The implementation of bureaucracy reform in many countries continues to experience various problems, in relation to the system, regulations and actors. The success of such reform shows the important role of the actors involved in promoting change agendas. Studies on bureaucracy reform have covered many aspects of the system, stages and factors that influence its success or failure. This study specifically analyses the aspect of the related actors, namely the role of change agents in the implementation of change management, who support the implementation of bureaucracy reform. Departing from theory regarding the role of agent of change and the stages of change management during the process of bureaucracy reform, the data collection was conducted through in-depth interviews with a number of stakeholders of National Development Planning Agency, Indonesia.  The qualitative data is processed using the Discourse Network Analyzer. The results show that there are three roles conducted by the agent of change in pushing reform agendas, namely as catalysts, solution givers and as process helper. To improve the performance of their roles, there are at least two attributes that they must have, i.e., skills and behavioral attributes, which both play a significant role in supporting the success of bureaucracy reform.

Facilitation of Development Planning is very urgent and vital as an instrument to increase effectiveness in building synergy in terms of regional development in accordance with the mandate of the law on national development planning, namely in accordance with Permendagri Number 86 of 2017. Kendal Regency Facilitation Process by the Central Java provincial government those that have been implemented well will produce legal products that are able to explain the central government's development programs and there will not be problems in the future. The problems of Regional Development Planning, which have been carried out by the Central Java provincial government, are still much sought to be in accordance with the conditions and needs and well implemented in accordance with the laws and regulations, the need for a better solution to avoid future problems ; Time problems that are less effective, and so that scheduling is done in great detail and in a short amount of time, to improve the performance and effectiveness of facilitation. Regarding the issuance of the Minutes is not quite right than the issuance of the Governor's Decree, the Javanese provincial government should be publishing the provisions of the results of facilitation that have been carried out.The Kendal Regency Government also seeks to ask the provincial government to establish a governor's decree so that it can form the basis of the legal umbrella of regional development planning, which is in accordance with the substance of the Minister of Home Affairs Regulation No. 86 of 2017, relating to the Regional Development planning process in Kendal District, which was previously in 2016 has been amended by the new regulation by referring to Permendagri regulation No. 86 of 2017, Kendal District Government seeks to ask the Governor of Central Java as the provincial government to provide facilitation that is in accordance with Kendal Regency characteristics, with reference to the effectiveness of the time given so that the bureaucracy that is built can be effective and efficient.Keywords: Facilitation, Juridical, Regional Development Planning

The imbalance between the land supply and the need for land, has caused many problems, sometimes the problem is very difficult to find a solution. With the redistribution of the TORA program in the Southeast Sulawesi province, it helped to slow down the problem slowly. Problems that often occur in the TORA program are generally narrow and unequal land ownership, land conflicts, legal inconsistencies, and damage to natural resources. To that end, the implementation of landreform activities in support of the TORA program in Southeast Sulawesi Province is a synergy of programs from the Central Government which is coordinated with the local Regional Government, in this case the Forestry Service, Forest Area Strengthening Agency, National Land Agency, Regional Development Planning Agency, Cipta Karya Construction and Design, Department of Agriculture and Animal Husbandry in the Southern Province. So that the true purpose of the Agrarian Reform is to restructure the structure of ownership, use and utilization of agrarian resources, especially land by the state as the basis of national development to realize a more equitable agrarian structure for all Indonesian people, in this case the people of Southeast Sulawesi Province.

Kutai Kartanegara Regency as an autonomous region has regional development planning documents as an integral part of the provincial and national development planning systems. The greater role of Regional Original Revenue (PAD) means less regional dependence on central assistance. The purpose of this study was to determine the role of the Regional Revenue Agency of Kutai Kartanegara Regency in carrying out levies and carry out supervision of swallow nest owners in exercising their authority to pay taxes to increase local revenues and to determine the calculation of the swallow's nest tax rate which was set at 10% based on the Regulation Regency of Kutai Kartanegara Number 2 Year 2011 regarding Regional Tax. The method used in this study is normative with the main informant namely the Regional Revenue Agency of Kutai Kartanegara Regency. The results showed that the Regional Revenue Agency of Kutai Kartanegara Regency in carrying out levies and carrying out supervision of swallow bird nest owners in carrying out their authority to pay taxes to increase local revenue is still not optimal. Supervision should also be carried out in the implementation of levies, in order to evaluate the administration of levies. The calculation of the tax rate for swallow's nest which is set at 10% based on the Kutai Kartanegara Regency Local Regulation Number 2 of 2011 concerning Regional Taxes is good enough but in terms of implementation it must be carried out to the entrepreneur of swallow's nest.

