The country's economy is still in a state where its development is hampered by the lack of clearly defined, priority programs to stimulate entrepreneurship and industries, including through credit. Bank lending to businesses is an effective way out of the crisis. The strengthening of the role of credit relations as a means of stimulating the development of production is manifested in various aspects. The purpose of the article is to analyze and assess the creditworthiness of borrowers by commercial banks in the international space and the possibility of their introduction into the mechanism of bank lending, which is based on world practice. The study uses the fundamental provisions of economic theory, credit theory, banking, as well as studies of domestic and foreign scholars. General scientific principles of conducting complex scientific researches were used to solve the set tasks. In the process of research a number of general scientific methods were used, in particular: analogies, logical generalization and system analysis. Based on the identified problems, foreign experience was studied, on the basis of which the prospects for improving the assessment of creditworthiness of borrowers by commercial banks in Ukraine were identified. Based on studies of various methods of assessing creditworthiness, set out in the economic literature and used in banking practice, the author proposes an improved method of assessing the creditworthiness of a legal entity, which includes analysis of both quantitative and qualitative indicators of the borrower (financial condition, collateral, credit history, management skills). the borrower's ability to repay the loan). This method contains a sufficient, in the author's opinion, a set of indicators that will allow you to make decisions on the loan agreement and minimize credit risks. To reduce the risks of the loan portfolio, measures should be applied both at the level of risk management of the loan portfolio as a whole and at the level of the specific borrower.

Subject. The article addresses modernization of lending facilities under concession agreements. It is important for evaluating the terms of credit transactions, effectiveness of credit projects, and the concessionaire's ability to repay the loan. Objectives. The purpose is to review the current financing mechanism and underpin approaches to improving the credit facilities within concession agreements. Methods. The study rests on general scientific methods, like the systems and logical analysis and synthesis, principles of induction and deduction, financial calculation techniques. The analytical part employs the balance method, methods of financial coefficients and the method of technical and economic estimates. Results. I analyzed the financial structure and special characteristics of concession agreements, parameters of concessionaires’ activities; considered the types of risks inherent in bank lending under concession agreements, methods for their identification and mitigation; offered a mechanism of lending, including the structure of credit transactions, restrictions for the financial condition of concessionaires, additional requirements and penalties for their non-fulfillment. The findings can help banks define lending parameters for concession agreements. The provided recommendations may be useful for consideration by the authorities of the constituent entities of the Russian Federation. Conclusions. It is possible to reduce the risks of lending under concession contracts, if their terms and conditions are stable, and if the lost income of concessionaires is compensated in the event of early termination. Reasonable tariffs for works and services and increased revenue collection will promote this type of lending.

In this article, using general scientific methods, the existing approaches to making management decisions in the process of implementing one or another variant of the economic behavior of an industrial park are analyzed. The results of the system analysis revealed that most approaches do not fully take into account the peculiarities of the economic behavior of the industrial park, depending on the interests of residents and resource suppliers. The main interest groups and conceptual basis for choosing an option for such behavior are presented.

Currently, the Ombudsman is a traditional component of democratic legal systems. The creation of such a body, as noted in the Council of Europe Resolution «On the role of commissioners/ombudsmen in the protection of citizens’ rights», which would try to ensure justice, respect for the foundations of the rule of law and at the same time be able to establish a dialogue with citizens, is necessary in many States. The purpose and objectives of this article are to consider the issues of the emergence and development of the constitutional-legal institution as an Ombudsman in General, and the evolution of this institution, in which there were various models and types of ombudsmen. It is also necessary to describe the existing models of the Ombudsman applied in different States. The article examines the functional specialization of ombudsmen, which occurs through the introduction of ombudsmen in certain areas of public relations or to protect the rights and interests of the most legally vulnerable categories and groups of the population, and specifically the emergence of the institution of migration ombudsmen. The methodology of the article is based on a set of philosophical and worldview, General scientific principles and approaches and special scientific methods of cognition of constitutional and legal phenomena. When writing, a number of General scientific and special scientific methods were used, including: system and structural-functional methods, sociological method, formal-logical method, comparative-legal method. As a result of the research, we can conclude that the essential characteristics of the Ombudsman institution have changed from the institution of supervision of the administration and the court to the most important human rights mechanism that it represents at the present stage. Within the framework of the functioning of the institution of the Ombudsman, different models have been identified in different States and specialized ombudsmen have appeared, including those dealing with the protection of the legal rights and interests of migrant workers.

