BNI Syariah is one of Indonesia's national sharia banks. In its operations, BNI Syariah implements several contracts, namely the Mudharabah Contract, the Wadiah Contract, and the Ijarah Contract. This study is focused on the discussion of the Ijarah Contract by taking BNI Syariah Branch Palu, Central Sulawesi as the research object. Islamic banking has good prospects. This is supported by two factors, they are the population which is predominantly Muslim and the strong support of the Government. But at the same time, there are number of challenges faced by this type of banking. The aspects of funding and the quality of Human Resources (HR) are two elements that are often referred to the serious problems faced by Islamic banking, especially when compared to conventional banking. Another factor is that Islamic banking has not had a clear business model scheme yet. Moreover, Islamic banking products are still not fully understood by a larger public. In other words, citizens who truly understand the principles and products of Islamic banking are still very limited. In relation to the operations of the BNI Syariah Bank Branch Palu, there are two segments that are practiced in the bank intermediation. Those two segments are the consumptive segment and the productive segment. Both of these segments face the same problem in their implementation, it is socialization. This study found that there was a correlation between the lack of socialization and the low interest of the people in Palu regarding the Ijarah product. In other words, lack of socialization has caused BNI Syariah Branch Palu products to be widely unknown to the public.

The government has launched the Public Service Agency / Regional Public Service Agency (BLU / BLUD) program with the issuance of Government Regulation Number 23 of 2005. PP 23 of 2005 concerning Financial Management of Public service agency which basically explains, Public service agency are not only a new form in management of state finances but also as a new paradigm for public sector service management. The purpose of this study was to determine and analyze how the implementation of PPK-BLUD policies in RSUD Dr. RM Djoelham Binjai in terms of improving the quality and quality of public services, especially health services to the people of Binjai City. The method used in this research is descriptive qualitative using the Merille S. Grindle theory where there are several variables that determine the effectiveness of policy implementation. From the research results it can be seen that after the implementation of PPK-BLUD in Dr. RM. Djoelham Binjai, there was a change where previously the budget management, finance and reporting processes, which had been purely based on financial regulations with the APBD mechanism. However, with the implementation of PPK-BLUD, all the income that the RSUD Dr. RM. Djoelham receives can be directly managed and used for the needs and needs of the RSUD. So it is hoped that it can simplify the bureaucracy, especially finance, so that in the end it can improve the quality of hospital services. In its implementation, there are several obstacles faced, especially the understanding of other sections and fields of PPK-BLUD in RSUD Dr. RM. Djoelham Binjai so that good coordination between divisions and fields is needed.

