The article examines the legal basis, application and rates of taxes, customs duties and levies, such as excise and VAT, applied in the foreign economic activity of Uzbekistan.The study found that an increase in taxes, duties and levies on imported goods could also lead to a decline in the quality of domestic products

Abstract General welfare is the ideals of the Indonesian people as referred to in the 1945 Constitution of the Republic of Indonesia and one of the elements that must be realized by the government. One of the efforts to improve the quality of health both individuals and community groups by means of health services. The rapid advancement of technology has a positive and a negative impact, especially in the health sector. In addition to increasingly advanced tools, there are also online health services through the internet or online media which are often called Telemedicine. This study aims to analyze the juridical basis for doctors who perform online health services and physician responsibilities when negligent in the practice of health services to patients through telemedicine. Normative legal research is a type of research used. Approach to the concept and laws used. The technique of tracing legal materials uses document study techniques. The results showed that the legal basis for telemedicine was Article 42 by not forgetting the Good faith principle as the basis for its implementation. In the case of negligence the doctor in telemedicine responsible is the organizer of the system, explicitly stated in Article 15 of the ITE Law.     Abstrak Kesejahteraan umum merupakan cita-cita bangsa Indonesia sebagaimana dimaksud dalam Undang-Undang Dasar  Negara Republik Indonesia 1945 dan salah satu unsur yang harus diwujudkan oleh pemerintah. Salah satu upaya untuk meningkatkan kualitas kesehatan baik perorangan maupun kelompok masyarakat  dengan cara pelayanan kesehatan. Kemajuan ilmu teknologi yang kian pesat memberikan dampak yang positif dan juga dampak negatif khususnya pada bidang kesehatan. Selain dengan alat-alat yang semakin maju terdapat juga pelayanan kesehatan secara online melalui internet atau media online yang sering disebut Telemedis. Penelitian ini bertujuan menganalisis landasan yuridis bagi dokter yang melakukan pelayanan kesehatan online dan tanggung jawab dokter apabila lalai dalam praktik pelayanan kesehatan terhadap pasien melalui telemedicine. Penelitian hukum normatif merupakan jenis penelitian yang digunakan. Pendekatan dengan kosnep dan perundang-undangan yang digunakan. Teknik penelusuran bahan hukum menggunakan teknik studi dokumen. Hasil penelitian menunjukkan dasar hukum pelayanan kesehatan secara telemedicine ialah Pasal 42 dengan tidak melupakan Asas Itikad Baik sebagai dasar dalam pelaksaannya. Dalam hal kelalain dokter dalam telemedicine yang bertanggung jawab adalah penyelenggara sistem, secara eksplisit dinyatakan dalam Pasal 15 UU ITE.

В статье разрабатываются теоретико-методические положения оценки качества экономического пространства. Представлена авторская методика оценки качества экономического пространства, проведена ее апробация на примере регионов Европейского Севера России. В результате исследования установлено, что качество экономического пространства рассмотренных субъектов РФ имеет как ряд общих характеристик, так и некоторые отличия по показателям плотности населения, размещения экономической деятельности, а также по индикаторам связанности пространства и экономического развития территорий. The paper describes the approaches of the contemporary authors to assessing the quality of the regions economic space. The author's method for assessing the economic space quality by five blocks of indicators is presented in the paper: indicators of population density and economic activity; indicators of population distribution and economic activity; indicators of the territory economic development; indicators of connectivity and the level of transport infrastructure development; indicators of the level and quality of the population life. This method was tested by the example of the European North of Russia regions. The regions were ranked based on the rating, and the total rating for each block was compiled based on the sum of points. The Vologda oblast is the leader in the context of the population density and economic activity, it has the highest scores on all points except for the economic activity density indicator. In terms of population distribution and economic activity three regions scored the same number of points: the republics of Karelia and Komi, as well as the Vologda oblast. The leader of the rating in the sense of the territories economic development is the Murmansk region, which has the best results in the matter of investments in fixed assets and paid services. From the viewpoint of connectivity and the level of transport communication, the highest quality of economic space is in the Vologda region, and the lowest one is in the Republic of Komi. As regards the level and quality of the population life, the Murmansk region tops the list, and the Republic of Karelia closes the rating. The results of the study can be useful for public authorities in finding and identifying effective methods and tools to create a highquality economic space.

The Tasikmalaya City Religious Court is a case of breach between Tendi Rahmat as Plaintiff and Ministry of Finance of the Republic of Indonesia Cq the Directorate General of State Assets and Auction for Regional Office VII DKJN Bandung Office of State Wealth Services and Auction of Tasikmalaya City as Defendant 1, and PT. Bank BNI Syariah Tasik Malaya Branch as Defendant 2. Formulation of the problem: first, how is the Sharia Economic Dispute Case Decision Number 0124/Pdt.G/2017/ PTA.Bdg? Second, how is the Analysis of Sharia Economic Dispute Case Decision Number 0124/Pdt.G/2017/ PTA.Bdg Regarding Murabahah Financing Agreement.This research uses inductive-deductive qualitative methods. Based on the results of the study, the Legal Basis used by the Judge in the case verdict No.1316 / Pdt.G / 2016 / PA.Tmk at the First Level Court namely the Religious Court of Tasikmalaya City is the Circular of the Supreme Court (SEMA) and Article 224 HIR jo Article 14 paragraph (2) Underwriting Law No.4 of 1996. At the Court of Appeals namely the Bandung High Religious Court with Case Number 0124 / Pdt.G / 2017 / PTA.Bdg is UUHT No. 4 of 1996 and Article 6 of Law Number 4 Year 1996 and Article 14 paragraph 2 of the UUHT. Pada Pengadilan Tingkat Banding yaitu Pengadilan Tinggi Agama Bandung dengan Nomor Perkara 0124/Pdt.G/2017/PTA.Bdg adalah UUHT No 4 Tahun 1996 dan Pasal 6 Undang-Undang Nomor 4 Tahun 1996 serta Pasal 14 ayat 2 UUHT. Subject. This article deals with the issues of social justice and a high quality of life, creating favorable economic and social conditions. Objectives. The article aims to assess the rate and changes in poverty in Russia and the Republic of Bashkortostan and develop complementary measures to reduce it. Methods. For the study, I used the methods of logical, comparative, economic and statistical analyses, the results of sociological studies, and official statistics. Results. The article highlights additional measures to reduce poverty in the region, including the establishment of a minimum social standard of living in each particular region that determines the poverty rate. Conclusions. Various factors, such as economic sanctions, economic slowdowns, territorial and regional imbalances, lead to living standards decline and poverty rise.