Introduction. The article is devoted to the transformation of migration policies during the COVID-19 coronavirus pandemic. The article discusses changes in migration processes in connection with the COVID-19. The aim of the article is to illustrate how the countries’ migration policy has changed due to the pandemic and what measures have been developed to support migrants. Methods and materials. The research methodology includes general scientific research methods, such as analysis, synthesis, content analysis and the aristotelian method. As well as specific scientific methods, such as comparative legal and system analysis. The empirical basis of the study is the data of the General Administration for Migration Issues of the Ministry of Internal Affairs of Russian Federation, the International Organization for Migration (IOM), and the United Nations (UN). Analysis. The authors conducted a comparative analysis of migration policies of various countries during the COVID-19 coronavirus pandemic. Considerable attention is paid to the measures taken by countries to provide various types of support to migrants. The authors also analyzed the activities of international organizations and the civil society. The authors concluded that measures to restrain the pandemic affected the implementation of funded integration projects in the European countries, some activities were postponed, however, the European countries made certain efforts to adopt new integration practices to support migrants during the COVID-19 pandemic. Discussion. The authors assessed the further development of migration processes and countries migration policies. Results. The authors effectuated a conclusion that the COVID-19 pandemic has had a significant impact on the transformation of migration processes and migration policies. The authors focused on how events in the migration sphere would develop, and what changes would take place in the migration policy of the Russian Federation. The research results presented in the article can be used to improve the migration policy of the Russian Federation in relation to labour migrants and to develop regulatory migration measures.


The relevance of the practical implementation of the concept of modeling processes of reflexive management of herd behavior at enterprises, which is reduced to the construction of a conceptual information model, is substantiated. The subject of this research is the toolkit of information modeling of the processes of reflexive management of herd behavior at enterprises. The goal of the article is information modeling of the processes of reflexive management of herd behavior at enterprises. Objective: the construction of an information model of the mechanisms of reflexive management of herd behavior in enterprises in the context of the interrelated functions performed by the system in question and the relationship between data, where, among others, information communications are reflected. General scientific methods are used: system analysis – to determine the features of the mechanism of reflexive management of herd behavior at enterprises, structural (functional) analysis – to identify the main functions of the modeling system of processes of reflexive management of herd behavior at enterprises, information modeling methodology SADT (IDEF0 notation) – to develop information models of a system for modeling the processes of reflexive management of herd behavior at enterprises. The results are obtained: an information IDEF0 model of a system for modeling the processes of reflexive management of herd behavior based on the SADT methodology is developed, which allows you to get a holistic picture of the corresponding processes at enterprises, the basic system concepts of which form the basis of the future information system. Conclusions: formalization, within the framework of the information model of the basic functions of the mechanism of modeling the processes of reflexive management of herd behavior at the enterprise, allows us to describe the basic information connections in a logical, convenient and consistent form, present implementation mechanisms, a set of mathematical models and approaches of the corresponding system.

Introduction. The efficiency of the enterprise is determined by the stability of its financial condition. In the process of financial analysis, an information base is formed on the basis of which managers are able to make the right management decisions. Purpose. The purpose of the study is to highlight the main approaches to the analysis of the financial condition of the enterprise, to determine the directions of improving the efficiency of financial and economic activity of the enterprise. Method (methodology). The methodological basis of the research is the general scientific methods - the method of generalization, comparison and description, methods of systematization of data to determine the directions of increasing the efficiency of enterprise development. Results. In the course of the research, the concept of financial state of the enterprise are defined. The main purpose and tasks of the analysis of the financial state of the enterprise are considered. The basic directions of use of the information base for carrying out the diagnostics of financial condition are analysed. It is recommended to use anti-crisis measures to overcome the financial crisis in the enterprise.

