A Strategy of Integrated Modernization of the Russian Economy for the Period up to 2025

The article presents an analysis of strategies of Russian economic modernization. The following strategies are considered: "Innovation Russia-2020" developed by the Russian Ministry of Economic Development under the supervision of A. N. Klepach; "Strategy-2020" developed under the supervision of the Rector of the Russian Presidential Academy of National Economy and Public Administration V. A. Mau and the Rector of the National Research University "Higher School of Economics" Ya. I. Kuzminov; Russian Economy Modernization Strategy proposed by academician V. M. Polterovich; Strategy of Advance Development of Russia suggested by academician S. Yu. Glaziev, and the Balanced Development Strategy developed by academician R. I. Nigmatulin. The article also presents a strategy of modernization basing on innovation-technological breakthrough developed by the author of the present article. In conclusion the article suggests ways to synthesize relevant models and ideas of the abovementioned strategies and develop a strategy of integrated (according to the classification proposed by prominent Chinese economist He Chuantsi) modernization of the Russian economy for the period up to 2025.

Introduction. Most developing countries are still struggling for the efficient use of their resources. To overcome the physical and administrative development restrictions, it is necessary to transfer the powers of the central government to local authorities. The distribution of power from improves the management of resources and community participation, which is considered key to sustainable development. For Ukraine, the development of territories is one of the key issues of public administration, especially in conditions of decentralization. This is especially true of rural areas in view of the need to solve their socio-economic problems. Proponents of decentralization argue that the decentralized government is a source of improvement of community participation in the development of rural areas. Goal – to study the state of development of rural areas in Ukraine, the EU, to identify peculiarities and generalize the directions of diversification in order to increase the efficiency of not only agricultural production, but also the social profile of rural territory. Method (methodology). The research methodology is formed on the basis of evaluation of statistical data of the State Statistics Service of Ukraine (2017-2019) regarding the state of development of rural areas in Ukraine. Within the study, problems are identified as low efficiency of state support, and decline in rural areas. In the process of scientific search applied comparative, structural research methods. The results. It is noted that the main attention in public administration should be given to rural territories. It is determined that their development depends precisely from the effective functioning of agrarian enterprises, in particular the farms of the population, in particular farmers, that is, areas of agrarian management as a whole. An analysis of the state of development of rural areas is carried out. Particular attention is paid to the features of rural territories, the normative settlement of decentralization in Ukraine and the main tasks of diversification, which are expedient to implement. It was revealed that Ukraine, seeking to be part of the EU should provide balanced development, in particular rural areas. Supernational support within the EU's efficiency of agriculture is analyzed. Despite the issues with the implementation, it is concluded that decentralization will change the existing policy of rural development in Ukraine as a result of changing the role of united territorial communities and the formation of such a development strategy, which will combine decentralization and economical and social development.

The purpose of the article is to analyse the current state of the economy, to consider the positive and negative tendencies that stand in the way of further economic growth, and to determine on this basis an effective strategy of economic development in the innovation sphere. The subject of scientific research is innovative approaches in the economic sphere. Methodology. Based on the scientific literature analysis of the current economic situation, strategic priorities and goals of economic development were determined, as well as the dialectical method, method of scientific abstraction, methods of system analysis were used. The results of the research showed that there are a number of key economic problems that slow down the development of the national economy for the implementation of international experience in the development of the national economy. At the same time, Ukraine is trying to overcome the negative trends of the economic crisis by carrying out reforms and adopting appropriate strategies for joining the EU. It has now been found that a complex structural transformation of the economy is needed in order to increase the specific gravity of the high-tech and innovative sectors. Practical implications. The complex analyses of the state and the determinant tendencies of economic development according to the threats and risks including the crisis processes in the modern world were carried out. Determination of the basic principles for formulating and implementing economic development strategy based on coordination of strategic priorities and strategic goals of the EU and the necessity to reform the economic sector in order to develop longterm economic spheres. Value/originality. The realized research revealed the state of development of the economic system, as well as further development of identifying perspective trends of the economy, was received.

Thanks in part to the current world economy's high demand for oil, Saudi Arabia's economy is cruising along at the present time; however, to make such a growth or development sustainable in the long term requires a transformation of the economy from a heavily oil-dependent one to a more diversified, self-sustaining and private sector-driven economy. Thus, this article focuses on the underlying structural, social and institutional problems or reform challenges of the economy. In so doing, the present article critically examines Saudi Arabia's economic development model, while crisply reassessing the government's recent major policy responses to its development opportunities and challenges. And it offers some tentative suggestions for freshly rethinking about Saudi Arabia's national long-term development strategy and its implementation.

