Direct regional head elections are in the process of recruiting leaders in regions that can guarantee the representation of local people through a democratic process. In this process, theoretically and constitutionally political parties have important and strategic roles and functions. Unfortunately, the oligarchic practice that engulfed almost all political parties has internally and externally recognized the basic principles of democracy in the process of recruiting prospective leaders in the region. The democratic process is only procedural, not substantial. So far it is strongly suspected that the process of regional head elections is more colored by transactional politics. This paper aims first, to obtain an overview of the recruitment process of candidates by political parties in the regional head elections in the Malang Raya region. Second, to obtain a description that is the power of money not only in choosing candidates for the regional head, but also able to lull constituents and voters in determining the choice of regional heads. Third, to obtain an explanation of the impact of the transactional political process and the use of the power of money as well as the impact on the relationship between political parties and their constituents in the Malang Raya region.

This paper aims first, to obtain an overview of the recruitment process for the local head government candidates by political parties in Malang Raya region. Second, to describe the power of money in choosing candidates by the parties and the voters. Third, to explain the transactional political impact on the performance of elected candidates. Methods were using descriptive analysis with qualitative approach and become parts of investigational report. Data were collected from interview and documentation. The results were consist of three aspects: first, at the stage of nomination of candidates for local head of government internally in political parties there was a tendency for friction between central and local political party leaders. In turn, this friction brought the failure of their  candidate in the local election.  Second, even though there were allegations of transactional politics between candidates for regional heads and political parties carrying them or between political parties, the allegations were not supported by concrete data. Third, the selection process for the head of local governments in the Malang Raya area tends to be less consistent with the performance of the government, especially those relating to PAD, IKF, and HDI.

The status of tafsīr and Qur'anic studies in the Islamic Republic of Iran has changed significantly during recent decades. The essay provides an overview of the state of Qur'anic studies in Iran today, aiming to examine the extent of the impact of studies by Western scholars on Iranian academic circles during the last three decades and the relationship between them. As in most Islamic countries, the major bulk of academic activity in Iran in this field used to be undertaken by the traditional ʿulamāʾ; however, since the beginning of the twentieth century and the establishment of universities and other academic institutions in the Islamic world, there has been increasing diversity and development. After the Islamic Revolution, many gradual changes in the structure and approach of centres of religious learning and universities have occurred. Contemporary advancements in modern sciences and communications technologies have gradually brought the institutions engaged in the study of human sciences to confront the new context. As a result, the traditional Shīʿī centres of learning, which until 50 years ago devoted themselves exclusively to the study of Islamic law and jurisprudence, today pay attention to the teaching of foreign languages, Qur'anic sciences and exegesis, including Western studies about the Qur'an, to a certain extent, and recognise the importance of almost all of the human sciences of the West.

Bureaucratic reformation is the fundamental structuring efforts are expected to havean impact on changing systems and structures. The system deals with the relationshipbetween the unsure or the element that influence each other and are associated to makea form totally. The change in one element can influence the other elements in the system.The structure relates with the order of who arrayed a regular basis and systematically.Structure changes is also included with the mechanism and procedure, human resources,facilities and infrastructure, organization and organization’s environment in terms of theachievement of the efficiency of government bureaucracy. These changes include allowingall of the aspects of the bureaucracy has sufficient capacity to carry out the duties and thebasic function. Bureaucratic failure in a term for service the public until now representpoor government both at central and local government level. The urgency of bureaucraticreform in Indonesia is driven by a number of important note. First, the increased apparatusexpenditure is caused by increased of apparatus recruitment without unmeasured control.Second, the ballooning cost of democracy (election) affected the floated of local governmentbudget have increased significantly. The magnitude of the election budget and the impact ongovernmental bureaucracy resulted not ready to close the budget deficit. More than thesebureaucracy has loyalty dilemma caused by dispersed of concentration in every election’sactivity. Third, increased of develop the bureaucratic organization without planning andanalysis of the measured trigger financing and recruitment of apparatus that not less. Asa result, the bureaucracy in most areas are overload, or even lack in outside of Java. Inother side, less of local incomes make dependence to central government, while the localgovernment expenditure is to far from efficiency, even tend to be less controlled due to thehigh cost of the organization. With the intention of contributing to the comparative studies about the impact that constitutions have on the ordinary democratic political process, this article analyses the profile of the Brazilian 1988 constitution based on its contents and discerning to what extent the constitutional text - as well as its constitutional provisions - comprises public policies. Our hypothesis is that a constitutional text that contains many public policies (like the Brazilian one) is more prone to become a target of changing initiatives. The Brazilian constitution of 1988 presents a high rate of constitutional amending, with 62 amendments in twenty years (3.1 amendments per year); most of them sponsored by the Executive branch, aiming at implementing public policies. Due to the fact that the post-1988 governmental platforms have abided a ``constituent agenda," the comprehension of the current Brazilian political dynamics (especially the relationship between branches of government) passes necessarily through the understanding of Brazilian constitutional features. Such analysis has been done by means of a ``Constitutional Analysis Methodology" (Metodologia de Análise Constitucional - MAC) developed by the authors, which allows for the interpretation of the meaning of the constitutional provisions as well as their measurement.

