The paper is devoted to the study of a local governments’ role in ensuring the life quality of the population in cities with a high comfort rating. The purpose of the research is a detection of similarities and differences in the organizational, legal and financial components of local governments in solving the problem of increasing the level of comfort in urban life. As an object of the research is testing a hypothesis about what aspects of an autonomy of local governments (legal, organizational acts or financial) are dominant in ensuring the life quality in cities.The methodology of the work is based on a systematic approach, which allows to reveal problems of financial support for the activities of local governments, aimed at improving the life quality of the population. Ratings of the world cities on comfort level are considered, selection of twenty cities are having high rating of comfort according to consulting agency Mercer is defined (further — the cities of «the comfortable twenty») and their group over the countries is executed. The analysis of legal, organizational and financial autonomy of local government bodies in the cities of “the comfortable twenty” is carried out.On analysis results the conclusion is drawn on sufficient degree legal autonomy (powers), organizational independence and financial independence of local government bodies that in combination with stability of the legislation on a local self-government allows to provide the high level of life quality of the population in the cities of “the comfortable twenty”. The conducted research is urged to fill the existing gaps between theoretical ideas of powers of local government bodies and the practical analysis of a real problem condition of increasing the effective management of cities due to strengthening of the financial independence of municipal authorities.

The Quality of Life of Suburbanities: A Case Study of the Gdańsk Agglomeration The article explains the meaning of the concept of ‘quality of life’, placing emphasis on its subjective dimension. As the concept is more and more discussed in the literature, the author intends to examine the satisfaction within public spaces for which local government is responsible. According to research made in Canada it is worth measuring not only satisfaction as such but also the importance of its constituent dynamics. Therefore, a survey made in the suburbs of the Gdańsk agglomeration asked respondents about their satisfaction with public transport, roads, environment, etc., including questions about the relative importance of such issues. The combination of satisfaction and importance provide the overall quality of life. At the end of the paper the author considers if there is a chance to improve the quality of life through a brief analysis of local governments expenditure.

Purpose The purpose of this paper is to provide empirical evidence about the influence of the size of local government, the quality of local government financial statements, the level of local government response to the disclosure of financial information and the local political environment on the transparency of local government in Indonesia. Design/methodology/approach The study sample consisted of 34 regional governments (provinces) in Indonesia in 2016, using purposive sampling and multiple regression analysis. Findings The results showed that the quality of financial reporting through the audit opinion and political environment have a significant positive effect on the transparency of local government in Indonesia. On the other hand, the size of the local government and local government response rate on the regulation do not affect the transparency of local government in Indonesia. Originality/value The agency, legitimacy and institutional theory have an important role in the underlying local government transparency practices in Indonesia. The results of this study should be used as the basis of thought and study to determine the factors that affect the performance of local governments from the financial and non-financial aspects.

As one of the 10 most polluted rivers in the world, Citarum river pollution has become the world’s spotlight. The pollution that occurred along the Citarum River in West Java has been the concern of the local government. Pollution not only comes from a plant and household, but also from industries. In this study the authors use descriptive quantitative method, where researchers will describe and compare the existing variables to see the possibilities that arise. Variable used is the number of industries that exist and how the impact against BOD. Biochemical Oxygen Demand (BOD) is a measuring instrument that is widely used to see the quality of oxygen levels in the water. In this paper shows that there is a possibility if BOD increases if the number of industries increases.

Application of Internal Control System and Regional Financial Accounting System in management of local government financial statements is a very important thing. This financial statements of local governments must meet the following characteristics : relevant, reliable, comparable, and understandable.  The purpose this study to examine the influence of the Internal Control System,Regional Financial Accounting System on the quality of goverment financial statements. The population in this study are all working in BPKAD Bolaang Mongondow Utara.  The sample in this study is the staff / employees of the financial part of the respondents were 30 respondents. The samples were selected by using a purposive samplingmethod. Data was collected by distributing questionnaires to the respondents directly concerned. Technical analysis of the data used is multiple regression with SPSS 22. The result showed that : the Internal Control System has a significant effect on the quality of government financial statements and the Regional Financial Accounting System has a positive significant effect on the quality of goverment financial statements.Keywords : Internal Control system, Regional finsncisl accaounting system, quality of goverment financial statements.

The aim of the research is the systematic search of promotion and quality of service with interest to visit tourist objects. This article is a systematic search that collects data from relevant indexed journals in Indonesia. These findings are discussed in a theoretical study so as to produce a conclusion. This article draws the conclusion that in the current era, the use of the right marketing strategy is very important because many new attractions are emerging as competitors. Applying the right marketing strategy will bring tourists and make tourists who have visited have an interest to visit again. The interest in revisiting is the encouragement of someone to carry out a visit to the destination that was visited. The regional tourism industry pays attention to the duties and functions of the promotion department and service quality in planning and implementing strategies that optimize a tourist interest. The quality of service within these institutions and local governments in the field of tourism is very closely related and has a strong influence on the tourism industry. There are promotion factors and service quality, connected with the interest of the local government in tourists visiting directly or indirectly, thus affecting the development of industries in the region. The attitude of the local government directly influences the visit of domestic and foreign tourists, then indirectly the situation and stable conditions in political, economic and security developments. The contribution of this research is to study theories about promotion and service quality with an interest in visiting tourist objects.

