The purpose of this study was to analyze the Effect of Financial Governance of Community Empowerment Program Funds on Program Accountability. The research method used in this research is descriptive quantitative. The research shows the results of the influence of Prodamas' financial management on the level of program accountability in the villages of Pesantren District. Based on the results of the research, the variables of efficiency, economic effectiveness, access to information and reporting systems have achieved targets or goals for the benefit of residents who feel the benefits of the programs that have been implemented, and easy access to information and reporting systems in planning, implementing and reporting activities. So it can be concluded that the management of Prodamas funds at the Kelurahan level of the Kediri City Government Islamic Boarding School is good because it has been accountable for managing funds in the Community Empowerment Program.

The community empowerment in the area of Ar-Rahmah pesantren, Air Meles Atas Village, Rejang Lebong Regency, Bengkulu was intended to increase the income of pesantren to finance poor students, and at the same time to enhance the ability of pesantren in carrying out educational and teaching activities. Community service activities carried out in the form of assistance activities in shallot cultivation in the yard of the Ar-Rahmah Pesantren. The assistance program is carried out for 4 months, with such stage of activities as: the preparation stage for managers, teachers, students and farmers around the pesantren, seed selection, land preparation, planting, maintenance, harvesting, and post-harvest. The evaluation result showed that the community participation and involvement in the shallot cultivation assisting program were considered high. The highest participation rates were during the selection of seed activity (73%) and planting activity (100%). Meanwhile, the lowest participation rate was during maintenance activities (27%). The evaluation results showed the level of participants’ satisfaction is high (90‒100%) on the implementation of assistance activities. The harvested shallots could increase the income of the boarding school which can be used to help the education cost and education progress of the boarding school. The participation of the entire community would be encouraged so that the success of empowerment program could be felt by the entire community. The community empowerment program need to be carried out continuously, so it would enhance the welfare of and self-sufficiency of the community.

The poverty level of urban communities, indicated by the high rate of maternal and infant mortality, the presence of stunting problems, and the poor health of the elderly in the Cibereum Village, Cimahi City, have an impact on the lack of concern for individual health and environmental health. The Secercah Hati program is created with the purpose of overcoming such problems. This program is a community empowerment program to create a healthy, knowledgeable, and prosperous society by increasing the role of women. It  is collaborating with the Cimahi City Government Program, based on the 2017-2022 Cimahi City Medium Term Development Plan (RPJMD). Furthermore, the Secercah Hati Program is also an implementation of a partnership which is not only between Jenderal Achmad Yani University and the Cimahi City Government but also with Pasundan University. The program attempts to solve the issues by improving the role of Posyandu and Posbindu. The method of activity begins with a situation analysis that is coordinated with Cimahi City Government, problem identification, gathering and analyzing needs, determining priority problems, providing solutions, implementing, and evaluating. This participatory empowerment activity was carried out by forming a women's community consisting of Posyandu and Posbindu managers. Empowerment was implemented through training, workshops, mentoring, and role play (theatrical), so that they could optimize their role in improving public health and the environment and supporting the family economy. They were taught the ability to produce culinary with strong branding and market products utilizing digital marketing. In addition, they learnt to manage capital to support business sustainability. The program has an impact on increasing the number of cadres and the level of community participation in Posyandu and Posbindu activities, increasing the number of women entrepreneurs and increasing community income. The success of this community empowerment program needs to be supported by the concept of exciting and measurable activities in order to get a positive response from the community. Mentoring activities would be conducted continuously until the community is accustomed to and able to run programs independently and this is one of the keys to success. Implementing activities that synergize the Regional Government, Universities, and the community have proven to make the community empowerment program more effective.

Icor data from Pemalang Regency, Central Java, said that up to January 25, 2021, there were 3180 confirmed positive COVID-19 patients and 187 of them died. This community service activities are carried out to prevent the transmission of Covid-19 at the Tahfidz Al-Qur'an Al Fath Islamic Boarding School through community empowerment programs as a form of vigilance against infectious diseases caused by viruses. The activities carried out are providing health information through showing videos about Covid-19 and its transmission as well as prevention efforts with 3M. In addition, the community service team also provided training on how to wash hands in the correct 6 steps. The activity was attended by 31 participants consisting of caregivers and students of Islamic boarding schools. The results of the service revealed that participants' knowledge of Covid-19 prevention increased from 6.84 to 8.32.

