Many millions of dollars are invested annually in materials science research and development in U.S. universities. Both the universities and the sponsors, either government or private industry, have enormous incentives for the R&D efforts to become commercial. For private industry a successful development means new or improved products or processes and ultimately more profits. For the government, successful materials development can lead to improved hardware or operations efficiency and lower costs. For a university the payoff can be more than economic.Ideally, successful commercial development leads to royalties paid to the universities in the form of the most precious of assets — Unrestricted or flexible income. Students and faculty can benefit from the additional income, both privately, depending on university policy, and through their departments. However, benefits can also accrue in the form of experience and knowledge gained while participating in the technology transfer process from university to corporation. Students who take part in such efforts gain invaluable experience in preparing and defending patent applications, designing and developing prototypes, and they are exposed to economic and legal issues that are seldom taught in the classroom. They become more valuable graduates. Taking part in a technology transfer case history is a far more effective form of learning than reading about it.These benefits to a university are offset by a number of potentially negative factors. The space, time, personnel, equipment, and deadline pressures involved in commercialization are often beyond the capabilities of a university program. However, these limitations may not be realized until the effort has begun, and it is costly to stop in midstream, as is discussed below.

Traditional coconut oil has the potential to be developed into commercial oil. These community service activities are a) coconut oil production practices, b) introduction of coconut oil refining technology and c) assessment of people's perceptions of coconut oil production. The variables used are the process of making oil, product quality, technology transfer and people's motivation to make oil. Questionnaire data were analyzed with contingencies to show the close relationship between variables and community groups. The results of the activity showed that there were two ways of making traditional coconut oil, using fresh coconut milk and fermented coconut milk. The resulting oil is crude coconut oil with a characteristic rancid odor, dark color and not durable. The process of oil production is a variable that shows real differences between young and old groups, while other variables are not significantly different. As many as 75% of young group respondents stated that the process of making coconut oil at a somewhat difficult to difficult level. The close relationship between the respondent group and the process of making coconut oil has high accuracy, which is 0.64. Improving coconut oil manufacturing techniques with the refining process can be one way to improve quality and efforts to support the commercialization of traditional coconut oil.

Cassava or cassava (Manihot esculenta Crantz) is one of Indonesia's local carbohydrate sources which ranks third largest after rice and corn. One of the uses of cassava is cassava crackers (samiler). Cassava crackers (samiler) are very popular snacks among the people, made from cassava, thin round in shape and taste delicious. Production Capacity of Karya Lestari Jaya's UKM in producing cassava crackers (samiler) in 1 day is ± 20 kg of material or 5 kg of dried cassava crackers (samiler). In one month cassava cracker orders (samiler) can reach ± 80-120 kg. The production process of cassava crackers (samiler) goes through several stages, including: raw material process, printing process, steam process, drying process and packaging process. The problem that can be identified in the field of production is the limited equipment in the packaging process and weighing the samiler cassava crackers. Karya Lestari Jaya's UKM partners in calculating product prices per package have not met the break even point (BEP) standard, so it cannot be maximized in business management. From the above conditions, the method and results of this service are providing technology transfer by providing vaccum sealer machines, continuous band sealers, and digital scales as well as training in the use of tools and training in Break Even Point (BEP) so as to increase production efficiency of cassava crackers (samiler).

Abstract. The radical changes that took place at the end of the last century contributed to the emergence of a creative economy. Unlike previous economies, in which the main factors of production were production capacity, land and labor, the basis for the development of the creative economy was the creative potential of man. The current economic situation in Ukraine faces many challenges that need to be confronted with viable solutions. The occupation of Crimea cost Ukraine 3.6% of GDP, and the occupied territories of Donbass cost another 15% of GDP and 25% of all Ukrainian industry. In addition, many industries and factories in Ukraine are physically and morally obsolete and require large capital investments. These problems, which, as the experience of Ukraine shows, are not solved by traditional tools, force us to look for non-standard ways to solve them. Such approaches are offered by the creative economy. To assess the opportunities provided to Ukraine by the development of the national creative economy, the article considers the positive effects of the creative economy as evidenced by the successful experience of other countries. Such effects are the formation of creative human capital, increasing incomes, increasing tolerance, the revival of depressed regions. However, the realization of these positive effects is possible provided that there are components of the creative economy in Ukraine. Research by Ukrainian scientists proves that in Ukraine there are the main features of the creative economy, namely: creative industries; creative class as a basis of the creative lever of development of creative economy; young, creative, ambitious entrepreneurs — startups. A key factor in the development of the creative economy is creative human capital, an essential component of which are entrepreneurs — innovators who establish startups to implement their ideas. Analyzing the various definitions of the category «startup», the authors concluded that the most acceptable is one that reflects the fundamental difference between startups and other businesses, namely: a startup is a business structure based on revolutionary innovations, the purpose of which is to solve a specific problem presentation of a new product or service in conditions of extreme uncertainty. Taking into account the innovative nature of startups, their impact on the creation and development of creative industries and the creative economy in general allowed the authors to conclude that startups are a strategically important component of the development of the creative economy. Research has shown that the Ukrainian startup ecosystem has good potential for development. However, the Government of Ukraine is not yet paying due attention to the development of the ecosystem for the successful creation and operation of domestic startups. Only in the last few years has Ukraine begun to support innovative products at the state level. Examples of such support are the creation of the Invention Support Fund of the Ministry of Economic Development and the Ukrainian Startup Fund. In addition, according to the strategy for the development of innovation for the period up to 2030, startups are a structural part of the national innovation ecosystem. However, intensive long-term work is needed to create an effective startup support ecosystem. Even with large investments and the desire to replicate the successful ecosystems of Silicon Valley or New York, it is very difficult, because their infrastructure was formed over 30 years. Keywords: creative economy, positive effects, creative human capital, startup, ecosystem of startups. JEL Classification М11 Formulas: 0; fig.: 1; tabl.: 1; bibl.: 14.
