SUB-ETHNIC FACTOR IN THE ETHNOCULTURAL AND ETHNOPOLITICAL DEVELOPMENT OF MORDOVIA

The article is devoted to the problem of the influence of the subethnic factor on ethnocultural and ethnopolitical processes in the Republic of Mordovia in the late 1980s – 2010s. The relevance of this topic is due to the fact that the stable development of the state largely depends on the nature of interethnic relations. Russia as a multiethnic state is a vivid example in this regard. The purpose of this study is to analyze the influence of the sub-ethnicity of the Mordovian people on the specifics of the ethnocultural and ethnopolitical situation in the Republic of Mordovia. Methodologically, the author of the article relies on the constructivist approach, in which the ethnos is interpreted, first of all, as a kind of social construct, the features of which (in our case, the binary character of the Mordovian ethnos, its division into sub-ethnoses) were formed during a long historical period. In the course of the study, the influence of the binary nature of the Mordovian ethnos, its division into Mokshans and Erzyans on the features of ethnopolitical processes in modern Mordovia was analyzed. Special attention is paid to the activities of the public organization Foundation for the Salvation of the Erzya language, whose activists deny the unity of the Mordovian ethnos and accuse the regional and federal authorities of an allegedly purposeful policy of assimilation of Erzya people. At the same time, it is concluded that the absolute majority of ethno-national organizations in Mordovia are building relations of social partnership and constructive cooperation with the regional authorities.

The bombardment of civilians from the air was a regular feature of the Spanish Civil War from 1936 to 1939. It is estimated some 15,000 Spaniards died as a result of air bombings during the Civil War, most civilians, and 11,000 were victims of bombing from the Francoist side that rebelled against the Republican government, supported by German and Italian aviation that joined the rebellion against the Republic. In Catalonia alone, some 1062 municipalities experienced aerial bombardments by the Francoist side of the civil war. In cities across Spain, municipal and regional authorities developed detailed plans for civilian defense in response to these air campaigns. In Barcelona, the municipality created the Junta Local de Defensa Passiva de Barcelona, to build bomb shelters, warn the public of bombings, and educate them on how to protect themselves against aerial bombardment. They mobilized civilians around the concept of ‘passive defense.’ This proactive response by civilians and local government to what they recognized as a war targeting them is an important and under-studied aspect of the Spanish Civil War.

The article presents some results of a sociological survey within the framework of the second stage of work on the topic “Ethnic factor in the socio-political life of the regions of Russia: from ethnopolitical mobilization to civic integration (the Republics of Bashkortostan, Mari El, Mordovia, Udmurtia, Chuvashia)”, conducted among the students of Izhevsk. The survey was aimed at identifying current youth problems and studying social identities, the nature of interethnic relations, the peculiarities of ethnopolitical processes in the republic, the perception of migrants, the public activity of student youth in the capital of Udmurtia. According to preliminary results, new social risks and threats related to the pandemic and attacks on educational organizations are being updated; the trend of the formation of Russian identity continues; the assessment of the sphere of inter-ethnic relations differs at the federal and regional levels, while some conflict potential remains; at the same time, there is no request for active protest actions among young people; there are sentiments on migration outflow from the region under the influence of a whole range of reasons and concerns related to the possible mass arrival of new arrivals in the region; social activity of students is multi-vector, the desire to prove themselves in the work of ethno-cultural organizations is not among the priorities. The results of the study will be used to develop practical recommendations to the authorities and public associations involved in the implementation of the state youth policy.

The French state is increasingly exposed to new economic, social, and cultural logics. The growing power of local and regional authorities in the public policy process is one of the most striking features of the erosion of the Jacobin myth of the unity and indivisibility of the Republic. The governance paradigm has fundamentally shifted the terms of the debate and brought French analysis further into the mainstream of international and European local and regional studies. The object of this chapter is to understand precisely how the paradigmatic changes of the international territorial politics literature have impacted on the French research agenda on local and regional governments.

