Supervisory Council is an entity that has the authority to implement the guidance and supervision of a Notary. Regional Supervisory Council (MPD) is formed in the District / City to develop and supervise the notaries who have work areas Regency / City, in accordance with Article 70 UUJN.The purpose of this study was to analyze the effectiveness of the supervision of the Regional Supervisory Council and the barriers and surveillance solutions Regional Supervisory Council in an effort to increase the professionalism of a notary in Purwokerto and Purbalingga region. This study uses empirical juridical approach, whereas the method of data collection with the literature study and interviews.Results of research supervision by the MPD in Purwokerto and Purbalingga is still not effective, and can not improve the professionalism of a notary in the region of, because they found many violations of the code of conduct. Obstacles encountered MPD is a shortage of funds, lack of secretarial offices and infrastructure that support the implementation by both the duty and authority MPD limited authority and lack of legal awareness of some of the Notary. Some of the possible solutions is to build its own secretary building with the infrastructure that support the implementation of the duties and authority both MPD and monitoring internal, external, repressive and preventive.Keywords: MPD; Supervision Notary Code of Ethics Violations

Article 19 paragraph (3), Article 3 paragraph 8 and Article 3 number 15 in Code of Ethics of Notary is a regulation governing the signing of notarial agreement at Notary's office. However, in practice, there is a case of signing the Agreement not in the Notary’s Office. The problem formulated is how the validity of notarial agreements signed not in the Notary's office and how the supervision of Notary in the signing of notarial agreement so that it is in accordance with notarial agreement. To answer the above problems, the author used normative research methods and a research approach; legal approach, conceptual approach, case approach and practical approach. Methods of data collection research used literature study method and the data were analyzed by qualitative analysis techniques and used deductive conclusions. According to the research, the validity of Notarial Agreement signed not at the Notary office has the following criteria; firstly, notarial agreements that are signed are not in the Notary's office but are still in the Notary's territory, the agreements are valid as long as there are special reasons. Secondly, notarial agreements signed not in the Notary office and not in positions of Notary's territory but still in the Notary's office area remain valid as long as it is done not sequentially and accompanied by specific reasons. Third, the Notary who signed the agreement not in his Notary's office and outside the territory of Notary Office, the agreement becomes invalid. Notary Supervision in signing of Notary Agreement pursuant to Notary Law and Notary Code of Indonesia is done by Supervisory Notary Board. Supervision by the Notary Board is done through preventive and curative activity including development activities. Supervision by Notary Board is done in two ways, namely: active supervision which checks Notary protocol and passive supervision which checks Notary statements.Keywords: Notary; Signing Agreement; Unnotary Office.

Chemical castration is a punishment against pedophiles, who have committed acts of crime that are considered an extraordinary crime. Pedophiles have ruined the future of children, with tremendous psychological and environmental impacts. This paper aims to uncover the problems of fiqh in Indonesia concerning chemical castration which has the aim of providing a deterrent effect for rape perpetrators of children. The data collection method in this study uses the literature study. There are differences in the views of legal experts with doctors. Legal experts decide on penalties for pedophiles with Law Number. 17 of 2016 concerning the Second Amendment to Law Number. 23 of 2002 concerning Protection of Children, while the Indonesian Doctors Association states reject chemical castration punishment, following the Code of Ethics as stated in the rules of the Medical Code of Ethics Assembly (MKEK) Number. 1 of 2016 concerning Chemical Castration. Fiqh experts disagree over the castration penalty for chemistry. There is no castration punishment in the fiqh, because the Prophet Muhammad forbade castration, as opposed to Islamic principles. Some fiqh experts agree that chemical castration punishment includes ta'zīr, which is a sentence handed over entirely to the legitimate government. Thus, although the castration chemical punishment has been determined, in its implementation there are problems because there are still rejections and problems according to the fiqh expert

