The country's economy is still in a state where its development is hampered by the lack of clearly defined, priority programs to stimulate entrepreneurship and industries, including through credit. Bank lending to businesses is an effective way out of the crisis. The strengthening of the role of credit relations as a means of stimulating the development of production is manifested in various aspects. The purpose of the article is to analyze and assess the creditworthiness of borrowers by commercial banks in the international space and the possibility of their introduction into the mechanism of bank lending, which is based on world practice. The study uses the fundamental provisions of economic theory, credit theory, banking, as well as studies of domestic and foreign scholars. General scientific principles of conducting complex scientific researches were used to solve the set tasks. In the process of research a number of general scientific methods were used, in particular: analogies, logical generalization and system analysis. Based on the identified problems, foreign experience was studied, on the basis of which the prospects for improving the assessment of creditworthiness of borrowers by commercial banks in Ukraine were identified. Based on studies of various methods of assessing creditworthiness, set out in the economic literature and used in banking practice, the author proposes an improved method of assessing the creditworthiness of a legal entity, which includes analysis of both quantitative and qualitative indicators of the borrower (financial condition, collateral, credit history, management skills). the borrower's ability to repay the loan). This method contains a sufficient, in the author's opinion, a set of indicators that will allow you to make decisions on the loan agreement and minimize credit risks. To reduce the risks of the loan portfolio, measures should be applied both at the level of risk management of the loan portfolio as a whole and at the level of the specific borrower.

The purpose of the research is to identify contemporary trends in the transformation of environmental law due to the global and supranational nature of the existing challenges and threats. General scientific methods (dialectical, logical, empirical and prognostic), interdisciplinary (private) methods (system analysis, comparative analysis), as well as special (specific) research methods (comparative legal and formal legal). Based on the research results, the conclusion is formulated, according to which, the specifics of the environmental events, that have occurred, require a radical change in the very paradigm of environmental law, the implementation of a new contemporary environmental policy, the development of environmental standards taking into account the best existing technologies, the transition from the concept of “regulating the negative impact” of economic activities on the environment to a new concept of obtaining “technological advantages due to the use of environmental technologies”. The research novelty lies in the fact that for the first time an attempt was made to identify current trends in the transformation of environmental law in the context of exponentially increasing environmental challenges and threats.

The study employs general scientific methods of research. Results. The paper reveals the specifics of capital structure management of the global e-commerce market leaders. Conclusions. Key players have an aggressive capital structure policy. This feature is necessitated by the need to systematically attract additional financing to expand the business, increase sales volumes, capture and create new markets. E-commerce companies have to constantly improve technology, logistics processes, and render a good and excellent customer service.

Subject. We investigate trends in the development of the largest steel companies in the Russian Federation. Objectives. The aim of the study is to conduct an industry-wide analysis of the production and economic activities of the largest domestic enterprises operating in the iron and steel industry. Methods. The study employs methods of comparative and system analysis, graphical and statistical methods for data processing. Results. We present the analysis of main production and economic indicators of the leading steel producers of the Russian Federation, i.e. NLMK, Severstal, MMK, and EVRAZ. The paper reveals their current status and key development trends. Conclusions. The largest Russian steel companies face serious challenges in both the domestic and foreign market. Competitive interactions in the domestic market as to the sale price of rolled metal and the share of presence are particularly sensitive. The threat of reduced supplies to export markets is also significant for Russian steel producers. It may entail insufficient utilization of capacities and potential loss of added value. The companies mainly export semi–finished goods and hot-rolled flat products, i.e. low-added value products. Products with high added value are usually delivered to the domestic market.

Subject. The article deals with the analysis of suppliers in the public procurement system based on reasonable prequalification parameters. Objectives. The aim is to test the hypothesis about strong reputation characteristics of the winners in the public procurement system and develop a methodology for assessing the reputation of suppliers for prequalification purposes. Methods. We employ general scientific principles and methods of research, like abstraction, generalization of approaches used by domestic and foreign authors for prequalification and assessment of reputation of public procurement participants. Results. To test the hypothesis, we calculated four groups of indicators on corporate, financial, market, and social components of reputation. The methodology was tested on the data obtained from SPARK-Interfax and SPARK-Marketing information resources. Conclusions. The study revealed that not all reputational characteristics of public procurement winners can be regarded as high level. In terms of the corporate component, it is the low level of share capital, indicating the mistrust on the part of owners and their reluctance to invest in the business, and the low percentage of non-current assets. In terms of the market component, it is a low sales growth rate, as well as low return on sales. As to the financial component, it is a low capitalization of winners, low share of long-term debt capital and low credit limit. With respect to the social component, it is a below-average tax burden.

Air pollution continues to be an environmental problem that poses a lot of health risks to the young and aged. Developed countries have invested heavily to curb this environmental problem, causing severe threats to human lives, yet the results do not look convincing. In developing countries, the situation is difficult than they can imagine, resulting in governments borrowing to fight what looks like a lost battle [1-3]. The in-depth study of this environmental menace - air pollution, suggests that the government enacts stringent measures to help fight this battle. This is because air pollution has natural (volcanic eruption) and anthropogenic (human activities) causes. In December 2019, the deadly Coronavirus (Covid-19) outbreak was soon declared as a global pandemic by the World Health Organisation (WHO) [4]. Majority of countries have had their share of the impact of this outbreak. Many countries resorted to city lockdown to strictly control the movement of people and economic activities as recommended by WHO.

The results of the study can be used by the united territorial communities for the formation of financial resources, as well as in higher education institutions in the teaching of economic disciplines. Conclusions. After conducting the research, it should be noted that the process of uniting territorial communities in Ukraine and, consequently, attracting financial resources to their budgets is a rather complex process and therefore requires consolidation of efforts at all levels of government and support from European partners.  Due to the reform of decentralization of management in Ukraine, capable territorial communities should be created that are able to ensure the development of the territory, quality provision of social services and promote the well-being of their residents and Ukraine in general.  It is determined that the main sources of funds for socio-economic development of UTC are: international technical assistance, additional subventions from the state budget to local budgets for the formation of community infrastructure, local taxes from businesses.
