This article explores the vulnerabilities of Russia in the digital environment, as well as such phenomena of modern digital economy as cryptocurrencies, blockchain, big data, artificial intelligence, and robotics. The question is raised on the risks that humanity faces in the digital space, which entail the implementation of the latest technologies in society. The author offers the ways for their minimization. The article covers the project “Digital Economy” developed by the Government of the Russian Federation, which is intended for creation of sustainable and secure information and telecommunications infrastructure for high-speed transmission, processing and storage of data bulk, accessible to all organizations and households. Analysis is conducted on the modern enterprise in the sphere of information and communication technologies and the concept on the protection against personal data theft. The crucial role of the IT specialists in digitalization is highlighted. The conclusion is made that in digital space, the major threat to national security is the hacker attacks aimed at the theft of personal data, intellectual property, etc. The author believes that the minimization of risks detected in the course of research requires providing technology opportunity for the Russian Federation to store the collected data locally, rather than abroad. The all-round government influence on the research and legislative sphere, legislative orientation towards stimulating the development of innovation technologies would ensure safe and effective integration of socioeconomic sphere into the digital space.

В настоящей статье проанализированы теоретические аспекты информационно-психологического воздействия на личность. Основными сферами информационно-психологического воздействия являются: экономические, политические, военные и т.д. Реализация процесса информационно-психологического воздействия направлена на основные сферы жизнедеятельности индивида или социальной группы посредством средств массовой информации, социальных сетей, глобальных компьютерных сетей, слухов (фейковых новостей) и т.д. Важнейшей задачей эффективного противодействия является своевременное выявление и идентификация информационно-психологического влияния, а также точная оценка возможных деструктивных последствий, которые могут привести к информационному и психологическому вмешательству. В данной связи актуальной задачей является изучение рассматриваемых в статье вопросов. В настоящее время в связи с возрастанием потока информации из различных источников актуальность обретает разработка мер предупреждения информационно-психологического воздействия и негативных последствий в виде изменения потребностей индивида (групп людей) посредством манипуляторных действий производителей и поставщиков товаров и услуг. Авторами статьи изучена реализация процесса управления социальными системами в информационном обществе, представленная российскими и зарубежными авторами. Приведены основные понятия, классификации методов информационно-психологического воздействия, выделены и разграничены методы, оказывающие наиболее высокое воздействие на людей с критическим и некритическим восприятием информации. Важнейшими характеристиками мыслительной деятельности личности являются: самостоятельность, критичность мышления, глубина и гибкость мышления, анализ и поиск решения задач. Представлен литературный обзор и основные выводы исследователей сущности и содержания процесса информационно-психологического воздействия. Проведен анализ информационно-психологического влияния на человека (группы лиц) в период пандемии. This paper analyzes theoretical aspects of information-psychological influence on personality. The main areas of information and psychological impact include economic, political, military, etc. The implementation of the process of information and psychological impact is aimed at the main spheres of life of an individual or social group through the media, social networks, global computer networks, rumors (fake news), etc. The most important task of effective counteraction is the timely identification of information and psychological influence, as well as an accurate assessment of possible destructive consequences that can lead to information and psychological intervention. In this regard, the current task is to study the issues discussed in the paper. At present, as the flow of information from various sources increases, the development of information prevention measures becomes relevant. At present, as the flow of information from various sources increases, the development of measures to prevent information and psychological effects and negative consequences in the form of changing the needs of the individual (groups of people) through manipulative actions of manufacturers and suppliers of goods and services becomes relevant. The authors of the publication studied the implementation of the process of managing social systems in the information society, presented by Russian and foreign authors. Basic concepts, classifications of methods of information-psychological impact are given, methods having the highest impact on people with critical and non-critical perception of information are identified and delineated. The most important characteristics of a person's thought activity are independence, criticality of thinking, depth and flexibility of thinking, analysis and search for solutions to problems. Literary overview and main conclusions of researchers on essence and content of the process of information-psychological impact are presented. An analysis of the information and psychological impact on the person (groups of persons) during the pandemic was carried out.

The article considers the development of self-employment in the contemporary society: the history of its representation in legal norms and practices; the scope of informal employment according to statistical and sociological data; definitions of self-employment in the scientific literature. The self-employed are usually defined as not employed in organizations but independently selling goods and services produced by themselves. The global number of the self-employed grows. The authors present an algorithm for calculating the indicator potential self-employed based on the secondary analysis of the 27th wave of the RLMS (2018), and stress the lack of a unified methodology for calculating informal employment. According to the official data, the number of the self-employed in Russia ranges from several thousands to several millions, which confuses researchers who study this phenomenon. The article focuses on the results of the study Self-Employed: Who Are They? (Moscow, 2019), whose object were not potential but real self-employed selected on the basis of online advertisements of their services in Moscow. The authors collected information with the method of semi-formalized telephone interview. Based on the collected data, the authors make conclusions about motivating and demotivating factors of self-employment: independence, freedom in planning time and activity, distrust in the state, lack of social guarantees, unpredictable legislation, and imperfect tax system. Today, the status of the self-employed in Russia is still unclear and often substitutes the individual entrepreneur status in order to apply for tax preferences.