ABSTRAKTindak lanjut dari penerapan GNNT dibuat MOU (kerjasama) antara Bank Sulut dan Pemerintah Kota Manado tentang meningkatkan transaksi non tunai untuk layanan keuangan Pemerintah Kota Manado. Adapun pelaksanaan berbagai pembayaran secara transaksi non tunai diwujudkan sebagai salah satu upaya pembenahan tata kelola keuangan di Pemerintah Kota Manado yang di implementasikan oleh Walikota Kota Manado tentang pelaksanaan transaksi non tunai (transaksi non-cash). Tujuan dari penelitian ini adalah mengetahui proses implementasi system transaksi non tunai terhadap pengelolaan keuangan daerah di Kota Manado. Kemudian mengetahui keuntungan dan kendala yang dihadapi dalam proses implementasi system transaksi non tunai terhadap pengelolaan keuangan daerah. Metode penelitian yang digunakan dalam penelitian ini adalah penelitian deskriptif kualitatif. Hasil penelitian yang diperoleh adalah Penerapan sistem transaksi non tunai di Dinas Pendapatan Daerah Kota Manado di terapkan secara bertahap berdasarkan Surat Edaran Menteri Dalam Negeri. Keuntungan penerapan system transaksi non tunai di Dinas Pendapatan Daerah Kota Manado yaitu, penggunaan aliran dana seluruh transaksi dapat ditelusuri sehingga lebih akuntabel, dikarenakan seluruh transaksi didukung dengan bukti yang sah. Dalam penerapan system transaksi non tunai ada beberapa kendala-kendala yang dihadapi oleh Dinas Pendapatan Daerah Kota Manado adalah sebagi berikut sulit menerapkan system pada penerimaan retribusi. Pembuatan SPTD mengalami keterlambatan. Kata Kunci: gerakan nasional non tunai, pendapatan daerah, transaksi non tunai ABSTRACTThe follow-up to the implementation of GNNT was a MOU (cooperation) between Bank Sulut and the City Government of Manado about increasing non-cash transactions for financial services in the Manado City Government. The implementation of various payments in non-cash transactions is realized as one of the efforts to revamp financial governance in the City of Manado which is implemented by the Mayor of Manado City regarding the implementation of non-cash transactions (non-cash transactions). The purpose of this study is to know the process of implementing the non-cash transaction system for regional financial management in the city of Manado. Then find out the advantages and obstacles faced in the process of implementing a non-cash transaction system for regional financial management. The research method used in this research is qualitative descriptive research.  The results of the research obtained are the application of a non-cash transaction system in the Regional Revenue Office of the City of Manado which is implemented in stages based on the Circular of the Minister of Home Affairs. The advantage of applying the non-cash transaction system in the Regional Revenue Office of the City of Manado, that is, the use of the entire flow of transactions can be traced so that it is more accountable, because all transactions are supported by valid evidence. In the implementation of the non-cash transaction system there are several obstacles faced by the Regional Revenue Service of the City of Manado as follows as it is difficult to implement the system for receiving retribution. The purpose of this study to determine the transparency of financial management at the Health Agency of Makassar. This type of research is descriptive qualitative approach and the type used is phenomenological. The results showed that there is a supply of information with clarity indicator procedures, clarity of costs are not transparent. There is easy access to information with indicators of the ease of getting information directly or indirectly. There are complaints mechanism for complaints to the service users. publication activities on mass media activity has been carried out but not optimal in non-governmental institutions. Efforts made in the Makassar Health Agency financial liability in accordance with applicable regulations. To ensure internal and external transparency Makassar Health Agency has been building websites as a medium of socialization and dissemination of financial accountability. Tujuan penelitian ini untuk mengetahui transparansi pengelolaan keuangan pada Dinas Kesehatan Kota Makassar. Jenis penelitian yang digunakan adalah pendekatan deskriptif kualitatif dan tipe yang digunakan yaitu fenomenologi. Hasil penelitian menunjukkan bahwa terdapat penyediaan informasi dengan indikator kejelasan prosedur-prosedur, kejelasan biaya-biaya belum transparan. Ada kemudahan akses informasi dengan indikator kemudahan mendapatkan informasi langsung maupun tidak langsung. Tersedia mekanisme pengaduan untuk komplain kepada pengguna layanan . kegiatan publikasi kegiatan pada media massa telah dilakukan namun belum optimal pada lembaga non pemerintah. Upaya yang dilakukan Dinas Kesehatan dalam pertanggungjawaban keuangan telah sesuai dengan regulasi yang berlaku. Untuk menjamin trasparansi internal dan eksternal Dinas Kesehatan Makassar telah membangun website sebagai media sosialisasi dan diseminasi pertanggungjawaban keuangan.