ABSTRAKPenelitian ini menggunakan pendekatan hukum yuridis-empiris (sosio-legal research). Jenis penelitian hukum empiris merupakan jenis penelitian yang menganalisa suatu permasalahan hukum atau isu hukum berdasarkan suatu permasalahan yang ada dalam masyarakat itu sendiri dengan cara mendapatkan data lapangan. Bahan hukum yang digunakan dalam penelitian ini adalah bahan hukum primer, bahan hukum sekunder dan bahan hukum tersier. Teknik pengumpulan data yang digunakan adalah studi kepustakaan, yang didukung data lapangan melalui observasi dan wawancara.Bentuk perjanjian nominee yang dibuat oleh warga negara asing dengan warga negara Indonesia di Lombok, yaitu dibuat dengan akta otentik oleh Notaris, melalui akta jual beli dengan menggunakan nama warga negara Indonesia selanjutnya melahirkan perjanjian-perjanjian lainnya. Bentuk pertanggungjawaban notaris terhadap perjanjian nominee yang dibuatnya yaitu tanggung jawab secara Perdata, Pidana dan Kode Etik. Akibat hukum dari perjanjian nominee yang dibuat oleh Notaris tersebut merupakan perbuatan penyelundupan hukum yang bertentangan dengan ketentuan peraturan perundang-undangan yang berakibat perjanjian nominee batal demi hukum.Kata Kunci : Perjanjian, Hak Milik, Nominee.ABSTRACTThis research uses juridical-empirical legal approach (socio-legal research). The type of research empirical law is a type of research that analyzes a legal issue or legal issue based on a problem that exists within the community itself by obtaining field data. The legal materials used in this study are primary legal materials, secondary legal materials and tertiary legal materials. Data collection techniques used are literature study, supported by field data through observation and interview. The form of a nominee agreement made by a foreign citizen with an Indonesian citizen in Lombok, which is made by an authentic deed by a Notary, through the deed of sale and purchase using the name of the Indonesian citizen subsequently gave birth to other agreements. Forms of responsibility of a notary to the nominee agreement he made, namely, Civil, Criminal and Code of Ethics. The legal consequences of the nominee agreement made by the Notary are legal smuggling acts contrary to the provisions of laws and regulations which result in the nominee agreement null and void.Keyword : Legal Agreement, Property Rights, Nominee.

Purpose This paper aims to avail a soft approach to embracing the process of creating a business code of conduct and ethics and make it work for a pharmaceutical company [player] which wants to remain relevant before stakeholders and society, amidst escalating inducements to go against the acceptable pharmaceutical behaviour. Design/methodology/approach Data collection was guided by qualitative methodologies. A four stepwise process was followed: data collection at the case company – Kampala Pharmaceutical Industries (KPI), Uganda; validation of data collected at KPI; data collection from external stakeholders of KPI; and re-validation of KPI data based on data collected from external stakeholders. In all this, combination of semi-structured and informal interviews with CEOs, senior staff managers, non-participant observation of ethical related activities plus organizing a stakeholder engagement workshop on business code of conduct and ethics was achieved. This workshop helped document what ought to be an ideal design process to secure stakeholder buy-in of the code of business ethics. A local pharmaceutical company in Uganda, KPI was used, which, for continuous five years since its adoption of the business code of conduct and ethics, registered commercial viability without any record of unethical practices. Triangulation was used to ensure credibility and validity of the results. For data analysis, a three-stepwise process was followed, which helped develop a framework within which the collected data revealed themes which were later analyzed. For generalization of the findings, the “adaptive theory approach” was used. Findings When poorly introduced in an organization, the business code of conduct and ethics can work against the company simply because it will be received with “intentional rebellion” from stakeholders, notably staff. However, when a soft stakeholder engagement and consultative approach is used and followed during the business code of ethics and conduct’s design process, multiple stakeholders feel proud and are much willing to live by the promise spelt out in it. Cited notable benefits of living by the code include reputational enhancement, strategic competitiveness and increased possibilities of wining cross-border cooperation among like-minded pharmaceutical players. In the efforts to reap from the code of ethics, communication was observed as an indispensable activity. Refresher trainings to remind the stakeholders about the promises in the code are also needed as time passes by, otherwise they forget. Needless to say, rewarding those who live an exemplary life in embracing and living by the code was cited as key in sustaining the ethical agenda. Lastly, managing multiple stakeholders influences is a curvilinear fashion and involves back and forth consultations. Practical implications The lessons learnt from KPI can be borrowed and used by both global pharmaceutical players and national/local players, especially those that face challenges living by the promise of their existing codes or those without business code of conduct and ethics. That is, both players can use the suggested process to help participants in their medicine supply chain to come up with working business codes of conduct, as well as guide the stakeholder consultative process which results in stakeholder buy-in. Originality/value For many years, issues surrounding bioethics have dominated priorities of World Health Organization (WHO), UNESCO and many international and national development allies. However, there is an escalating violation of medical codes of conduct and ethics. Hence, this publication is a step toward the implementation of the principles and objectives of the UNESCO Universal Declaration on Bioethics and Human Rights which is currently challenged with a difficult question posed by life sciences – How far can we go given the dented medical relationship between ethics, medical science and freedom?

