The existence of a democratic system is strongly influenced by the participation of all parties, including the poor. So far, the poor always associated as apathetic and irrational in politics. and consider any political change will not be much change their fate. However, in the case of DKI Jakarta showed that they are a group of rational, transparent, and participatory enough in politics, though not to the extent that satisfactory. Their knowledge of politics obtained directly from a variety of media and existing facilities. Because it is necessary for the political strengthening of the urban poor, in the form of strengthening the political culture of the participants, which puts them have a real orientation of the systems, structures and processes of political and administrative .. That way they can be involved in a variety of policies oriented towards the improvement of people's lives rate. The phenomenon of the political life of the urban poor is not merely seen from political participation in the form of political activity, but also a social activity

Purpose of the study. The article is devoted to the analysis of value orientations, forms of civic engagement and political participation of young Russian citizens who consider themselves patriots. In accordance with the conceptual and methodological provisions developed within the framework of the political and psychological approach, the author examines how the cognitive and behavioral components of the personality structure, which determine the patriotic orientation of youth, relate to each other. Research results. Based on an analysis of the data of an all-Russian survey of young people aged 15 to 30, the author comes to the conclusion that young Russian patriots are interested in politics and identify with Russia. They demonstrate a fairly high level of social activity and have a wide repertoire of forms of civic participation and political behavior. They have attitudes towards conventional forms of political participation (primarily electoral). In the system of values of young patriots, the most significant are human rights, peace, order, legality, security, freedom and justice. Young Russian citizens who consider themselves patriots differ in their political values and behavioral orientations from «non-patriots». The author comes to the conclusion that young patriots have a connection between values and behavioral practices of their implementation, which determines their focus on interaction with the state and society. But this is not typical for young people in general. It is noted that in the future, patriotism can become a factor in the serious intragenerational demarcation of young people. Therefore, significant efforts are required from various institutions of socialization in the field of political education and patriotic education of youth.

This research examines the political culture of coastal communities in the face of Simultaneous Regional Elections of 2015 in Batam City. The purpose of this research is to analyze the types of political culture and the participation of coastal society in political activities, especially elections, because there is no research that discusses the political culture of coastal society in particular. Research that discusses the political life of coastal society has not been discussed, especially how the role and views of society on political life and government. In fact, coastal society are groups that will be affected and feel the consequences of these political activities. This research uses qualitative method. The respondents are selected by purposive sampling technique and data obtained by observation and in-depth interview. The findings in this study indicate that the type of coastal society culture is included in the type of participant political culture, in which the level of participation society in Simultaneous Regional Elections of 2015 is quite high and their knowledge on political activity is sufficient.

The political prospects of migrants in Russia are not only an urgent problem, but also require a comprehensive scientific analysis based on the achievements of modern political science. For this reason, the paper attempts to provide scientific and methodological justification and research on the participation of migrants in future political processes. Based on migration dynamics and features of migration behavior, a model-hypothesis - variants and scenarios of political participation of migrants in Russia has been developed. The model includes the following elements: personal and group strategies for the migration future; the trajectory and nature of political participation of migrants; ideological preferences and political attitudes; the content of the political culture of the migration community; the target expectations of migrants in the political sphere; the level of involvement of migrants in civil society institutions; the level of political activity of migrants and leaders of the migration community; the readiness of indigenous people to allow migrants to political processes; the position of the state and government institutions to political claims from migrants. Thus, based on the methodology of contextual instrumentalism, the methodological basis of the political forecast of the future of migrants in Russia is presented, taking into account the basic migration factors and trends, and the main directions of scientific search for ways to verify the formulated hypothesis are also identified.

This research for knowing the political participation of the urban poor and the factors that affect the political participation of the urban poor in the election of President and Vice President in 2014 in the Village Mangasa Subdistrict Tamalate Makassar. The kind of research is descriptive quantitative research by explaining the political participation of the urban poor, the sample of 30 people in the poor communities selected by purposive sampling. The results showed a participation rate of urban poor in the election of president and vice president in 2014 in the Village Mangasa Tamalate District Makassar. The form of political participation of the poor consists of electoral activities, the lobby, the organization's activities, find connections and acts of violence, political participation Reasons divided on the influence of community groups, availability of facilities, and low motivation. Typology of political participation consists of poor and semi apathetic apathy. As well as political communication is divided into function information and education functions. The political participation of the urban poor is also strongly influenced by factors supporting consisting of Consciousness or the will and the influence of the government, as well as inhibiting factors are factors Environmental and Economic factors. Tujuan penelitian ini untuk mengetahui partisipasi politik masyarakat miskin kota dan faktor-faktor yang mempengaruhi partisipasi politik masyarakat miskin kota dalam pemilihan Presiden dan Wakil Presiden 2014 di Kelurahan Mangasa Kecamatan Tamalate Kota Makassar. Jenis penelitian adalah deskriptif kuantitatif dengan menggunakan sampelnya sebanyak 30 orang masyarakat miskin yang di pilih secara Purposive Sampling. Hasil penelitian menunjukkan tingkat partisipasi politik masyarakat miskin kota dalam pemilihan presiden dan wakil presiden 2014 di Kelurahan Mangasa Kecamatan Tamalate Kota Makassar. Adapun bentuk partisipasi politik masyarakat miskin terdiri dari kegiatan pemilihan, lobby, kegiatan organisasi, mencari koneksi dan tindakan kekerasan, Alasan partisipasi politik terbagi atas pengaruh kelompok masyarakat, ketersediaan sarana, dan rendahnya motivasi. Tipologi partisipasi politik terdiri dari masyarakat miskin apatis dan semi apatis. Serta komunikasi politik terbagi atas fungsi informasi dan fungsi pendidikan. Partisipasi politik masyarakat miskin kota juga sangat dipengaruhi oleh faktor pendukung yang terdiri dari Kesadaran atau kemauan dan pengaruh pemerintah, serta faktor penghambat yaitu faktor Lingkungan dan faktor Ekonomi.


