success of an integrate agribusiness system of a commodity must be followed by the increase of farmers’ bargain position, especially the small scale agribusiness runs by farmers. Otherwise, farmer will continue to be marginalized, and sustainable production is hard to be achieved. Farmer organization in Indonesia is relatively has weak position and cannot improve farmers’ bargain position since it is still in social institution form (i.e. farmer group), and yet become a socio-economic institution (cooperative). In many countries, farmers’ cooperative not only improves the production, productivity and product quality, but also lead to increase in welfare and life quality of its members. This study specifically aimed to develop corn farmer co-operative in Gorontalo Province. SWOT analysis was being used to formulate the strategy, followed by strategy mapping in road-map as guidance for local government to develop corn farmer co-operative that suitable with its character.Keyword: agribusiness, corn, farmer group, farmer co-operative, Gorontalo.

The study aims to determine Development Strategy the potency of the Tunda Island as a tourist attraction in the Serang Regency, Banten Province. How the development of appropriate strategy to overcome obstacles in the development of Tunda Island Coast region as a Marine Tourism attraction in Serang Regency, Banten Province. This study was conducted to determine the Tunda Island as a marine tourism destination Serang Regency were reviewed by using SWOT analysis. This study uses quialitative research methods with data collection techniques such as interviews, observation, and documentation studies. The results of the research carried out that Pulau Tunda as a marine tourism attraction in Serang Regency has the power in the form of underwater natural potential that is different from other islands in Serang Regency, besides Tunda Island has a considerable opportunity for increasing tourism needs and locations that tend to strategic. However, Pulau Tunda has weaknesses in the quality of human resources as well as low tourism support facilities and garbage that has not been managed properly. Meanwhile the threat faced by Tunda Island is currently the operation of sand miners and the lack of attention from the local government.   Keywords: Development Strategy, Tunda Island, Marine Tourism

The production of tchapalo remains more or less an empirical process. For the improvement of the product quality, there is a need of more knowledge on this traditional process and the beer characteristics. The alcoholic fermentation is one of the most steps which most determines the quality of the beer. In this study, the characteristics of the traditional starter and the evolution of temperature, ethanol, sugars and organic acids were assessed at small-scale production during alcoholic fermentation of tchapalo. Brewers used traditional starter at the rate of 0.76-0.88 % when it was dried or at 2.38 % when it was not. When the wort was at 36.6-39.3 °C, the starter was added to initiate the fermentation. Temperature decreased to 34.6-36.5 °C at the end of the fermentation which was concluded after 7.6 h to 8.4 h. Sugars were consumed during the fermentation but it remained 12.9 to 16.57 g/L of reducing sugars and 8.02 to 9.12 °Brix of TSS in the final product. Ethanol content increased from 0.02-0.35 % (v/v) in the wort to 3.5-4.59 % in the beer. The oxalic, citric, tartaric, malic, lactic, fumaric and propionic acids were found in the wort and in tchapalo and increased or decreased during fermentation differently from one site to another. But, the acetic acid was not always detected in both the wort and the beer.

ABSTRACTThe financial condition of the region that continues to experience of fluctuations and the allocation of development funds in the marine and fishery sub-sector which tend to decrease every year become problems that often arise. It requires local governments to be able to determine the right strategy in order to produce appropriate planning and budgeting development that are suitable with the potential of the marine and fisheries sub-sector. The pusrposes of this research are to analyze the consistency of planning and budgeting formulation, to analyze the implementation of planning and budgeting, and to formulate priority strategies that needed in an effort to strengthen planning and budgeting in marine and fisheries sub-sector in Anambas Achipelago Regency. The method used is using PBCM (Planning and Budgeting Consistency Matrix) analysis, perception analysis using Likert scale, SWOT analysis and QSPM method. The result of the research shows that there are inconsistencies in planning and budgeting as well as the level of implementation of planning and budgeting that are good but still need improvement on human resources competency component. The main priority strategy chosen is the improvement of the quality of the planning apparatus held by the local government through coordination and cooperation between the Governments (local and central) with University.Keywords: PBCM, Perception Analysis, Planing and Budgeting Implementation, Strengthening SrategiesABSTRAKKondisi keuangan daerah yang terus mengalami fluktuasi serta alokasi dana pembangunan pada subsektor kelautan dan perikanan yang cenderung mengalami penurunan setiap tahunnya menjadi permasalahan yang kerap timbul. Hal tersebut mengharuskan pemerintah daerah mampu menentukan strategi yang tepat agar dapat menghasilkan perencanaan dan penganggaran pembangunan yang tepat sesuai dengan potensi yang dimiliki. Penelitian ini bertujuan untuk menganalisis konsistensi perumusan perencanaan dan penganggaran, menganalisis implementasi perencanaan dan penganggaran serta merumuskan strategi yang perlu diprioritaskan dalam upaya menguatkan perencanaan dan penganggaran pada subsektor kelautan dan perikanan di Kabupaten Kepulauan Anambas. Metode yang digunakan adalah menggunakan analisis Matrik Konsistensi Perencanaan dan Penganggaran (MKPP), analisis kuesioner menggunakan skala likert, analisis SWOT dan metode QSPM. Hasil penelitian menunjukkan masih terdapat inkonsistensi pada perencanaan dan penganggaran serta tingkat implementasi perencanaan dan penganggaran tergolong baik namun masih perlu perbaikan pada komponen kompetensi SDM. Strategi prioritas utama yang dipilih adalah peningkatan kualitas aparatur perencanaan yang dimiliki oleh pemerintah daerah melalui koordinasi dan kerja sama antara Pemerintah (daerah dan pusat) dengan institusi perguruan tinggi.Kata Kunci : Analisis Persepsi, Implementasi Perencanaan dan Penganggaran, MKPP, Strategi penguatan