Many problems related to the process of development planning in the region is the existence of  “ego sectoral” between the government apparatus in carrying out development. It can be seen that each agency tends to emphasize its duties and functions in development activities. Less optimal process of implementation of development process due to lack of synergy between sectors and target. Limitations of funds as a stimulant are also not matched by the active role of local governments to emerge regulations to encourage superior sectors. The purpose of this study is to analyze the preparation of economic development plans based on local economic potential in Banyuwangi by using interactive planning approach. In national development planning as well as in regional development planning, planning approach can be done in two ways: sectoral and regional (region) approach. Interactive planning method used in this research, to make planning in the future based on current problems faced then designing planning design to overcome those problems.

BACKGROUND: Indonesia has planned a roadmap to eradicate schistosomiasis and achieved the elimination of schistosomiasis by 2025. Through cooperation between the Ministry of Health and the Ministry of National Development Planning or the National Development Planning Agency (Bappenas). The roadmap is a reference to plan the shared action multiple sectors, central-regional and communal coordinated by the National Development Planning Agency (Bappenas) and Development Planning Agency at Sub-national Level (Bappeda). OBJECTIVE: analyzing cross-sectoral involvement in 2019 in efforts to eradicate schistosomiasis. The research method is to analyze data and information regarding the schistosomiasis control program in 2019. MATERIAL AND METHODS: The data and information in the study came from six Regional Apparatus Organizations (OPD) in Poso and seven OPDs in Sigi Central Sulawesi. RESULT: This study reveals that, based on the roadmap to eradicate schistosomiasis, mass treatment regarding schistosomiasis for humans is 70-94%; mass medication for livestock is 50%; surveillance on intermediate snails, humans, and animals is 70-94%; 6,000 animals and 49%; the campaigns for behavioral changes and an increase in community participation in 18 villages and multi-sector coordination and intensive integrated supervision is 50%. Meanwhile, public toilets in the focus areas and livestock management have not proceeded. The prevalence of schistosomiasis in humans showed yields of 0.13%, 0%, and 0.0% in the Napu, Bada, and Lindu Plateaus. In addition, the prevalence of schistosomiasis in animals was 3.4% and 2.3% in buffalo and horses. CONCLUSION: Schistosomiasis control in terms of health can reduce the prevalence of schistosomiasis in humans. And schistosomiasis control is not a priority program in terms of agriculture. Who did not build schistosomiasis control programs in 2019 upon good coordination between the central and local governments?

Transportation is essentially a derived demand which has a continuous character and knows no boundaries. In this regard, transportation is basically the lifeblood of the nation and state, where at the initial stage, the role of transportation is as a “the promoting sector”, that is, transportation infrastructure and facilities are provided before the development of other sectors, while at the next stage the role of transportation concerns “the servicing sector”. The types and means of transportation vary according to requirements. There are 3 types of transportation in the world, namely land transportation, water transportation, and air transportation. Among the types of transportation, sea transportation provides a very large contribution to the national and regional economy as mandated in Act No. 17 of 2008. It is therefore a key strategic point for national development. It should also be noted that the contribution of sea transportation is becoming increasingly important because the costs incurred are lower than that the cost of land and air transportation. In addition, sea transportation has other advantages, namely ships can pass through fields that cannot be reached by two-wheeled vehicles or air ships. The main target of maritime highway development according to the Ministry of National Development Planning is the realization of Indonesia as an archipelagic country that is independent, advanced, strong, and based on national interests. Purpose The notion of students as change agents have widely been used in the campus sustainability literature, but very little has been done to unpack what it really means in practice. This paper aims to critically investigate university students’ perspectives on their role as a change agent for campus sustainability in the context of Malaysian universities. Design/methodology/approach In-depth interviews were carried out with 21 students that have been categorized as change agents through selection criteria at three leading universities in the area of campus sustainability in Malaysia. The data collected from the interviews were analysed through content-based and thematic analysis. Findings Findings demonstrate that students are the backbone behind the implementation of campus sustainability activities. They play the multi-faceted role of leaders, supporters and ambassadors in initiating and driving campus sustainability. The results further suggest that support and freedom to act are the empowering factors that have driven these change agents in carrying out their initiatives. However, without a position, the students’ voices are not significant. Originality/value This study provides deeper evidence-based insights on the notion of students as change agents and how it can be operationalized in the context of campus sustainability.

