<p>Abstrak</p><p>Tugas pokok yang  dijalankan oleh organisasi Polri dibentuk secara nasional dengan konsep organisasi berjenjang mulai dari tingkatan yang bersifat fungsional antara lain fungsi Intelijen, Reserse, Sabhara, Lalu Lintas dan Pembinaan Masyarakat. Namun dalam implementasinya hierarki komunikasi organisasi yang dikembangkan belum berjalan optimal.  Tujuan penelitian ini adalah untuk mengkaji tentang model hierarki komunikasi organisasi Badan Reserse dan Kriminal Kepolisian Republik Indonesia (Bareskrim Polri). Penelitian ini menggunakan jenis penelitian kualitatif yaitu peneliti mengeksplorasi suatu entitas atau fenomena (kasus) dan aktivitas (program, kejadian, proses, institusi, atau kelompok) terkait pembelajaran di Bareskrim Polri. Pengumpulan data dilakukan dengan metode wawancara dengan informan kunci yaitu. Metode ini ditujukan untuk mendapatkan <em>database</em> informasi yang ada pada setiap informan yaituPimpinan Polri/Kabareskrim Polri atau wakabareskrim, Direktur/Wakil Direktur Bareskrim Polri, Karo Wasidik, Kasub Dit, Kanit, Penyidik.  Tehnik analisis data dilakukan dengan membaca dan memahami berbagai materi emperik (<em>emperical material</em>) yang telah dikumpulkan tersebut kemudian mengkaitkannya dengan <em>key themes</em> pada penelitian ini. Hasil penelitian ini membuktikan bahwa model hierarki komunikasi mengarahkan kepada siapa anggota organisasi berinteraksi dan berkomunikasi sehingga tidak dianggap salah (secara etika dan displin) baik dalam bersikap dan berperilaku khususnya dalam hubungan <em>person to person</em><em>. </em>Disisi lain, juga mempunyai hubungan dan saling terkait yaitu mempengaruhi pengelolaan organisasi yang muncul dalam bentuk keputusan, kebijakan dan arahan baik tertulis maupun lisan. Model hierarki komunikasi mendorong terjadinya manajemen pembelajaran yang tertib karena selain tetap membuka pola komunikasi dua arah, diskusi dan dialog serta di dalamnya ada kritik, masukan dan saran. Namun model<em> </em>komunikasi<em> </em>hierarki mensyaratkan komunikasi tersebut secara formal harus berpedoman pada etika,  prosedur  dan  tata cara tertentu.</p><p> </p><p><em>Abstract</em></p><p><em>The purpose of this study is to examine the hierarchical model of organizational communication for the Indonesian National Police (Bareskrim Polri). This research uses a qualitative research type, namely, researchers explore an entity or phenomenon (cases) and activities (programs, events, processes, institutions, or groups) related to learning at the Police Criminal Investigation Unit. Data collection was carried out by the interview method. This method is intended to obtain a database of information on each informant. The analysis technique is done by reading and understanding various empirical materials that have been collected and then linking them to the key themes in this study. The results of this study prove that the hierarchical communication model directs to whom the members of the organization interact and communicate so that they are not considered wrong (ethically and disciplinarily) both in attitude and behavior, especially in person to person relationships. On the other hand, it also has a relationship and is interrelated, namely influencing organizational management that appears in the form of decisions, policies, and directions both written and oral. The hierarchical communication model encourages orderly learning management because apart from keeping open two-way communication patterns, discussions, and dialogues, and includes criticism, input, and suggestions. However, the hierarchical communication model requires that communication be formally guided by certain ethics, procedures, and procedures.</em></p>

Counseling communication in the Dharma Wacana and Dharma Tula programs is an educational program for Hindus in internalizing Hindu religious teachings that are sourced from the Vedic Scriptures. Dharma discourse is one of the communication tools for Hindus in conveying Vedic teachings to direct and solve all Hindu problems so that it becomes an effective Hindu counseling communication model. This study describes the process of counseling communication in the Dharma Wacana and Dharma Tula programs in Dusun Ngis, Narmada District. This type of qualitative descriptive research uses the expose facto method. The concept of dharma wacana and dharma tula as tools for education and to Hindus in Indonesia in the form of Hindu religious speeches in the Guidance and counseling program is a personal, interpersonal, and group approach. The program of dharma wacana and dharma tula in guidance and counseling-based communication methods does not only help individuals or groups of Hindus solve life problems, but its main purpose is to change religious thought patterns and behavior and strengthen the spiritual-religious dimension of Hindus. The value messages of Hindu teachings originating from the Wedas are implemented in religious life which is conveyed in the Dharma Wacana Program based on Guidance and Counseling in Ngis Hamlet, Narmada District, which is the object of study in this study. The author found that it is not uncommon for the resource person to provide answers to the listener's questions by using the counseling communication model in the Dharma Wacana and Dharma Tula programs. The communication model referred to mainly in the use of spoken language as a communication tool with a counseling character. This is because the activities of dharma discourse in which the use of spoken language is a determinant of the effectiveness of answering a problem presented by the listener.