The problems of the formation of a political culture based on the development of a person’s social activity, its translation into a socio-political one, which is a factor in the formation of students' political culture, are examined. The article is based on a study whose purpose is a comprehensive scientific and theoretical analysis of the political culture of modern students; revealing the features of its formation. In “A Culturalist Theory of Political Change” in the September 1988 issue of this Review, Harry Eckstein argued that “a cogent, potentially powerful theory of political change can be derived from culturalist premises.” But Herbert Werlin finds Eckstein's effort to accommodate culture theory to political change unsatisfactory. Werlin argues that politics in the sense of political engineering, rather than cultural changes, mainly accounts for transformations in political life. Eckstein responds, arguing that the political methods for inducing change are themselves culturally conditioned.

Women today are considered to be outside the political and administrative power structures and their participation in the decision-making process is non-existent. As far as their participation in the political life is concerned they are still on the margins. The existence of patriarchal society in Lebanon as well as the absence of governmental policies and procedures that aim at helping women and enhancing their political participation has made it very difficult for women to be accepted as leaders and to be granted votes in elections (UNIFEM, 2002).This above quote is taken from a report that was prepared to assess the progress made regarding the status of Lebanese women both on the social and governmental levels in light of the Beijing Platform for Action – the name given to the provisions of the Fourth Conference on Women held in Beijing in 1995. The above quote describes the slow progress achieved by Lebanese women in view of the ambitious goal that requires that the proportion of women occupying administrative or political positions in Lebanon should reach 30 percent of thetotal by the year 2005!

Women's political participation in Indonesia can be categorized as low, even though the government has provided special policies for women. Patriarchal political culture is a major obstacle in increasing women's political participation, because it builds perceptions that women are inappropriate, unsuitable and unfit to engage in the political domain. The notion that women are more appropriate in the domestic area; identified politics are masculine, so women are not suitable for acting in the political domain; Weak women and not having the ability to become leaders, are the result of the construction of a patriarchal political culture. Efforts must be doing to increase women's participation, i.e: women's political awareness, gender-based political education; building and strengthening relationships between women's networks and organizations; attract qualified women  political party cadres; cultural reconstruction and reinterpretation of religious understanding that is gender biased; movement to change the organizational structure of political parties and; the implementation of legislation effectively.

AbstractMy point of departure in this essay is Smith’s definition of government. “Civil government,” he writes, “so far as it is instituted for the security of property, is in reality instituted for the defence of the rich against the poor, or of those who have some property against those who have none at all.” First I unpack Smith’s definition of government as the protection of the rich against the poor. I argue that, on Smith’s view, this is always part of what government is for. I then turn to the question of what, according to Smith, our governors can do to protect the wealth of the rich from the resentment of the poor. I consider, and reject, the idea that Smith might conceive of education as a means of alleviating the resentment of the poor at their poverty. I then describe how, in his lectures on jurisprudence, Smith refines and develops Hume’s taxonomy of the opinions upon which all government rests. The sense of allegiance to government, according to Smith, is shaped by instinctive deference to natural forms of authority as well as by rational, Whiggish considerations of utility. I argue that it is the principle of authority that provides the feelings of loyalty upon which government chiefly rests. It follows, I suggest, that to the extent that Smith looked to government to protect the property of the rich against the poor, and thereby to maintain the peace and stability of society at large, he cannot have sought to lessen the hold on ordinary people of natural sentiments of deference. In addition, I consider the implications of Smith’s theory of government for the question of his general attitude toward poverty. I argue against the view that Smith has recognizably “liberal,” progressive views of how the poor should be treated. Instead, I locate Smith in the political culture of the Whiggism of his day.

This article examines the significant growth of popular political participation in the City of Mexico during the period 1808-1812. In particular, it analyzes the substantial role that the people played in the elections of 1812, a role they would continue to play in the early years of the new nation.
