Abstract Population growth, increased economic welfare, and Indonesia's unique geographical location increase the "tendency to travel by air transportation". Based on these conditions, air transport is a fundamental and efficient way to connect almost 240 million Indonesians, and people in other parts of the world. However, like other service sector, trade barriers in the air transportation service is implemented through government policies through regulations. This condition causes the regulations to be barriers because they increase transaction costs charged to consumers in the form of higher service prices. This study aims to (1) estimate the tax-equivalent of NTBs and (2) analyze the impact of eliminating regulatory barriers in the air transportation service within the scope of ASEAN and ASEAN FTA Partners. Using the gravity model, this study identifies that the trade barriers of air transportation services in ASEAN and ASEAN FTA Partners are still relatively high at between 0 - 11.2 percent. Using CGE's IC-IRTS model, GTAP simulation shows that the results of this study are consistent with pro-competitive theories. Greater gain is obtained from the CGE model, which uses the assumption of IC-IRTS compared to PC-CRTS. Assuming IC-IRTS, China will reap greater benefits as indicated by its highest increase in welfare. JEL Classification: F13, F15, F17

The study of the genesis of legal regulation of relations in the provision of airport services allows us to draw the following conclusions. Airport services and their legislative regulation are directly related to air transportation services. With the expansion of the scope of these services, airport services also developed. These types of services began to take shape in the early ХХ century and rapidly developed with the creation of a network of airports around the world, including in Ukraine. At the same time, legislative regulation was formed as a set of rules governing transportation, then legislation on the provision of services joined it. It was established that civil legislation on airport activities historically supplemented the legislation on air transportation, the main purpose of which was to comply with air safety guarantees. A peculiarity of the civil legislation of Ukraine governing the activities of airport services is that its basic norms are not contained in the Civil Code of Ukraine, but in the norms of other legislative and by-laws, primarily in the Air Code and the Aviation Rules of Ukraine, as well as in the administrative, economic, tax, labor, environmental, land and other branches of law. However, the core of this set of norms is precisely the rules of civil law, which allows you to regulate these relationships using the principles and methods of civil law and at the same time take into account the links between the various branches of legislation as elements of the system. It is concluded that the legislation of Ukraine on the provision of airport services should be developed in the process of its unification with EU directives, standards and recommended practices of the International Civil Aviation Organization, due to the global processes of the impact of globalization on these relations and international obligations undertaken by Ukraine. Key words: legal regulation, civil law relations, civil law, airport service, Air Code of Ukraine, Aviation Rules of Ukraine.

Flood is a disaster that has the biggest threat, in terms of the number of victims or losses. Semarang City is a city that is classified as a flood prone area, this is due to the geographical location in the lowlands and highlands. The impact of the flood disaster caused damage and losses from various sectors of public infrastructure including the education service sector and health services. Damage and loss of public infrastructure will burden the government in the post-flood recovery phase. An assessment of infrastructure damage and losses from flooding is needed in order to help the Semarang City Government prepare a budget plan and manage rehabilitation and reconstruction. The purpose of this research is to explore the loss of public infrastructure due to the impact of the flood disaster, so that it can accelerate the post-disaster recovery process and management strategies for the risk of further flood disasters. The valuation method used is ECLAC (Economic Commission for Latin American and the Caribbean) Method. This method can identify damage and estimate the losses caused by floods. The results of this study are that each public infrastructure building has a different level of damage and loss and the budget allocation for disaster management each year is still inadequate. A risk transfer strategy is needed with an insurance financing scheme based on the level of risk in each infrastructure building.

Global aviation activity is poised for a decade of sustained growth. While economic difficulties are a fact of life in the aviation transportation industry, the future demand for aviation transportation services is promising. One factor that may greatly dampen this projected growth may be the lack of qualified aviation maintenance technicians (AMTs) necessary to keep the air transport fleet flying. This investigation examines the future of global aviation activity while presenting factors impacting the corresponding lack of growth in the AMT population that threaten the future of air transportation.

The COVID-19 pandemic is a problem faced by almost all countries in the world including Indonesia. Transportation sector actors are amongst those vulnerable to the impact of COVID-19. This study analyses the application of health protocols carried out by people using transportation facilities during the pandemic. The method used is qualitative analysis with exploratory steps with participatory observation techniques. The results show that the awareness of some people about the COVID-19 pandemic has not paid much attention to its impact, so that in this case the role of doctors in monitoring transportation is very important. Namely by socializing transportation service users by implementing health protocol efforts including wearing masks, avoiding shaking hands and washing hands with soap, and so on. The impact of the pandemic on transportation services has decreased. Keywords: COVID-19 Pandemic, Transportation, Role of Doctors, Health Protocols

Chronic kidney disease, also referred to as end-stage renal disease (ESRD), is a prevalent and chronic condition for which treatment is necessary as a means of survival once affected individuals reach the fifth and final stage of the disease. Dialysis is a form of maintenance treatment that aids with kidney functioning once a normal kidney is damaged. There are two main types of dialysis: hemodialysis (HD) and peritoneal dialysis (PD). Each form of treatment is discussed between the patient and nephrologist and is largely dependent upon the following factors: medical condition, ability to administer treatment, supports, geographical location, access to necessary equipment/supplies, personal wishes, etc. For Indigenous Peoples who reside on remote Canadian First Nation communities, relocation is often recommended due to geographical location and limited access to both health care professionals and necessary equipment/supplies (i.e., quality of water, access to electricity/plumbing, etc). Consequently, the objective of this paper is to determine the psychosocial and somatic effects for Indigenous Peoples with ESRD if they have to relocate from remote First Nation communities to an urban centre. A review of the literature suggests that relocation to urban centres has negative implications that are worth noting: cultural isolation, alienation from family and friends, somatic issues, psychosocial issues, loss of independence and role adjustment. As a result of relocation, it is evident that the impact is profound in terms of an individuals’ mental, emotional, physical and spiritual well-being. Ensuring that adequate social support and education are available to patients and families would aid in alleviating stressors associated with managing chronic kidney disease.
