Abstract. Problem. The issue of the impact of construction projects on the environment is extremely relevant and complex. Analysis of publications. The study of the negative impact of rolling stock, dust, noise, vibration, emissions during the operation of engines, as well as the impact of construction processes on the environment were engaged in such scientists as I.Ye. Evgeniev, RA Kizima, D.W. Зерка-лов, М.В. Немчинов, О.Л. Boychenko and others [1, 3, 4, 8, 9]. The aim is to assess the degree of impact of the road and transport on the environment. Presenting main material. Consumer properties of roads are a set of indicators that directly meet the needs of road users: safety, speed, continuity, comfort of traffic; road capacity, in particular the ability to pass cars and road trains with permitted axle loads, total weight and dimensions; ecological and aesthetic condition of the road; level of service and information support [2]. Ecological safety of the highway depends on the technical level, operational condition of the road and road structures, intensity and composition of traffic and characterizes the impact of the road on the environment within the limits of environmental standards, including harmful vehicle emissions, noise pollution, migration of animals, reptiles etc. [6]. Cars with gasoline engines are especially harmful in this regard. Diesel engines have a much lower level of toxicity and contain much less harmful substances. On the entire area of land occupied by the road and the construction of the road complex, on temporarily allotted land for reserves, quarries and other developments should be removed fertile layer of soil with bulldozers that cut and move the soil some distance. In the course of performance of this work the soil is exposed to mechanical disturbance. The construction area becomes a category of disturbed lands, which include lands with a removed or covered humus layer, not suitable for agricultural and forestry use without prior restoration of fertility [3, 7, 10, 11]. Conclusions. In order to protect the environment, many countries around the world are introducing laws designed to limit the negative impact of vehicles on the state of the biosphere, which requires the creation of modern environmental legislation and regulatory framework for environmental safety.

Introduction. The active development of the transport network of highways is one of the areas of construction activities, the environmental safety of which does not fully comply with environmental requirements. The road transport complex has a negative impact on all existing components of ecosystems, but the greatest impact is associated with the formation of waste generated during the reconstruction of highways. To minimize the negative impact of the road construction complex waste management on environmental components, it is necessary to supplement the well-known methods of assessing the created schemes and methods with approaches associated with the analysis of environmental safety. Materials and methods. Due to the fact that most of the waste generated during the reconstruction of highways is multi-composite, a classification by enlarged types is proposed, depending on their chemical composition and state of aggregation. Results. For the numerical assessment of the biopositivity parameter in the comparative analysis of various technologies, the method of hierarchy analysis was tested, which is based on the principles of decomposition, pairwise comparisons and synthesis of priorities. In general, the assessment of biopositivity is a hierarchical procedure that includes operations related to the transformation of the scale and its aggregation. The most significant factors reflecting the impact of the technologies under consideration on the environment were selected as the criteria for the assessment. Conclusions. The presented calculations of the biopositivity parameter for the considered methods of reconstruction of highways in swampy areas showed that the peat technology has the least impact on the environment. The bio-positivity index during peat extraction is 2 times higher than when using geocontainer processing of wetlands.

Gelendzhik is the resort town, there aren't a lot of industrial enterprises here. The main pollutant is transport. The work purpose is the assessment of a condition of the artificial landings of a pine located along the Federal highway "Don" and landings, which is nearly the sea coast. Researches were conducted to a standard technique of the General vital state (A. S. Bogolyubov). The assessment of a condition of pines was carried out during 6 years: from 2010 to 2015. For carrying out research we used 6 experimental grounds on the Markotkhsky spine and 2 control grounds within the town. We investigated 24 trees on each platform, middle age of the trees were 30 - 40 years. Results. 1. The condition of trees in the pine forests located in immediate proximity with the Federal highway "Don" (No. 1, 2, 3) is unsatisfactory. As even weak influences of the majority of atmospheric gaseous pollutants (sulphurous gas, nitrogen oxides, etc.) give effect of a necrosis and hloroz of pine needles, the condition of pines is connected with technogenic pollution. So near the Federal highway "Don" the air environment is strongly polluted by exhaust gases. Information of 2012 confirm that negative influence of the route on Markotkh's vegetation decreases at reduction of load of the route. 2. On the sites located above on a slope (No. 4,5,6) thanks to remoteness and the wind mode intensity of influence of pollutants is lower and a condition of pines the quite satisfactory. 3. Trees on the sites located near the sea (No. 7,8) are in a good shape. Small deterioration of a state is noted in very droughty years. Conclusion. Results of six years' research show that the condition of the plantings which are in close proximity with the road worsens. It is explained by increase in intensity of the movement on the road, especially during a resort season. Gelendzhik is the city with a good ecological shape, but the damage to environment is already caused. If not to take measures, we can lose a unique part of the nature in the future, recreate it will be impossible. Measures of reduction of negative impact of exhaust gases were offered. Results of researches are transferred to ecological department of the City administration of Gelendzhik.

