The aim of the article is to reveal the key factors of economic development of Ukraine at the present stage. In order to achieve the goal, the following tasks are addressed: the main tendencies of Ukrainian economic development are revealed; the main factors of influence are substantiated; the prospects of economic development of the state are considered. The subject of the study is the key development factors of the Ukrainian economy. Methodology. The analysis of legal regulations of Ukraine and scientific literature enabled to examine the current economic situation, the status of Ukraine and to determine strategic priorities and goals of economic development of Ukraine; in addition, dialectical method, scientific abstraction method, methods of system analysis were used. The results of the study revealed the authors’ perspective on the strategy, ways, and mechanisms to overcome the systemic crisis and to guide the country to the dynamic growth. The solution of socio-economic problems is linked with the protection and strengthening of demographic potential, priorities of human development, tasks of consolidation of the Ukrainian political nation and formation of an integral socio-humanistic space of Ukraine. Practical implications. The situation and important trends of economic, social, political, legal, and humanitarian development of Ukraine under threats and risks related to crisis processes in the modern world are analysed. The macroeconomic changes, transformations of the real economy, energy, and ecology insecurities are reflected. The issues of achieving effective public administration, overcoming the political crisis, stabilizing the financial sector, developing power – business – civil society dialogue, and transforming the socio-humanistic sphere are considered. Relevance/originality. The study revealed the state of affairs in the economic system of Ukraine, as well as perspective tendencies of the Ukrainian economy were further developed.

The purpose of the article is to analyse the current state of the economy, to consider the positive and negative tendencies that stand in the way of further economic growth, and to determine on this basis an effective strategy of economic development in the innovation sphere. The subject of scientific research is innovative approaches in the economic sphere. Methodology. Based on the scientific literature analysis of the current economic situation, strategic priorities and goals of economic development were determined, as well as the dialectical method, method of scientific abstraction, methods of system analysis were used. The results of the research showed that there are a number of key economic problems that slow down the development of the national economy for the implementation of international experience in the development of the national economy. At the same time, Ukraine is trying to overcome the negative trends of the economic crisis by carrying out reforms and adopting appropriate strategies for joining the EU. It has now been found that a complex structural transformation of the economy is needed in order to increase the specific gravity of the high-tech and innovative sectors. Practical implications. The complex analyses of the state and the determinant tendencies of economic development according to the threats and risks including the crisis processes in the modern world were carried out. Determination of the basic principles for formulating and implementing economic development strategy based on coordination of strategic priorities and strategic goals of the EU and the necessity to reform the economic sector in order to develop longterm economic spheres. Value/originality. The realized research revealed the state of development of the economic system, as well as further development of identifying perspective trends of the economy, was received.

The aim of the article is to reveal the modern priority trends in forming incentives for the world green economy development in the context of globalization. The subject of the study is the global priorities for green economy development. Methodology. The scientific literature analysis enables to study the current economic status of the global green economy and to determine strategic priorities and targets of such development, in addition, the dialectical method, scientific abstractions, methods of system analysis are used. The results of the study reveal that the authors propose a perspective on the strategy, ways and mechanisms of the global green economy development. It is proven that a complex structural transformation of the economy is required to increase the share of the high-tech and innovative sectors. Practical implications. The complex analysis of the state of affairs and determining trends in the green economy development under threats and risks, related to the crisis processes in the modern world, is carried out. The study determines the key principles for the formation and implementation of a strategy for the green economy development based on the coherence of strategic priorities and strategic targets of the EU, as well as the need to reform the economic sector in order to develop promising green economy areas in Ukraine. Relevance/originality. The study reveals the state of affairs in the global green economy development, as well as further identification of promising trends of the green economy.

Abstract The complexity of the reality studied by geographical research requires applying such methods which allow describing the state of affairs and ongoing changes in the best possible way. This study aims to present a model of research on selected aspects of the dynamics and structure of socio-economic development. The idea was to determine whether we deal with the process of reducing or widening the differences in terms of individual features. The article primarily pursues a methodological goal, and to a lesser extent an empirical one. The methodological objective of the paper was to propose and verify a multi-aspect approach to the study of development processes. The analyses carried out reveal that in terms of the features taken into account in the set of 24 of the largest Polish cities the dominating processes are those increasing differences between cities, which are unfavourable in the context of the adopted development policies aiming at reducing the existing disparities. In relation to the methodological objective, the results of the conducted research confirm the rationale of the application of the measures of dynamics and the feature variance to determine the character (dynamics and structure) of the socio-economic development process of cities. Comparatively less effective, especially for interpretation, is the application of principal component analysis and a multivariate classification, which is mainly the result of differences in the variance of particular features.

AbstractThe status of Arabic in Israel gives rise to question. Israel is a rare case of an ethnic nation-state that grants the language of minority group with a legal status which isprima facieone of equality. Both Hebrew and Arabic are the official languages of the State of Israel. What are the reasons for this special state of affairs? The answer is threefold: historic, sociological and legal. In various ways the potential inherent in the legal status of Arabic has been depleted of content, and as a result of that, as well as other reasons, the socio-political status of Arabic closely resembles what you would expect the status of a language of a minority group in a state that identifies itself as the state of the majority group to be. This answer, however, is another source of puzzlement – how does such a dissonance between law and practice evolve, what perpetuates it for so long, is change possible, is it to be expected?We present an analysis of the legal status of Arabic in Israel and at the same time we proceed to try and answer the questions regarding the gap between the legal and the sociopolitical status of Arabic. We reach some of our answers through a comparison with the use of law to change the status of the French language in Canada. One of these answers is that given the present constellation in Israel, the sociopolitical status of Arabic cannot meaningfully be altered by legal means.

