The article summarizes data on the education of non-Russians of Kazakh origin in the so-called “Russian” secondary and vocational educational institutions of the Orenburg region (gymnasiums, teacher’s schools, paramedic schools, agricultural schools) during the period of post-reform modernization. It shows the typical career paths of Kazakh graduates of these educational institutions, reconstructs main difficulties accompanying the process of recruiting Kazakhs to these schools and studying in them. It is concluded that the policy of acculturation in the field of education implemented by the central and regional authorities was activated in the post-reform period in connection with the involvement of national minorities in the modernization processes of the development of outlying territories. The formation of the Kazakh intelligentsia in the Orenburg region and the adjacent Kazakh steppe was directly related to the educational and enlightenment policy of the imperial structures. The empire made great strides on the way of construction of a single socio-cultural space in the region, one of the components of which was the creation of an education system with the inclusion of both Russian-Kazakh and aul schools, and “ordinary” secondary and professional educational institutions that admitted non-Slavic population. As a result, Orenburg has become the city where the foundations were laid for the development of the Kazakh intelligentsia, and, consequently, for the consolidation of the Kazakh national identity. It is emphasized that it was not despite but thanks to the imperial policy of acculturation by means of enlightenment. The author concludes that the post-reform modernization challenge, associated with the contradiction between innovations penetrating the steppe and the lack of an opportunity in the “foreign” Kazakh environment to adequately perceive them and use the proposed infrastructure for the benefit of their own development, gave rise to an response in the form of Kazakhs integrated through the Russian educational system, who became the new elite of the Kazakh people — not by right of blood, but based on the acquired new competencies and outlook on life. This new national intelligentsia has become a powerful factor in the cultural and even state growth of Kazakhs within Russia.

The Kyzylorda period in the development of the education system of Kazakhstan occupies a special place. The center's move to the city of Kyzylorda gave a new impetus to the political and public life of the region. Young people seeking education started coming to the city of Kyzylorda from other regions. After assigning the status of the capital in the city of Kyzylorda began to open up new educational institutions. The Kazakh Institute of education and medical schools moved from Orenburg. The city has opened educational schools of the first and second categories. Special boarding schools were opened for people living in remote areas. The work of boarding schools was constantly monitored by special commissions. In 1925, the famous writer Gabiden Mustafin worked and studied in the city of Kyzylorda. Also, S. Mukanov, A. Kenzhin and other representatives of the Kazakh intelligentsia worked in the education system.

Introduction. The important factors affecting health and performance of young people are the conditions of education, in particular, a comfortable microclimate in the classrooms of higher educational institutions. Materials and methods. In view of the urgency of this problem, an analysis was made of the microclimate parameters of educational organizations of different profiles (Ufa city, the Republic of Bashkortostan). 294 classrooms were studied in 22 buildings of 4 leading universities in Ufa. A total of 3,822 measurements were taken to determine the parameters of the microclimate. The analysis of ionizing radiation in the aerial environment of classrooms. There was performed determination of radon and its affiliated products content. In order to assess the conditions and lifestyle of students of 4 higher educational institutions of the city of Ufa, we conducted an anonymous survey of 1,820 students of I and IV years of education. Results. The average temperature in the classrooms of all universities studied was 23.9±0.09 C. The average relative humidity in all classrooms was 34.2 ± 0.42%. Analysis of ionizing radiation (radon and its daughter products decay) in the aerial environment of the classrooms and sports halls located in the basement determined that the average annual equivalent equilibrium volumetric activity of the radon daughter products (EROA ± Δ222Rn) ranged from 28 ± 14 to 69 ± 34.5 meter, which meets the requirements established by SanPiN. Conclusion. The hygienic assessment of the microclimate parameters of educational institutions of various profile revealed a number of deviations from the regulated norms. The results indicate the need to control the parameters of the microclimate, both from the administration of universities, and from the professors. According to the results of the study, recommendations were prepared for the management of higher educational institutions in Ufa.

Abstract The article studies the existence experience of historical cities as centers of tourism development as in the case of Elabuga. The city of Elabuga is among the historical cities of Russia. The major role in the development of the city as a tourist center is played by the Elabuga State Historical-Architectural and Art Museum-Reserve. The object of the research in the article is Elabuga as a medium-size historical city. The subject of the research is the activity of the museum-reserve which contributes to the preservation and development of the historical look of Elabuga and increases its attractiveness to tourists. The tourism attractiveness of Elabuga is obtained primarily through the presence of the perfectly preserved historical center of the city with the blocks of integral buildings of the 19th century. The Elabuga State Historical-Architectural and Art Museum-Reserve, which emerged in 1989, is currently an object of historical and cultural heritage of federal importance. Museum-reserves with their significant territories and rich historical, cultural and natural heritage have unique resources for the implementation of large partnership projects. Such projects are not only aimed at attracting a wide range of tourists, but also stimulate interest in the reserve from the business elite, municipal and regional authorities. The most famous example is the Spasskaya Fair which revived in 2008 in Elabuga. It was held in the city since the second half of the 19th century, and was widely known throughout Russia. The process of the revival and successful development of the fair can be viewed as the creation of a special tourist event contributing to the formation of new and currently important tourism products.