Pemerintah Kota Surabaya bersama Dinas Koperasi dan Usaha Mikro (Dinkopum) berupaya mengelola permasalahan PKL dengan membuat sentra PKL sebagai solusi atas permasalahan terganggunya keindahan kota, terhambatnya aktivitas pejalan kaki di trotoar, dan lalu lintas yang menjadi tidak lancar. Sejak pertama didirikannya hingga awal tahun 2020, program Sentra Wisata Kuliner (SWK) Urip Sumoharjo beberapa kali mendapati keadaan “mati suri”, yaitu menurunnya minat pembeli yang menyebabkan sepinya sentra. Tujuan dari penelitian ini untuk menggambarkan manajemen strategi program SWK Urip Sumoharjo oleh Dinas Koperasi dan Usaha Mikro Kota Surabaya. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik dalam pengumpulan data melalui observasi dengan mewawancarai pihak Dinas dan PKL disertai dengan dokumentasi. Teknik analisis data dengan reduksi data, penyajian data, dan penarikan kesimpulan atau verifikasi. Hasil penelitian menunjukkan bahwa SWK Urip Sumoharjo sebagai sentra wisata kuliner di Kota Surabaya yang dilakukan oleh Dinkopum, yaitu Menetapkan Misi dan Tujuan, Dinkopum meningkatkan kemampuan usaha mikro dalam mengembangkan sumber daya produktif melalui SWK Urip Sumoharjo; Ancaman dan Peluang, berpeluang menjadi sentra maju dengan promosi serta menemukan ancaman berupa tempat makan modern dan kepekaan pelanggan terhadap produk; Kekuatan dan Kelemahan, pemberian pendampingan & pelatihan serta sarana prasarana sebagai kekuatan yang dimilki Dinkopum dan kelemahannya yakni kualitas kuantitas SDM dan lokasi sentra; Mempertimbangkan Alternatif Strategi, dengan rencana peningkatan SDM; Memilih Strategi, dengan peningkatan kualitas SDM; Implementasi Strategi, dengan pendampingan dan pelatihan PKL; Evaluasi Strategi, Dinkopum belum mampu mengubah pola pikir PKL. Salah satu saran yang dapat diajukan adalah meningkatkan sosialisasi dan promosi SWK kepada masyarakat Surabaya. Kata kunci: Manajemen Strategi, Sentra Wisata Kuliner, PKL.   The Government of Surabaya with the Cooperative and Micro Business Office of Surabaya are trying to manage problems related to street vendors (PKL) by making 44 street vendors centra as a solution to problems with disruption of the beauty of the city, obstruction of pedestrian activity on sidewalks, and unstable traffic. Since it was first established until early 2020, the Culinary Tourism Center (SWK) program on Jalan Urip Sumoharjo has several times encountered a "suspended animation", which is a decline in buyer interest which has led to lonely centers. The purpose of this study is to describe the strategic management of the SWK Urip Sumoharjo program by the Surabaya City Department of Cooperatives and Micro Businesses. This study uses a qualitative approach with descriptive methods. Techniques in collecting data through observation by interviewing the department and street vendors accompanied by documentation. Data analysis techniques by, data reduction, data presentation, and drawing conclusions or verification. The results showed that SWK Urip Sumoharjo as a center for culinary tourism in the city of Surabaya carried out by Dinkopum, namely Setting Mision and Goals, Dinkopum increasing the ability of micro-businesses in developing productive resources through SWK Urip Sumoharjo; Researching Threats and Opportunities, having the opportunity to become a center forward with promotions and discovering threats in the form of modern eating places and customer sensitivity to products; Researching Strengths and Weaknesses, providing assistance & training as well as infrastructure as the strengths of Dinkopum and weaknesses, namely the quality of the quantity of human resources and the location of the center; Considering alternative strategies, with plans to increase human resources; Choosing a strategy, by improving the quality of human resources; Strategy Implementation, with PKL assistance and training; Strategy Evaluation, Dinkopum has not been able to change the mindset of street vendors. One of the suggestions that can be put forward is to increase the socialization and promotion of SWK to the people of Surabaya. The low contribution of Sharia Banking to the growth rate of Gross Regional Domestic Product for seven years is present in the midst of the people of Sambas Regency, who in fact are the majority of Muslims, so it requires an effort to be able to make a bigger contribution. This study aims to formulate any strategies required by Islamic banking in order to increase the Gross Regional Domestic Product of Sambas Regency with a descriptive quantitative approach. Based on the results of the SWOT analysis and continued with the Quantitative Strategic Planning Matrix (QSPM) analysis, there are seven alternative strategic sector development priorities that can be carried out by Islamic banking in order to increase the Gross Regional Domestic Product of Sambas Regency. Based on the assessment of strategic attractiveness, it shows that the most attractive strategy to be implemented is to collaborate with local governments and institutions in society, then follow the strategy of improving the quality of human resources and technology in the second position and then socializing the advantages of Islamic banking to all levels. community, expand networks, determine superior financing products, be active in financing management, and streamline educational, socialization and promotion activities to gather customers.

Research entitled the influence of the expansion Area of the cultural values of society of West Sulawesi province aims to study the formation mechanism of the new autonomous region, as well as more healt not neglecting the terms that have been determined. and that is not less important is the readiness of the region concerned, both in aspects of the financing, human Resources and the credibility of the bureaucracy in the management of good governance and better. the other thing is to do the capacity of the public to control the performance of the Executive and the legislature which is especially representative of the people who tend to exploit the people. so that the spirit of the sea area bottom line is improving public services and rich people and does not pose a conflict of cultures really manifested in a more benevolent and wise. The method used is the guidance to the Government and society in General about the real purpose of the expansion area as well as coaching the community who are in conflict due to the expansion region.

