One of the progress of the village is determined by the quality of its development planning. Development planning so far still leads to the practice of state-centered approaches. The community is "forced" to accept the results of development that have been carried out by the village government. Community participation and village institutions are often forgotten in the development planning process. This study tries to discuss and explain how the participatory governance model in making the Medium Term Development Plan (RPJM) Lubuk Sakat Village, Perhentian Raja District, Kampar Regency? This study uses a qualitative approach and collects data through interviews and document studies. The results of the study showed that the participatory governance model greatly assisted the village government in preparing the RPJMDes because it could allocate all resources from stakeholders to create village development planning policies. Furthermore, collaborative and participatory governance models can be used in the mechanism or stages of the village situation analysis (desk study) and SWOT analysis, identification of future needs, detecting needs and making strategies and action plans in overcoming problems in Lubuk Sakat village.

The study aims to determine the effectiveness of the village midterm development planning process / RPJMDes and the village government work plan / RKPDes implemented by Sidomukti Village Government, Muara Kaman District, Kutai Kartanegara District, which was evaluated based on Permendagri No 114/2014 on village development guidelines. The study uses an evaluation method with a qualitative descriptive approach, data collection through documentation and interview studies, data analysis using reduction, data presentation, and concluding. The results of the study found that in the preparation of the RPJMDes and RKPDes, the village government had not yet fully implemented the stages as stipulated in Permendagri No 114/2014, in the preparation of the RPJMDes there were 3 stages not carried out namely aligning the direction of district policy, assessment of village conditions, and village deliberations, while in the preparation of the RKPDes there were no indicative ceilings, this was due to the lack of competence of the Village Government officials in preparing the RPJMDes and RKPDes, weak administrative management, and lack of community participation.

Reform in decentralization and village democratization can be seen in the involvement of villagers in the policy-making process, both in the economic, political and rural development fields. In the community planning process there is widespread (participatory) community involvement. The involvement of citizens in village development is one part of the development goals. Equality, justice, non-violence, tolerance, inclusiveness, transparency, accountability and responsiveness are principles that must be put forward in the village development planning process. The involvement of citizens in village development planning and budgeting aims to ensure and identify what should be the development priorities, policies, programs and activities that require budget or resources. By using a descriptive qualitative approach, this research is expected to be able to understand more deeply about inclusive and responsive democracy carried out by village government institutions and the involvement of villagers' participation. This is one of the first steps that should be taken by the village government in building democracy at the village level.

Before the emergence of Covid-19 which developed throughout the world, the Indonesian Central Government had issued Law Number 6 of 2014 concerning Villages, which is a policy that regulates the level of Village administration. However, in this law there is no allocation of development funds and village empowerment which is the basis of the community at the level of village government administration (Gampong). Funds sourced from APBN, APBD Province or Regency, hope to support the progress of the village to become an independent village capable of organizing and managing. The allocation of village funds in the form of a Village Revenue and Expenditure Budget (APBG) is directed to finance government activities, development and community empowerment. For this reason, the Government has issued a special policy to handle Covid-19 by allocating Village Funds to address problems arising from the Covid-19 pandemic. Especially for the economic sector through the formation of Village-Owned Enterprises (BUMG) which is a business driver to improve the quality of life and realize the welfare of rural communities. With a descriptive qualitative approach using three methods, namely observation, interviews and documentation analysis. This study aims to determine business potential with local wisdom through a SWOT analysis with a focus on Village-Owned Enterprises. Based on the SWOT analysis, in the end, Village-Owned Enterprises will facilitate activities in realizing plans in accordance with local wisdom for the welfare of the community, especially in the era of the Covid-19 pandemic.