This research applies the binding communication model to the sustainable communication strategies implemented in most hotels. The binding communication model links a persuasive message with the implementation of a low-cost commitment to strengthen the link between the attitudes and behavior of those receiving the message. We compared the effectiveness of a classical communication strategy (n = 86) with that of a binding communication strategy (n = 101) to encourage guests to choose sustainable behavior. Our results show that using the binding communication strategy generates significantly more sustainable behavior in guests than using the classical communication strategy. We discuss our results and suggest future avenues of research.

The problems we face today live in a time of moral degradation and destruction. People feel proud if they can imitate the trend carried by the West; both in thought and lifestyle. Ironically, not a few generations of Muslims who terpedaya with the trend. They make Western values ​​as their standard of behavior and morals. Meanwhile, Islamic morality is increasingly felt strange and difficult to practice in the midst of society facing such problems plural and complex. The purpose of this study are: 1) To describe the steps Implementation of values ​​of Ethics, Moral and Morals in learning behavior in STIT Raden Wijaya Mojokerto. 2) To describe the supporting and inhibiting factors Implementation of Ethics, Morals and Morals values ​​in the behavior of learning in STIT Raden Wijaya Mojokerto This research type is field research research using qualitative approach. Data collection techniques include observation, interview, and documentation. Data analysis technique uses descriptive explorative, that is by describing state and phenomenon status. Based on the exposure of the analysis of data sources can be concluded that: 1) Steps Implementation of values ​​of Ethics, Morals and Morals in the behavior of learning in STIT Raden Wijaya Mojokerto is the first institution to make a mature planning, then applied with the pattern pembiasaan. 2) To describe the supporting and inhibiting factors Implementation of Ethics, Morals and Morals values ​​in learning behavior in STIT Raden Wijaya Mojokerto consists of internal factors (consisting of heredity, gender, physical character, personality, intelligence and talent) and external ( consisting of education, religion, culture, environment and socio-economic)

This study was motivated by a phenomenon that appears in madrasa, namely: 1) the low quality of graduates, in MAN 1 with an average result of UAN 58.5 and MAN 2 57.8 from a maximum score of 100; 2) inconsistency in planning, implementing, evaluating programs to improve quality. The purpose of this study was to identify: work programs, program implementation, evaluation of program implementation, program impacts, and supporting factors inhibiting the improvement of the quality of madrasa. The approach of this study was qualitative-naturalistic, with a descriptive research type. This research method was a case study, with data collection techniques through interviews, observation, and documentation study. Meanwhile, the data analysis technique used the interactive Miles model. The results of this study showed: evaluation of quality improvement which is carried out through an evaluation of needs assessment, assessment of input, assessment of processes and assessment of results.

Mojokerto municipal government issued Mayor regulation No. 23 of 2011 on certification of basic religious proficiency (KDK). With the existence of this Mayor's regulation, her hope in the future so that religious life in Mojokerto city will be more advanced and qualified. The focus of this research are: 1) What components are in Basic Religious Essentials ?, 2) How is the implementation of Mojokerto Mayor's Policies number 23 of 2011 on Certification of Basic Religious Vocabulary ?, 3) How is the uniqueness of developing religious ability of learners based on Basic Religious Essentials ?, 4) How is the model of developing the religious ability of learners based on Basic Religious Abilities ?. This research type is qualitative descriptive, to get data, researcher use method of interview, observation and documentation. The data analysis technique used is the theory presented by Miles and Hubberman that is data reduction, data presentation and conclusion. The results of this study are: 1). Component of KDK refers Mojokerto Mayor Regulation Number 23 of 2011 on the granting of KDK certification for elementary school / Madrasah Ibtidaiyah students; 2). Implementation of the Policy on Basic Religious Abilities through the stages: a). Planning; b). Implementation. c). evaluation. 3). The uniqueness of developing the religious ability of learners based on the basic religious skills are: a). The existence of a new and unique regional regulation unlike in general, b). The existence of the application of KDK certificate as one of the requirements for registration of school examination for 6th grade students of SD / MI. c). The existence of the application of KDK certificate as a condition to enter SMP shade Mojokerto Municipal Government. d). The existence of cooperation between formal education institutions SD / MI with non-formal religious education institute Taman Pendidikan Al Qur'an (TPQ) in evaluation of policy implementation and making of KDK certificate. 4). Model development of religious ability of learners based on Basic Religious Abilities through learning process with exemplary and habituation.

