ON THE ASSESSMENT OF TEACHER ACTIVITY IN THE FRAMEWORK OF THE NEW CERTIFICATION MODEL

The article discloses issues related to the assessment of teachers' performance in the framework of the formation of a national system of professional growth of teachers, a proposed new model of teacher certification, taking into account the requirements set out in the professional standard of a teacher. These issues have become relevant in connection with the modernization of the entire education system, where the teacher is the main figure. The system of work on preparing teachers for participation in the procedure of the upcoming new certification model is described, the experience of conducting advanced training courses for teachers, which were one of the tools for understanding the professional deficits of teachers, is considered. Special attention is paid to the empirical and theoretical foundations of the study of the problem of assessing teachers' activities by native and foreign researchers. The method of theoretical analysis of different approaches to the disclosure of the concept of "assessment" was used. The results of national studies, which formed the basis of the requirements for the assessment of the teacher's professional activity, are analyzed. With the help of such a multidimensional analysis, a conclusion was made and the necessity was substantiated, along with organizational, informational, educational and methodological support, of scientific and methodological support of the certification process by solving the proposed special professional tasks, analyzing the results of practical exercises organized in the process of conducting advanced training courses for teachers.

The article considers the recommendations for the domestic system of advanced training of scientific and pedagogical staff of higher educational institutions on the basis of the British experience. It is noted that it is appropriate for the domestic system of professional development of scientific and pedagogical staff to use the ideas of corporate education and network approach, which will allow teachers to better adapt to new requirements due to socio-economic changes, timely update and improve their professional knowledge. There is also a need for systematic monitoring of the problems and needs of teachers in order to respond quickly and develop current and modern programs and training courses. It is stated that to improve the efficiency of coordination of work on professional development of scientific and pedagogical staff it is necessary to organize such activities in different departments of the university, which will build an effective individual route of professional growth of teacher from assistant to professor at different levels and in different areas. It is concluded that in order to ensure that the content of the programs meets the needs of students of advanced training courses, it is necessary to significantly improve the feedback between teachers who improve their skills and course developers, including through the Internet and other modern technologies. It is also noted that in order to organize the process of professional development, relevant to each teacher, it is necessary to develop special programs that would take into account the interests and needs of each such teacher. In turn, to optimize the methods and forms of professional development of university teachers it is necessary to use an orderly system of interaction between the moderator and students of the course, the use of e-interactive learning in combination with traditional methods in accordance with the program of advanced training. The active involvement of teachers of domestic universities in the process of professional development will also be facilitated by constructive changes in determining their workload and in the material stimulation of professional activity.

Methods of training in advanced training groups formed from the staff of personnel divisions of the MIA of Russia, which involve the use of anti-corruption education at different stages of professional activity are discussed in the article. A comprehensive approach to the formation of anti-corruption behavior, which allows using various forms of training of police officers in their relation is described. The effectiveness of this approach in the system of professional development was shown. A comprehensive approach allows the training process to pay attention to the needs and difficulties in the field of corruption prevention without spending time on basic training information. Several stages in the organization and content of training are considered. Each of them corresponds to different stages of professional development of specialists of personnel divisions of internal affairs bodies. Described in detail every stage is aimed at a separate audience and has its own value. The possibilities of anti-corruption education are presented, starting with the selection of personnel for service in the internal affairs bodies and ending with the preparation for dismissal. The anti-corruption educational activities carried out at the present time are analyzed. Methods of intensifying each of them and the possibilities of optimal inclusion in the developed complex of content and forms are determined. The proposed approach can be used for majority posts. It is not limited to human resources units. In addition, the developed methodological material can be used by students in the course of their professional activities in the field after studying at advanced training courses.

The article dwells on the problem of the quality of postgraduate pedagogical education through training courses. It presents the results of diagnostics of the quality of professional competence development, revealed by questioning the participants of advanced training courses of the Faculty of Foreign Languages of Pavlo Tychyna Uman State Pedagogical University. To identify the level of organization and teaching of online training courses, as well as to determine the difficulties that arose in their learning process, we conducted a survey of participants. Based on the analysis of the results of the survey, we made some proposals that participants consider a priority for their professional development.The article demonstrates the experience of the Faculty of Foreign Languages in organizing postgraduate training courses. The program of the advanced training course for English teachers at the Faculty of Foreign Languages of Pavlo Tychyna Uman State Pedagogical University concerns current Standards in the subject “The methods of teaching English”. The new program recommends implementing interactive teaching approaches and technologies, creative tasks, case studies, projects into the training courses. The main components of a teacher’s professional activity are aware of the needs of learners, planning and organizing lessons, assessing the level of communicative competencies, as well as the mastering of English, methods of teaching, managing their professional development. We discussed the conditions and forms of training, content materials, some specific difficulties in organizing training courses. The paper describes a model of working with a diagnostic case in educational psychological practice and analyses its compliance with the requirements of the professional standard for educational psychologists as well as with the theoretical bases of psychological assessment as a form of professional activity of a psychologist. The paper reviews the possibilities for making the requirements of the professional standard more specific by means of relating its components to the stages of the diagnostic process. As it is shown, a number of aspects in the diagnostic activity are deficient and require to be specially developed during professional and advanced training. The paper analyses the necessity of designing the content of psychodiagnostic disciplines so that they involve working with diagnostic hypotheses. It also outlines the tasks of mastering psychodiagnostic disciplines which, if solved successfully, would prevent students from making typical diagnostic mistakes. Finally, the paper discusses the difficulties with the development of the gnostic component of diagnostic activity in graduate students with bachelor degrees in a non-psychology field.

