Earthquake in Bantul on May 27, 2006 brought catastrophic impacts for society as the victims. There were the most serious damages and highest number of victims in Bawuran Village. On the other hand, Srigading Village had the lowest damages and there was no victim. Bawuran Village is located on graben which causes its vulnerability towards earthquake threat. Meanwhile, Srigading Village is situated on 3-10 meters above the sea level, which makes it vulnerable to tsunami. The adaptation capacity is very important to minimize the costs of natural disasters. Based on the reviews of those backgrounds, the researcher will examine the societal adaptation capacity in Bawuran and Srigading Village regarding to its vulnerability towards tsunami and earthquake. Societal adaptation capacity can be seen as society’s readiness in facing natural disasters. This research uses qualitative-descriptive method. Data collecting techniques are done by using literature study, field observation through interview and documentation. The researcher also has conducted an in-depth interview with the local government i.e. the officers of Regional Disaster Management Agency (BPBD) in Bantul Regency. The result of this research is to find out the society’s adaptation capacity towards earthquake, drought, landslide, flood, fallen tree, tornado and river flow closing in Bawuran Village. Meanwhile in Srigading Village, the risk of tsunami, flood and puddle have been found. The society’s adaptation capacity in Bawuran and Srigading Village can be assessed by using economic growth, social capital, information and communication, and social competence. Based on those assessments, societies do not have readiness in facing disasters yet. It is caused by poor economic condition, inadequate economic resources with low incomes in Bawuran Village, and the uneven population of Srigading Village. The networks within the community have not been fully developed. The community also cannot access information through the internet network. This is due to the unavailability of internet facilities in the two villages. It also lacks of disaster management competency. This condition is indicated by the absence of disaster programs in the two villages. Awareness from the society, especially the victims in responding disasters is also needed. The result of research shows that societies do not have readiness in facing any upcoming disasters yet.

Indonesia has the most complete types of disasters in the world such as floods, landslides, tidal waves, tornadoes, drought, forest and land fires, earthquakes, tsunamis, volcanic eruptions, liquefaction and many more. Natural disasters that occur in Indonesia often just happen and it is not predictable when it will happen. This causes problems in handling natural disasters. Natural disaster management is not a matter of BNPB or BPBD, one important element is the involvement of the Indonesian National Army (TNI). One of Indonesia's regions that are vulnerable to natural disasters is Lampung Province. This research will describe how the role of the TNI in the case study in Korem 043 / Gatam in helping to overcome natural disasters in Lampung Province. The research method used in this research is qualitative research with a literature study approach. The role of the TNI in disaster management in Lampung Province is inseparable from the duties and functions of the TNI that have been mandated in Law Number 34 of 2004. Korem 043 / Gatam has taken strategic steps both from the pre-disaster, disaster response, and post-disaster phases . TNI involvement in the process of disaster management does not stand alone, but cooperates and synergizes with local governments.

The emergency management community is working toward developments associated with the reduction of losses in lives, property and the environment caused by natural disasters. However, several limitations with the particular collaborative nature of current Information and Communication Technology (ICT) in use have been reported. In particular, how emergency management stakeholders within an ICT environment can bring together all their resources in a collaborative and timely manner so as to improve the effectiveness and efficiency of emergency response tasks. With this in mind, the authors describe the Grid-Aware Emergency Response Model (G-AERM) to make the best of functionality offered by emerging ICT to support intelligence in decision making toward a more effective and efficient emergency response management.

Despite increased global interest in the impacts of natural disasters on tourism, less study executes exploring how tourism sensitivity is addressed at the destination level. Generating a link between tourism and natural disaster management is vital in places that rely heavily on tourism and are prone to natural hazards. Ranau, Sabah (Malaysia) is one of the disaster-prone tourists' destination area. Hence, this paper applies the case study of Ranau earthquake 2015 to explore tourism sensitivity towards natural disasters. A qualitative of in-depth interview is applied to acquire information needed from the Ranau tourism entrepreneurs and operators. To analyse the qualitative data, a thematic analysis is conducted. Overall findings show that tourism activity in Ranau are identified to be sensitive towards the 2015 earthquake with a significant percentage of sensitivity level on two elements. These elements are known as Source and Power. The Source element includes tourism products, size of business, development, and natural disasters management with a significant sensitivity compared to the Power element (social capital). This provides insight to the need of specific tourism system adaptation as response to the earthquake and considering the integration of natural disaster management into tourism development to enhance long term sustainability.

