The purpose of this study to determine the transparency of financial management at the Health Agency of Makassar. This type of research is descriptive qualitative approach and the type used is phenomenological. The results showed that there is a supply of information with clarity indicator procedures, clarity of costs are not transparent. There is easy access to information with indicators of the ease of getting information directly or indirectly. There are complaints mechanism for complaints to the service users. publication activities on mass media activity has been carried out but not optimal in non-governmental institutions. Efforts made in the Makassar Health Agency financial liability in accordance with applicable regulations. To ensure internal and external transparency Makassar Health Agency has been building websites as a medium of socialization and dissemination of financial accountability. Tujuan penelitian ini untuk mengetahui transparansi pengelolaan keuangan pada Dinas Kesehatan Kota Makassar. Jenis penelitian yang digunakan adalah pendekatan deskriptif kualitatif dan tipe yang digunakan yaitu fenomenologi. Hasil penelitian menunjukkan bahwa terdapat penyediaan informasi dengan indikator kejelasan prosedur-prosedur, kejelasan biaya-biaya belum transparan. Ada kemudahan akses informasi dengan indikator kemudahan mendapatkan informasi langsung maupun tidak langsung. Tersedia mekanisme pengaduan untuk komplain kepada pengguna layanan . kegiatan publikasi kegiatan pada media massa telah dilakukan namun belum optimal pada lembaga non pemerintah. Upaya yang dilakukan Dinas Kesehatan dalam pertanggungjawaban keuangan telah sesuai dengan regulasi yang berlaku. Untuk menjamin trasparansi internal dan eksternal Dinas Kesehatan Makassar telah membangun website sebagai media sosialisasi dan diseminasi pertanggungjawaban keuangan.

This study analyzes the accountability of village funds and the key factors. This study uses a qualitative approach by conducting in-depth interviews with informants at every stage of planning, implementing, administering, reporting, accountability, coaching, and supervision of village financial management. The results of this study indicate that village financial accountability is applied by law number 6 of 2014 with the critical factors of the effectiveness of the village government in managing finances independently but is accompanied by a less than the optimal role of the village consultative body (BPD).

The community doesn’t know the benefits and access to information on land value zone maps at the Semarang City Land Office yet, so the sale and purchase transactions that occur still use the Tax Object Selling Value (NJOP) whose value is below the land market price. The information on the prevailing land value zone map is also assessed that there are not in accordance with market prices, thus making the public file a complaint at the Semarang City Land Office. However, the lack of transparency provided made the community less aware of how the complaint procedure was, and the community was not even involved in determining the price on the applicable land value zone map. The purpose of this study was to determine how the management of land value zone map information at the Semarang City Land Office, which is considered to have not been done optimally. The theory used in this study refers to Vane Klasen's public participation and the transparency (policy, easy access, check and balance principle) proposed by Sedarmayanti. This study uses a qualitative approach and the researcher as a key instrument. The results show that the management of land value zone map information at the Semarang City Land Office has not been maximally implemented, that there is still a need to improve the socialization of benefits and the process of complaints about land value zone map information and public participation.

The purpose of this study was to analyze the Effect of Financial Governance of Community Empowerment Program Funds on Program Accountability. The research method used in this research is descriptive quantitative. The research shows the results of the influence of Prodamas' financial management on the level of program accountability in the villages of Pesantren District. Based on the results of the research, the variables of efficiency, economic effectiveness, access to information and reporting systems have achieved targets or goals for the benefit of residents who feel the benefits of the programs that have been implemented, and easy access to information and reporting systems in planning, implementing and reporting activities. So it can be concluded that the management of Prodamas funds at the Kelurahan level of the Kediri City Government Islamic Boarding School is good because it has been accountable for managing funds in the Community Empowerment Program.