Abstract The main challenge for internal change agents is to overcome the ambiguity of their role as members of the organization who at the same time have to manage change in the organization. These challenges lead to the emergence of various boundaries encountered in organizations, which need to be spanned with the right strategy for change to be managed effectively. Unfortunately, there have not been many guidelines and training specifically provided to internal change agents, particularly regarding the constraints encountered and strategies for overcoming those boundaries. Generally, available training programs and guidance provided develop the ability to manage change in general. This self-guided manual for internal change agents aims to develop the ability of internal change agents, especially in overcoming the ambiguity of their role in the organization, by recognizing the boundaries they face and strategies for breaking those boundaries. This guide was developed based on the results of previous research that qualitatively explored the role of internal change agents in managing change in organizations, particularly in recognizing the boundaries encountered and their strategies for breaking boundaries so that organizational change can take place effectively. There are 3 stages carried out, namely 1) preparation, 2) guide development, and 3) evaluation and dissemination. This guidebook with the title “Spanning Boundaries, Becoming a Reliable Internal Change Agent” is organized into 4 parts, namely: Section (1) Organizational Change and the Role of Change Agents, (2) Boundaries Found in Implementing Change, (3) Strategies to Overcome Boundaries, (4) Personal Characters Needed to Overcome Boundaries and How to Develop It. It is hoped that because it is based on empirical data, the guidelines that have been compiled can develop the insight of internal change agents to be able to answer the concrete challenges faced to be able to manage change effectively. Tantangan ini menyebabkan munculnya berbagai batasan yang ditemui dalam organisasi, yang perlu dapat diretas dengan strategi yang tepat agar perubahan dapat dikelola secara efektif. Sayangnya belum banyak ditemukan panduan dan pelatihan yang khusus diberikan kepada agen perubahan internal, khususnya terkait dengan batasan yang ditemui dan strategi untuk meretas batasan tersebut. Umumnya program pelatihan dan panduan yang diberikan mengembangkan kemampuan mengelola perubahan secara umum. Panduan mandiri (self guided manual) untuk agen perubahan internal ini bertujuan untuk mengembangkan kemampuan agen perubahan internal, khususnya dalam mengatasi ambiguitas perannya dalam organisasi, dengan mengenali batasan yang dihadapi serta strategi meretas batasan tersebut. Panduan ini dikembangkan berdasar hasil penelitian yang dilakukan sebelumnya yang mengeksplorasi secara kualitatif peran agen perubahan internal dalam mengelola perubahan dalam organisasi, khususnya dalam mengenali batasan yang ditemui serta strategi mereka dalam meretas batasan agar perubahan organisasi dapat berlangsung secara efektif. Terdapat 3 tahapan yang dijalankan, yakni tahapan 1) persiapan, 2) pengembangan panduan, dan 3) evaluasi dan diseminasi. Panduan dengan judul “Meretas Batasan, Menjadi Agen Perubahan Internal yang Handal” disusun menjadi 4 bagian, yakni: Bagian (1) Perubahan Organisasi dan Peran Agen Perubahan, (2) Boundary yang Ditemui dalam Mengimplementasi Perubahan, (3) Strategi Mengatasi Boundary, (4) Karakter Personal yang Dibutuhkan untuk Mengatasi Boundary dan Cara Mengembangkannya. Diharapkan karena didasarkan pada data empiris, maka panduan yang disusun dapat mengembangkan wawasan agen perubahan internal untuk dapat menjawab tantangan konkrit yang dihadapi agar mampu mengelola perubahan secara efektif. Quality economic development is indicated by inclusive economic development, where an increase in economic performance is accompanied by an increase in welfare such as income distribution. This study aims to determine the effect of economic performance and expansion of access to income distribution in Indonesia. The study used secondary data from the Indonesian Inclusive Development Index published by the National Development Planning Agency for 464 districts/cities in 2019. Data analysis using multiple linear regression. The results showed a positive correlation between economic performance, expansion of access to public services and income distribution in Indonesia. However, expansion of access does not significantly affect income distribution, while economic performance has a significant effect. On the other hand, the condition of the income distribution in the previous period had a significant effect on the achievement of the income distribution for the next period. Improved economic performance and improved income distribution in the previous period will increase Indonesia's income distribution.