The article examines modern world economic development as a phenomenon of regional and local cooperation with the growth of regions (subregions) as the main actors in ensuring the socio-economic development of the state, its competitiveness in the world economic and political arena. Capable regions and subregions are able, on the one hand, to reduce the burden on central authorities by taking over some of their powers, and on the other - to take into account the needs of new communities, businesses and other organizations when making decisions in production on public services. The article proves that public administration and their components - public administration and regulation in the field of national and regional (local) development - is one of the most important problems of forming developed market relations in Ukraine, in particular with the formation of a new system (mechanisms and tools) in the field of resource provision of the decentralized model of local governance. The European integration vector of development chosen by Ukraine envisages a significant modernization of the system of public administration in general and administration in particular. The formation of domestic public administration and administration on a qualitatively new basis in connection with the intensification of some social processes and the need to solve systemic problems of socio-economic development of certain territories of Ukraine necessitates deep theoretical, methodological and scientificmethodological study of the imperfection of the public system. management and administration in conditions of resource constraints. At the same time, despite the intensification of efforts of scientists in the development of methodological tools, a universal approach to solving the problems of insufficient efficiency of public administration and administration has not yet been developed.

Greatly concerned and obsessed with the state of affairs in the country, literary artists more often than not, call to conscience the sensibilities of their audience, politicians inclusive. Against the prebendal nature of politics which is characterized by different anarchist tendencies in Nigeria, literary artists find justification for their craft as they seek ultimately to re-organize the society and confront its perils. This is the crux of this study. My concern is to rationalize Abubakar Gimba’s Why am I Doing This? banking on the interrogative undertone of the title, a variation from the norm. This interrogative undertone as will be explicated herein questions the rationalities – of the author and the actors in his observations as documented. Four essays from the collection were purposively sampled to demonstrate this. Deploying the literary tool of postcolonialism, this study a critical qualitative analysis submits that Abubakar Gimba laments the anathema and apathy that pervades the Nigerian society despite the professed democratic system of governance. He unveils the hidden and sad truths of modern Nigeria in its raw and naked form. These truths contradict her democracy. It is against this that Gimba hopes for a change in the status-quo and modus operandi of statecraft.

The close connection of science with political, economic and social institutions and also the possibility of its development with the state regulation are shown.

One of the important vectors of economic development in the modern world is the minimization of the negative consequences of human economic and other activities. Therefore, highly developed countries impose mandatory and voluntary requirements on the development of products and implement a series of measures. Necessary regulatory activities of the state in this direction include the definition of mandatory requirements, their proper implementation and the application of sanctions. All these processes are carried out through technical regulation. It is important to apply technical regulation in every sector of the economy. This importance plays a special role in the energy sector, which is closely linked to all sectors of the economy, and differs even more. In this regard, the role and importance of technical regulation in increasing the efficiency of the energy sector in the research work is highlighted.

The study aims to analyze the processes of international integration of energy markets, systematize the measures for regulatory activities in modern geopolitical conditions. The study was carried out in the course of fulfilling the state task of the Ministry of Education and Science of the Russian Federation No 26.3546.2017 / PCh “Development of the Fundamentals of Analysing and Forecasting Structural and Dynamic Parameters of the Regional Economy on the Basis of Integration of Russian and World Experience of Managing Territorial Development and Modern Scientific Doctrines”. Goal and Objectives. To assess the state of the energy markets and the direction of integration processes in the energy markets, to systematize the legal foundations of energy integration in the Eurasian space, to formulate the main stages and approaches to the formation of a common gas market, to consider Armenia's experience and prospects in integration processes. Methodology. The methods of statistical, logical and system analysis are used in the work to estimate the consequences of energy integration for the EEA countries. Based on the analysis of the empirical data on the energy balances of the countries and the forecast gas balance of the Eurasian Economic Union, the directions for improving energy security are substantiated. Results.The modern world is becoming increasingly globalized and interdependent. This, along with the aggravation of political and economic rivalry associated with the gradual ‘erosion’ of the model of a unipolar world order, creates new risks for the sustainable socio-economic development of individual countries. International economic integration which allows to join the economic potentials of individual countries and, on this basis, increase their protection against risks and threats in various spheres is an instrument of neutralizing these risks. The article considers the mechanisms of mutual influence of integration processes and ensuring national energy security with the main emphasis on the formation and development of the gas market of integration groups. The article analyzes the experience of the EU and the EEU in creating uniform rules for the regulation of energy and gas markets, identifies typical problems and ways to resolve them. Measures that contribute to increasing the speed and intensity of integration processes, based on taking into account national economic interests are proposed. Conclusions. At present, effective provision of energy security for states can not be carried out outside the framework of integration processes. Cooperation within the framework of supranational integration projects form additional conditions for the development of national energy systems and increase the level of its competitiveness. At the same time, ‘gains’ from energy integration for different countries are not equivalent.

In the article the author analyzes the state of Affairs in the regional civil aviation. The industry has actually lost a mass domestic passenger, gradually acquired the status of an elite mode of transport. The financial situation remained on the verge of bankruptcy. Flights to such large cities as Bratsk, Ust-Ilimsk, Ust-Kut were reduced to a minimum. And in Bodaibo and Kirensk could fly no more than once a week. Without state support and their own profits outdated fleet, navigation and other equipment.