Abstact : The process of implementing village development activities requires a good planning. In the preparation of development planning, the village government is required to be accountable and participatory, considering that this is the mandate of the Regulation. In addition the quality of village development will be determined by the extent of the role of the community in providing aspirations, implementing, monitoring, and evaluating the village development as well as the extent to which the village government is able to implement the values of accountability so that the community has access to information and data related to village development. This study using a qualitative approach. Primary data sources in this study were obtained through interviews with the objects interviewed, including: Pemerintahan Desa, Lembaga Pemberdayaan Masyarakat Desa, Badan Permusyawaratan Desa, Tokoh Perempuan, Tokoh Masyarakat, and Tokoh pemuda. Based on the results of the analysis of this study, it is known that the level of involvement of the villagers in Sumberngepoh in the process of planning, implementing, and monitoring development is still lower. Communities that should be involved have not been well involved, such as vulnerable groups, disabled people, marginal communities, the poor, and women are still not actively involved. While in terms of accountability, based on the results, it is known that the delivery of information related to the planning and implementation process of village development has started well, although there are many things need to be improved. Such as the process of submitting the reports related to the implementation of previously planned development. Keywords : Participatory, Development Planning and Accountability. Abstrak: Proses pelaksananaan kegiatan pembanguna desa memerlukan perencanaan yang baik. Dalam penyusunan perencanaan pembangunan, pemerintah desa dituntut untuk akuntabel dan parisipatif, mengingat hal tersebut merupakan amanah UU Desa. Selain itu kualitas pembangunan desa akan ditentukan oleh sejauh mana peran masyarakat dalam memberikan aspirasi, melaksanakan, mengawasi, dan mengevaluasi pembangunan desa serta sejauh mana pemerintah desa mampu menerapkan nilai-nilai akuntabilitas sehingga masyarakat memiliki akses terhadap informasi dan data terkait pembangunan desa. Penelitian ini menggunakan pendekatan kualitatif. Sumber data primer dalam penelitian ini diperoleh melalui wawancara dengan objek yang diwawancarai, antara lain: Pemerintahan Desa, Lembaga Pemberdayaan Masyarakat Desa, Badan Permusyawaratan Desa, Tokoh Perempuan, Tokoh Masyarakat, dan Tokoh pemuda. Berdasarkan hasil analisa dari penelitian ini, diketahui bahwa tingkat keterlibatan warga Desa Sumberngepoh dalam proses perencanaan, pelaksanaan, dan pengawasan pembangunan masih belum maksimal. Masyarakat yang sepatutnya terlibat belum terlibat dengan baik, seperti kelompok masyarakat rentan, difabel, masyarakat marjinal, masyarakat miskin, dan kaum perempuan masih belum terlibat secara aktif. Sementara dari sisi akuntabilitas, berdasarkan dari hasil anlisa diketahui bahwa penyampaian informasi terkait proses perencanaan dan pelaksaan pembangunan desa sudah mulai baik, walaupun masih banyak hal-hal yang perlu diperbaiki. Seperti proses penyampaian laporan terkait pelaksaan pembangunan yang telah direncanakan sebelumnya. Kata Kunci : Partisipasi, Perencanaan Pembangunan dan Akuntabilitas.

The implementation of Law No. 6 2014 faces obstacles due to the weak quality of village officials and institutions. This has an impact on the weakening role of the village government in its function as a development accelerator. It is necessary to increase the capacity of the apparatus in order to understand how development planning processes should be carried out at the village level, and how these processes are supported by strong village government institutions. In addition, there needs to be a control mechanism for the village government. This can be done by strengthening the role of the BPD. With the increased quality and capacity of village government apparatus and institutions, as well as strong civil society control played by the BPD, there will be a synergy in implementing good development at the village level. Village officials are no longer the sole player in village development. Efforts to create these ideal conditions continue to be in progress at the village level and will always be dynamic due to the influence of supralocal powers which are sometimes not in line with the development and will of the local community.====Implementasi UU No. 6 Tahun 2014 menghadapi kendala akibat lemahnya kualitas aparat dan kelembagaan desa. Hal ini berdampak pada semakin lemahnya peran pemerintah desa dalam fungsinya sebagai akselerator pembangunan. Perlu adanya peningkatan kapasitas aparat agar memahami bagaimana proses-proses perencanaan pembangunan harus dilakukan di tingkat desa serta bagaimana proses-proses tersebut didukung oleh kuatnya kelembagaan pemerintah desa. Selain itu, perlu ada mekanisme kontrol terhadap pemerintah desa. Hal ini bisa dilakukan dengan penguatan peran BPD. Dengan meningkatnya kualitas dan kapasitas aparat dan kelembagaan pemerintah desa serta kontrol masyarakat sipil yang kuat yang diperankan oleh BPD, akan ada sinergi pelaksanaan pembangunan yang baik di tingkat desa. Aparat desa tidak lagi menjadi pemain tunggal pembangunan desa. Upaya penciptaan kondisi ideal ini terus berproses di tingkat desa dan akan selalu dinamis akibat pengaruh kekuasaan supralokal yang terkadang tidak sejalan dengan perkembangan dan kehendak masyarakat lokal.