Abstract The purpose of this study is how the participatory planning decision-making process in Musrembang in TTS Regency. Based on the purpose of this study, the qualitative approach is the right choice because it is oriented towards efforts to deepen understanding of decision making in the District Musrembang as well as identifying factors that influence decision making in TTS districts to produce an equilibrium of technocrat and participatory planning in TTS districts. Data collection techniques with in-depth interviews/ focus discussion groups (FGD), documentary studies and online data search. The results of the assessment show that community participation through the Musrenbang as in these regulations/mandates that regional development planning is carried out based on the roles and authorities of each stakeholder to realize integration, synchronization, and synergy between stakeholders. In its implementation, the role of the community is limited to proposing programs/activities carried out through the Musrenbang at the hamlet/village level and delivered in the District Musrenbang forum. In the sub-district Musrenbang stage, the proposed program of activities is often missing or not accommodated. Musrenbang is a forum between stakeholders in agreeing on priority programs and activities through joint decision making which can be done in a participatory or technocratic way as one indicator that can determine the success of regional development.   Keywords: Decision Making, stakeholders, Musrenbang   Abstrak Tujuan pengkajian ini adalah bagaimana proses pengambilan keputusan perencanaan partisipatif dalam Musrembang Kecamatan di Kabupaten TTS. Berdasarkan tujuan dari penelitian  ini maka pendekatan kualitatif menjadi pilihan yang tepat karena berorientasi pada upaya pendalaman pemahaman akan pengambilan keputusan dalam Musrembang Kecamatan serta mengidentifikasi factor-faktor yang mempengaruhi  pengambilan keputusan di kabupaten TTS sehingga menghasilkan equilibrium perencanaan teknokrat dan partisipatif di Kabupaten TTS. Teknik pengambilan data dengan wawancara mendalam, focus discussion group (FGD), studi dokumenter dan penelusuran data online. Hasil pengkajian menunjukkan partisipasi masyarakat melalui Musrenbang sebagaimana dalam peraturan-peraturan tersebut, mengamanatkan bahwa perencanaan pembangunan daerah dilakukan berdasarkan peran dan kewenangan masing-masing stakeholder guna mewujudkan integrasi, sinkronisasi dan sinergisitas antar pemangku kepentingan (stakeholders).  Dalam implementasinya, peran masyarakat hanya sebatas mengusulkan program/kegiatan yang dilakukan melalui Musrenbang di tingkat dusun/desa dan disampaikan dalam forum Musrenbang Kecamatan.  Dalam tahapan Musrenbang kecamatan seringkali program kegiatan yang diusulkan hilang atau tidak diakomodir.  Musrenbang merupakan forum antar pemangku kepentingan dalam menyepakati program dan kegiatan prioritas   melalui pengambilan keputusan bersama dapat dilakukan  secara  partisipatif maupun teknokratis sebagai salah satu indicator yang  dapat menentukan keberhasilan pembangunan daerah.   Kata Kunci : Pengambilan Keputusan, stakeholders, Musrenbang