A notary is an authorized public official whose main obligation is to make authentic deeds based on a professional code of ethics, related to the widespread indications of forgery of the authentic deeds, of course this needs to be accounted for by the notary himself. This study aims to identify and explain the criminal liability of a Notary against an authentic deed made and indicated forgery and to find out the legal status of a deed made by a Notary that caused a dispute. The data collection carried out in this research is by interview and literature study as well as the applicable legislation. Data were analyzed descriptively qualitatively. The results of the study indicate that if the notary is proven to have falsified or falsified the authentic deed he made and caused harm to interested parties, the notary can be sentenced to criminal, civil, and administrative sanctions. The legal status of the deed that is proven to be falsified by the Notary who made it, which can be canceled, null and void, has the power of proof as an underhand deed, canceled by the parties themselves and canceled by a court decision that has permanent legal force. However, the status or position of the Notary deed can’t be carried out jointly, but only applies to one, in accordance with a permanent court decision.

Tidak ditaatinya pedoman kode etik dalam pengelolaan dana pensiun dapat menyebabkan kerugian bagi dana pensiun itu sendiri, sehingga berpotensi gagal dalam memberikan manfaat pensiun kepada peserta. Penelitian ini bertujuan menjelaskan mekanisme pengelolaan dan penegakan kode etik Dana Pensiun Syariah Muhammadi-yah. Metode penelitian ini menggunakan jenis penelitian normatif-empiris. Penelitian normatif dilakukan untuk memperoleh bahan hukum sekunder melalui studi pustaka, sedangkan penelitian empiris dengan wawancara untuk memperoleh bahan hukum primer. Data yang diperoleh kemudian dianalisis secara deskriptif dengan pendekatan konsep dan perundang-undangan. Kode etik pengelolaan dana pensiun syariah Muham-madiyah mencakup iman dan taqwa kepada Allah Swt, taat hukum, relasi dengan peserta dan pihak eksternal, kepatutan dalam bertindak, hutang, hubungan insan dana pensiun dengan dana pensiun, penggunaan fasilitas lembaga, penyalahgunaan informasi dan jabatan, menjaga rahasia, akurasi pencatatan, transaksi dengan mitra kerja, benturan kepentingan, suap, korupsi dan nepotisme, keterlibatan dalam politik, dan pekerjaan di luar dana pensiun. Penegakan kode etik ini bagian dari penerapan good pension fund governance dalam rangka memberikan kesinambungan bagi peserta. Melanggar kode etik dapat diberi sanksi indisipliner. Urgency of Enforcement of Code of Ethics in Muhammadiyah Syariah Pension FundsFailure to implement code of ethics guidelines in pension fund management can lead to the pension fund management losses, so that it will potentially fail to provide pension benefits to participants. This study aims to explain the management and enforcement mechanisms of the Muhammadiyah Sharia Pension Fund code of ethics. This study uses a normative-empirical method. Normative research is conducted to obtain secondary legal material through literature study, while empirical research is conducted by using interview method to obtain primary legal material. The data collected were then analyzed descriptively with the conceptual approach and legislation. The code of ethics for the management of Muhammadiyah sharia pension funds includes faith and piety in Allah swt, obeying the law, relationships with participants and external parties, appro-priateness in acting, debt, relationships between pension fund recipients and pension funds, use of institutional facilities, misuse of information and positions, maintaining confidentiality, recording accuracy, transactions with work partners, conflicts of interest, bribery, corruption and nepotism, involvement in politics, and work outside pension fund management. The enforcement of this code of conduct is part of the implementation of good pension fund governance in order to provide sustainability for participants. Violating the code of conduct can be subject to disciplinary action.

The research aims to uncover the symbols in the novel The Alchemist and to gain knowledge about the moral teachings in the symbol. This research is descriptive qualitative approach. Data sources in this study are words, phrases or sentences in the novel Alchemist. Data collection method is a literature study method with note taking technique. Data were analyzed using description and content analysis methods. The results showed that the novel The Alchemist contained many symbols. These symbols include: (1) wise parents, who symbolize both negative and positive things. From his appearance, parents can symbolize something bad, but behind his old age he symbolizes a knowledge that is very much and wise; (2) stones that symbolize something hard, not easily broken, and can provide clues to something; and (3) deserts or deserts which can be interpreted as symbols of drought, aridity, unattractiveness, emptiness, despair, determination for ignorance, and also as symbols of devotion.