Topicality of the study of the attitude to the distance learning format is due to the need to study the impact of such interaction in the “pedagogue-studentˮ system on the quality, motivation and overall satisfaction of students with the learning process. The study involved 120 people from 6 six higher education institutions in Moscow. The use of content analysis allowed us to identify 8 significant contexts (areas) around which the statements of the study participants are grouped: “Roadˮ, “Teachersˮ, “Returnˮ, “Distance learningˮ, “Full-time, full-time attendingˮ, “Training, training formatˮ, “Provided, changedˮ, “Qualityˮ. The results obtained indicate that the main disadvantages of the distance learning format, according to the respondents, are the lack of live communication with teachers, a decrease in the level of motivation and self-organisation, which ultimately has a negative impact on the psychoemotional state of students and the quality of material assimilation. At the same time, among the obvious advantages, there is a reduction in transport and time costs for the road to the place of study, as well as the opportunity to study the material at a convenient time. The results obtained can be used in the development of distance learning programmes for students of higher educational institutions of the Russian Federation.

The purposes of this research are to examine the impact of traffic noise on the sale and rent prices of the housing real estate in the Sulaimaniyah city center. Besides, highlight the concept of traffic noise pollution in general and in particular in the Sulaimaniyah city center. Thus, people have the right to choose the nature of the acoustic environment, as others should not impose it, the problem of traffic noise considered as one of the main problems that have imposed on the people in Sulaimaniyah city center. Which began to take severe economic and social dimensions, affects the decision-making process in the real estate market. Moreover, consequently, this research analyzes the impact of traffic noise pollution in the sale and rent prices of residential property in Sulaimaniyah city center, the results of the research have confirmed a clear and negative impact the traffic noise on residential real estate prices in Sulaimaniyah city center. Finally, the research indorsed range of important recommendations, such as necessity control the noise pollution at the level of governments and companies, either at the companies’ level by choosing vehicles that release less sound and the use of sound control devices of high efficiency. Either at the government level to determine the volume level or prevent annoying noises (painful), through legislation and laws of environmental protection and impose fees and raise awareness.

Introduction. The peculiarities of the functioning of non-profit organizations in Ukraine are identified. The accounting and information support of the analysis of the activity of public sector entities is considered. It is established that the reformation of accounting of public sector entities related to the introduction of the NP (C) BODS from January 1, 2017 requires a comprehensive analysis of the activities of budgetary institutions. It is noted that the analysis of the activity of a budgetary institution will provide full information about the real economic situation of the organization, reveal unused agricultural reserves for further development and ensure more efficient use of targeted state allocations. The object of research is the Main Department of Statistics in the Dnipropetrovsk region. The priori analysis of dynamic changes in cash inflows by type of income is carried out. It is proven that the use of only absolute indicators to estimate the dynamics of revenues is inappropriate. It is noted that the increase in the dynamics of cash inflows to a budgetary institution can testify only to the impact of inflationary processes. It is proposed to analyse the results of the organization's activities in a phased manner: analysis of dynamics and structure; analysis of the actual expenditures of the organization; assessment of the financial performance and determination of the size of the deficit or cash surplus. The algorithm of the complex analysis of the receipts of funds, incomes and expenditures of the budgetary institution is developed. It is established that the analysis of incomes and expenditures and financial results of a budget institution's activity is a necessary component of effective management of a public sector entity. Purpose. The article aims to evaluate the accounting and information support of the analysis of the activities of the public sector entities and to develop the stages of the analysis of the activity of the budget institution of the Main Department of Statistics in the Dnipropetrovsk region. Method (methodology). Method of system analysis, methods of causal analysis, table and graphical methods, dynamic series have been used in this research. Results. The theoretical synthesis and practical recommendations on the methodological aspects of the activities of non-profit organizations through the analysis of dynamics and the structure of cash flow; actual expenses of the organization; assessment of financial performance and determination of the size of the deficit or cash surplus have become the result of the research.

