CHANGES IN THE DIET OF STUDENTS DURING LOCKDOWN

In the Russian Federation, in connection with the impend-ing threat of the spread of the epidemic, in order to pre-vent the spread of a new coronavirus infection, it was decided to introduce a self-isolation regime. Obviously, changes in the lifestyle in a certain way affected the diet of the population. The article analyzes the change in the nutrition of students of higher medical educational insti-tutions in this period. The authors developed and con-ducted a survey of young people and found that the stu-dents' nutrition is quite diverse. However, with a decrease in physical activity, the caloric content of the diet in-creased, which can lead to an increase in body weight, an increase in glucose and cholesterol levels. These factors, combined with stress caused by drastic changes in life-style, are predictors of chronic disease.

Article is devoted to the analysis of the Order of the Russian Ministry of Health of 19.03.2020 № 198n (an edition of 29.04.2020) “About a temporary order of the organization of work of the medical organizations for implementation of measures for prevention and reduction of risk of spread of a new koronavirusny infection of COVID19” regarding formation of the temporary staff list of the division of the medical organization providing medical care to citizens with a koronavirusny infection of COVID-19 and also the requirement with the staff of this division. The criteria recommended by the Ministry of Health of the Russian Federation for determining the number of rates of medical workers in these divisions, requirements for medical workers of the division have been considered, a practical example of calculation of rates has been given.

The paper is devoted to the examination of issues related to the increasing importance of budgetary regulation for the proper functioning of a modern innovative society. The key role of the budgetary regulation in the financial process of the State is particularly acute in the context of systemic crises that include socio-economic consequences caused by the spread of a new coronavirus infection (COVID-19) in Russia. In the course of the study, the features of changes in the state financial policy caused by the above-mentioned crisis phenomena are highlighted. The paper describes various approaches to the interpretation of the budgetary regulation as a category of financial law, explores various types and legal forms of methods of the budgetary regulation, analyses mechanisms and the impact of the State on the budget system through the existing legal structure of the budgetary regulation. It is determined that the rules of financial law governing the whole complex of public relations concerning the distribution and redistribution of the national product between the levels of the budget system of the Russian Federation constitute the institution of financial law, namely: the budgetary regulation. The author concludes that the approach based on the concentration of basic powers in the financial field at the federal level significantly slows down the dynamics of development of economic activity in the majority of regions of Russia, while the need for breakthrough innovative development of Russian society determinates the expansion of long-term tax sources of income for regional budgets. In this regard, it is proposed to consolidate additional regulation for revenues gained by regional and local budgets in the form of targeted deductions from federal taxes on a long-term basis.

Due to the new coronavirus pandemic, high alert regimes were introduced across the Russian Federation in spring 2020. These emergency regimes were established exclusively by the state bodies of the Russian Federation’s constituent units – federal authorities did not introduce their own emergency regimes. This decentralized strategy of fighting the pandemic was also introduced by the USA and Brazil. Their states, without the sanction of the federal government, and in the case of Brazil, ignoring its bans, set emergency restrictions similar to those in Russia. The legal regulation of emergency regimes existed before 2020, when constituent units of the federation (states) actively used their emergency powers. However, the regimes introduced during the fight against the pandemic were slightly different to previous ones. The restrictions on rights and freedoms within these regimes were so severe that not only their proportionality was questioned, but there were also doubts as to whether the regional level of the government had the authority to establish such strict restrictions. In addition, the pandemic exposed old problems and revealed new shortcomings in the legal regulation of emergency regimes: lack of control over the realization of the emergency regime by legislative (representative) authorities, and gaps in legislative regulation – notably in the establishment of possible restrictions and of a mechanism for scrutinizing their proportionality. All this raised questions about the proportionality of the established restrictions. The Constitutional Court of the Russian Federation resolved a very insignificant amount of the problems. While the United States and Brazil faced similar issues, the practice of scrutinizing implemented restrictions in these countries was more common. This article takes domestic and foreign experiences into account, while examining certain aspects of the establishment and the operation of regional emergency regimes.

The article is devoted to the problem of accounting for expenses during the period of high alert to prevent the spread of coronavirus infection in dental clinics that provide paid services. This article discusses the concept of expenses, their classification, regulations governing the accounting of expenses, as well as the procedure for reflecting them in accounting. It noted that during the pandemic, problems arose with the collection of primary documents, which, in turn, complicated the work on the formation of financial statements. Particular attention is paid to the issues of attribution of expenses for salaries of employees on non-working days announced by the President of the Russian Federation.