This study purposes were determined the effect of leadership, work environment, work discipline and motivation on employee performance at the Dinas Peternakan dan Perikanan, Grobogan Regency. The research type is a survey research using a questionnaire as the instrument. The research population are employees at the Dinas Peternakan dan Perikanan, Grobogan Regency. The sample used in this study amounted to 62 respondents. Data collection technique used questionnaire that has been tested for validity and reliability. The data analysis technique used is multiple linear regression. The research results shown that there is a positive and significant effect of leadership, work environment, work discipline, and work motivation on employee performance both individually and simultaneously. Leadership is the variable with the most dominant effect on the performance of the employees of the Dinas Peternakan dan Perikanan in Grobogan Regency.

Abstract This paper uses data collected for an MA Thesis on the challenges facing the Directorate of Criminal Investigation Department on management of criminal gang activities, in Nairobi County, Kenya. This study has been necessitated by continued concern among policymakers, security pundits and citizens about the rising criminal gang activities in the country, more pertinently in Nairobi County. Although there are few studies that tried to scratch this area, there has never been a detailed and systematic inquiry and analysis of this problem. The study was guided by several specific objectives; the first objective examined the tactical challenges that the police face in policing gang related activities in Nairobi County, Kenya; assessed the effect of corruption in undermining the war against gang related activities in Nairobi County, Kenya; and finally explored other technological challenges that the police face in policing gang related activities in Nairobi County, Kenya. The study adopted descriptive research design and purposive sampling technique to collect data. Interview schedules and key informants (K.I) guide were the main tools used to collect data using the interview method of data collection. 60 officers of the Special Crime Prevention Unit were the main respondents. Major challenges faced by the DCI officers when dealing with criminal gang activities especially within Nairobi County include; poor relationship between police and the general public as reported by 89.1% of the respondents, increased involvement of women in gang activities which is exacerbated by low ratio of female-male officers for undercover operations and 90.9%. of respondents indicated due to woman innocence will create a greater challenge. Others include; gang related activities with networks and markets especially for stolen vehicles across the borders as a result of corruption along the borders by both police, custom and military officers. Further, 85.5% indicated that cross border gang activities were worsened by lack of harmonized law for the regulation and prevention of these activities that led to enhanced proliferation of weapons as well as drugs to and from the neighboring countries. Major recommendations for policy considerations included; increased recruitment and deployment of female officers to beef up their ratio in undercover operations. Harmonized laws for the neighboring East African community countries and increased cooperation between the security organs of these countries in order to have a coordinated approach of tracking and apprehending criminals who escape to neighboring countries. The study also recommends mandatory training for DCI officers in computer/ technological skills to be able to intercept, interpret and or decode gang related communication and cybercrime related activities.

SMK Negeri 1 Samarinda (State Vocational High school 1 of Samarinda) is a general school that the principal still wants to build the Islamic character values through the 3S culture (Smile, Respect, and Greet), the culture of reading the holy Qur’an, praying together, the culture of discipline and honesty, and ethics in clothing. This research aims to find out the religious culture at SMK Negeri 1 Samarinda. The approach used was qualitative approach with qualitative descriptive research type. The data collection techniques were observation, interviews and documentation. Data validity test used source and method triangulation analyzed with member check. The data analysis technique used data reduction, presentation and concluding. The result of the research is that religious activities developed by the principal are such as the culture of 3S, reading Qur’an, praying before and after learning, praying together at the school mosque, the culture of honesty, discipline and ethics in clothing. The strategies of the principal in creating the religious culture at SMK Negeri 1 Samarinda were through planning, modelling, habituation, participation, evaluation, coordination, and motivation.

ABSTRACT The present study is the first attempt to explore the rate, characteristics and legal reactions to neonaticide in Norway during the years 1990 – 2009. Potential incidents of neonaticide were identified through the national homicide index held by the National Criminal Investigation Service and the national police registers for all recorded crime in Norway held by the National Police Computing and Material Services. The study uncovers that no clear incident of neonaticide has been recorded in the respective registers during the study’s time period. There was however recorded one case of a discarded stillborn and one case of an abandoned neonate that died through exposure. The paper discusses whether the study’s findings are congruent with an evolutionary psychological understanding of filicide and current knowledge of risk factors and rates for neonaticide.
