The article revises the issue of studying foreign experience in improving the professional development of teaching staff. Remarks are made on the need to modernise the system of advanced training of pedagogical and research-pedagogical staff. Updating the system of advanced training, the creation of new structures is one of the priority directions of state policy in any country; it is aimed at ensuring the professional growth of a specialist. The achievement of a new quality of education is associated with the reorientation of education for preparing people for life, for solving the issues related to guaranteed employment, for the requirements of a fleeting society and technological changes. Education is viewed as a lifelong process that needs not only to be corrected, but also changed and transformed. The main features of advanced training have been analysed; the peculiarities of advanced training intended for research-pedagogical staff in such foreign countries as the USA, Great Britain and Germany have been investigated. The author emphasises that postgraduate pedagogical education in these countries is distinguished by a structural diversity, a variety of content, forms and methods of education, which is grounded by the specific features of the countries’ historical development, national traditions and priorities of educational needs of research-pedagogical staff (RPS). At the same time, external factors significantly influence the systems that have formed in modern Ukraine: the processes of globalisation of society, the internationalisation of education, the activities of international organisations that accumulate progressive pedagogical ideas and put forward urgent requirements for its improvement. As the author notes, in Ukraine, the work to improve the system of advanced training of domestic RPS, as well as in other countries, is carried out in all directions, using modern forms and methods. However, the author singles out two problems: 1) unsatisfactory technical support; 2) some resistance to innovation due to the human factor. The author sees the further development of the subject in expanding the range of studied countries, studying the content of advanced training courses and in analysing advanced training programs intended for research-pedagogical staff.

Introduction. The implementation of the strategic goal of Russia’s entry into one of the five largest economies in the world actualises the research aimed at identifying conditions for improving the quality of human capital, one of which is the creation of an integrated system of training and professional growth of scientific and scientific-pedagogical personnel.The aim of the present research was to substantiate the statement that the strategy of reforming higher education inRussia leads to the loss of tacit knowledge in higher education as a basis for determining the quality of educational and scientific activities. This process has a negative impact on the formation of the system of training and professional growth of scientific and scientific-pedagogical personnel (both in content and procedural aspects).Methodology and research methods. The methodological framework of the research was based on a systematic approach and an inductive method. The following general scientific methods were employed: analytical review of statistical sources and literature on the discussed issues, generalisation and comparison. The method of comparative analysis was used to assess the dynamics of changes in funding standards of universities in Sverdlovsk region, Chelyabinsk region and the Republic of Dagestan.Results and scientific novelty. The author substantiates the validity of the thesis on the loss of tacit knowledge in higher education, indirect confirmation of which is a significant reduction in the protection of PhD and doctoral theses with a significant decrease in patent activity in universities and activity to generate income from the results of intellectual activity. It is proved that the existing system of normativeper capita financing is the main “tool”, providing the loss of tacit knowledge: the level of a teacher’s workload is increased that it is impossible to carry out research related to the courses, which leads to a decrease in the quality of education. A formula for calculating the number of students, which ensures the performance of the average salary of the teaching staff at a certain number of disciplines per teacher, is proposed. On the example of the direction “Management”, it is shown that even through annual allocation of 25 budgetary places the teacher of profile disciplines will teach not less than 5 academic disciplines. In the absence of commercial recruitment comparable to the budget and additional sources of funding, the number of teaching staff will be reduced and the number of courses per teacher will increase. The proposals for preservation and reproduction of the personnel potential of state universities, involving the changes in the performance indicators of universities and the development of financial instruments that stimulate their achievement, are formulated.Practical significance. The materials and results of the research paper can be used by education authorities to develop the university strategy in terms of forecasting the volume of reductions in the number of teaching staff and the income that the university should receive to preserve its human resources.

Improving the quality of training military specialists at the command level is undoubtedly an urgent problem for law enforcement agencies and the state as a whole. This fact is directly related to the maintenance in a combat-ready state of military units deployed both in the territory of the Russian Federation and abroad. The article analyzes the views of domestic and foreign scientists on the problem of digitalization of education. Its goals, objectives, current state and prospects for further development are revealed. The ways of improving the quality of the organization of the educational process in terms of learning in a distance (digital) format are presented. The current state of integration of immersion technologies in higher education, including military education, is analyzed. A method of giving military education a practical orientation is presented, which consists in the use of immersive technologies. The main provisions of the immersive approach in military education are analyzed. Within the framework of this article, the ways of further development of immersive technologies in the military education system are presented. The parallel development directions of immersion technologies are highlighted: virtual reality (VR) and augmented reality (AR). The possibilities of using these technologies in the perspective of the development of military education are revealed. The necessity of re-profiling the role of the teaching staff of military educational institutions of higher education due to the further integration of immersion technologies into the training system of officers of the Russian army is proved.