<p class="CorpoA">Os ambientes costeiros são considerados espaços estratégicos devido à diversidade de funções econômicas, sociais e ambientais.  Nesses espaços se desenvolvem múltiplos usos, por agentes que possuem os mais variados interesses, levando muitas vezes a conflitos de ordem socioambiental. Estratégias de gestão podem ser usadas para enfrentar tais problemas, especialmente através do envolvimento popular. A inserção das comunidades deve ocorrer desde o levantamento de informações até o processo de tomada de decisão. O presente trabalho objetiva coletar informações  socioambientais por meio do uso de questionários semi-estruturados, na comunidade de Macapá, município de Luis Correia, estado do Piauí. Os questionários foram aplicados nas residências da comunidade e respondidos por um representante familiar, perfazendo um total de 78 participantes. A partir das informações levantadas foi possível traçar o perfil socioeconômico da comunidade, avaliar a estrutura higiênico-sanitária e identificar potencialidades e limitações de uso. Assim, verificaram-se o baixo nível de escolaridade e renda média das famílias e as deficiências relacionadas ao abastecimento de água, esgotamento sanitário e coleta de resíduos. Além disso, foi possível identificar potencialidades que podem ser exploradas por atividades de ecoturismo, por exemplo, e limitações relacionadas à implantação de estruturas rígidas. As informações apuradas são úteis para o delineamento de políticas de gestão que compatibilizem o desenvolvimento econômico, a melhoria na qualidade de vida da população e a manutenção da qualidade das funções ambientais.</p><p class="CorpoA"><strong>Palavras–</strong><strong>chave</strong>: gestão costeira, políticas públicas, potencialidades e limitações de uso.</p><p class="CorpoA" align="center"> </p><p class="CorpoA"><strong>Abstract</strong><strong></strong></p><p class="CorpoA">Costal environments are considered strategic spaces due to the diversity of economic, social and environmental functions. Agents that have the most varied interests develop several uses in those spaces, many times leading to socioenvironmental conflicts. Management strategies can be used to face such problems, particularly through popular engagement. The inclusion of communities should happen since the information gathering to the process of decision taking. The present issue aims to collect socioenvironmental information with semi-structured questionnaires in the communitie of Macapá, in the city of Luis Corrêa, State of Piauí. The questionnaires were applied in the cities residences, answered by a family’s representative, making up 63 attendees. From the information gathered, it was possible to draw the socioeconomic profile of the community, to evaluate the hygienic and sanitary structure and identify potentialities and limitations of use. Thus, a low level of schooling and average income of families were verified, deficiencies in relation to water supply, sanitary sewage and waste collection.  Besides that, it was possible to identify potentialities that can be explored by ecotourism activities, for instance, besides the limitations related the implantation of rigid structures. The collected information are useful for the drawing of management policies that reconcile the economic development, the improvement of the life quality of the population and the quality keeping of the environmental functions.</p><p class="CorpoA"><strong>Keywords</strong>: coastal management, public policies, potentialities and limitation of use.</p>

success of an integrate agribusiness system of a commodity must be followed by the increase of farmers’ bargain position, especially the small scale agribusiness runs by farmers. Otherwise, farmer will continue to be marginalized, and sustainable production is hard to be achieved. Farmer organization in Indonesia is relatively has weak position and cannot improve farmers’ bargain position since it is still in social institution form (i.e. farmer group), and yet become a socio-economic institution (cooperative). In many countries, farmers’ cooperative not only improves the production, productivity and product quality, but also lead to increase in welfare and life quality of its members. This study specifically aimed to develop corn farmer co-operative in Gorontalo Province. SWOT analysis was being used to formulate the strategy, followed by strategy mapping in road-map as guidance for local government to develop corn farmer co-operative that suitable with its character.Keyword: agribusiness, corn, farmer group, farmer co-operative, Gorontalo.

Zakah in Indonesia has a great potential in contributing the improvement of life quality of people in need in Indonesia. With this such potential, many Amil Zakah Institutions (Lembaga Amil Zakat/LAZ) are founded in Indonesia as faith based organizations (FBO). The literatures mentioned that Faith Based Organization has already taken its own place in the world of Social Work and Social Welfare. This article discussed the LAZ existence as one of the FBO in Indonesia. Utilization of zakah from charity to empowerment--including economic empowerment—has been an evidence that LAZ evolved into a better direction. This article presents empirical results relating to citizen-government relations on the internet that are based on an assessment of the World Wide Web presence of 428 local governments in northeast Ohio. Northeast Ohio provides a useful picture of E-government-citizen relationships because it includes a range of local government forms (counties, townships, etc.), urban and rural populations, and Midwestern influences that many consider “typical” of American states. The website reviews conducted assess citizen-government engagement in a variety of areas. The measures used include simple engagements like the ability to sign up for email updates and the presence of event calendars to more involved interactions, such as blogs, e-pay services, and open records requests. Using these measures, the authors assess citizen-government engagement among local governments in the sample.

San Carlos, California (www.cityofsancarlos.org) claims to have developed one of the earliest local government Web sites in the world, posted on May 10, 1994 (San Carlos, 2006). From this early effort, United States (U.S.) cities moved rapidly onto the Web. Norris and Moon (2002), for example, report that some 4.4% of U.S. cities in a 2000 survey by the International City Management Association (ICMA) reported developing Web sites before 1995; 27.1% reported developing their Web sites in the 1995-’96 time period, and 68.5% reported their Web site developed after 1997. San Carlos’ original Web site comprised one page; its current Web site now contains some 8,000 pages and uses some of the Web’s most modern technology available, such as really simple syndication (RSS) and Flash Paper.1 This article uses the example of San Carlos’ Web site, along with two surveys of local government Web sites in the U.S., to illustrate the experience that U.S. local governments have had in developing and using Web sites in the pursuit of bettering governance. The article examines four local government Web applications—bulletin boards, promotions, service delivery and citizen input—and assesses their use by U.S. local governments. The article then addresses current issues of outsourcing Web site design and maintenance, and future issues of privacy, security, the digital divide and the possible effects of increased local government Web sites on U.S. civil society.
