This research for knowing the political participation of the urban poor and the factors that affect the political participation of the urban poor in the election of President and Vice President in 2014 in the Village Mangasa Subdistrict Tamalate Makassar. The kind of research is descriptive quantitative research by explaining the political participation of the urban poor, the sample of 30 people in the poor communities selected by purposive sampling. The results showed a participation rate of urban poor in the election of president and vice president in 2014 in the Village Mangasa Tamalate District Makassar. The form of political participation of the poor consists of electoral activities, the lobby, the organization's activities, find connections and acts of violence, political participation Reasons divided on the influence of community groups, availability of facilities, and low motivation. Typology of political participation consists of poor and semi apathetic apathy. As well as political communication is divided into function information and education functions. The political participation of the urban poor is also strongly influenced by factors supporting consisting of Consciousness or the will and the influence of the government, as well as inhibiting factors are factors Environmental and Economic factors. Tujuan penelitian ini untuk mengetahui partisipasi politik masyarakat miskin kota dan faktor-faktor yang mempengaruhi partisipasi politik masyarakat miskin kota dalam pemilihan Presiden dan Wakil Presiden 2014 di Kelurahan Mangasa Kecamatan Tamalate Kota Makassar. Jenis penelitian adalah deskriptif kuantitatif dengan menggunakan sampelnya sebanyak 30 orang masyarakat miskin yang di pilih secara Purposive Sampling. Hasil penelitian menunjukkan tingkat partisipasi politik masyarakat miskin kota dalam pemilihan presiden dan wakil presiden 2014 di Kelurahan Mangasa Kecamatan Tamalate Kota Makassar. Adapun bentuk partisipasi politik masyarakat miskin terdiri dari kegiatan pemilihan, lobby, kegiatan organisasi, mencari koneksi dan tindakan kekerasan, Alasan partisipasi politik terbagi atas pengaruh kelompok masyarakat, ketersediaan sarana, dan rendahnya motivasi. Tipologi partisipasi politik terdiri dari masyarakat miskin apatis dan semi apatis. Serta komunikasi politik terbagi atas fungsi informasi dan fungsi pendidikan. Partisipasi politik masyarakat miskin kota juga sangat dipengaruhi oleh faktor pendukung yang terdiri dari Kesadaran atau kemauan dan pengaruh pemerintah, serta faktor penghambat yaitu faktor Lingkungan dan faktor Ekonomi.

The existence of a democratic system is strongly influenced by the participation of all parties, including the poor. So far, the poor always associated as apathetic and irrational in politics. and consider any political change will not be much change their fate. However, in the case of DKI Jakarta showed that they are a group of rational, transparent, and participatory enough in politics, though not to the extent that satisfactory. Their knowledge of politics obtained directly from a variety of media and existing facilities. Because it is necessary for the political strengthening of the urban poor, in the form of strengthening the political culture of the participants, which puts them have a real orientation of the systems, structures and processes of political and administrative .. That way they can be involved in a variety of policies oriented towards the improvement of people's lives rate. The phenomenon of the political life of the urban poor is not merely seen from political participation in the form of political activity, but also a social activity

Women's political participation in Indonesia can be categorized as low, even though the government has provided special policies for women. Patriarchal political culture is a major obstacle in increasing women's political participation, because it builds perceptions that women are inappropriate, unsuitable and unfit to engage in the political domain. The notion that women are more appropriate in the domestic area; identified politics are masculine, so women are not suitable for acting in the political domain; Weak women and not having the ability to become leaders, are the result of the construction of a patriarchal political culture. Efforts must be doing to increase women's participation, i.e: women's political awareness, gender-based political education; building and strengthening relationships between women's networks and organizations; attract qualified women  political party cadres; cultural reconstruction and reinterpretation of religious understanding that is gender biased; movement to change the organizational structure of political parties and; the implementation of legislation effectively.

