed countries such as United States of America (USA), Japan and the European Union (EU). Despite its similar purpose, which is to encourage as well as facilitate trade for the developing countries, its implementations in each adopting country have been very customized – especially concerning the beneficiary list and GSP product list. The purpose of this paper is to analyze the impacts of US-GSP 2015 implementation towards Indonesian Fisheries Export to the USA. The research was conducted using a SMART model – an economic model developed by the World Integrated Trade Solution (WITS) – to simulate the impacts of the trade policy using the TRAIN-UNCTAD database. The simulation showed that the latest US-GSP regime, if completely utilized by the Indonesian Exporters, could actually boost Indonesian Fisheries Exports to the USA, especially for the fish processing products.

<p>The present study is an endeavour to have some insights into TASK’s activities and to provide possible suggestions to reduce the present gap between HEIs and industry. TASK has been introduced in the four-year-old state of Telangana to find the need to promote academic freedom in producing skilled professionals. In the process of developing innovative schemes to fill the gap between HEIs (Higher Education Institutes) and industries, the state of Telangana, India, has started TASK (Telangana Association for Skill and Knowledge) in the year 2015. TASK is a non-profit organization with an objective of offering quality human resources and services to the industry at subsidized rates. Courses are created by experts according to the requirements of the industry. These courses are focused to create skilled professionals who can contribute to the industry. For example, when Samsung needed employees trained in Tizen programming, TASK could train and supply the required immediately. TASK enables graduate retention (by avoiding brain drain particularly to the developed countries) and quality attractiveness of local employment. </p>

Growing involvement of Russian economy in international economic sphere increases the role of external risks. Financial problems which the developed countries are encountered with today result in volatility of Russian stock market, liquidity problems for banks, unstable prices. These factors in total may put longer-term prospects of economic growth in jeopardy. Monetary, foreign exchange and stock market mechanisms become the centerpiece of economic policy approaches which should provide for stable development in the shaky environment.

The article is devoted to the research of goals and functions of lobbying activity. The author has processed the ideas of domestic and foreign scientists, proposed his own approaches to the definition of goals and functions of lobbying activities through the prism of public administration. As a result, a generalized vision of the goals and functions of lobbying activities as interrelated elements of the lobbying system was proposed, and a forecast for further evolution of the goals and functions of domestic lobbying was provided. The analysis of lobbying functions allowed us to notice the tendencies in shifting the goals of this activity. If the objectives were fully covered by functions such as mediation between citizens and the state, the information function and the function of organizing plurality of public interests, then the role of strengthening the self-organization of civil society and the function of compromise become increasingly important in the process of formation in the developed countries of civil society and the development of telecommunication technologies. Ukrainian lobbyism will not be left to the side of this process. Already, politicians of the highest level, leaders of financial and industrial groups have to act, adjust their goals (even if they are — declared), taking into account the reaction of the public. In the future, this trend will only increase. The analysis of current research and political events provides all grounds for believing that, while proper regulatory legislation is being formed in Ukraine, the goals and functions of domestic lobbying will essentially shift towards a compromise with the public. It is noted that in spite of the existence of a basic direction of action, lobbying may have several ramified goals. Guided by the goals set, lobbyism can manifest itself in various spheres of the political system of society, combining the closely intertwined interests of various actors in the lobbying process, or even — contrasting them.

The contents of ILM for the period from 1962 to 1969 reflect several significant developments: (1) the entry on the international scene of many new countries and their establishment of relations with the developed countries, particularly in the fields of commerce and trade and of investment; (2) the prevalence of armed conflict and the use of military force in the unsettled conditions resulting from the decolonization process and from continued antagonisms between the superpowers; (3) the pervasive role of international organizations, both global and regional, general and specialized; and (4) the continued predominance of national courts in the judicial consideration of questions of international law and the shift from general to specialized tribunals in the resolution of disputes by international arbitration and adjudication.

The newly developing countries desire not only political independence but also economic progress for their people—a progress which they can see, and are now aware of, in the rest of the world. The role of the developed countries is to extend aid to the needy. Moral foundations underlie the donor's contributions, but they are more than that, they are the means for acquiring support for international aid in the donor's country. The United States must assume the leader ship among' the free nations in granting aid; she must accept this role because of her economic achievements and technologi cal advantages. Donators of such aid should take cognizance of the complementary character and interrelatedness of economic and social development. For economic development, however much it is sought, is not an end in itself, rather the aim is the well-being and happiness of the individual. Such a goal neces sitates economic aid accompanied by social aid. Social welfare can also be a vehicle to achieve peace, inasmuch as people-to- people relationships generate brotherly love—the only lasting foundation for peace.—Ed.

The term “digital native” entered popular and academic discourse in the early 1990s to characterize young people who, having grown up surrounded by digital technology, were said to be highly technologically skilled. The premise was mobilized to criticize education for not meeting the needs of young people, thereby needing radical transformation. Despite being repeatedly discredited by empirical research and scholarly argument, the idea of the digital native has been remarkably persistent. This chapter explores the myth of the digital native and its implications for higher education. It suggests that the myth’s persistence signals a need to better understand the role of technology in young people’s lives. The chapter conceptualizes technology “practices,” considers how young adults experience technology in their college and university education, and how their practices are shaped by childhood and adolescence. The chapter closes with some propositions for educators, institutions, and researchers.

India is enjoying with the fruitful result on the progress of start-up environment which it has been focusing for a long time, the best time for promoting the techno start-up to be apillar of strength in the forthcoming trends. The boom of technopreneurs of our nation had been targeted by the developed countries since 2010. A new benchmark may be set in heavily offering number of opportunities to extent the business, which is also a next level of the start-up environmentin the current scenario and the efforts are taken by the Indian Government. The Technopreneurship's growth and contribution to the start-up technopreneurs in Indian context are catered in this paper and in addition new schemes and well equipped technology parks will be effectuated for the goodness of the new start-up.

Today the education internationalization has become one of the economy sectors in the developed countries; the export potential of Russian education is still largely underutilized. Until now, domestic and foreign scientific literature lacks a comprehensive study of state policies pursued by national states to develop the internationalization and/or regionalization. The study of internationalization policies tends to focus on in-depth case studies across two to three countries. However, studies with a narrow geographic scope, although they provide valuable information about this phenomenon, do not allow us to see a holistic picture. The article attempted to overcome the indicated gaps in scientific research by analyzing the strategies of higher education regionalization and internationalization at countries that occupy a large market share and formulate recommendations for Russia. The article argued that in the context of the Covid-19 pandemic, the priority area for the internationalization is the development of virtual mobility and internal internationalization and regionalization.