This study aims to determine the transparency of the Social Security services Employment in Gowa. Penelitiian type used in this approach with a qualitative description by conducting interviews. Data collection techniques in this research is observation, interview, and documentation. The results showed that: the provision of information with clarity indicator procedures, clarity of costs already quite transparent; easy access to information with indicators of the ease of getting information directly or indirectly, is also quite easy to obtain; Develop a complaints mechanism if there are rules that have been violated or request to pay a bribe to the service indicator complaints have been made; Improving the flow of information through cooperation with mass media and non-governmental institutions have been established. Efforts are being made to bring transparency BPJS Employment services Employment WSN WSN is to provide information regarding employment through labor website, then one-stop services, namely services performed in one room and provide one-day service care provision. Penelitian ini bertujuan untuk mengetahui transparansi pelayanan JSN Ketenagakerjaan di Kabupaten Gowa. Jenis yang digunakan dalam penelitiian ini adalah pendekatan deskripsi kualitatif dengan dengan melakukan wawancara. Teknik pengumpulan data dalam penelitian ini adalah observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa: penyediaan informasi dengan indikator kejelasan prosedur-prosedur, kejelasan biaya-biaya sudah cukup transparan; kemudahan akses informasi dengan indikator kemudahan mendapatkan informasi langsung maupun tidak langsung juga cukup mudah didapatkan; Menyusun suatu mekanisme pengaduan jika ada peraturan yang dilanggar atau permintaan untuk membayar uang suap dengan indikator layanan pengaduan telah dilakukan; Meningkatkan arus informasi melalui kerjasama dengan media massa dan lembaga non pemerintah telah terjalin. Upaya yang dilakukan BPJS Ketenagakerjaan dalam mewujudkan transparansi pelayanan JSN Ketenagakerjaan adalah memberikan informasi terkait JSN Ketenagakerjaan melalui website tenagakerja, kemudian pelayanan satu atap yaitu pelayanan yang dilakukan dalam satu ruangan dan menyediakan penyediaan pelayanan one day service.

Introduction. There has been limited discussion on Open Monograph Press (OMP) although its  potential is recognized to support academic publications in Indonesia. This is due to the lack of access to information and dissemination of OMP by academic publishers that have implemented OMP in their publication process. Data Collection Method. This paper used a qualitative approach by starting the elaboration publication process in Lembaga Ilmu Pengetahuan Indonesia (LIPI) Press. This paper examined how OMP-based online publishing system is able to accommodate book publishing process in LIPI Press. Primary data in this study was collected through records of the user interface of the online page of LIPI Press which uses OMP. Data Analysis. The data was analyzed by using  a descriptive-analytic approach. Results and Discussions. OMP is useful not only to accommodate all roles and processes of scientific publication but also to accommodate the publisher's need for a catalog website. OMP metadata can be indexed by Google Scholar and can be a helpful tool for product distribution. Conclusion. OMP is suggested to become a standard in publication process.

Abstract Myanmar was under a military government for almost six decades, during which time the state maintained an ‘authoritarian public sphere’ that limited independent civil society, mass media and the population's access to information. In 2010, Myanmar held flawed elections that installed a semi-civilian government and established a hybrid governance regime, within which civil, political and media freedoms expanded while the military's influence remained significant. In this paper, we examine ‘hybrid governance at work’ in the ‘hybrid public sphere’, that holds in tension elements of an authoritarian and democratic public sphere. The boundaries of these spheres are demarcated through legal means, including the 2008 military-created Constitution, associated judicial and administrative state structures and the actions of civil society and community movements toward political, military and bureaucratic elite actors. We develop our analysis first through an assessment of Myanmar's political transition at the national level and, then, in an empirical case of subnational politics in Dawei City regarding the planning of the electricity supply. We suggest that the hybrid public sphere enables discourses—associated with authoritarian popularist politics in Myanmar—that build legitimacy amongst the majority while limiting the circulation of critical discourses of marginalized groups and others challenging government policies. We conclude that for substantive democracy to deepen in Myanmar, civil society and media must actively reinforce the opportunity to produce and circulate critical discourse while also facilitating inclusive debates and consolidating legislated civil, political and media freedoms. On 1 February 2021, shortly after this article was finalized, a military coup d’état detained elected leaders and contracted the post-2010 hybrid public sphere, including constraining access to information via control of the internet and mass media and severely limiting civil and political rights.