This study aims to determine and analyze the Diversification Strategy of Cultural Attractions in Support of Tourism Development in Wakatobi Village. This research method is qualitative research. The determination of the informants in this study was obtained by purposive sampling. The informants are community leaders and traditional leaders who are key informants. The results show that the opportunity for Wakatobi Regency to become a cultural tourism destination can be opened, because it is supported by the exoticism of local communities with their cultural diversity. The strategy that can be prioritized in the development of Wakatobi village tourism is the diversification of cultural attractions that are organized through institutions or Tourism Awareness Groups initiated by the community and funded by the local government and acting as an active facilitator. It seems that the political will and political commitment of leaders to maximize local government efforts need to be supported by tourism stakeholders from the government, private sector and the wider community, this is a weakness that needs to be covered so that the strategy in developing Community Base Tourism (CBT) tourism in Wakatobi provides a diversification of attractions. tour which is actually quite interesting to witness. Penelitian ini bertujuan untuk mengetahui dan menganalisa Strategi Diversifikasi Atraksi Budaya Dalam Mendukung Pengembangan Wisata Desa Wakatobi. Metode penelitian ini adalah penelitian kualitatif. Penentuan informan penelitian ini diperoleh secara Purposive sampling. Adapun informan yaitu tokoh masyarakat dan tokoh adat yang merupakan informan kunci. Hasil penelitian menunjukkan peluang kabupaten wakatobi menjadi destinasi wisata budaya dapat terbuka, karena didukung oleh eksotisme komunitas lokal dengan keberagaman budaya yang mereka miliki. Strategi yang dapat diprioritas dapat dalam pengembangan wisata desa Wakatobi adalah  diversifikasi atraksi budaya yang terorganisasi melalui kelembagaan atau Kelompok Sadar Wisata yang diprakarsai masyarakat dan didanai oleh pemerintah daerah serta berperan sebagai fasilitator yang aktif. Tampaknya political will dan political comitment pemimpin untuk memaksimalkan upaya pemerintah daerah perlu di dukung oleh stekholder pariwisata dari pihak jajaran pemerintah, swasta dan masyarakat luas hal merupakan kelemahan yang perlu ditutupi agar strategi dalam pengembangan wisata Community Base Tourism (CBT) di Wakatobi menyajikan adanya diversifikasi atraksi wisata yang sesungguhnya cukup menarik untuk disaksikan.

This article analyses practices related to the cult of Lenin in the confines of the Leningrad party organisation of the RCP(b) and its influence on innerparty discussions and political disagreements. The author aims to examine how appeal to the cult and Leninism helped shape the position of the Leningrad Bolsheviks led by G. E. Zinoviev. To achieve this goal, the author refers to a variety of sources, i. e. the works of the leaders of the Leningrad party organisation, such pamphlets by G. I. Safarov and G. E. Evdokimov, minutes of district party conferences, etc. The sources listed above suggest that the terms “testament,” “heritage,” and “task” used in party discourse symbolise a set of actions and principles, following and being faithful to which allowed party members to comply with the correct political line. For representatives of the Leningrad opposition, this meant relying on the poor and middle strata of the village. The category of practice mentioned in the title of this article means that attention was paid not so much to the function of quotations or clichéd phrases but rather to what party groups implied when quoting Lenin’s statements. The term “cult”, which historiography usually employs to describe the veneration of V. I. Lenin as the leader of the party, does not reflect the entirety of this process or take into account its productive component, namely, the fact that, because of its heterogeneity, Leninism allowed members of the Communist Party to pay attention to diverse aspects of Lenin’s heritage. In the course of the polemic surrounding issues facing the party (politics in the countryside, the possibility of building socialism in a single country, etc.), the Leningrad Bolsheviks turned to Leninism as a range of ideas legitimising their political position and as a tool for identifying the Bolsheviks who, in contrast to the Leningraders, “deviated” from the correct political line.