The purpose of the study was to determine the development planning strategy in improving the welfare of the community in Teluk Kimi District, Nabire Regency. The research applied qualitative and descriptive reaserch methods to gather primary data. Sources of data gathering ranges from informants, events and documents review. The data collection techniques were done by means of interviews, observations and documentation. In Teluk Kimi District, Nabire Regency, there are 5 villages consisting of: 1, Samabusa Village; 2. Air Mandidi Village; 3. Kimi Village; 4. Lani Village; 5.Waharia village, with samples using purposive Snow Balling technique. As many as 43 respondents are local government, district government, village government and community leaders. Method of analysis applying SWOT analysis. The results of the study are, strategic planning for village development in Teluk Kimi District, Nabire Regency has several strategies that can be done in the village development prograns by utilizing majority of the population who are still of productive age. Increasing the capacity of village and community apparatus, Utilizing existing village facilities and infrastructure, exploring and developing potential nature to the maximum, Establish good cooperation and communication between institutions to achieve the village development mission, build priority facilities and infrastructure to support the community's economy, Improve the village economy through Village Owned Enterprises, Increase empowerment activities for the community, maintain order and security at the village well, Preserving local wisdom, arts and culture in the Mee Pago area in a heterogeneous environment in Teluk Kimi District, Nabire Regency.

This article describes the Capacity of the Village Government in the framework of implementing the 2014 Law Number 6 concerning Villages which is very important in determining its success. In this study aims to determine the extent of the capacity of the Village Government in implementing the Village Law. Looking at the current condition of the Village which is very heterogeneous, both quantity, quality or capacity and even the potential of natural resources and human resources are very varied, so in the context of implementing the Village Law it needs to be addressed or concern us, especially academics. The problems in this study are: "What is the capacity of the village government in the framework of implementing the Law Number 6 of 2014 concerning Villages?. Looking at the present condition of the village nationally, special steps are needed in the framework of implementing the Village Law. The parallel steps that must be considered and carried out in order to succeed the implementation of the Village Law include: First, the capacity level of the Village Government, namely the readiness of the Village Tools and Village Institutions (quantity and quality). Quantitatively, most villages currently do not have complete equipment as stipulated in PP 43/2014 article 61-article 64. Meanwhile, the available equipment capacity still needs to be improved. Second, the quality of the compilation of Village Development Planning documents (Village RPJM, Village RKP and Village APB). Based on PP 43/2014, paragraphs 114-115 and PP 60/2014 ps. 20, it is stated that the use of the Village Fund refers to the Village Medium Term Plan (RKPDes) and Village Government Work Plan (RKPDes). The implementation of the Village Law requires the capacity of the village government to master the technical and mechanism of managing trained and professional finance. With a number of issues, the current unprepared capacity makes feedback in efforts to improve the capacity of village financial management, together with all stakeholders (stakeholders), actors in the field, groups of care / volunteers and all village communities, because village funds must be able to promote the village and prosper villagers. Keywords: Village Government Capacity, Implementation of Village Law