This article discuss at investigating the patterns, distribution, and stakeholders involved in the community empowerment program in Batu, East Java, Indonesia. By using the combination of Arc GIS (Geographic Information System) and Stakeholder Analysis, the community empowerment in Batu shows pragmatic and autocratic empowerment patterns. Besides, the community empowerment program in Batu is divided into 2 categories, namely exist/receive and does not exist/does not receive. The existing condition of empowerment program spreads unevenly. To deal with the issue, it is important to consider the Polycentric Development, which allows each region to have a Village Empowerment Center for equitable development. The city government has so far been the most dominant stakeholders in the empowerment program in Batu. Nevertheless, there are many other stakeholders starting to appear, such as private sectors and NGO, actors/individuals and media contributions, and universities. For recommendation, Government, private sectors, and non-governmental organizations can accommodate the principles of psychological empowerment, so that the empowerment is not only seen as a pragmatic-authoritarian impression. This principle is important because it can emotionally (intrapersonal) see someone’s capacity to bring influence in making social changes and decisions. Communities as people who are exposed to empowerment programs need to actively increase participation. The next researcher can emphasize the stakeholder analysis on the collaboration and social networking patterns among them.

This research is concerned to analyze the possible economic impacts caused by infrastructure development. This research focuses on a community empowerment program called Prodamas, from the City of Kediri, East Java. Research methods using descriptive quantitative analysis. The analysis of this study is to observe the allocation of Prodamas funds through how much the remaining funds per RT are returned to the City Government of Kediri. The results of his research are an increase in absorption of production allocation funds from year to year which can indicate an increase in infrastructure, social and economic development. It can be concluded that there is an increase in the community empowerment program (Prodamas) which occurred in the City of Kediri. It also reflected the large impact caused by the economic development of the community with the existence of Prodamas.

This study aims to determine the effect of transparency in financial management of village funds and community empowerment on community welfare in Sidoharjo Village, Tepus District, Gunungkidul Regency. This research method uses quantitative descriptive methods and primary data using questionnaires. This study took a sample of residents who were divided into 11 hamlets in Sidoharjo Village, Tepus District, Gunung kidul Regency. The sampling technique is stratified random sampling. Data collection is done by distributing questionnaires directly to people’s homes, attending social gatherings and routine meetings held by community members. It aims to obtain more data from respondents directly. The number of questionnaires processed was 120 questionnaires. Data were analyzed using multiple linear regression analysis. The results of this study indicate that community empowerment has a positive effect on the welfare of the people of Sidoharjo Village, Tepus District, Gunungkidul Regency, while transparency in financial management of village funds does not affect the welfare of the community in Sidoharjo Village, Tepus District, Gunungkidul Regency.

Community empowerment is a form of development which directly involves the community. In community empowerment program, the position of the community is as program consumer but as program producer instead. Community empowerment aims to achieve community independence and welfare. Zakat is a subsystem which can support community empowerment program. It’s consistent with the objective of zakat, which is material and spiritual wellbeing. To encourage the success of the program, there should be support from various parties, including companion and social capital supports.The purpose of the present study was determining the direct effects of companion and social capital on participant of zakat recipient and its impact of economic performance of zakat-receiving micro businessman. The present study used primary data by involving 72 zakat-receiving micro businesspeople (mustahik businesspeople) in Wonosari Sub-district, Gunung Kidul Regency, Special Region of Yogyakarta. The research instrument was questionnaire with likert-5 scale which has high reliability and validity based on Cronbah Alpha and Kaiser-Meyer-Olkin values. The empirical model was analyzed using Structural Equation Modeling (SEM).The result of hypothesis test shows that companion and social capital affected the participation of zakat recipient, and the participation of zakat recipient affected the economic performance of zakat-receiving micro businessman.

This study aims to explore village authority in village financial management to realize village governance in accordance with the principles of Good Governance. One of the financing for the Village Government program is the Village Fund Budget (ADD). The research method used is descriptive analysis to get a clear picture by examining secondary data. Secondary data is obtained through literature studies from primary legal materials and secondary legal materials related to regional autonomy in villages in the management of Village Government, particularly with regard to the performance of Village-Owned Enterprises based on Law Number 6 of 2014 concerning Villages. The data obtained from this study were analyzed juridically normative with a statutory approach. The results showed the accountability of the village head in managing village finances. In exercising the power of village financial management, the village head authorizes part of his power to the Village apparatus. (2) The village head as the holder of the village financial management power as referred to in paragraph (1), has the authority to: a. establish policies regarding the implementation of APBDesa; b. determine PTPKD; c. determine the officer who collects village revenue; d. approve expenditures for activities stipulated in APBDesa; and e. take actions that result in spending at the expense of the Village Budget. The factors that become obstacles in Talagasari, namely the lack of information and lack of direction in the distribution of ADD, so that it contributes low to community empowerment.
