Relevance. The result of the effective functioning of the enterprise is its development and growth. Modern economic conditions are characterized by high dynamism and uncertainty, tough competition, which requires from trade enterprise to form the development strategy taking into account market environment changes and adaptation of the internal parameters of functioning to them. The practical solution of problems, which are related to the necessity to provide enterprises with efficiency and competitiveness, depends on the methodological principles of elaboration for their development. Aim. The aim of the study is to substantiate the concept of development core of the trade enterprise as the new view of its development process. Methodology. In the process of substantiating the concept of development core of the enterprise, the historical method and the content analysis method were used to study the enterprise development theory; system analysis method was used for substantiation of the development conceptual vision of the trade enterprise; formalization method was used for creating development core model of the enterprise. Results. On the base of the development of the concept of economic core with the aim to take into account the most important determinants of the enterprise development, the concept of development core of the enterprise is elaborated; it provides interaction of three components: the strategic component determines development directions and measures for their achieving; the resource potential component provides the necessary resources mobilization; the business model component promotes the chosen activity effectiveness. Support of efficiency of development core of the enterprise is carried out through the supporting and resulting subsystems. The supporting subsystem necessitates the formation of special methodological support for implementation of the key formation processes and interaction of components of development core of the enterprise. The purpose of core resulting subsystem is to summarize the enterprise activity, exchange information with the internal and external environment. Practical value. The identified components of development core of the enterprise cover key areas of management at the enterprise; it provides comprehensive coverage of its development determinants and application of the concept of development core in the trade enterprises activity will help create conditions for their harmonious development. Value/originality. The concept of development core of the enterprise is elaborated; it is based on the process approach of intra-component functioning of strategic, resource potential and business model components and serves as theoretical and methodological support for the choice of strategic priorities of development of the enterprise.

Purpose This study aims to clarify the scope of the legal procedure of the acquisitive prescription in Russia. Design/methodology/approach Dialectical method, historical method and system analysis method have been used. Findings The authors consistently prove the inadmissibility of applying acquisitive prescription to land plots in private, state or municipal ownership. One of the features of Russia as an emerging market economy is that, the major part of state lands is in so-called “non-delineated state ownership.” Plots included in such lands are not registered in the cadaster or transferred to particular public owners. That is why, the authors prove that the procedure of acquisitive prescription must be applied only in relation to land plots that are in non-delineated state ownership and have been occupied by citizens and legal entities for 15 years. Originality/value The authors propose new guarantees of the rights of private and public land owners. Clarification of the scope of the acquisitive prescription procedure will streamline the turnover of real estate in Russia.

Introduction: to conduct an effective tax policy in the modern world, the state needs to rethink the development strategy in property taxation, which should be based on a system of taxation principles, in particular, the principle of efficiency (in conjunction with the principle of fairness). The novelty of the research lies in the fact that despite the theoretical research works on the subject under consideration, this area has not been sufficiently studied in the formation of a unified concept of the principle of efficiency in taxation (including property), which manifests the relevance of the work and the need for the study. The paper also considers the implementation of the principle of justice through the prism of property taxation in Rostov and Volgograd regions and examines the tools for applying the principle of justice in property taxation in law enforcement activities. Purpose: to study the statistics of tax efficiency together with the implementation of the principle of fairness in the modern tax system (through the example of property taxation in Rostov and Volgograd regions). Methods: the research is based on the method of system analysis and dialectics, synthesis, analogy, deduction, induction, the historical method, the method of unity of theory and practice, as well as special legal methods (the formal-legal method, the empirical methods of cognition and the dogmatic methods). Results: the formation of the concept of property taxation based on the principles of efficiency and fairness based on the analysis, statistical data, court decisions, and relations between the taxpayer, tax authorities, and the state due to the lack of sufficient study of the research in the scientific environment. Conclusions: the principle of equity of property taxation should take into account the peculiarities of modern legal and social realities, as well as the practical relations in taxation, together with the indicators of the effective principle of the same name by applying such principles in the theoretical and practical aspects.

Freelancing is a new area of work for people around the world, which has be-come widespread, but began to grow rapidly in Kazakhstan. However, there is a big drawback - this is the lack of well-established mechanisms of interaction between workers and employers in this area. Nevertheless, this factor did not affect the relevance of the field of freelance activities, on the contrary, it has a promising development as a factor of remote employment or additional earnings. The methodological basis of the research is the dialectical method of cognition, based on the logical method, in particular when formulating material, formulating conclusions, then the historical method, statistical method, system analysis method and others. We have identified the positive and negative aspects of the development of freelancing in the world and in Kazakhstan. In the course of the research, the authors came to the conclusion that freelancing is a promising direction in the field of employment and small business.

