The problem raised in this study is how the innovation of "New Sakpole" as an e-government-based public service strategy for motor vehicle tax payments in Central Java. Based on the formulation of the problem, this study aims to describe the "New Sakpole" innovation as an e-government-based public service strategy for the payment of motor vehicle taxes by the Central Java Government. The theory used in this research is the theory of public policy and innovation. This study uses a qualitative approach with a descriptive method. The data analysis technique used is qualitative analysis (data reduction, presentation and conclusion). The results of the study indicate that "New Sakpole" is an innovation of the Central Java government's public policy in terms of encouraging people to be obedient and disciplined in paying motor vehicle taxes. This policy is very effective because it can cut people's time and energy, and does not cause crowds of people. The public policy of "New Sakpole" as one of the innovations of the Central Java government is a breakthrough that has never been done by other governments. This policy can be imitated by other governments in order to boost the income of the tax sector, especially the motor vehicle tax sector.

<p><em>This study aims to find out how e-commerce is a tool to improve public services, especially for motor vehicle tax payments. The essence of innovation to serve the public is how to provide improved services to the public according to advances in information technology. Previous research related to public services has revealed more about the analysis of public services (Rinaldi, 2012) or public service innovations (Hartomi et al, 2018). However, this study aims to determine whether the payment of motor vehicle taxes through e-commerce is included as an effort to provide good public services to achieve good governance. According to the theory of public service management, what is called good governance must meet the needs of the community for public services, namely participation, rule of law, transparency, responsiveness, orientation to consensus, equality, effective and efficient operation, accountability and strategic vision. This research uses a qualitative method with a case study approach. The results show that the motor vehicle tax payment service through Bukalapak in the Bekasi City area, West Java, has met most of the criteria to serve the public well.</em></p><p><strong><em>Keywords:</em> </strong><em>Good Governance, Public Services, PKB Payments at </em>E-Samsat</p>

Every government agency, company, or other institution must have a PublicRelations and Protocol. Public Relations and Protocols have the duty and function totake responsibility and maintain a positive image that already exists in an agency orcompany and to better re-image where the agency or company is located, has the roleof delivering a policy or all information carried out by an agency or a company. Fromthe above background, the purpose of this study is to find out how the effectivenessof the implementation of the duties and functions of the Public Relations and ProtocolSection in Maintaining the Image of the Regional Head (Study in the Public Relationsand Protocol Section of the Jembrana Regency Regional Secretariat.The data in thisstudy are qualitative secondary data. The population was taken from employees in thePublic Relations and Protocol Section of the District Secretariat of Jembrana totaling35, the sample method used was the census method. The data analysis technique usedis descriptive qualitative analysis. Data collection methods used in this research areinterview and documentation study methods.The results of the study showed that theeffectiveness of the duties and functions of the Public Relations and Protocol sectionin maintaining the image of regional heads in the Regional Secretariat of JembranaDistrict had been going well, as seen from the indicators: Reception / hearing(domestic and foreign) was carried out in accordance with the specified standards.Guest visits (domestic and foreign) are carried out in accordance with applicableguidelines. Travel to the region / Overseas is carried out in accordance with specifiedguidelines. Meeting / session arrangements are well implemented. The holding of areception / banquet has been carried out well. The implementation of the ceremoniesis in accordance with the established rules. With the implementation of the duties andfunctions of the Public Relations and Protocol section, the image of the regional headcan be maintained properly, as seen from the indicators: Personality of the regionalhead increases with the implementation of public relations and protocol activitiesproperly. Reputation of Jembrana Regency has improved the implementation ofpublic relations and procolo activities. The value of Jembrana Regency increases withthe implementation of public relations and procolo activities properly. Identity or selfcan be seen by the implementation of public relations and protocol activities well.

