<p>Domestic secretarial science and administrative management has a history of more than 40 years of development and has made great achievements. Although the characteristics of these two subjects are similar, their development process and current situation are quite different. In reality, the degree to which a discipline can solve practical problems determines its development status. Objectives: At present, China’s rural development has entered a new era, and rural sports development is in its infancy. In order to achieve further development in rural sports, it is necessary to clarify the overall environment for the development of rural sports, understand the current stage of rural sports development, and supplement sufficient talents. Methods: Based on this paper, the SWOT-PEST model of rural sports development path transformation in the new era is analyzed, mainly from the perspective of talent big data. Results: A talent big data recommendation system is constructed based on collaborative filtering, the current rural sports development analyzed. Conclusion: The development environment and advantages and disadvantages of the module of talents are in order to facilitate the industry to adopt corresponding strategies.

In order to explore the deep internal cause of frequent occurrence of coal mine disasters in new era, firstly the paper has studied current situation of “institutional walls, equipment idle” in Chinese township coals by behavioral economics. And then, we analyzed cognitive dissonance of speculative psychology by cultural psychology in the course of passive safety investment. The results show that just relying on the infinite increase of rewards and punishments regulation system cannot effectively make them take active safety investment in the new period of economic development. Our study highlights the importance of mutual construction of psychological and social cultural in the preventing coal mine disaster.