<p align="center">ABSTRAK</p><p>Artikel hasil penelitian tentang kajian normatif keberadaan toko modern di Kota Semarang akan mengkaji mengenai keberadaan toko modern di Kota Semarang apakah sudah  memenuhi ketentuan dalam Peraturan Presiden Nomor 112 Tahun 2007. Untuk membahas permasalahan tersebut, metode pendekatan yang dipakai adalah yuridis normatif, dengan spesifikasi penelitian deskriptif analitis, metode pengumpulan datanya : studi dokumentasi dan studi kepustakaan, sedangkan metode analisis data yang dipergunakan adalah analisis kualitatif.</p><p>Hasil dari penelitian menunjukkan bahwa  keberadaan toko modern di Kota Semarang sudah memenuhi beberapa ketentuan yang ada dalam Peraturan Presiden Nomor 112 Tahun 2007, yang belum terpenuhi adalah : ketentuan Pasal 13  &amp; Pasal 15 Peraturan Presiden Nomor 112 Tahun 2007.</p><p><em>Articles of research on the normative study of the existence of modern stores in the city of Semarang will examine the existence of modern stores in the city of Semarang whether they have fulfilled the provisions in Presidential Regulation No. 112 of 2007. Research that the author did aim to know how to design inventory system on Planet Phone.The method used is quantitative descriptive method. Data collection techniques used are literature study, observation, and interviews. From the research conducted found that there is a problem on inventory data processing. The process of inventory data processing only by writing using a general ledger. So this causes inaccuracies and delays in reports. Therefore the authors make the information system by using PHP and MySQL database. This system consists of inputting inventory data, inventory reports, sales reports and income reports. As for some suggestions given to tackle the problem is by connecting the system with internet connection, for employees more quickly and effectively in penginputan inventory data and owner can also know the sales reports and income reports more quickly without having to come directly to the store.

Pelayanan publik menjadi suatu tolok ukur kinerja pemerintah yang paling kasat mata. Seiring dengan perkembangan teknologi dan banyaknya tantangan yang harus dihadapi maka pelayanan publik harus diselaraskan dengan terobosan atau inovasi. Salah satu pelayanan publik yang perlu dioptimalkan adalah Sistem Administrasi Manunggal Satu Atap (SAMSAT). Oleh karena itu, Kantor Bersama Samsat Gresik membuat aplikasi yang diresmikan pada tanggal 14 Juli 2020 adalah SAMSAT RAME (Samsat Ramah Merakyat) yaitu sebuah aplikasi pelayanan pajak serta informasi terkait pengurusan perpanjangan masa berlaku surat tanda nomor kendaraan (STNK) bermotor. Tujuan penelitian ini yaitu untuk mengetahui bagaimana optimalisasi pelayanan Kantor Bersama Samsat Gresik melalui Inovasi Aplikasi Samsat Rame (Samsat Ramah Merakyat) sehingga mampu menjawab beberapa permasalahan pelayanan publik Teknik analisis data dengan pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan/verifikasi. Teknik pengumpulan data melalui wawancara, observasi, dokumentasi dan studi literatur.  Hasil dari penelitian ini menunjukkan bahwa aplikasi Samsat Ramah Merakyat (Samsat Rame) belum efisien karena input pelayanan masih memberatkan para pengguna jasa. Belum efektif karena tidak berhasil mencapai tujuan yang dikehendaki oleh penyelenggara. Serta kualitas hasil yang buruk dikarenakan faktor pendukung terkesan membuat aplikasi Samsat Rame di lakukan karena mendesak tanpa memikirkan jangka panjang. Sedangkan faktor penghambat lebih berpengaruh pada keberhentian inovasi Samsat Rame. Salah satu saran yang dapat diajukan yaitu meningkatkan sosialisasi dan promosi kepada masyarakat Kabupaten Gresik. Along with technological developments and the many challenges that must be faced, public services must be aligned with breakthroughs or innovations. One of the public services that need to be optimized is the One-Stop One-Stop Administration System (SAMSAT). Therefore, the Samsat Gresik Joint Office made an application that was inaugurated on July 14, 2020, namely SAMSAT RAME (Samsat Ramah Merakyat), which is a tax service application as well as information related to the extension of the validity period for motorized vehicle registration certificates (STNK). The purpose of this study is to find out how to optimize the services of the Samsat Gresik Joint Office through the Samsat Rame Application Innovation (Samsat Ramah Merakyat) so that it is able to answer several public service problems. Data analysis techniques are data collection, data reduction, data presentation, and conclusion / verification. Data collection techniques through interviews, observation, documentation and literature study. The results of this study indicate that the Peoples Friendly Samsat application (Samsat Rame) is not efficient because service inputs are still burdensome for service users. Not yet effective because it failed to achieve the goals desired by the organizers. As well as the poor quality of results due to supporting factors that seem to make the Samsat Rame application done because it is urgent without thinking about the long term. While the inhibiting factor has more influence on the discontinuation of the Samsat Rame innovation. One of the suggestions that can be put forward is to increase socialization and promotion to the people of Gresik Regency.