This paper aims to (1) analyze the implementation of Community Forest Program(HKm) by Wana Lestari Group in Dara Kunci Village, East Lombok District; (2) todescribe the supporting and inhibiting factors of Community Forest Program (HKm)implementation. The research method used qualitative descriptive method with referenceto suitability between Community Forest Program (HKm) implementation process inDara Kunci Village of East Lombok District of NTB (West Nusa Tenggara) Province withRegional Regulation of NTBProvince number 6, 2004 concerning Guidelines forImplementation of Community Forest (HKm) in NTB Province, and to analyze thesupporting and inhibiting factors referring to the theory of Conformity Model David C.Korten. The research location in Dara Kunci Village, East Lombok District, NTBProvince, uses data collection techniques with in-depth interview, literature study andobservation. The result of this research shows that there is inconsistency with RegionalRegulation of Province of NTB Number 6, 2004, which is caused by: (1) Motivation frombeneficiaries community to manage HKm area; (2) There has been no programevaluation from the government; (3) Seeds that are imported are not seasonallyappropriate; (4) The technical implementation unit is not supported by adequate financialresources; (5) Area of HKm area and number of groups resulted in less maximalassistance; (6) Community empowerment programs that are not properly targeted; (7)Development of community potential is not optimal. Based on the result of this research,it is formulated suggestions: (1) The need to improve the quality of partnershipcooperation with various stakeholders both government and private institutions so that itcan benefit maximally to all members of HKm Group Wana Lestari Desa Dara Kunci (2)The need for refreshing to group members related to the pattern management of HKm,thus re-understanding the rules of planting, rights and dutyin managing of HKm area. (3)The need to improve the quality and capacity of the group through routine facilitation inthe field because this can affect the running program process or not, especially to theboard so that the group organization can run well. (4) For the implementation ofrehabilitation activities it is necessary to improve the quality of planning so that the resultcan be maximized. (5) There needs to be an increase of training on the processing ofproducts from forest resources, especially to women farmer group from this HKm group.

AbstrakPenanganan pengaduan menjadi hal yang penting sebagai sarana memperbaiki kualitas kerja maupun pelayanan dalam sebuah organisasi. Penelitian ini menjelaskan tentang penanganan pengaduan yang dilakukan oleh Seksi Informasi dan Sarana Komunikasi sebagai divisi yang menangani aduan yang diterima oleh Kantor Imigrasi Kelas I Yogyakarta. Pengaduan yang diterima oleh organisasi dapat mempengaruhi pegawai dalam bekerja. Penelitian ini menggambarkan bagaimana penanganan pengaduan masyarakat mendukung iklim organisasi di seksi tersebut. Iklim organisasi yang positif mampu mempengaruhi kualitas kinerja pegawai sehingga pelayanan yang diberikan organisasi akan semakin baik. Penelitian ini menggunakan metode deskriptif kualitatif. Teknik pengambilan data menggunakan observasi, wawancara mendalam dan dokumentasi. Untuk melihat keabsahan data, peneliti menggunakan triangulasi sumber.Hasil dari penelitian ini menunjukkan bahwa penanganan pengaduan masyarakat mendukung iklim organisasi di seksi tersebut sesuai dengan dimensi iklim organisasi menurut Stringer yang meliputi struktur, standar-standar, tanggungjawab, penghargaan, dukungan dan komitmen. Iklim organisasi di seksi tersebut menjadi kondusif karena pegawai merasa memiliki tanggung jawab yang tinggi untuk menyelesaikan pengaduan yang ada, saling mendukung dan mencari solusi secara bersama-sama. Bahkan, derajat kebanggaan dalam bekerja, motivasi untuk bekerja lebih baik lagi serta kesetiannya terhadap organisasi semakin meningkat karena penanganan pengaduan masyarakat tersebut.Kata kunci: penanganan pengaduan masyarakat, iklim organisasi AbstractComplaint handling becomes an important thing that can be a medium to improve the quality of work or services in an organization. This research describes about complaint handling in Information and Communication section as the division that handles the complaint received by Imigrasi Kelas I Yogyakarta office. Complaints that received by organization can affect the employees’ work. This research illustrates how public complaint handling supports the organizational climate in this section (Information and Communication section). The positive organizational climate can affect the quality of employees performance, so that the better service will be provided by organizationThis research uses qualitative descriptive method. The data wascollected using observation, in-depth interview and documentation. To check the validity of the data, the author uses a triangualtion of sources.The result of this research shows that public complaint handling supports the organizational climate in this section in accordance with the dimension of organizational climate of Stringer which include structure, standards, responsibility, recognition, support and commitment. Organizational climate in this section becomes pleasant because the employees feel that they have high responsibility to face and finish the complaints, support each others and look for a solution together. Moreover, the proudness of their work, motivation to do the better work and loyality toward organization increase because of those public complaint handling.Keywords: public complaint handling, organizational climate