The trends of bank crediting of businesses and households in Ukraine are determined and credit interrelations between subjects of economy by means of methods of system dynamics simulated. The article shows that by end 2020 the main trends in the Ukrainian banking sector are: 1) increasing the dynamics of return on capital, consistently high interest rates on loans until 2019 and their declining dynamics in 2020; 2) declining trends in the dynamics of the share of loans in the assets of commercial banks and the indicator of the financial depth of lending to the Ukrainian economy; 3) predominance of the share of loans to businesses in comparison with the share of loans to households in the loan banking portfolio; 4) faster growth rates of bank loans to households compared to the growth rates of lending to businesses; 5) in the sectoral context, the largest share in lending to business units is accounted for by trade and in lending to households – by consumer lending; 6) half of the loan portfolio of commercial banks are short-term loans for up to one year; 7) the share of non-performing loans in the loan portfolio remains high; 8) gradual reduction of non-deposit sources among the liabilities of commercial banks and their transition to almost full financing at the expense of customer deposits; 9) increase in the share of short-term and decrease in the share of long-term deposit financing of commercial banks. Based on the methods of system dynamics, the authors created a model that allows to trace the relationship between commercial banks-businesses-households, as well as to calculate the forecast volumes of bank loans in accordance with the demand for loans from businesses and households (weighted by the maximum value credit load) and supply of credit resources by commercial banks. From a practical point of view, determining the characteristic trends of bank lending, modeling the interaction of its main participants and determining the volume of bank loans using system dynamics helps to identify key factors influencing the supply and demand of bank credit resources at the present stage of Ukraine’s development and predict future lending dynamics.

The presented study serves the purpose of developing the theoretical and methodological framework for the digital transformation of commercial banks and the development of scientific and practical recommendations on its implementation for the managers of financial and credit organizations.Aim. The study aims to provide a theoretical justification and explore the essence of digital transformation based on the experience of Swiss experts in financial consulting, and to develop a comprehensive solution for its implementation by commercial banks in the context of society’s transition to a new paradigm.Tasks. The authors specify the conceptual framework associated with the transition of the banking business to a digital format and examine the practical aspects of the digital transformation of commercial banks.Methods. This study uses a systems approach and general scientific methods of cognition to show and substantiate the mechanism of transformation of commercial banks under the influence of digitalization processes.Results. The concepts of digitalization, automation, and digital transformation are specified. Recommendations are given for adapting a banking business to modern macroeconomic conditions, which bring about changes in the preferences of the clients of traditional banks and make it impossible for banks to continue operating within the current paradigm.Conclusions. Commercial banks should rely on a comprehensive approach to digital transformation to ensure long-term competitive advantages. The Swiss model is premised on simultaneously addressing the bank’s strategy, organizational structure, and corporate culture. Methodological recommendations for each of these aspects are provided.

Introduction and purpose of research. A prerequisite for effective, stable and competitive functioning of cluster unions is the totality of its financial resources and capabilities – financial potential. The financial potential of a cluster is a combination of combined financial opportunities, resources and financial capital, the main purpose of the formation and use of which is to maximize income and maintain a stable competitive position in the market. Management and formation of the necessary size of the financial potential of cluster unions, which is necessary for the effective operation of the enterprise, is carried out under the influence of a set of certain characteristics of the activities of cluster unions, their priorities, goals, functions, etc.The hypothesis of scientific research. The concept of management, formation and development of the financial potential of cluster unions will improve the production and economic activities of clusters, their financial and economic situation and investment and innovative attractiveness for external investors.The aim of research: an in-depth study of the concept of management and the formation of the financial potential of cluster unions will lead to competitive production and economic activities, maximization of profits and investment and innovative attractiveness.Methods of research.- general scientific and special methods – in the study of the theoretical foundations of the essence of cluster formations, the disclosure of the essence of "financial potential", the definition of general scientific principles that are the basis for building research on the financial potential of cluster formations;- functional and system analysis – when highlighting the features and patterns of the formation and functioning of cluster formations;- systematization and generalization – in the study, analysis and comparison of domestic and world experience in the management, formation and development of cluster unions to establish the characteristics of the formation of their financial potential.Results: it was established that the concept of management, formation and development of the financial potential of cluster unions should take into account the presence of such factors that significantly affect the value of financial potential, namely: the need to ensure the optimal value according to the chosen criterion; the presence and effectiveness of functional relationships between individual cluster members; determining the results of using financial potential and assessing the contribution of individual cluster members to its formation; approaches to the distribution of financial results of the cluster and determining the directions of their use.Conclusions: on the basis of the study, it can be concluded that the concept of management and the formation of the financial potential of cluster unions is considered as a general mechanism for attracting, managing and optimizing financial resources and financial capabilities in the formation of financial potential, which will allow cluster unions to remain in a competitive state, to be profitable and maximize profits.