Introduction. System transformations in the Ukrainian economy agrarian sector should lay the foundation for balanced integrated development of individual enterprises, sectors of the national economy and the country as a whole. Socio-economic development of agrarian enterprises should be the concept basis of entrepreneurial activity efficiency increasing in agriculture. Аn effective strategy formation for the Ukrainian agrarian sector development and business entities in this field requires identification of the existing problems and the search for effective ways of their solution. The purpose of the study is to summarize theoretical and methodological principles, develop methodological and practical recommendations for the formation and design the development strategy for the domestic agricultural enter-prises in the conditions of globalization of the economy on the basis of their resource potential analysis and management efficiency. Results. The paper analyzes the modern level of resource provision and management efficiency in agrarian en-terprises of the Poltava region, identifies the factors influencing the activity efficiency and the strategy of their devel-opment. It is determined that it is necessary to formulate a strategy for the agrarian enterprises development in order to balance the economic, ecological and social problems of their development in the conditions of further institutional transformations in the state economy. An analysis of the level and their development dynamics in contemporary condi-tions was carried out to create a strategy for the agrarian enterprises further development. It is established that the outlined negative tendencies in the agrarian sector only exacerbate the issue of the strategy forming importance for the agrarian enterprises development in order to further increase the efficiency of their functioning and competitiveness in the food market as an important sector of the state's economy that is able to ensure the growth of gross output produc-tion in the crisis period and to guarantee food security country. Conclusions. It is determined that the level of resource potential and the management efficiency are the main guides and a key element in the strategy formation for the agrarian enterprises development in the conditions of globali-zation of the economy.

Purpose. The aim of the article is generalization of scientific-theoretical and improvement of methodological approaches to substantiation of innovative business- model of logistical support of innovative development of the enterprise for timely satisfaction of consumer demand. Methodology of research. General scientific and special methods are used in the process of research, in particular: system analysis - to determine the impact of external and internal environment, market infrastructure on innovative business models of logistics of enterprise development; abstract and logical - in determining the possibilities of logistical support for the development of the enterprise and meeting the needs of consumers. Findings. The need for enterprise development in the form of an efficient and competitive logistics system, which is currently costly and imperfect, negatively affects the investment attractiveness and competitiveness of products, enterprises and the country. It is established that logistics belongs to the category where the impact of digitalization is difficult to fully assess and implement due to the need for comprehensive modernization of infrastructure and technological processes. The sphere of logistics services in Industry 4.0 is characterized by features that are both indicators of the development of digitalization: the use of big data and cloud technologies; the spread of the Internet of Things; robotics development; dissemination of 3D printing technology; block-chain; crowdsourcing. Originality. The logistical support of the innovative business model of modern enterprise development is proposed, which should be based on a system set of methods and organizational and management mechanisms of information technologies, software packages to achieve strategic development goals based on innovative transformation and implementation and use of artificial intelligence systems and Smart-grid technologies, network structures, clusters or hubs in search of opportunities to strengthen innovation capacity to meet the needs of consumers in a timely manner. Practical value. The obtained results of the study can be used to expand the introduction of logistics innovations as part of innovative development of the enterprise, achieve better results of enterprises of industrial and non-industrial spheres, which will bring them to a new level of development and improve the economic situation from the standpoint of logistics as time requirements are constant monitoring of the market situation for the use of new methods of work and constant modifications of products or services. The term “bank business model” has been introduced in the banking regulation with the Basel Committee since 2010, but it hasn’t been defined. In the article the critical analysis of theoretical approaches to defining the essence of bank business model has been given. It is determined that the only interpretation of this term has been absent, and the authors in their researches have refered to the business model definition. Descriptive and constructive definitions of the term “bank business model” have been offered. A descriptive definition identify the bank business model as a conceptual research tool for the bank, which reflects the logic of making a profit by providing a description of the main elements of business processes, their relationships, as well as the system of relations with the external environment and provides a simplified holistic view of the bank. Constructive definition justifies the need to study the bank business model at three levels: structural level – through the assessment of the structure of attraction and allocation of financial resources, systemic level – in terms of system analysis, which requires a description of the bank's business elements, their relationships, functions, processes and relationships and strategic level – as the internal capabilities of the bank must correspond to its position (competitive position) in the banking service market. The relationship between the bank business model and its development strategy has been determined. The bank's development strategy is based on a system of quantitative and qualitative indicators of development, reflected in financial plans, marketing policy, information technology development concept, personnel policy, the starting points for the creation and adjustment of which are functional strategies, coordination between which is possible if development strategy contains a description of the bank's business model – a comprehensive view of the object being modeled, accurately identifies its activities, which meets the requirements of the time, relevant to the current view of the banking business and allows the bank to achieve its goals.