The village independence is an essential idea for the village community where they are located. Inaccordance to support this goal, the central, provincial and district/city governments provide fundsto villages that must be managed properly. Village financial management apparatuses endeavor inplanning, implementing, administering, and financial reporting in accordance with applicableregulations with supervision from the Village Consultative Body. This study aims to identifyindicators and determinants in village financial management and examine its effect on the villageindependence variable. This research will be carried out in villages of Yobeh, Ifaar Besar, Sereh,and Yahim, in Sentani District in Jayapura Regency. The analysis tool that will be used is FactorAnalysis to find key indicators and variables in financial management. The results showed thatreporting variables became the key in financial management, followed by financial accountability,planning, and implementation. This shows that respondents felt the reporting was very importantand needed to be considered in financial management.

“Biblioteche nelle Scuole” (in brief, “Biblioscuole”, i.e. Libraries at Schools), a three year school library pilot project, has been carrying out since 2004 in Italy to improve school librarians competencies and school library services in order to provide an easy access to information for teachers, pupils and their families, and to promote social inclusion. The Project and some reflections - based on learners’ interaction - about the first part of the education and training course, are presented here.

The purpose of this study is to describe Batik Cahaya Utama in Lamongan district. This study focused on pre-production, production, and post-production. The researcher used a descriptive research design with qualitative approach. Data collection was obtained from the interview process and observation. To check the validity of the findings, it used triangulation. Based on the result, the planning that carried out by Cahaya Utama is complete. But they did not have IPR (Intellectual Property Right) for batik that has been produced. In addition, they have not a special place to put their waste disposal site. Cahaya Utama has batik products included: handmade batik, stamp batik and printing batik. However, the stamp batik and printing batik made in outside of Cahaya Utama. They collaborate with other industry to make it. While post-production activities conducted by Cahaya Utama. The consumer not only from local people but also, they from other country. The promotion used online and offline. It helped the Cahaya Utama to promotions even though their place is not strategies for business. Based on the finding, the researcher hopes Lamongan district government will immediately find a solution related with waste disposal site. In addition, the results of this study can be used as a reference for similar research. Penelitian ini bertujuan mendeskripsikan batik Cahaya Utama di Desa Sendang Kecamatan Paciran Kabupaten Lamongan dengan fokus pra produksi, produksi dan pasca produksi. Peneliti menggunakan rancangan penelitian deskriptif dengan pendekatan kualitatif. Pengumpulan data diperoleh melalui proses wawancara, observasi dan dokumentasi. Pengecekan keabsahan data menggunakan triangulasi teknik dan triangulasi sumber. Berdasarkan hasil temuan, tahap perencanaan yang dilakukan oleh Cahaya Utama tergolong bagus mulai dari perencanaan sumber daya modal, manusia, tempat usaha, alat dan bahan, namun belum memiliki HKI (Hak Kekayaan Intelektual) untuk batik yang telah diproduksi. Selain itu dalam hal tempat pembuangan limbah belum mempunyai tempat yang layak sebagai tempat pembuangan limbah pewarnaan. Cahaya Utama memiliki produk batik tulis, batik cap dan batik printing atau sablon. Namun untuk batik cap dan printing pengerjaan dilakukan di luar usaha Cahaya Utama atau bekerja sama dengan usaha lain dalam proses produksi. Kegiatan pasca produksi yaitu tergolong bagus, pemasaran produk tidak hanya di dalam negeri namun juga dilakukan sampai luar negeri.

<p>The provisions of the Act on Access to Public Information regulate, among others, the subjective and objective scope of the right to public information, reasons for restricting access to information, procedure and form of disclosure, rules for creating and publishing information in the Public Information Bulletin, costs of activities leading to the disclosure of information and the establishment of complaint proceedings in the event of refusal to provide the public information requested. Therefore, it is worth to pay attention to several problems arising from the analysis of statutory provisions and the practical consequences of applying the Act of 6 September 2001 on Access to Public Information. The current, extremely extensive, output of doctrine and jurisprudence allows for a fairly “efficient” summary of the considerations made in both literature and judicial and administrative case law.</p>