In the article, the authors pay attention to the issue of value preferences of Russian youth on the example of the one of the regions of the Russian Federation – the Kemerovo region - Kuzbass. The problem of political activity of young people is considered through the system of current legislation on youth, socialization and directly value orientations and preferences of young people. The main legal acts regulating youth policy in the Russian Federation are marked. As an empirical basis a number of methodological approaches were used-the system approach (D. Easton, G. Almond), the normative-value approach of J. Rawls, a method of expert interviews and questionnaire survey. The article shows the inconsistency of the value beliefs of modern youth, which is caused by the Russian model of democratic development.

The article deals with the issues of improving the Russian criminal legislation on toughening responsibility in the context of coronavirus infection. The author analyzes the effectiveness of measures to tighten criminal liability for violations of quarantine measures in order to counter the spread of coronavirus infection in foreign countries and presents proposals for improving Russian criminal legislation, taking into account the data of a sociological study conducted among citizens of the Russian Federation. In order to study the norms of criminal legislation introduced by Federal Law No. 100-FZ of 01.04.2020, on liability for the dissemination of deliberately false information about circumstances that pose a threat to the life and safety of citizens, examples of judicial practice are given. There is a promising tightening of legal liability in the context of the spread of coronavirus infection in Russia based on the experience of foreign countries.

Economy of knowledge is an economic formation, where today’s generation of young people will work. It is quite good that many scientists try to forecast what it will be like. The article studies different approaches to assessment of regional knowledge index. The authors put forward a new methodology of its estimation on the basis of key matrix determinant and its logarithming. To assess the knowledge index 16 indicators divided into 4 groups are used and they gave an opportunity to build a four-dimensional matrix. According to the author, this approach is more objective and can eliminate some inaccuracy of methods designed by other authors. On the basis of this methodology the knowledge index was estimated, which shows conditions for shaping economy of knowledge in Russian regions. The rating of federal districts and regions-leaders was built and regions-outsiders in respect of economy of knowledge shaping were identified. Indicators that exert the most serious effect (positive and negative) on the knowledge index of regions were found. More detailed results for the whole period of analysis – 2000–2015 – for all regions of the Russian Federation can be found in the Situational Center of the Russian Plekhanov University of Economics.

This study analyzed the phenomenon of youth protest activity in modern Russia. The purpose of the work is to identify the specifics of the formation and development of the phenomenon of youth protest in the Russian Federation. Currently, there is an increase in social tension among young people, which is due to a large number of phenomena and factors. By analyzing the cases of protest activity in the Russian Federation over the past 10 years, their causes, mechanisms of organization, actors, stages, resources, and results have been identified in the dynamics. Based on the analysis of the results of sociological studies of protest activity of modern Russian youth and cases of protest activity, the article analyzes value orientations, dynamics and trends in the development of this phenomenon, presents concepts containing an analysis of the specifics of social protest, considers factors associated with the strengthening of various effects of the influence of digital communications on the political interaction of citizens and processes associated with the complexity of the nature and structure of political communication. Two structural levels of the system of social factors of protest behavior are identified: individual protest behavior and protest social movement, the most significant factors of protest social activity of young people are characterized. Based on the analysis of the results of a number of sociological studies devoted to the study of the role of digital communications on the protest social activity of Russian youth, it is concluded that the influence of digital networks on the political activity of citizens is increasing, while at present there is not a decrease in the civic activity of young people, but a change in the models of their participation in political events.

This article is devoted to the modern history of performing arts during the pandemic. It examines the activities of authorities and theaters, concert organizations and concert organizers from 2020 to mid-2021. Countries plunged into self-isolation. The cultural sphere has been restructured, cultural contacts minimized, while video communication systems have evolved into virtual platforms in homes. The artists, left without full-fledged "live" concerts and performances were distressed. Halls could be accessed by documents and in very limited numbers. The article discusses two fundamental documents prepared by Rospotrebnadzor and appeared during this period: "Recommendations for Implementation of Measures Aimed at Prevention of the Spread of the New Coronavirus Infection (COVID-19) When Performing Activities of Theaters and Concert Organisations" and "On Measures to Limit the Spread of a New Coronavirus Infection (COVID-2019) on the Territory of the Russian Federation in Cases of Mass Events". Both documents were intensively discussed at various forums of performing arts managers in Russia.