Indonesian Constitution No. 6 of 2014 concerning Villages stipulates that a village refers to official village and traditional villages, but hereinafter referred to as village. This implies that there is a village government organizer. If this provision is applied in Bali, however, it will trigger an indication of the blurring of norms since in Bali there are two types of villages, namely Desa Pakraman (customary village) and official village, and the same is true in Desa Pererenan. The official village carries out the function of administering government administration and the Desa Pakraman (customary village) carries out the function of administering customary and religious affairs. The dualism of governance in villages in Bali, including in Pererenan Village, in the implementation of village development, can cause problems, because each village has autonomous rights in carrying out government functions. Therefore, this study highlights two things, namely how the development is planned in Desa Pererenan and the functional relationship between the Desa Pakraman and the official village in the implementation of development. The method used to examine these two issues is the normative research method, which involves qualitatively analyzed documents, both official and in the form of notes, laws and regulations and related government regulations. The research conclusions are drawn deductively. Based on the results of data analysis, it can is revealed that the development planning process (physical and non-physical) in Desa Pererenan refers to the Badung Regency development planning pattern, such as the National Plan of Development Plan (PPNSB), which adopts the philosophy of life and local wisdom of the Balinese people. Village development planning involves the Village Consultative Body (BPD) and the community in a participatory manner, is compiled in a periodic manner, and includes the Village Medium-Term Development Plan (RPJM) for a period of 6 (six) years and the Village Government Work Plan (RKP) for a period of 1 ( one year). The relationship between the desa pakraman and the official village in Pererenan Village is functional, namely consultative and coordinative, which is the working relationship between the prajuru desa pakraman (head of desa pakraman) and the official or perbekel village head. The duties and authorities of the two villages have differences but are still interrelated with one another.

Reform and regional autonomy is actually a new hope for the goverment and village communities to build their villages according to the needs and aspirations of the community. The implementation of development in the village is intended to improve the standard of living and welfare of the village community itself through the establishment of policies, program activities that are in accordance with the essence of the problem and priority needs of the village community. The Village Consultative Division (BPD in Indonesian) is an institution of the realization pf democracy from the village community or an institution that represents the voice of the community and is a working partner of the village Government in administering The Goverment in the village head along with his device was overseen by the Village Consultative Division (BPD in Indonesian). The method of the approach used in this study is the Juridical Sociological approach, it uses the Juridical Sociological. The selection results obtained include : 1) Inbiting factors influenced by human resource factors both from the village Government itself as the highest office holder in the village, as well as from PD members who are tasked with assisting in the implementation of the legislative functions of approval and discussion of illage regulations. 2) Solutions and efforts, the village Goernment is expected to conduct training in human resource development such as improving the quality of education and developing capabilities in shapping regulations.

Public Service Analysis of Village Tlanak Support of Lamongan District. The purpose of this research is to know the quality of Public Service of Village Government of Tlanak Kedungpring District of Lamongan Regency, to know the supporting and inhibiting factors and solution of Public Service of Village Government of  Tlanak Kedungpring District of  Lamongan Regency and to know the implementation of Good Governance in Public Service of Village Government of Tlanak Kedungpring District of Lamongan Regency. The type of this research is non-doctrinal (sosiologis) legal research. Non-doctrinal method is a type of scientific study with the intention just to learn just and not to teach something doctrine. The research method used is research method with qualitative analysis. The results of this study concluded that the quality of Public Service Village Tlanak Kedungpring District Lamongan through Programs, policies, and attitudes is Services Open, easy and accessible by all parties who need and provided adequate and easy to understand, can be accounted for in accordance with the provisions of legislation - invitation, inhibiting the public service of Tlanak village administration of Kedungpring Sub-district of Lamongan Regency is seen in the condition of society which still have a lot of parochial political culture. The solution of inhibiting factor of public service in Tlanak Village, Kedungpring Sub-district, Lamongan Regency by strengthening service system, improving professionalism of each employee, conducting public awareness program to help dissemination and comprehension of information to society about matters related to service activity and giving sanction that is firm. The village government of Tlanak Kedungpring District of Lamongan Regency has not fully implemented the Good Governance principles in the implementation of the village government's tasks, functions, authorities, rights, and obligations in terms of planning, service, implementation of village development, especially those related to village governance.Keywords: Quality Analysis of Public Service, Good Governance.