The uniqueness of the special course program “Monitoring the quality of education in the context of interaction with stakeholders” is to take into account the sectoral context and the actual results of monitoring studies of quality training of vocational (professional and technical) education at the Bila Tserkva Institute of Continuing Professional Education. The article considers the purpose, objectives, andragogical principles of building a special course program. The content and logic of the special course, which reflects the movement from the analysis of the concepts of quality of education, quality of educational activities, educational monitoring and monitoring of the quality of professional development, to practice-oriented issues of monitoring research on the quality of education and educational services in the context of interaction with stakeholders. The generalized indicators on results of diagnostics of students of advanced training courses during approbation of a special course “Monitoring of quality of education in the context of interaction with stakeholders” are presented.

The article dwells on the problem of the quality of postgraduate pedagogical education through training courses. It presents the results of diagnostics of the quality of professional competence development, revealed by questioning the participants of advanced training courses of the Faculty of Foreign Languages of Pavlo Tychyna Uman State Pedagogical University. To identify the level of organization and teaching of online training courses, as well as to determine the difficulties that arose in their learning process, we conducted a survey of participants. Based on the analysis of the results of the survey, we made some proposals that participants consider a priority for their professional development.The article demonstrates the experience of the Faculty of Foreign Languages in organizing postgraduate training courses. The program of the advanced training course for English teachers at the Faculty of Foreign Languages of Pavlo Tychyna Uman State Pedagogical University concerns current Standards in the subject “The methods of teaching English”. The new program recommends implementing interactive teaching approaches and technologies, creative tasks, case studies, projects into the training courses. The main components of a teacher’s professional activity are aware of the needs of learners, planning and organizing lessons, assessing the level of communicative competencies, as well as the mastering of English, methods of teaching, managing their professional development. We discussed the conditions and forms of training, content materials, some specific difficulties in organizing training courses. The article presents the results of an assessment that considers the prevalence and severity of emotional burnout among imams. The study involved 30 imams attending Advanced training courses at Russian Islamic Institute. All the participants were of a masculine gender between the ages of 32 and 55 and who have been imams for 10 up to 28 years. To identify and assess the level of a burnout syndrome in the study, we used the following questionnaires and methodologies: «Rapid assessment of burnout» by V. Capponi, T. Novak, MBI questionnaire by K. Maslach, S. Jackson in the adaptation of N.E. Vodopyanova, a methodology by V.V. Boyko for diagnosing the level of emotional burnout. Analysis of the study results revealed that the majority of imams examined revealed the signs of burnout, although not severe, closer to emotional exhaustion and depersonalization syndrome. This fact displays the need of conducting corrective and preventive measures for preventing the further development of the syndrome.

This article presents the history of the Pharmacology department establishment and development during 1922-1940 with the teaching staff description, the department location and the disciplines taught. The problem of training pharmacy specialists in Belarus connected with the growth of pharmacies and the development of pharmaceutical industry in the period given is stated. The problem is solved by building the system of secondary and higher pharmaceutical education in the country. The Pharmacology department made particular contribution to the educational process in 1930 s-1940s when professor Anischenko V. A. having a great experience in organizational, teaching and pharmaceutical activities headed it. The Pharmacology department provided facilities to run courses in training pharmacists and pharmaceutical laboratory workers, and advanced training courses for pharmacists. The teaching staff conducted classes with the students and trainees of the courses. The Pharmacology department worked in close contact with Minsk Chemical-pharmaceutical factory dealing with some drug manufacture issues, held conferences with specialists.

The article discloses issues related to the assessment of teachers' performance in the framework of the formation of a national system of professional growth of teachers, a proposed new model of teacher certification, taking into account the requirements set out in the professional standard of a teacher. These issues have become relevant in connection with the modernization of the entire education system, where the teacher is the main figure. The system of work on preparing teachers for participation in the procedure of the upcoming new certification model is described, the experience of conducting advanced training courses for teachers, which were one of the tools for understanding the professional deficits of teachers, is considered. Special attention is paid to the empirical and theoretical foundations of the study of the problem of assessing teachers' activities by native and foreign researchers. The method of theoretical analysis of different approaches to the disclosure of the concept of "assessment" was used. The results of national studies, which formed the basis of the requirements for the assessment of the teacher's professional activity, are analyzed. With the help of such a multidimensional analysis, a conclusion was made and the necessity was substantiated, along with organizational, informational, educational and methodological support, of scientific and methodological support of the certification process by solving the proposed special professional tasks, analyzing the results of practical exercises organized in the process of conducting advanced training courses for teachers.