Salah satu perubahan paradigma yang mendasar dari lahirnya kebijakan otonomi daerah adalah penguatan aksebilitas rakyat terhadap kebijakan yang dibuat Pemerintah Daerah. Hal itu diwujudkan dengan penguatan eksistensi DPRD (Dewan Perwakilan Rakyat Daerah) sebagai representasi kehendak rakyat. Sebagaimana amanah Pasal 18 ayat (3) UUD 1945, DPRD dipilih melalui Pemilu oleh rakyat daerah, sehingga suara DPRD merupakan suara rakyat daerah.Diseminasi informasi kinerja Legislatif Daerah merupakan bagian yang sangat penting dalam penguatan DPRD, sehingga harus dioptimalkan dalam kerangka mendorong kualitas demokrasi di daerah. Untuk mengungkap tujuan tersebut dilakukan kajian yuridis dengan menggunakan pendekatan subyektif dan metode deskriptif kualitatif.Kajian ini menghasilkan kesimpulan, 1). Banyak peraturan perundangan yang terkait dengan lembaga Legislatif Daerah mengamanahkan urgensi diseminasi informasi kinerja sebagai bagian dari pertanggungjawaban publik dan merupakan bagian penting dari penguatan kualitas demokrasi di daerah; 2). Semua kegiatan dalam implementasi amanah peraturan perundangan terkait dengan fungsi, tugas dan wewenang, hak dan kewajiban, merupakan hal penting untuk didiseminasikan kepada publik, kecuali informasi yang harus dirahasiakan menurut peraturan perundangan; 3) Model alternatif diseminasi informasi kinerja adalah Model Persuasi Hugh Rank yang lebih menguatkan pelibatan komponen pokok, mengekspose secara intensif ide-ide, peristiwa, kegiatan atau substansi diseminasi informasi lainnya yang bernilai kebaikan dan kelebihan sisi positif) serta memainkan, menyamarkan, atau menyembunyikan (downplay) aspek-aspek sisi negatif. AbstractOne of the paradigm changes which inherent from the birth of local autonomy policy is strengthening the accessibility of the people to the policies of the government made by local government. It occurred in strengthening existence of local representative (DPRD) as representatives of the will of the people. As the mandate of article 18 paragraph ( 3 ) 1945 constitution, local representative was elected through general election by local people, that the voice of local representative is the voice of the local people.Information dissemination of local legislative performance becomes really important part in strengthening parliament. To uncover the purpose of juridical, the study was conducted with the use of subjective approach and a method of descriptive qualitative study.This study finds several conclusions, 1) Many laws relating to the legislative institutions gives urgency disseminate information performance as part of accountability public and an essential part of strengthening the quality of democracy in the local area; 2) All activities implementation of legislation relating to the function, responsibility and authority, rights and obligations, are crucial to be disseminated to the public, except for information which should be confidential according to legislation; 3) Model of alternative disseminate information performance is a persuasion model of Hugh Rank, which more strengthens the principal engagement, exposes intensively ideas, events, activity or other substance of information dissemination which is good and excess (the positive side) and which plays, disguises, or downplays the negative sides.

Quality of Puskesmas Service Influence the Community Satisfaction in Puskesmas Kalirungkut Kota Surabaya. Public service as a form of good service both in the public goods, public service and even administrative service that in principle as responsibility and performed by government institution in order to meeting the basic needs of public at large. The government had tried to fulfilled the society needs on health service by established hospitals and Public Health Centres (PUSKESMAS) in whole of Indonesia region. In this case of Puskesmas Kalirungkut Surabaya city conducted various efforts to improve its service quality. This research has purposes to examines the service quality of Puskesmas influencing people satisfaction in Puskesmas Kalirungkut of Surabaya. Focus of the study grounded on five dimension of service quality (SERVQUAL) subject to Parasuraman that are Tangible, Reliability, Responsiveness, Assurance, Empathy.  The research method that used   is qualitative descriptive. The result of the research showed that are 1) service quality in Puskesmas Kalirungkut of Surabaya seen from dimensions of Tangible, Reliability, Responsiveness, Assurance, Empathy are good. 2) Service conditions in Puskesmas Kalirungkut of Surabaya conducted to the public based on Tangible, Reliability, Responsiveness, Assurance, Empathy get rating of fairy good. 3) People satisfaction on service in  Puskesmas Kalirungkut of Surabaya about the people wants on puskesmas services included Tangible, Reliability, Responsiveness, Assurance, Empathy are fairly good in the service managing process then people is satisfied enough. However the people satisfaction does not maximally improved enough due to still found lack in time punctuality and fastness then is necessary to be increased.  Keywords:  Service quality, Public service, People Satisfaction

The government's strategy in preventing the spread of COVID-19 is to implement policies regarding the injection of the corona 19 vaccine to the entire community. This study aims to analyze and describe the communication process in public perceptions of the COVID-19 vaccine policy by the Palu City government. The research method used qualitative. Data collection techniques, namely observation and in-depth interview. The results showed that the government policy regarding the COVID-19 vaccine is a stimulus that can generate perceptions from the public as a target. Based on the perception that the people in Palu City, Central Sulawesi, responded well to the policy of injecting the COVID-19 vaccine for a healthy and prosperous Indonesia.