The purpose of the study is to carry out theoretical and methodological analysis and determine conceptual and terminological apparatus of professional training of future specialists in hotel and restaurant business. Methods. We carried out scientific and research tasks on the analysis of the terminological apparatus of the research; systematization and determination of components of the methodical system of professional training of future specialists in hotel and restaurant business in higher education establishments with the help of general scientific methods: theoretical – analysis of psychological and pedagogical sources, theoretical analysis, system analysis, systematization and generalization of scientific facts and patterns to design a model of methodological system of professional training of future specialists in hotel and restaurant business. General scientific methodological approaches (systemic, situational, complex) were used.Results. Based on the analysis of scientific works of Ukrainian scientists, a theoretical and methodological analysis was carried out and the conceptual and terminological apparatus of professional training of future specialists in hotel and restaurant business was determined through designing a conceptual model and determining methodological principles of the above process. Methodical system based on the unity of mutually determined components to ensure its effectiveness as a whole was modeled, it projects the possibility of its further improvement. Five components of the methodical system of professional training of future specialists in hotel and restaurant business are determined, namely: theoretical-target, methodological-conceptual, content-procedural, realization-technological and analytical-effective. Conclusions. Theoretical and methodological analysis of the researched problem made it possible to generalize and single out the main components of the methodical system of professional training of future specialists in hotel and restaurant business, as well as to determine the dynamic relationship between them.Key words: professional training, future specialists in hotel and restaurant business, methodic system. Мета дослідження полягає у здійсненні теоретико-методологічного аналізу та визначенні поняттєво-термінологічного апарату професійної підготовки майбутніх фахівців готельно-ресторанної справи, розгляді концептуальних моделей і методичних засад його проєктування, висвітленні власної методичної системи означеного вище процесу. Методи. Виконано науково-дослідницькі завдання щодо аналізу термінологічного апарату дослідження; систематизації й визначення складників методичної системи професійної підготовки майбутніх фахівців готельно-ресторанної справи в закладах вищої освіти за допомогою загальнонаукових методів: теоретичних – аналізу науково-педагогічних джерел із проблеми дослідження для уточнення базового поняттєво-термінологічного апарату, установлення концептуальних засад дослідження; теоретичного аналізу, системного аналізу, систематизації та узагальнення наукових фактів і закономірностей для розроблення і проєктування моделі методичної системи професійної підготовки майбутніх фахівців готельно-ресторанної справи у ЗВО, обґрунтування основних висновків і положень. Здійснення дослідження стало можливим за використання загальнонаукових методологічних підходів (системного, ситуаційного, комплексного). Результати. На основі аналізу наукових праць українських учених здійснено теоретико-методологічний аналіз та визначено поняттєво-термінологічний апарат професійної підготовки майбутніх фахівців готельно-ресторанної справи через проєктування концептуальної моделі та визначення методичних засад означеного вище процесу. Змодельовано методичну систему, котра базується на єдності взаємно детермінованих складників для забезпечення її результативності в цілому, проектує можливість подальшого її вдосконалення. Визначено п’ять складників методичної системи професійної підготовки майбутніх фахівців готельно-ресторанної справи а саме: теоретико-цільовий, методологічно-концептуальний, змістово-процесуальний, реалізаційно-техологічний та аналітико-результативний. Висновки. У результаті теоретико-методологічного аналізу досліджуваної проблеми стало можливим узагальнення й виокремлення основних складників методичної системи професійної підготовки майбутніх фахівців готельно-ресторанної справи, а також означення динамічного взаємозв’язку між ними. Ключові слова: професійна підготовка, майбутні фахівці готельно-ресторанної справи, методична система.