Require a new quality of scientific and pedagogical activities, and, accordingly, ways of training and professional development of personnel for higher education. Effective professional development will help improve the employment potential of staff in higher education. One of the traditional mechanisms for the development of research and teaching staff of higher education institutions is the system of advanced training, represented by both internal in the institution of higher education and field additional professional educational programs. The article considers the problem of formation of actual directions of professional development of scientific and pedagogical workers of institutions of higher education. The main directions of professional development of scientific and pedagogical workers on the basis of the analysis of a situation in system of professional development of scientific and pedagogical workers, normative-legal base are allocated. The conclusion about necessity of updating of the maintenance and forms of realization of programs of advanced training of scientific and pedagogical workers, development of new courses, educational modules in the context of the allocated directions is made; increasing the role of research and teaching staff, management staff of higher education institutions in the formation of orders for professional development programs of research and teaching staff of higher education. Conclusions and prospects for the development. We must emphasize that in addition to instrumental, technological support of innovative system of professional development, taking into account all forms and types of education, it is necessary to develop validation of independent non-formal, informal learning and certification of modern programs of additional vocational education. We see that this should be regulated in the context of the development and adoption of the Law of Ukraine «On Adult Education».

Abstract In the article the peculiarities in organization of postgraduate teacher training in foreign countries have been highlighted; the basic problems and prospects for advanced training which stipulate for reforming the relevant national systems have been revealed; common and distinctive trends in their development have been justified. In Russia there is a cascade (cyclic) system of teaching staff advanced training, based on the principles of andragogy, namely, continuity, self-control and self-analysis of professional activities by teachers and the use of their own experience during the advanced training. The abovementioned system consists of three phases such as pre-course, course and implementing. Each element of this model is a constituent part of the other, providing cycling and growth. Tasks for teachers are grounded on all the phases of the described system and influence their professional development. In the Republic of Kazakhstan there are three basic systems for teaching staff advanced training, namely, centers of educational excellence at the “Nazarbayev Intellectual Schools”, JSC “National Centre of Teaching Staff Advanced Training” (based on RIPKSO and 16 regional teaching staff advanced training institutes), teaching staff advanced training centres at universities and experimental sections. According to the defined module in the terms of the complex 3-month courses combining face-to-face and online training are provided. In the USA advanced training is provided by multilevel higher educational institutions which offer a wide range of different full-time and distance training programs and some programs are taught directly in educational establishments. The content of advanced training is determined by standards of professional pedagogical education according to the educational program and provides for fundamental, psychological, pedagogical, methodical, IT, practical, social and humanitarian training. Teaching staff advanced training in Canada is provided by various educational establishments, departments of education, school boards, regional centers of education, teachers unions and private providers of professional development services.

The article considers the recommendations for the domestic system of advanced training of scientific and pedagogical staff of higher educational institutions on the basis of the British experience. It is noted that it is appropriate for the domestic system of professional development of scientific and pedagogical staff to use the ideas of corporate education and network approach, which will allow teachers to better adapt to new requirements due to socio-economic changes, timely update and improve their professional knowledge. There is also a need for systematic monitoring of the problems and needs of teachers in order to respond quickly and develop current and modern programs and training courses. It is stated that to improve the efficiency of coordination of work on professional development of scientific and pedagogical staff it is necessary to organize such activities in different departments of the university, which will build an effective individual route of professional growth of teacher from assistant to professor at different levels and in different areas. It is concluded that in order to ensure that the content of the programs meets the needs of students of advanced training courses, it is necessary to significantly improve the feedback between teachers who improve their skills and course developers, including through the Internet and other modern technologies. It is also noted that in order to organize the process of professional development, relevant to each teacher, it is necessary to develop special programs that would take into account the interests and needs of each such teacher. In turn, to optimize the methods and forms of professional development of university teachers it is necessary to use an orderly system of interaction between the moderator and students of the course, the use of e-interactive learning in combination with traditional methods in accordance with the program of advanced training. The active involvement of teachers of domestic universities in the process of professional development will also be facilitated by constructive changes in determining their workload and in the material stimulation of professional activity.