One of the priorities of the government program “Digital economy of the Russian Federation” is the progressive development of the existing education system, which should provide the economy with competent personnel. In addition, this document declares the need to create a system of motivation for the development of the necessary competencies and participation of personnel in the development of the digital economy of Russia. All this requires the transformation of the classical educational system, which ultimately implies the creation of a “digital university”.According to the concept, proposed by the Agency for Strategic Initiatives together with Skolkovo University, the “digital university” will allow us to change the form and content of education in accordance with the requirements for new digital economy personnel. At the same time, the main emphasis should be placed on the individual trajectory of education, that is, collecting information not only according to the teacher’s assessment, but also collecting information in the student’s online course (what subjects the student was interested in, how he passed the intermediate tests, etc.). In addition, you need to create a specific set of services at the university. They should work in a similar way to the super services that are already being created in the Ministry of Digital Development, Communications and Mass Media of the Russian Federation for receiving public services online. So, the student will be able to get help and get registered in the military enlistment office in a single window mode, without having to go to the offices. In addition, changes are needed related to the content of education. So, along with the already developing segment of mass online courses, courses using AR and VR and virtual simulators should be introduced in universities. With the help of modern technologies, students will be able to learn the profession more effectively in practice.The article attempts to generalize the minimum set of necessary transformations of a classical university into a “digital” one and present their description.

The problem of taking into account changes in the user’s behavior of the recommendation system whenconstructing explanations for recommendations is considered. This problem occurs as a result of cyclical changes in userrequirements. Its solution is associated with the construction of an explanation comparing the alternative choices of theuser of the recommendation system. The developed models of temporal patterns consist of a set of temporal relationshipsbetween the events of users’ choice of goods and services. The first pattern contains an alternative in the form of sequential selection in time of several objects or the selection of only a pair - the first and the last object. The second pattern,sequential-alternative choice, consists of a sequence of choices over time, which ends with the first pattern. The proposedapproach to the formation of patterns is based on the construction of data sets containing temporal dependencies betweena group of user choices for a given level of time detail. The temporal dataset is used to construct a temporal graph of therecommender system user selection process. The latter includes a set of temporal patterns with an indication of the timeof their beginning and end, which makes it possible to determine the duration of the implementation of these patterns.On the basis of the patterns, subsets of temporal relationships are formed to build explanations for the recommendedlist of goods and services. Experimental verification of the developed approach using the “Online Retail” sales data sethas shown the possibility of identifying temporal patterns even on short initial samples.

Wheelchair biomechanics involves the study of how a wheelchair user imparts power to the wheels to achieve mobility. Because a wheelchair can coast, power input need not be continuous, but each power strike can be followed by a period of recovery, with the stroking frequency depending on user preferences and the coasting characteristics of the wheelchair. The latter is described in terms of rolling resistance, wind resistance and the slope of the surface. From these three factors the power required to propel the wheelchair is determined, and must be matched by the power output of the user. The efficiency of propulsion is the ratio of this power output to the metabolic cost and is typically in the order of 5% in normal use. The features required in a wheelchair depend upon user characteristics and intended activities. The ideal wheelchair for an individual will have the features that closely match these characteristics and activities. Thus prescription is not just choosing a wheelchair, but choosing the components of the wheelchair that best serve the intended purpose. In this paper, each component is examined for available options and how these options effect the performance of the wheelchair for the individual. The components include wheels, tyres, castors, frames, bearings, materials, construction details, seats, backrests, armrests, foot and legrests, headrests, wheel locks, running brakes, handrims, levers, accessories, adjustments and detachable parts. Each component is considered in relation to performance characteristics including rolling resistance, versatility, weight, comfort, stability, maneouvrability, transfer, stowage, durability and maintenance. Where they exist, wheelchair standards are referred to as a source of information regarding these characteristics.

This chapter focuses on the need, requirements, implementation, challenges, and impact of the goods and services tax on the Indian economic scenario. The major stakeholders in the process are the Government of India (GOI), the individual states, the industry, the businesses, and the biggest tax reform since independence of India in 1947. Often considered as overdue, it seeks to remove the various shortcomings and the loopholes in the existing system of indirect taxation in the country. The GST bill saw more than a decade of political and economic upheaval in the country. Subsequently, it became an act on 8th September 2016. The various strategic analysis approach (SAA) of the GST mechanism (e.g., SWOT analysis, value chain analysis, PEST analysis, and SAP-LAP analysis) give an in-depth account of the various issues and potential challenges in the implementation of the GST.