The article also explores the forms and approaches to the organization of improving the quality of the staff of the judicial system. It was concluded that the Soviet Union has formed an ideologically oriented, strictly centralized Federal-Republican system of professional development of court employees.

Current geopolitical and economic conditions for the functioning of railway transport in most post-Soviet states are such that it is extremely difficult to provide required quality of transport services and break-even operations at high expenses for maintaining the railway infrastructure and rolling stock. Dynamics of transportation of the Tajik Railway (TSR) is shown, which displays that most of its sections are classified as low-intensity ones. The paper proposes methodical principles, setting and qualitative analysis of the task of rationalization of operational work and organization of car flows for international transportation, taking into account the specifics of the Tajik Railway. There is a problem of complex maintenance of the efficiency of operational work in modern conditions based on the synthesis of the tasks of self-management (rational internal operational technology of the Tajik Railway) and coordination tasks (technological interaction with railway administrations of other states). Author substantiated the necessity of solving this problem. Proposed classification of technological restrictions and controlled variables in the performance of transport takes into account methods for changing external conditions for the functioning of the railway landfill and methods for increasing internal efficiency of its operation. The search for the solution of the problem involves direct search of variants along its ordered set with clipping of groups of variants that do not correspond to constraints, with the subsequent finding of compromise control over a set of effective alternatives.

In this work the analysis on description of rural settlements boundaries of the Republic of Bashkortostan, based on the experience of other sub-federal units of Russian Federation was made. A range of weak points in collected input data was defined. In total, of 54 municipal districts of the Republic of Bashkortostan (818 rural settlements), 44 districts showed nonconformity of feed data details to regulatory requirements. And the main reason for this is a low quality of input materials such as base maps at scale 1

The article studies the main stages and features of the evolution of the public administration system in the Republic of Estonia after 1992. This paper presents brief geographical and socio-economic characteristics that largely determine the development of the country’s public administration. The evolution of the institution of the presidency, executive, and legislative powers are considered. The role of parliament and mechanisms for coordinating the interests of different groups of the population for the development of the country is especially emphasized. The authors analyze the state and administrative reforms of recent years, which were aimed at improving the quality of services provided to the population, increasing the competitiveness of different parts of Estonia, as well as optimizing public spending and management structure. The introduction of digital technologies into the sphere of public administration, healthcare, education, and the social sphere is of a notable place. Such phenomena as e-residency, e-federation, and other digital projects are considered. The development of a digital system of interstate interaction between Estonia and Finland made it possible to create the world’s first e-federation, and the digitization of all strategically important information and its transfer to cloud storage speaks of the creation of the world’s first e-residency, a special residence of data outside the country’s borders to ensure digital continuity and statehood in the event of critical malfunctions or external threats.

During the presidency of Manuel Estrada Cabrera (1898-1920), the exploitative and exclusive nature of Guatemalan society became increasingly obvious. Instead of real development, what emerged was a landed oligarchy, engaged primarily in the production of coffee, who utilized their economic might to construct a state that protected their dominant social and political status. Although economic growth and modernization proceeded at a moderate pace in the first two decades of this century, political and social problems associated with increased economic activity and the altered fabric of Guatemalan society arose. Significant among these were the rapid growth of the capital's middle sectors, the emergence of incipient labor organizations, and a vocal and politically conscious student population; all of which were refused a forum for political expression, not to mention an equitable share in the profits of the republic's lucrative coffee industry. The cumulative effect of these forces, augmented by the extremely repressive nature of Estrada Cabrera's Administration, presented the republic with a rare opportunity to implement real and significant reform.

Background:In Serbia, regular examinations with a rheumatologist are scheduled on average every 3 to 4 months. With this in mind, there is a real possibility that many patient data during this period may not be presented to the doctor during the examination, either because the patient forgets them or because they may focus on other issues and may not highlight key factsObjectives:To overcome this problem, the Association of Patients with Rheumatic Diseases of Serbia-ORS in cooperation with an IT firm developed the application “MojRA”, which was presented at the annual rheumatology congress of Serbia held in September 2019. The application “MojRA” is intended for patients suffering from rheumatoid arthritis - RA. The application enables efficient storage and systematization of data, allows doctors to monitor the condition of their patients between two examinations and have a medical history. “MojRA” is available for now from smartphones running the android operating system on the google play store. The privacy of patient information is guaranteed.Methods:Patients with RA will be able to record and store information about important moments during treatment in a simple and transparent way. At each subsequent visit they will be able to describe what happened to their illness in the meantime. The application can create different types of reports and views.At the same time, the doctor can use the app to inform the patient about her/his condition in real time, which will contribute to better and more meaningful communication. All this would improve the quality of health care, preserving work capacity and improving the quality of life.Results:In order to simplify biotherapy committee approval procedure for patients of RA, the “Charger” has been developed in association with ORS and URes.
