Cultural education is closely related to individual development and the needs for economic, social, and technological development, which, while aiming at improving students’ overall professionalism, respects their subjective consciousness and initiative, highlights the development of personality and individual potential, and designs and improves educational activities that are characterized by cultivating people’s ability to make innovation, start a business, and form a healthy personality. Taking problems existing in the cultural education in vocational colleges as the cut-in point, this paper explored the inner driving force of cultural education in the new era and tried to discuss the concept, objectives, content and mechanism of cultural education by pivoting to individual autonomy, expertise, and development goals, with the hope that the inner driving force of cultural education could be effectively carried out.

The modern economy and society are in a state of crisis, which is linked to the exhaustion of the existing development paradigm based on the concept of "market fundamentalism". High rates of technological development and the transition to a new technological order exacerbate the contradictions of the existing social and economic organization, causing problems that can lead to a civilization crisis. It is necessary to develop new theoretical concepts that are adequate to the modern period of global transformations. The author shows that such concepts should be based on the theories of the New Industrial Society of the second generation and noonomy. Integration of the elements of these theories into the system of modern knowledge, as well as the implementation of their conclusions into the practice of economic policy will help to overcome existing problems and successfully achieve the goals of Russia's national development.

The concept of development has been interpreted in different ways from past to present. This concept was discussed previously on economic, social and cultural aspects; but now it has transformed into concepts like human capital, education, health, innovation, technological development and poverty. A country needs producing for development, and it is necessary to increase efficiency for obtaining profits from this production. At this point the inclination to R&D and innovation is increasing. Today, it is experiencing the transition of a new era. This process can be distinguished by technological change resulted from knowledge creation, innovation and R&D. In addition to the production factors, knowledge and technology have become indispensable where the importance is increasing. R&D and innovation are seen as factors which are increasing economic growth, prosperity and quality of life and which provide competitiveness and productivity growth between countries. In this study, R&D and innovation activities are evaluated and their importance are highlighted in the issue of development for emerging markets. The increasing R&D and innovation projects provided that resources are using more effectively and efficiently by contributing to the development of emerging markets. The purpose of this study is to determine the impact of R&D and innovation on development by considering sample emerging markets economies and to make the attention of the scientific community focus on these issues.

Randomized control trials (RCTs) are considered to be the gold standard for impact evaluation in international development and they are associated with a new era of evidence-based global health policies. However, there are inherent challenges in using RCTs to answer some of the most important questions in global health: why, if solutions are known, affordable at scale, and supported by existing evidence, do hundreds of millions of people lack access to essential health services? A lack of clarity on appropriate research methods for strengthening health systems has corresponded to a lack of investment in more complex and adaptive systems of integrated care delivery. This chapter reviews the use of RCTs in global health, highlighting major contributions, and addressing some pressing priorities in implementation research at a time when the Sustainable Development Goals emphasize the importance of sector-wide approaches, such as integrated primary care and universal health coverage.