Abstract The problem of recycling plastic waste is quite acute both in Ukraine and for most countries of the world. The use of plastic processing products can be considered an urgent problem of society from the point of view of environmental protection and environmental safety. Today, developments are underway in the field of using polymers in one of the largest sectors of production – the construction industry. In recent years, the scientific community has been actively studying the issue of using plastic waste in the manufacture of reinforced concrete structures, that is, partial replacement of the filler with plastic particles. At the same time, in the short term, sufficient resources of plastic waste will be provided, which will come in value for collection and recycling. The use of plastic in concrete production technology will not only reduce the negative impact of waste on the environment, but also develop concrete of more sustainable quality and lower cost. The aim of the study is determining the amount of plastic waste that can be utilized through introducing it into concrete mix without reducing the strength of the concrete. Here we have considered the issue of the impact of the degree of plastic grinding on concrete strength. The research findings show that the introduction of plastic in an amount up to 3.5% of the volume of concrete as a substitute for the aggregate does not reduce its compressive or flexural strength.

Abstract The problem of combating urban noise is closely linked to the rational transformation of the urban environment, which must go through the elimination or reduction of the number of sources of noise, the localization of the noise emission zone, reducing the level of sound sources and protection against noise for the residential areas. Theoretical and experimental studies of acoustic loading on the territory along the highway for the typical section of the urban territory have been conducted. To estimate the complex noise impact from all sources and from individual sources, as well as to predict the total noise exposure for this site, a noise map was constructed using software. As a measure to combat traffic noise in the territory along the highway, the location of the noise protection screen was justified, taking into account the loss of part of the national income as a result of the continuous impact of noise on a person.The results of the research allow to assess the degree of technogenic impact of noise pollution during the operation of the highway, which allows regulating, by administrative and legislative methods, the nature of the impact on natural objects and human health of certain types of activities, as well as reasonably proposing measures that ensure environmental safety when organizing urban streets traffic.

Studies of traffic noise in residential areas, i.e. in areas designated for human activity, are very relevant due to the growth of noise pollution caused by the growth of traffic infrastructure. Noise parameters are measured in order to assess their compliance with hygienic standards, to verify the calculated data obtained, to identify noise sources. Experimental and theoretical works on the analysis of transport noise and assessment of risks from their influence have been carried out in ICM&MG SB RAS for the last several years. The information support for the research proposed by the authors is aimed at integrating data and knowledge on the assessment of risks from the impact of traffic noise. Researchers have meaningful access to the experimental data that have been collected during fieldwork on the registration of traffic noise, to their computational analyses, and to systematic information related to this issue.

In recent years, the state of the road transport infrastructure in Ukraine has deteriorated significantly. With the process of urbanization and the expansion of the transport infrastructure, the ecological danger of the functioning of these strategically important objects increases, which requires effective methods of detailed study of the state of environmental components in areas of urban pollution in order to prevent negative consequences. Working with the problematic, using robots, we analyzed the methods to monitor the environmental situation around the road transport infrastructure for the development of recommendations for advancing efficiency. An algorithm for assessing the environmental situation around the objects of motor transport infrastructure is considered, based on monitoring the impact of these objects on the components of the environment and determining the main factors of this influence. The regularities and dependences of the influence of the motor transport infrastructure from the standpoint of environmental safety have been established. The indicators of pollution of the components of the environment in the study areas and methods of their production are analyzed. It has been concluded that a complex combination of chemical research methods with biodication is observable, makes it possible to analyze the effect of vehicles on various components of the environment (atmospheric air, soil and soil solutions, plants, animals, surface waters, etc.) and to establish the level of anthropogenic load.
