scholarly journals Peculiarities of development and efficiency of transport infrastructure usage in the countries of Economic Cooperation Organization (ECO)

The article considers peculiarities of development and efficiency of transportusage infrastructure in the countries of Economic Cooperation Organization (ECO). The research emphasizes the considerable territorial inequality of transport infrastructure development in the considered countries. Estimation of the level of transport infrastructure provision with the help of Engelcoefficient has proved that the ECO countries which are best provided with railroad infrastructure are Azerbaijan, Kazakhstan and Turkmenistan, and the least provided countries are Kyrgyzstan, Tajikistan and Pakistan. The author identidies the basic goal and task of the transport logistics. Analysis of efficiency of transport infrastructure functioning in the countries as well the level of their integration in the world transport system has been carried out via index of transport logistics efficiency within the period of 2007 – 2016.

One of the key elements of the critical infrastructure of the state is the transport system. Its development is determined by a number of various factors, among which the priority role falls to defence issues. In accordance with the provisions of strategic doctrinal documents, the construction of a modern transport system, combined with the introduction of modern means of transport is one of the key areas in the system of defence preparations and state emergency response. From the perspective of contemporary conditions, the development of transport networks is necessary to ensure the required conditions of movement of people and the transport of armaments and military equipment, to meet the living needs of the population and the possibility of evacuation, support of the Polish Armed Forces and allied forces in the crisis or war time. The article, based on performed researches has identified the essence and importance of defence needs for the development of transport infrastructure in Poland.

The transport system of Ukraine, which consists of transport infrastructure, vehicles and management system, is studied in this paper. The dynamics of cargo transportation by all types of vehicles and the structure of exports and imports of transport services in Ukraine are analyzed. It is proved that transport logistics should include tasks, the solution of which will allow optimizing both transport processes and processes related to them. It is distinguished that one of the priority tasks of Ukraine in the conditions of European integration is the dynamic development of the domestic transport system with the help of smart technologies.

The article discusses the development of transport infrastructure in the Republic of Kazakhstan. This topic is especially relevant to our country with the huge territory and irregular allocation of resources and population. The article analyzes the main indicators of transport infrastructure development, which made it possible to assess its current state. The state of infrastructure is also reflected to the international rankings of the country's competitiveness, so the authors analyzed the World Economic Forum's Global Competitiveness Index by the Infrastructure factor and the World Bank's Logistics Performance Index. Based on the PESTLE analysis, the key environmental factors influencing the functioning and development of the transport industry in Kazakhstan were identified. These facts indicate the need to further improve the policy of transport and infrastructure development of Kazakhstan and develop more effective mechanisms for its implementation.

The features of transport infrastructure of megalopolises are systematized in the article. The concept of the infrastructure development index is defined, its components are considered. The level of the transport infrastructure development in the largest megalopolises of Russia – Moscow and St. Petersburg is analysed, their place among the megalopolises of the world, according to the standard criteria, is presented. The research is based on statistical and analytical data from 2010 till 2018. The main directions of strategic development of transport infrastructure in the Russian megalopolises and expected indicators till 2030 are also considered. The authors point out the problems of road-and-transport infrastructure in megalopolises, but on the other hand they reveal the advantages of megalopolises, which contribute to the development of their transport complexes.

In the article the place of Ukraine is determined in a global transport system and attention is accented on disparity between the potential possibilities of the transport and logistics system and the real parameters of international transit through the territory of Ukraine. It is proved that a qualitative assessment of the transport and logistics system, for its adaptation to the world requirements, needs to be carried out according to the internationally recognized methods, in particular, the Logistics Performance Index ( LPI) developed and implemented by the World Bank. The method takes into account the assessment of six indicators: “Customs”; Infrastructure; “International shipments”; “Logistics competence”; “Tracking & tracing”; “Timeliness”. The most developed components of the Ukrainian logistics system are the possibility of laying routes and tracking of goods, and, accordingly, timeliness of their deliveries, and the least developed - the quality of trade and transport infrastructure. The outlined problems of logistics in Ukraine and the explored causes of their occurrence allowed to structure the directions of improvement of all components of LPI, which will help to increase the transit potential of the country’s transport and logistics system.

Topicality. Today, innovative technologies are becoming increasingly important in all sectors of the economy and industry, including the country transport system. The efficiency of the national economy, its economic growth, the stability of territorial complexes and foreign economic activity is largely determined by the functioning of transport. On the one hand, advanced technologies in the transport sector reflect the level of development of the national economy and its competitiveness. On the other hand, they reflect the level of economic security of the state. Therefore, the introduction of innovations in the transport sector is one of the main tasks facing Ukraine, both for the state as a whole and for individual private logistic companies in particular. Only by introducing the latest technologies and developments into the national transport system, it is possible to achieve a significant reduction in door-to-door delivery time, improve the quality of transport products, reduce costs, which in turn will improve the efficiency of operation and management of the transport industry on the world market.Aim and tasks. The purpose of the article is to analyze the increase of efficiency and effectiveness of the transport system of Ukraine at the expense of innovative technologies.Research results. The introduction of innovative technologies in maritime transport at the present stage is associated with innovation in document management, accompanying the movement of goods, automated supervision and control of the movement of goods and, first of all, containers, simplification of customs control, modernization of electronic interaction process (fleet and ports), executive authorities and other participants of foreign trade operations (transport agents, brokers, freight forwarders) at all stages of the logistics process.Conclusion. In order for Ukraine to take a worthy place in the world transport system, the country needs to modernize its national transport system; also, it needs to implement innovative transport solutions using world experience. In order to bring the transport system of Ukraine in line with international standards, it is necessary to implement investment and innovation projects in the industry. Implementation of innovative transport projects will allow to reconstruct existing and build new necessary transport infrastructure facilities, improve the efficiency of operation and management of the transport sector, change the availability, quality and safety of transport services that meet the needs of Ukraine's economy, consumers and population, improve attractiveness for foreign capital, which will reduce the cost of transport products throughout the transport process.

Based on the experience of the “lost decade” Japan emerged from the world economic crisis of 2008–2009 faster, compared to other developed countries. However full-scale anti-crisis programs, presented in the real sector of the economy mainly by the projects in transport infrastructure, inevitably put a heavy burden on the country’s budget. Since 2010, the Japanese economy has shown some signs of recovery, though the Great Japanese Earthquake of 2011 caused huge damage to the entire Japanese economy and transport in the Tohoku region. It entailed significant costs for the restoration of transport system. Since 1990, the share of transport in GDP and the structure of goods transported by individual modes of transport have remained the same: Road and sea coastal transport played a major role in domestic transport communication, while sea transport played a major role in international transport system. The importance of rail transport in passenger transportation was preserved and its scale even increased. Transport fully met the needs of the economy and proved to be one of the means helping the economy out of the crisis. The ocean of economic and natural shocks that befell Japan made the inhabitants of that country take a new look at the prospects for the transport development. The new strategy for innovative development provides not so much an increase in speed, but rather the reliability, safety and environmental friendliness of transportation means. Implementation of the 4.0 revolution’s achievements presents an urgent need. The entire economy of the country, as well as its place in the world economy, to a large extent depends on the pace of transition to a new model of transportation.