Pajak adalah kewajiban yang harus dibayar oleh masyarakat pada pemerintah untuk kegiatan pembangunan di segala bidang, Pajak dapat dikatakan keharusan atau kewajiban yang dibayar oleh masyarakat pribadi maupund badan. Penelitian ini bertujuan untuk menganalisa pengaruh pengenaan pajak pertambahan nilai, pajak penjualan atas barang mewah dan Pajak kendaraan bermotor tarif progresif terhadap daya beli konsumen. Populasi penelitian ini adalah konsumen kendaraan bermotor roda empat yang ditemui di kantor Badan Pendapatan Daerah Sulawesi Selatan,Pengumpulan data menggunakan data primer yang diperoleh dari kuesioner dengan menggunakan sample Slovin,Teknik analisis data yakni analisis regresi linier berganda.Hasil peneltian  yaitu pengenaan PPN tidak berpengaruh terhadap daya beli konsumen, PPnBM mempunyai pengaruh positif signifikan, serta PKB tarif progresif berpengaruh positif pada daya beli konsumen kendaraan bermotor roda empat. Taxes are obligations that must be paid by the public to the government for development activities in all fields. Taxes can be said to be imperatives or obligations paid by private and maupund bodies of society. This study aims to analyze the effect of the imposition of value added tax, sales tax on luxury goods and progressive motor vehicle tax on consumer purchasing power. The population of this study is four-wheeled motor vehicle consumers found in the office of the South Sulawesi Regional Revenue Agency. Collecting data using primary data obtained from a questionnaire using the Slovin sample, the data analysis technique is multiple linear regression analysis. consumer purchasing power, PPnBM has a significant positive effect, and PKB progressive tariffs have a positive effect on the purchasing power of consumers of four-wheeled vehicles.

The modernization of the management system and the knowledge management model is needed in the context of the public administration reform, taking into account the concept of decentralization and Good Governance. That is why the article focuses on the author’s approach to substantiating the formation of a modern knowledge system in public management and administration in Ukraine. It is proved that the approach to the knowledge system formation should be based on the identification of the needs of public administration objects. The need to comply with the necessary diversity law for a management subject of public entity regarding its knowledge of the entity has been identified. The content of the principle «from general to specific» for the objects of public administration is considered. The formation structure of the basic knowledge system in the public sphere is presented, which unites a number of blocks. The first block deals with the system of basic knowledge of public management and administration. The second block deals with the idea of a public authorities system at different levels. The third block concerns the formation of basic knowledge about public service. The fourth block concerns the formation of a basic knowledge system about current trends in the development of domestic public administration. The fifth block deals with the knowledge about the development and implementation of public policy and implementation of public administration. The sixth block deals with the consideration of public administration as a deliberate activity to establish internal procedures and processes in public administration to ensure their smooth functioning. The seventh block concerns the knowledge system for ensuring social stability. The eighth block is a glossary of basic terms and the ninth is a bibliography. The proposed approach is the scientific substantiation of the development of educational and professional programs of the basic textbook and standards for the specialty 281 – «Public Management and Administration». The study examined the relationship between the Public Service Motivation and Organizational Citizenship Behavior. Location of research at the Department of Marine and Fisheries East Java Province. The population of the study was 75 employees and the sample used is 52 people. To test the pattern of model relationships established, the researchers used regresssion statistical method analysis.The results of this study prove that the Public Service Motivation has a significant and positive influence on Organizational Citizenship Behavior, as well as partially indicate that Commitment to Public Interest, Solidarity and Patriotism have a significant and positive impact on Organizational Citizenship Behavior, but Involvement in Public Policy Making has no significant effect to Organizational Citizenship.         Keywords:Organizational Citizenship Behavior, Public Service Motivation, Public Policy Making, Commitment to the Public Interest and Civic Duty, Compassion, and Self-sacrifice.

This study aims to determine the Effect of Progressive Vehicle Taxes and Taxpayer Income on Consumer Purchasing Power. The research population is taxpayers who make motor vehicle tax payments in the Jayapura City Samsat Office. The number of samples is 70 people. Determination of the study sample using the nonprobability sampling method, data was collected by distributing questionnaires. The data analysis technique is multiple linear analysis. The results of the research conducted show that Progressive Vehicle Taxes have no significant positive effect on Consumer Purchasing Power, Taxpayer Income does not have a significant negative effect on Consumer Purchasing Power. The most dominant variable affects taxpayers regarding the tax on progressive tariff motor vehicles because they have a standard coefficient of beta 0 235.