The paper is devoted to the study of a local governments’ role in ensuring the life quality of the population in cities with a high comfort rating. The purpose of the research is a detection of similarities and differences in the organizational, legal and financial components of local governments in solving the problem of increasing the level of comfort in urban life. As an object of the research is testing a hypothesis about what aspects of an autonomy of local governments (legal, organizational acts or financial) are dominant in ensuring the life quality in cities.The methodology of the work is based on a systematic approach, which allows to reveal problems of financial support for the activities of local governments, aimed at improving the life quality of the population. Ratings of the world cities on comfort level are considered, selection of twenty cities are having high rating of comfort according to consulting agency Mercer is defined (further — the cities of «the comfortable twenty») and their group over the countries is executed. The analysis of legal, organizational and financial autonomy of local government bodies in the cities of “the comfortable twenty” is carried out.On analysis results the conclusion is drawn on sufficient degree legal autonomy (powers), organizational independence and financial independence of local government bodies that in combination with stability of the legislation on a local self-government allows to provide the high level of life quality of the population in the cities of “the comfortable twenty”. The conducted research is urged to fill the existing gaps between theoretical ideas of powers of local government bodies and the practical analysis of a real problem condition of increasing the effective management of cities due to strengthening of the financial independence of municipal authorities.

Success in an increasingly competitive marketplace depends on the quality of knowledge that organizations apply to their key business processes. The concept of knowledge management (KM) is widely discussed in commercial applications. There are limited discussions as to how it applies to not-for-profit organizations and its relevant measurement issues. This paper examines the application of knowledge management systems (KMS) in a private college in Taiwan, who is facing administrative challenges and cutting-edge competition. The multi-perspective modeling approach is adopted. The college first defines vision in a SWOT analysis through faculty brainstorming sessions. Leadership is formed to ensure a culture of sharing. A knowledge road map then documents inventories of IC and core competence. After defining knowledge management strategies in academic and organizational perspective, the KM model describes steps and procedures for implementation. Finally, implications for other universities and colleges are discussed.

SMEs grow in a cluster in a certain geographical area. The entrepreneurs grow and thrive through the business cluster. Central Java Province has a lot of business clusters in improving the regional economy, one of which is batik industry cluster. Pati Regency is one of regencies / city in Central Java that has the lowest turnover. Batik industy cluster in Pati develops quite well, which can be seen from the increasing number of batik industry incorporated in the cluster. This research examines the strategy of developing the batik industry cluster in Pati Regency. The purpose of this research is to determine the proper strategy for developing the batik industry clusters in Pati. The method of research is quantitative. The analysis tool of this research is the Strengths, Weakness, Opportunity, Threats (SWOT) analysis. The result of SWOT analysis in this research shows that the proper strategy for developing the batik industry cluster in Pati is optimizing the management of batik business cluster in Bakaran Village; the local government provides information of the facility of business capital loans; the utilization of labors from Bakaran Village while improving the quality of labors by training, and marketing the Bakaran batik to the broader markets while maintaining the quality of batik. Advice that can be given from this research is that the parties who have a role in batik industry cluster development in Bakaran Village, Pati Regency, such as the Local Government.

Aceh Jaya regency becomes the best patchouli producing area in Aceh. Patchouli oil levels produced above 30 percent make patchouli produced in Aceh Jaya have high economic value. This condition should be able to increase the passion of patchouli distillation industry in Aceh Jaya Regency. However, the development of the patchouli distillation industry cannot be separated from the role of labor and investment in the industry. This study aims to analyze the role of labor and investment to production of patchouli distillation industry in Aceh Jaya Regency. The sample in this study was 51 micro and small scale patchouli distillation industries in Aceh Jaya Regency. This study uses multiple regression analysis. The result of estimation shows that investment significantly gives positive influence to production patchouli distillation in Aceh Jaya Regency while labor insignificantly influents to production of patchouli distillation industry in Aceh Jaya Regency. Thus, local government and relevant agencies have to be able to increase the interest of investor and gives training both managerial and technical to increase the workers’ quality of patchouli distillation industry in Aceh Jaya Regency.

The quality of products from the micro and small enterprise sector is affected by both the entrepreneur’s and enterprise’s attributes. This paper presents and discusses findings of a study that was designed to investigate experimentally the relationship between the quality of arc in the Small Scale Metalwork sub-sector and the combined effect of the artisan’s education level and business location. A total of 36 artisans with secondary education and 36 artisans with primary education consisting of formally (35) and informally (37) trained artisans from urban (29) and rural (43) areas participated in the evaluation. A mild steel product was fabricated by each participating artisan, assessed and scores awarded based on the quality of arc welding. The analysis of variance (ANOVA) was used to show any variation in the quality of arc welding; comparisons of means using the Least Significant Difference (LSD) at the alpha level of 5% were done to determine which pairs of artisans affected quality significantly. The study found out that artisans with secondary education performed better than those with primary education. The study also found out that artisans from urban areas performed better those from rural areas. The findings of this study provide evidence that higher level of education and urban location of business can improve product quality.