The subject of the researchis the development of the Russian economy through enhancing its management efficiency.The relevanceof the problem is caused by the need to overcome the slow economic development before 2024–2030 as well as by fundamental changes in the global economy associated with the collapse of the globalization policy and the transition to the state protectionism, which requires changing the approach to the domestic economy management. Other important factors are a variety of economic development strategies available and the need to choose and justify an optimum strategy for the development of Russia.The purpose of the researchwas the development of a sound economic strategy and guidelines for its implementation with account for aggregate influencing factors. A comprehensive strategy for the development of the national economy is proposed based on the optimal combination of defense-industrial, resource, stabilization and innovation strategies while taking into account the specifics of Russia. To evaluate the condition and prospects of the Russian economic development, two groups of factors have been identified: external economic and internal economic. With account for their impact, the guidelines for the integrated economic strategy implementation are proposed. As a result of the research findings,it is concludedthat to achieve the goals set it is reasonable to ensure the balanced development of foreign economic relations based on joint large-scale international investment projects; increase the manufacturing and exports of hightech and deep processing products; ensure intensive growth of labor productivity and product quality based on industry modernization. The research was based on studying and analyzing information from domestic and foreign sources, Presidential decrees, resolutions and decisions of the State Duma and the Government, materials of the Russian Statistical Service (Rosstat) and relevant periodicals. In the course of the research, methods of analysis and synthesis, selection of the main link and classification were used. The results of the research can be helpful in the implementation of the economic development strategy and for management of structural transformations.

The article is devoted to the innovative approach in the management of the area development for Ukraine based on demographic forecasting. Demographic forecasting is an essential element of informational supply for development and implementation of mid- and long-term social-economic development strategy and public administration of the area development. It is emphasized that the approach to solve this problem should be comprehensive. One of the modern options to settle the problem is based on borrowing European expertise on integrated development, which results, apart from social-economic growth and environment improvement, in significant increase in the number of European urban dwellers. Detailed demographic forecast should make a ground for decision-making and development of integrated area plans. Integrated development of areas, primarily urban ones, involves the development of all urban environment elements: transport, economy, economic and social infrastructure, etc. Therefore, it requires vertical integration, on one hand, of various public administration levels – national, regional, and local ones, and, on the other, of private sector and public society. Based on the analysis of demographic forecasting methods, the authors propose their own approach to area population forecasting, combining the component method that considers the net migration indices, the future employment estimating method and the similarity (correlation) method. The authors offer their own approach for area population forecasting based on a combination of cohort group method (considers the net migration indices), future employment estimate and similarity (correlation) methods. The common indices (birth and death rates, migration) should be the key components. However, the factors for their future changes should be defined individually based on the trends in the city's social-economic development. The proposed method takes into account the impact of the key drivers capable to change significantly the demographic forecasting when developing normative and functional demo-forecast options, and should make up the basis for social-economic strategic plans of urban development to be implemented by local authorities and self-government bodies. The theoretical provisions are supported with practical data of demographic forecasting for the implementation of integrated development strategy for the town of Poltava (Ukraine). Authors argue that demographic forecasting is optimal under the following conditions: detailed social-economic analysis of the city; and identification of strengths and weaknesses, and opportunities and threats. Based on the performed analysis and the objectives of perspective development, one can assess the opportunities for the improvement of demographic situation in the cities.

Today, China is the leading economic power, its gross domestic product (GDP) increased from 1979 to 2018 in 50 times, to $13,2 trillion. This is 10 times the GDP of Russia and almost 30 times the GDP of Poland. China’s nominal GDP is the second in the world after the United States. The authors not only reveal the factors of the Chinese phenomenon, but also attempt to analyze the main components of China’s success in economic development. The purpose of this study is a comprehensive analysis of key features of China’s economic development strategy. Тhe authors examine the key features of China’s economic development strategy, the priority directions of its modernization: public administration reforms, state regulation of the economy, analyze the features of attracting national and foreign investments for a breakthrough in socio-economic development. Тhe authors used the analytical, comparative, institutional and sociological methods.

The article examines the evolution of the main features of the Russian economy in terms of the types of key actors of economic development. The concept of the general actor as the predominant type of relatively independent socio-economic subsystems that determine the impact on the functioning of the national economy is introduced. The movement of the economy from “the state economy” to “the economy of individuals” and further to “the economy of socioeconomic and administrative-political systems” is traced. The preconditions for the transition of the national economy to the phase of the systemic economy as the harmonic economy with high-level coordination of various-scale and various-quality subsystems of the economy and society are noted.