The paper considers the model of enterprise development management taking into account imbalances, which allows to improve its quality in the short and long term. It is proved that the development and operation of special management functions, the implementation of strategies in the proposed set of measures improves the quality of management in terms of imbalance in the direction of achieving or maintaining the development of the enterprise. It is shown that in order to prevent the risk of losses from imbalances it is necessary to use monitoring, which will identify factors of economic imbalance of enterprise development indicators and identify trends, and the result of its use is to take into account early signals and ensure timely implementation of enterprise development strategy. Attention is drawn to the fact that the system of diagnostics of imbalances is characterized by various objects and subjects involved in this process, and its object is a complex highly organized dynamic system and its elements. Such work on the diagnosis of imbalances should be carried out by the analytical services of the enterprise, and in the absence of specialists with sufficient knowledge and experience it is possible to purchase analytical services in consulting firms. Attention is drawn to the fact that the initial stages of the technology of management decisions are the development of a system of measures, collection of initial information about the situation in the company, morphological analysis of external and internal environment, search for options to avoid imbalances. In order to assess the possibility of implementing strategic directions, it is necessary to distribute them according to the level of priority, adequacy of resource potential, lack of funds, which becomes an incentive to increase the economic stability of the production enterprise. Management actions to prevent imbalances in corporate governance should be carried out at the expense of internal resource potential, and depending on the availability of resource and management capabilities, the following types can be used: management: organization; consulting management; crisis management.

The right and appropriate system of receiving and transferring goods is needed by the company. In the process of receiving and transferring goods from the central warehouse to the branch warehouse at PDAM Tirta Kerta Raharja, Tangerang Regency, which is currently done manually is still ineffective and inaccurate because the Head of Subdivision uses receipt documents, namely PPBP and mutation of goods, namely MPPW in the form of paper as a submission media. The Head of Subdivision enters the data of receipt and mutation of goods manually and requires a relatively long time because at the time of demand for the transfer of goods the Head of Subdivision must check the inventory of goods in the central warehouse first. Therefore, it is necessary to hold a design of information systems for the receipt and transfer of goods from the central warehouse to a web-based branch warehouse that is already database so that it is more effective, efficient and accurate. With the web-based system of receiving and transferring goods that are already datatabed, it can facilitate the Head of Subdivision in inputing data on the receipt and transfer of goods and control of stock inventory so that the Sub Head of Subdivision can do it periodically to make it more effective, efficient and accurate. The method of data collection is done by observing, interviewing and studying literature from various previous studies, while the system analysis method uses the Waterfall method which aims to solve a problem and uses design methods with visual modeling that is object oriented with UML while programming using PHP and MySQL as a database.

The article examines methodological principles of studying the Russian literary canon in the cultural context of Eastern Orthodoxy, as demonstrated in I. Esaulov’s book. While acknowledging the importance of the book’s method, the article reviews and criticizes the concepts used by the scholar (the Eastern archetype, the Christmas archetype, the categories of Law and Grace, etc.). In particular, the author challenges the statement that a writer populates his works with archetypes prevailing in his culture (so Eastern Orthodox ones in the case of Russian culture), often against his own religious principles. Also subjected to critical analysis is the thesis about the Easter archetype being more specific to Russian literature, with the Christmas archetype being more typical of Western literature. On the whole, the paper argues that the transhistorical approach declared by the scholar as opposed to the rigorously historical method (M. Gasparov and others) may often lead to strained hypotheses and mythologizing; all in all, it may result in an ahistorical perception of both Eastern Orthodoxy and the literary canon.

Introduction: the article deals with the legal phenomenon of an additional conclusion on a dissertation that rarely comes into the focus of attention of domestic researchers, which is regulated in the Regulations on Awarding Academic Degrees and the Regulations on the Council for the Defense of Dissertations for the Degree of Candidate of Science, for the Degree of Doctor of Science. The relevance of the issue is explained by the ongoing processes of transformation of all the main elements of the state system of scientific certification. Purpose: to show the main elements of this institute, the problems of its regulation, including in connection with the changes made to the state system of scientific certification by Federal Law of 23 May 2016 No. 148-FZ “On Amendments to Article 4 of the Federal Law ‘On Science and State Scientific and Technical Policy’” (hereinafter – Law No. 148-FZ), as well as the directions for improving legal regulation of this institute. Methods: system analysis, historical method. Results: the goals of the institute of additional conclusions on the dissertation are revealed; marked defects in the regulation of additional conclusion on the dissertation; given the significant changes in the state system of scientific attestation in connection with the receipt of a number of organizations right of self-awarding degrees, as well as the accumulated practice of application of this institute, the directions of its improvement are formulated. Conclusions: according to the author of the article, the institute of additional conclusion should not be abandoned, it may well be in demand in the future and in the activities of organizations, those who have received the right to independently award academic degrees. The current regulation of the institute of additional conclusion requires complete renovation.