The city image presents an important part of urban research, because representations about the city basically underlie urban identities and are connected with its symbolic capital and attractiveness for the residents. Our earlier research of urban identity in Chisinau included images of the city it was based on and showed their inconsistency. Considering that images represent cognitive and emotional matrixes of the historic period of their formation, congruent with the existing social construct, it is important to trace dynamics of formation and contents of the Chisinau images, which are being formed as the public/brand ones in the touristic albums and guides of the Soviet period, as well as in the years of independence of the Republic of Moldova. For this purpose, we selected several sources from the both periods and carried out their comparison according to the identified categories. The results of the analysis proved the existing correlation between the city image from the albums and the main notional trends of the time of their creation. We can trace evolution of creation of the “new” city concept in the Soviet period and flourishing of this idea in 1980s. During the independence period the city image reflects some obvious ideas of identity search, revision of history, a European city, revival of traditional culture as one of the key components of national identity, which will define the appearance of the city as well. It is challenging to continue the research on additional sources from the last 5–10 years.

To date, the general development of the historiography describing the development of martial arts domestic system is determined by the presence of disputes among specialists about the content of the main stages in this process. The least developed in the scientific aspect is the analysis of the documentary funds of central and regional authorities in the field of physical culture and sports, as well as public associations and associations of martial arts, which would make it possible to determine the features of evolvement, as well as the prospects for the development of specific schools and federations in various regions of our country. The article considers the features of the content of the documentary funds of the Ministry of Physical Culture and Sports of the Chuvash Republic and the Chuvash Republican Association of Martial Arts, stored in the funds of the Budgetary Institution “State Archive of Modern History” of the Chuvash Republic for the period from 1990 to 2000. The information potential of these funds is analyzed when covering the process of formation and development of the martial arts system in Chuvashia from 1990 to 2000. The specifics of the documents’ content of the regional profile ministry and the public organization, whose activities during the period under review were associated with the development of types of martial arts, were determined. Historical information about the development of martial arts in Chuvashia in the 1990s in archival sources is very diverse and has a different level of informative value. Presentation of both official documents and internal documentation of individual public organizations and associations in the field of martial arts development in the republic currently requires systematization and analysis of statistical material on the number and quality of sports sections and associations that engaged in martial arts in the 1990s, their personal composition, participants, some of whom became champions of Russia, Europe and the world.

Previously, Indonesia only issued Identity Cards for citizens who had reached the age of 17 years. However, after the presence of a new policy from the Interior Ministry of the Republic of Indonesia contained in the Republic of Indonesia Minister of Home Affairs Regulation Number 2 concerning Child Identity Cards, now Indonesian citizens who are less than 17 years old can have an identity card in the form of a Child Identity Card. The main problem in this research are the limitations of blanks and need additional personnel to improve services, especially in the context of issuing child Identity Cards. Besides, the realization of the issuance of child identity cards still far from the target and socialization to the public has not been conveyed in its entirety.. This study aims to examine how the implementation of Child Identity card in Bandung Regency. The research method used is qualitative with descriptive approach. This research is presented by using a narrative that discusses the implementation of child identity card policies in Bandung Regency. The focus of this research emphasizes the implementation model of Edward III covering communication, resources, disposition, and bureaucratic structure. Based on the results of a mass survey and free interviews conducted by the author in The Republic of Crimea, the article analyzes the ethnic and social situation on the peninsula. The issues of national and ethnic identification, ethnocultural demands, and migration intentions of the residents of the republic are considered separately. Possible risks in the field of interethnic interaction are assessed, including the effect of an unfavorable social situation on the interethnic relations

The article is devoted to the analysis of interethnic relations in Bosnia and Herzegovina (BiH) in the 1940s and 1960s. The article is based on materials from the archives of BiH, Croatia, Slovenia, Yugoslavia. The documents show the state of affairs in the Republic – both in the economy and in ideology. In one or another way, all of them reflect the level of tension in the interethnic relations. For the first time, the article presents the discussion on interethnic relations, on the new phenomenon in multinational Yugoslavia – the emergence of a new people in BiH under the name of “Muslim”. The term “Muslims” is used to define the ethnic identity of Bosniaks in the territory of BiH starting from the 1961 census.