With the enactment of the Education System Act no 20 of 2003 (better known as the Sisdiknas Act), the State has determined that educational institutions should have a legal umbrella in the form of a legal entity, or better known as the Legal Entity Education. As a non-profit organization, the Foundation is the right legal entity that becomes a place for educational institutions, especially private schools. Therefore, of course, Notary has a very crucial role in making notary deed in the form of establishment and deed of change, such as example how in making the right basic budget and not multi interpresatasi for stake holders in the foundation. The article considers the issue of school digitalization as an important condition for improving the quality of education. The e-learning environment provides students with greater independence. Education has been considered as an indispensable asset of every individual, community and nation today. Indias higher education system is the third largest in the world, after China and the United States (World Bank). Tamil Nadu occupies the first place in terms of possession of higher educational institutions in the private sector in the country with over 46 percent(27) universities, 94 percent(464) professional colleges and 65 percent(383) arts and science colleges(2011). Studies to understand the profile of the entrepreneurs providing higher education either in India or Tamil Nadu were hardly available. This paper attempts to map the demographic profile of the entrepreneurs providing higher education in Arts and Science colleges in Tamil Nadu through an empirical analysis, carried out among 25 entrepreneurs spread across the state. This paper presents a summary of major inferences of the analysis.

The article highlights the problems and needs of the population for education as a result of the concentration of the Soviet government on the formation of a public education system in the spirit of its socialist ideas by creating new Soviet schools and increasing their number.In November 1918,the Soviet government of Turkestan decided to separate church from state and school from church. Although the existing private old religious schools were not completely banned by this decision, the creation of new Soviet schools and the increase in their number became more and more important. It is clear that this is a sign that the system is completely politicized. The schools were divided into two levels: the first level educational institutions included the first three classes, and the second level consisted of four classes. There was also a high school with three classes. Under the conditions of that time, more primary schools were opened in the country.This article discusses the current problem in the Soviet-era public education system under the Soviet government from 1994 to 1991, as well as the impact of this problem on today's education system

The purpose of this study is to detect factors that encourage an increase in auditor professionalism skepticism so that they are able to produce quality audits. It is realized that audit quality comes from a good audit process and the auditor puts forward a good attitude of professional skepticism. The results of this study indicate that the experience and competence of auditors can increase the attitude of skepticism of auditor professionalism and audit quality. In addition, the skepticism of the auditor's professionalism is able to mediate the experience of the auditor and the competence of the auditor affects the quality of the audit. For KAP, especially in the city of Medan, it has an obligation to provide an equal portion of audit assignments to all auditors and provide opportunities for auditors to improve their abilities by attending education and training from both formal and non-formal educational institutions. This reflection is based on the notes recorded in a field journal and its objective is to systematize the experience acquired as an educator in the Diagnostic and Derivation Center, operated by the University of Antioquia through the Grow with Dignity Project (Zuluaga, 2015-2016), attached to the Unit of Childhood, in the City of Medellín, Colombia, whose purpose is the immediate protection of children and adolescents in situations of violation of rights. We will analyze, here, the power relations that are established within the adult-centered paradigm; we will reveal the genesis of child abuse in these relations, and we will see how these normalized practices in the upbringing of children by their families of origin permeate the protection institutions that have been created to accomplish processes of restoration of rights. When unequal power relationships are instituted and legitimated within the family, the hegemony of adults over childhood is consolidated, and the latter ends up being objectified, like this normalizing their abuse. These relational paradigms are also susceptible to reproduction in educational institutions, including those aimed at the protection of children in situations of violation of rights. We will suggest a proposal called humanized reeducation, which is indicated for group leadership in protection institutions, a task entrusted to educators.

Estudo etnográfico, com revisão de literatura sobre a construção social do conceito juventude, tem como objetivo relatar e analisar narrativas juvenis em torno do direito à educação. A análise empírica seleciona duas ondas de mobilizações protagonizadas por jovens estudantes: Atos em defesa das Universidades e Institutos Federais ocorridos na cidade de Florianópolis-SC; Na capital da Argentina, Buenos Aires, a narrativa etnográfica se debruça na análise de mobilizações protagonizadas por jovens portenhos que tomaram as ruas exigindo a manutenção da Ley Nacional de Educación, além de se posicionarem radicalmente contra as medidas de austeridade anunciadas pelo Governo Maurício Macri. The analysis of the ethnographic data indicates that the agenda in defense of education is capable of uniting collectives and organizations affiliated to the mostdiverse ideological currents.Keywords: Youth.