ABSTRAKPemilihan umum presiden dan wakil presiden merupakan acara lima tahun sekali yang dilaksanakan di Indonesia, kegiatan ini sebagai wahana menyalurkan segala aspirasi masyarakat terutama dalam mempengaruhi keputusan politik, dan Penelitian ini bertujuan untuk mengetahui peran dan partisipasi masyarakat Kota Malang dalam pemilihan presiden dan wakil presiden tahun 2014 di Kota Malang, selain itu untuk mengetahui peran KPU Kota Malang dalam pemilihan umum presiden dan wakil presiden 2014, dan untuk menjelaskan faktor pendukung dan penghambat partisipasi masyarakat dalam pemilihan presiden dan wakil presiden 2014.Penelitian ini menggunakan Model penelitian deskriptif, yaitu suatu model penelitian dengan mencatat, mendeskripsikan dan menginterpratasikan peran KPU dalam meningkatkan partisipasi politik masyarakat dalam pemilihan umum prseiden dan wakil presiden 2014 di Kota Malang, dan penelitian ini menggunakan tiga teknik pengumpulan data yaitu wawancara, dokumentasi dan observasi. Berdasarkan hasil penelitian, diperoleh hasil bahwa peran KPU dalam meningkatkan partisipasi politik masyarakat dalam pemilihn umum presiden dan wakil presiden 2014 di Kota Malang sangat besar. Artinya ini sesuai dengan realita dan fakta yang terjadi di lapangan, bahwa tahun 2014 partisipasi masyarakat Kota Malang sangat meningkat. Hal ini didukung oleh hasil wawancara dan observasi kepada pememrintahan Kota Malang, Partai Politik dan Masyarakat Kota Malang, selain itu hal yang paling mendukung adalah hasil perthitungan suara di Kota Malang, menunjukan sebanyak 70% masyarakat Kota Malang ikut berpartisipasi dalam pemilihan umum presiden dan wakil presiden 2014 di Kota Malang.Kata Kunci : Peran KPU, Partisipasi Masyarakat.ABSTRACTGeneral election for president and vice president is an event held every five years in Indonesia. This is a program which is used for channeling the aspirations of all communities, especially in influencing political decisions. This study aims to determine the role and participation of Malang communities in the presidential and vice presidential elections 2014. Besides, this study also aims to determine the role of General Elections Commission (KPU) of Malang in general election of president and vice president in 2014, and to explain the enabling and inhibiting factors of communities’ participation in the election of president and vice president in 2014. The approach used in this study is descriptive study, which is a study model by noting, describing and interpreting the role of KPU in increasing the communities’ political participation in the elections of president and vice president 2014 in Malang. This study uses three methods in collecting the data. They are interview, documentation, and observation. Based on the result of the study, it can be concluded that the General Elections Commission has a big role in increasing communities’ political participation in the elections of president and vice president 2014 in Malang. This means that it corresponds to the reality and the facts which occurred, that in 2014 the participation of Malang communities greatly increased. This is supported by the results of the interviews and observations to the government of Malang, Political Parties in Malang and also Malang communities. Besides, the most favorable case is the result of vote counting in Malang which shows as much as 70% of people in Malang participated in the elections for president and vice president 2014 in Malang.Key words: Role of the General Elections Commissions, Communities Participations