Banggai regency futsal sport is quite well known among the people, but not futsal athletes have been able to compete at the provincial or national level such as in the provincial sports championship (Porprov) held in Moutong in 2019. Eventhough seeing futsal athletes when participating in the championships that held in the district many athletes who have talent, skill, and good ability in playing futsal. But this futsal development especially the futsal district association (AFKAB) has not shown achievements. The purpose of this research is to find out: the quality of athletes, coaches, training programs, organizations, facilities and infrastructure, funding for the Banggai Regency Futsal Association. This research was conducted in Banggai Regency, Central Sulawesi. The method used in this research is a qualitative method using questionnaire or questionnaire. The results of this resarch in the classification of the quality of futsal athletes in Banggai Regency the frequency of futsal athletes in Banggai Regency is classified as Good with criteria of 17 people or 51.5% of 33 athletes. The quality of the trainers is quite poor with a frequency of 2 people or 66.7% of the 3 trainers. The quality of the training program is quite poor with a frequency of 2 people or 66.7%. The quality of the organization is good with a frequency of 3 people or 60% of 5 management. The quality of facilities and infrastructure is classified as poor in terms of athletes, trainers and administrators. The quality of funding is classified as good with a frequency of 3 people or 60% of 5 management. The quality of athletes in fostering Futsal sporting achievements in Banggai Regency is included in good criteria, seen from the spirit of training and athletes' efforts in achieving optimal performance. The conclusion of this study: the quality of athletes, administrators and funding is good while the quality of trainers, training programs, facilities and infrastructure is still not good in fostering futsal achievement in Banggai Regency. So the development of futsal sporting development in Banggai Regency needs to get special attention for the trainers, facilities and infrastructure of the KONI management and the Government.

Public should receive an easy, fast, accurate, and secured services in getting any licenses they need. In order to that, the purposes of this research are to understand how the issue of building permit process is done, reveal the meaning of the whole phenomenon according to the public and the Government, and to know the obstacles or problems faced by BPPTPM Cianjur in West Java as the unit in charge of licensing areas. This research applied descriptive study with qualitative approach. From the results of the analysis, it could be concluded that the quality of licensing which is measured through four (4) dimensions: easiness, speed of service, accuracy, and security had not been going well yet. It happened because of some factors such as: unsolid organizational structure, imbalances of human resources in both quantitative as well as qualitative, inadequate and out of date infrastructure and technology, and complicated procedure.Keywords : BPPTPM, IMB, Quality of ServiceDalam mengurus perizinan, publik seharusnya menerima pelayanan secara mudah, cepat, tepat, dan aman. Tujuan penelitian ini adalah untuk memahami bagaimana proses pelayanan perizinan mendirikan bangunan dilakukan dan mengungkap makna pelayanan menurut publik dan pemerintah dan mengetahui kendala atau permasalahan yang dihadapi BPPTPMKabupaten Cianjur Jawa Barat sebagai penanggung jawab bidang perizinan.Jenis penelitian ini deskriptif dengan pendekatan kualitatif. Dari hasil analisis menunjukkan bahwa kualitas perizinan mendirikan bangunan yang diukur melalui 4 (empat) dimensi yakni dimensi kemudahan, dimensi kecepatan, dimensi ketepatan, dan dimensi keamanan cenderung belum berjalan baik,hal demikian terjadi akibat faktor-faktor kendala yang mempengaruhi antara lain struktur organisasiyang belum solid, ketimpangan sumber daya manusia baik kuantitatif maupun kualitatif,daya dukung infrastruktur dan teknologi perkantoran yang kurang memadai dan tidak up to date, dan kerumitan prosedur yang belum terurai.Kata kunci: Kualitas Pelayanan, IMB, BPPTPM