The article revises the issue of studying foreign experience in improving the professional development of teaching staff. Remarks are made on the need to modernise the system of advanced training of pedagogical and research-pedagogical staff. Updating the system of advanced training, the creation of new structures is one of the priority directions of state policy in any country; it is aimed at ensuring the professional growth of a specialist. The achievement of a new quality of education is associated with the reorientation of education for preparing people for life, for solving the issues related to guaranteed employment, for the requirements of a fleeting society and technological changes. Education is viewed as a lifelong process that needs not only to be corrected, but also changed and transformed. The main features of advanced training have been analysed; the peculiarities of advanced training intended for research-pedagogical staff in such foreign countries as the USA, Great Britain and Germany have been investigated. The author emphasises that postgraduate pedagogical education in these countries is distinguished by a structural diversity, a variety of content, forms and methods of education, which is grounded by the specific features of the countries’ historical development, national traditions and priorities of educational needs of research-pedagogical staff (RPS). At the same time, external factors significantly influence the systems that have formed in modern Ukraine: the processes of globalisation of society, the internationalisation of education, the activities of international organisations that accumulate progressive pedagogical ideas and put forward urgent requirements for its improvement. As the author notes, in Ukraine, the work to improve the system of advanced training of domestic RPS, as well as in other countries, is carried out in all directions, using modern forms and methods. However, the author singles out two problems: 1) unsatisfactory technical support; 2) some resistance to innovation due to the human factor. The author sees the further development of the subject in expanding the range of studied countries, studying the content of advanced training courses and in analysing advanced training programs intended for research-pedagogical staff.

Examined are possibilities of an innovative approach to improving the qualifications of teachers of additional education on the example of the Altai State Pedagogical University. The advanced training program for teachers of additional education “Professional activity of a teacher of additional education in modern socio-cultural conditions” contributes to the development of the competencies necessary for the professional activity of a teacher of additional education in accordance with the requirements of the professional standard “Teacher of additional education for children and adults”. The innovative content of distance education for this category of teachers is dictated by changes in the regulatory framework of pedagogical activity, namely, the approval of the 2018 “Professional standard for teachers of additional education for children and adults”, new requirements of innovative projects of the Development Program of an educational institution. The remote form of organizing advanced training courses for teachers of additional education at the Altai State Pedagogical University serves as an experimental platform for further designing retraining programs for teachers of additional education and contributes to obtaining high-quality advanced training for specialists from the most remote parts of the region without interruption from work. The presented program of distance courses for advanced training will have positive results in terms of promoting IR technologies in the educational space of the Altai Territory.

The author substantiates the development of the pedagogical system on the basis of system, competence and personal-activity approaches. The author carried out a theoretical analysis of the concept of "pedagogical system", disclosed in detail the components of the pedagogical system: motivational (personal); cognitive (theoretical); technological (practical) and reflective (evaluative). The article reveals the pedagogical conditions that contribute to the optimal organization of training of the future teacher-psychologist to professional activity on the basis of practice-oriented training. The author notes the role of practice in the integral system of training future teachers-psychologists, in ensuring their professional growth. The result of the pedagogical system is a future teacher-psychologist with formed competencies of readiness for professional activity on the basis of practice-oriented training in the conditions of modernization of modern education.

The Collegium of the NKZdrav of the RSFSR recognized it necessary to create a State Institute of Physicians in Moscow from the next academic year. The Presidium of the Moscow City Council also decided to reorganize the advanced training courses for doctors into the Institute of Medical Personnel. The Institute will be based on the institutes and preventive institutions of the NKZdrav and the Moscow Soviet.

The article presents the results of an empirical study focused on identifying the features of the attitude of college teachers to their additional professional education, continuous self-development and self-improvement. The article examines the ideas of 214 college teachers about the ideal teacher of the secondary vocational education system, the peculiarities of their perception of themselves as subjects of pedagogical activity, their attitude to the existing requirements of periodic training in advanced training courses, the degree of interest in them and the content of their educational needs. The analysis of the survey results showed the need to take into account the peculiarities of their educational needs and the variability of their professional and personal development when organizing advanced training courses for college teachers.