ABSTRAK Penelitian ini bertujuan untuk menganalisis efektifitas kegiatan pemberdayaan ekonomi masyarakat pesisir yang telah dilakukan oleh pemerintah provinsi Banten, sehingga dapat mengetahui model pemberdayaan ekonomi paling efektif bagi masyarakat pesisir di Provinsi Banten. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif, dengan lokasi penelitian di Desa Lontar Kecamatan Tirtayasa, Kabupaten Serang dan Desa Citeurep, Kecamatan Panimbang, Kabupaten Pandeglang. Penentuan informan dilakukan secara purposive sampling. Data primer penelitian ini diperoleh dari wawancara mendalam dan observasi. Data sekunder diperoleh dari studi literatur dan dokumentasi. Hasil penelitian ini menunjukkan bahwa terdapat perbedaan karakteristik nelayan antara desa Lontar dan Citeurep. Ada perbedaan jenis pemberdayaan di kedua desa. Ada perbedaan komoditas pada kedua kelompok nelayan. Di Desa Lontar, jenis komoditas yang dihasilkan lebih bervariasi, perikanan tangkap, bandeng dan budidaya rumput laut dan usahatani rumput laut. Sedangkan di Desa Citeurep komoditi hanya menangkap ikan. Dalam perspektif kelompok, nelayan di Desa Lontar lebih terorganisir daripada nelayan di Desa Citeurep. Model pemberdayaan relatif yang dapat diterapkan pada dua kelompok nelayan tersebut adalah dengan Model Pendekatan Kelompok Berbasis Regional dengan mempertimbangkan karakteristik masyarakat yang ada di daerahnya masing-masing. Pola pemberdayaan yang paling tepat adalah pola pemberdayaan yang melibatkan seluruh pemangku kepentingan yang menggunakan skema kemitraan seperti: peran pemerintah daerah, perguruan tinggi, DPRD, dan swasta / perusahaan.   Kata kunci: pemberdayaan pesisir, kesejahteraan, kelompok nelayan   ABSTRACT This study aims to analyze the effectiveness of economic empowerment activities of coastal communities that have been done by the government of Banten province, thus to find out the most effective model of economic empowerment for coastal communities in the province of Banten. Metode used in this study is qualitative descriptive, with research sites in the village of Lontar sub District Tirtayasa, Serang Region and Citeurep Village, Panimbang sub District, Pandeglang Region. Informant's determination is done by purposive sampling. Primary data of this research is getting from indepth interview and observation. Secondary data getting from by literature study and documentation. The results of this study indicate that there are differences in the characteristics of fishermen between Lontar and Citeurep villages. There are differences in type of empowerment in both villages. There is a difference of commodities in both groups of fishermen. In Lontar Village, the types of commodities produced are more varied, capture fishery, milkfish and Sea Weed cultivation and seaweed farming. While in Citeurep Village the commodity is capture fish only. In group perspective, fishermen in Lontar Village are more organized than the fishermen in Citeurep Village. The relative empowerment model that can be applied to the two groups of fishermen is with the Regional-Based Group Approach Model taking into account the characteristics of the community that exist in their respective regions. The most appropriate  pattern of empowerment is the empowerment pattern that involves all stakeholders using partnership schemes such as: the role of local government, universities, DPRD, and private / corporate   Keywords: coastal empowerment, welfare, group of fishermen

This chapter introduces the core questions the book seeks to answer. What explains the political participation of poor people? What changed during the past two decades to enable such widespread participation by poor people? How have some Latin American democracies reduced gaps in participation across income and wealth groups? What role does clientelism play in mobilizing the poor? Despite persistently high poverty rates and high economic inequality, poor people in Latin America participate in politics at very high levels. This chapter lays out this puzzle and introduces the main argument of the book: that civil society organization, political parties, and competitive elections have an enormous impact on whether or not poor people turn out to vote, protest, and contact government officials. This chapter also briefly summarizes the research design and plan of the rest of the book.

AbstractTo maintain political stability and to preserve the plurality and the diversity that characterise its societies, consociational democracies require, more than other states, a grand coalition government. In this type of democracy, the grand coalition is not a model that is used in exceptional cases, as in majoritarian democracies. It is a deliberate and permanent political choice. In Lebanon, following the modifications implemented by the 1989 Ṭā’if Accord, the Constitution instituted a collegial power-sharing within the executive that implies the establishment of a grand coalition which enables the political participation of the main Lebanese religious confessions in the government. On the other hand, the formation of the Lebanese Council of ministers since the spring of 2005 has become increasingly difficult and coalitions are often less stable than in the past. These laborious negotiations for unstable governmental coalitions are especially problematic in what may be called the perversion of the constitutional procedure by leaders of the parliamentary blocs.

This article discusses on poverty rate and inequlity in urban and rural areas during 2011-15. It shows that poverty rate tends todecrease. The poverty in rural area is worse than that in the urban one. The urban poor people work in the informal sector or in the small business. The poor in the rural areas work in the agriculture sector. The majority of poorest provinces is in the east Indonesia. However, the majority of the poor people live in Java island. Eventough the income inequility in Indonesia is moderate, but it  has been increased since 2011. There are many more poor people above the national poverty line. The government could inprove rural and east Indonesia infstructure in order to increase agriculture production. In this way the poverty in rural area and the gap between east and west Indonesia could decrease.