This paper presents some aspects of the ‘communication’ processes within a Systemic Disaster Management System (SDMS) model. Information and communication technology (ICT) plays a key part in managing natural disasters. However, it has been contended that ICT should not be used in ‘isolation’ but it should be seen as ‘part’ of the ‘whole’ system for managing disaster risk. Further research is needed in order to illustrate the full application of the ICT within the context of the developed model.

Eka Karya Bali Botanical Garden has experienced two times crisis caused by natural factors such as flash floods and landslides. In the last two years there have been recorded two similar natural disasters on Wednesday, December 21st 2016 and Thursday, February 9th 2017. This study aims to find out how the effort to implement the management of tourism crisis after natural disasters at Eka Karya Bali Botanical Garden. This research is important because the state of the crisis can happen anytime, and often happens suddenly. In the absence of proper handling, the sustainability of tourism can be threatened. The research methodology used in this research is qualitative research, with in-depth interview technique and literature study. The concepts are used in this research of implementation effort, crisis management and natural disaster to analize the problems. Data are explained by using table and description to explaining the steps that must exist. Moreover, wether Eka Karya Bali Botanical Garden implement tourism crisis management. The results of study show that the flow of the crisis that occurs through four stages, Eka Karya Bali Botanical Garden tends to use traditional management approach, and the results show that Eka Karya Bali Botanical Gardens has not been maximized the implementation of tourism crisis management, especially in the case of natural disasters. ABSTRACT This paper would like to describe the synergy between the Army and the Government in the handling of natural disasters, by taking case study on the cooperation of Kodim 1611/Badung with Local Government of Badung Regency, both in the pre-disaster stage, during the disaster and after the disaster as for the research methods and approaches used is qualitative descriptive. Theories and concepts that are considered relevant to this research are related to disaster management and synergies. Based on the results of the research, it can be understood that the synergies held by Kodim 1611/Badung with Badung District Government are quite effective, although there are still obstacles in the handling of natural disasters, in the form of budget constraints, infrastructure, quality of personnel, sectoral ego between agencies, both parties, and low awareness of the community in the handling of natural disasters. Therefore, what should be done by both agencies is strengthening coordination, communication and collaboration on budget, means, personnel embodied in the MoU Keywords: synergy, army, government, natural disaster.

Waruga grave stone coffin is a cultural heritage of Minahasa that have been designated as a cultural attraction. The purpose of this study was to describe the internal and external factors that influence the development of the Waruga Cultural Heritage as a tourist attraction, as well as formulate the development strategy for the tourist attraction of Waruga Cultural Heritage in realizing the sustainable tourism. This study used qualitative descriptive analysis using the collecting data techniques through observation, in-depth interview, documentation, and literature study. Informants were determined by purposive sampling and the acquired data were analyzed using SWOT analysis. The results of this study indicated that in order to maximize the development of the tourist attraction as well as realizing sustainable tourism to the Waruga Cultural Heritage, it is necessary to develop the strategies and programs such as empowerment of local communities, develop the facilities and infrastructure of the tourist attraction, improve the safety and convenience for tourists, protection against the cultural heritage, as well as develop the institutional and human resources.

Since the late 1990s, the government has been aggressive in Information and Communication Technology (ICT). This trend has paved the way for the "Digital Age". However, despite the widespread use of ICTs, research on e-government shows that e-government has not yet reached the potential for integration. In this research, the method used is a qualitative descriptive approach. Sources of data in this study come from primary data and secondary data. The data technique used is field research, such as observation, interviews, and literature study. The analysis used by the pen is descriptive-qualitative. In this study, it is known that a "Leadership Model" is proposed, which will lead to a deep understanding of transforming government and broaden the agenda for further research.