This research was conducted to determine the level of effectiveness of tracing implementation activities in order to verify the accuracy of data on motorized vehicles that did not re-register in an effort to support the regional tax stimulus policy provided by the Regional Revenue Agency of West Java Province in the face of the COVID-19 pandemic in Bekasi City. This study uses a qualitative approach and descriptive research type by conducting library research and data collection using documentation on data obtained from related agencies. The results show that the West Java Provincial Government through the Regional Revenue Agency of West Java Province in an effort to relieve Motor Vehicle Taxpayers affected by the Covid-19 pandemic in 2020 has provided a Motor Vehicle Tax stimulus, including exemption from Motor Vehicle Tax fines and giving discounts in tax payments. Motorized Vehicles and Motor Vehicle Title Fee, provided that all data are validated. So that the public can enjoy the stimulus, the West Java Bapenda collaborates with various parties to conduct verification and validation of Motor Vehicle Taxpayer data with the level of the effectiveness ratio of these activities in 2020 of 77.01%, a decrease compared to the achievement in 2019 of 89.09% and in 2018 amounted to 82.14%.

Public services are services, both in the form of public goods and public services which are the responsibility and are carried out by the government in an effort to meet the needs of the community and in accordance with statutory provisions. One of the public services provided by the government is the One-Stop Administration System (SAMSAT). According to SAMSAT data in the city of Magelang, data on motorized vehicle ownership has increased and there has been an increase in the number of taxpayers. However, the tax payment service is considered to be less than optimal because there are still long queues when paying taxes.This also causes many people to make payments past the due date or entrust queues to brokerage services. Therefore, to overcome the problem, a mobile-based application (GO-PAJAK) was built which can be used to make tax payments by means of a vehicle document pick-up to pay motor vehicle taxes connected between drivers (SAMSAT employees) and customers (taxpayers). With this application, it is expected to improve service standards at the SAMSAT office and reduce taxpayer queues also reduce the use of brokers in administering public service administration that can increase public trust.

This study aims to determine the performance of the apparatus, the strategy of improving public services in Kandangan Subdistrict, Kediri Regency, as well as obstacles faced to strengthen public service capacity in the Kandangan District Office, Kediri Regency. This research is a descriptive study using a qualitative approach. Data collection techniques are carried out with observation, interview, and documentation techniques. Data analysis techniques used are interactive models. The validity of the data is done by triangulating the source and method. Utilizing the information from the informants, this study produced findings: 1). The public service strategy in the Kandangan District Office is seen from various indicators, namely the provision of physical facilities and equipment, reliability, simplification of processes, pure responsiveness of the apparatus, providing waiting rooms and places. Secure parking/assurance (Assurance), and empathy (empathy) apparatus in Kandangan Subdistrict, the average community considers it to be relatively good. 2). Sensitivity to the community, enhancing the professionalism of apartments and supplementing infrastructure - the strategy of the government of Kediri Regency in Improving the Quality of the Implementation of Public Services in Kandangan sub-district.

Background: Availability of facilities and infrastructure for public facilities that facilitate accessibility for people with disabilities is very important. The basic thing for increasing the independence of people with disabilities is the availability of adequate public service facilities. One of the supporting facilities to fulfill public facilities is the Batik Solo Trans bus shelter. The purpose of this study is to analyze the accessibility of people with disabilities in assessing the assistance of Trans Solo Batik buses in Surakarta City. Method: This type of research is explorative qualitative research. Methods of interviewing, observation, and documentation. Data is obtained through interviews with persons with physical and mental disabilities. The data analysis technique uses the triangulation method. Results: Persons with disabilities are still experiencing difficulties in accessing due to architectural barriers. Design shelter still does not meet established accessibility standards. Conclusion: Shelter Solo Trans Batik buses in Surakarta City are not accessible for people with disabilities. The limited accessibility for people with disabilities requires further study in a design that is in accordance with the principles of ergonomics and accessibility in order to accommodate the public interest in general and people with disabilities in particular.