The main objective of this research is to know the impact of leadership and employees performance at Ciawi Local Government Clinic of Bogor Municipality.Associative method is research method used to know the relationship or impact between two or more variables. The population of this research is 37 employees. To determine the number of minimum sample, Slovin formula is used. Based on the formula, 27 employees taken as sample. To analyze data, Weight Mean Score and Rank Spearman Correlation are used for hypothetical testing purpose. In this context, H0:ρ = 0, means that there is no positive correlation between leadership and employees performance, and Ha: ρ ≠ 0, means that there is positive correlation between leadership and employees performance.The result of this research show that leadership function by Head of Local Government Clinic is in “pretty good” criteria with mean score of 2,916 (out of 5) and “pretty good” criteria in all of indicator in this variable. Meanwhile, the variable of employees performance is also categorized as “good” criteria with mean score of 3,000 (out of 5). Futhermore, based on Rank Spearman analysis with significance test for n=27 and standar error of 10%, show that Rho 0,368 with “low” criteria. And the significance test t=2,042 > 1,70814, thus, conclusion can be taken that Ho is rejected and Ha is accepted. This mean that there is positive correlation between leadership and employees performance with coefficient of determination 13,5%. In the other words, the research conclusion is the influence of leadership efforts by head of Local Government Clinic is 13,5% and the remaining 86,5% is determined by other factors (epsilon). Key word : Leadership, Performance, employees

<em>The relationship between investment in R&amp;D and company performance has attracted the interest of several research. Vast amount of research have been carried to figure out whether this relationship exist or not. Some researchers suggest that there is no relationship between R&amp;D expenses and firm performance; others put forward the existence of negative or positive relationship. It can be asserted that possible existence as useful information can be consumed by managers to increase the market value of firms. In that respect, the main aim of this research is to reveal the relationship between R&amp;D and firm performance by taking into account 12 companies that are listed on the BIST Technology Index for 5 years periods (between 2010 and 2014). In order to accomplish this purpose, we employed pooled regression model and cross sectional time series analysis technique. In general, although negative and positive coefficients are found, almost, all of them is not statistically significant. In other words, according to outcomes, it can be claimed that there is no relationship between R&amp;D and firm performance which is line with previous studies. </em>

This paper focuses on the sensitivity analysis for two dominant political parties. In contrast to Misra, Bazuaye and Khan, who developed the model without investigating the impact of varying the initial state of political parties on the solution trajectory of each political parties, we have developed a sound numerical algorithm to analyze the impact of change on the initial data on the behavior of the democratic process which is a rare contribution to knowledge. Two Matlab standard solvers for ordinary differential equations, ode45 and ode23, have been utilized to handle these formidable mathematical problems. Our findings indicate that as the initial data varies, the dynamical system describing the interaction between two political parties is stabilized over a period of eight years. As duration increases, the systems get de-stabilized.

Democratization of broadcasting that is characterized by the diversity of ownership and diversity of content is the aspiration that stated in Law 32/2002 on Broadcasting. However, the enormous of political and business battles that follow the enactment of the broadcasting regulations have hampered its implementation in Indonesia. Now, after nearly 15 years of implementation of the Broadcasting Law in Indonesia, the time to evaluating the implementation of regulation of legislative products in the regions have arrived. Evaluations are directed more to an objective opportunities of local people to access the ownership of local television, and the impact on the content of television local to the communities. The research applied qualitative method and the data is collected by utilizing a survey to the broadcasting stakeholders in 10 areas that is determined purposively. The object of the research is local government, regional broadcasting commissions, community leaders, journalists, lecturers, and the owners of local television licensed. The results show that broadcasting regulations are relatively unworkable in the regions due to various central government policies that do not widely open the opportunities for regional people to access broadcasting licenses. This limitation also led to complaints from the region regarding the content of national television broadcasts that many harm local communities and cultures. Research respondents suggested to have more pro-regional broadcasting regulation and involving local people in the making of policies and regulations of regional broadcasting.

The financial market, including the fund market, has an increasingly important role in facilitating sustainable economic development. In this study, we examine whether investors react rationally to fund fees through the investigation of the impact of fee structures on investor behavior with open-end funds in China. We aim to determine whether performance influences the effect of the load fee on fund flows. Based on panel data that contained 240 open-end funds for the period of 2008 to 2017, we offer insight into the relationship between fee structure and the flow of open-end funds in China and find that investors react more sensitively to the load fee than operating expenses. Specifically, the coefficients of operating expenses were found to be insignificant in all regression analyses, while almost all the coefficients of load fees were statistically significant. In addition, our findings indicate that the load fee decreases net flow mainly through increasing redemption, and high load fees can make investors more rational to redeem funds with low performance. High load fees can influence investors to sell funds that perform worse in moderately performing funds, where a high load fee can increase investors’ rationality and motivate them to sell funds, resulting in the mitigation of the disposition effect. We also find that investors in larger funds and aggressive growth funds, as well as those who invest with institutional investors and higher liquidity, react more insensitively to load fees, which can be illustrated by the distraction effect.
