The work purpose is the development of suggestions on the improvement of labor conditions for passenger car conductors. In the paper there is shown information on conductor health, diseases connected with the vibration high level impact. On the basis of the experience of CC SA “TIV” for the solution of the problem specified there are introduced suggestions on changes of the standard base regulating the fulfillment of noise metering and vibration metering test. The expediency of the changes offered is also substantiated with the potential of modern instrument-ware. The absence of the necessity for the definition of vibration indices at a motion speed up to 80 km/h is shown. A possibility to obtain objective data on vibration processes in a car during measures with the 20 km/h intervals is called into question. A regularity connecting the frequencies of dominating vibration with the speed of a car motion is determined. There are given specific recommendations on the adjustment of procedures to obtain reliable information on noise and vibration perceived by passengers and service personnel. It is emphasized that maximum noise levels arise at maximum vibration levels therefore there is drawn a conclusion on the expediency of the synchronization of these tests. On the basis of the material presented in the work the following conclusions are drawn: in the resent years are not observed improvements in conductor morbidity rates connected with the impact of vibration higher levels; on the consequences of vibration impact upon passengers it is possible to judge by a health state of conductors; the introduction of the changes offered will result also in time saving and cost decrease of test fulfillment.

Purpose The American Society of Clinical Oncology (ASCO) Cancer Research Committee designed a qualitative research project to assess the attitudes of cancer researchers and compliance officials regarding compliance with the US Privacy Rule and to identify potential strategies for eliminating perceived or real barriers to achieving compliance. Methods A team of three interviewers asked 27 individuals (13 investigators and 14 compliance officials) from 13 institutions to describe the anticipated approach of their institutions to Privacy Rule compliance in three hypothetical research studies. Results The interviews revealed that although researchers and compliance officials share the view that patients' cancer diagnoses should enjoy a high level of privacy protection, there are significant tensions between the two groups related to the proper standards for compliance necessary to protect patients. The disagreements are seen most clearly with regard to the appropriate definition of a “future research use” of protected health information in biospecimen and data repositories and the standards for a waiver of authorization for disclosure and use of such data. Conclusion ASCO believes that disagreements related to compliance and the resulting delays in certain projects and abandonment of others might be eased by additional institutional training programs and consultation on Privacy Rule issues during study design. ASCO also proposes the development of best practices documents to guide 1) creation of data repositories, 2) disclosure and use of data from such repositories, and 3) the design of survivorship and genetics studies.

The traditional definition of sustainability calls for policies and strategies that meet societys present needs without compromising the ability of future generations to meet their own needs (1). Sustainability is a concern in private and public sectors all over the world; it is an issue that resonates with people in all age ranges, income levels, and geographic locations. The main idea of sustainability is reduce, reuse, and recycle. People and organizations alike must consider every possible effect from the decisions they make in regards to the environment. With over 600,000,000 passenger cars on the road in the world, and over 50,000,000 passenger cars built each year, it is imperative that automakers make sustainable decisions (2). It is not just the large number of vehicles in the world that is cause for concern, but the immense amount of resources needed to manufacture, transport, and fuel them. Automakers must consider the impact that each car has during every stage of its life cycle, in addition to their responsibility to society (in terms of the environment, education, and safety) and the impact of their suppliers. This case study is designed to discuss the background of Toyota and highlight the companys current actions in regard to sustainable marketing; a comparison will also be made to the sustainable efforts of Honda and Subaru.

Vehicles experience the impact due to harsh road conditions. Contact with a barrier on a road induces vehicles to vibrate, which brings about impact noise of high sound level. The attenuation of impact noise is an important issue since car passengers may complain about the impact noise. However, Perfect removal of impact noise is not possible as most of impact noise is caused by external conditions. It is thus necessary to make vehicles to possess more desirable sound quality characteristic of impact sound. More research is needed on objective attributes of impact noise; it is not a simple matter since impact noise is transient in nature and has a high level of sound at an instantaneous moment. A new objective attribute of impact noise is designed by using wavelet transform. Wavelet transform is appropriate for the analysis of transient signals such as impact noise. The usefulness of new objective attribute, which is a sound metric, is examined by comparison with the mean subjective rating for real impact noise of passenger cars. The new sound metric has better correlation with the mean subjective rating than already existing sound metrics.

This short paper aims to unpack some of the assumptions underlying the “Policy and Investment Recommendation for Trustworthy AI” provided by the High-Level Expert Group on Artificial Intelligence (AI) appointed by the European Commission. It elaborates in particular on three aspects: on the technical-legal dimensions of trustworthy AI; on what we mean by AI; and on the impact of AI. The consequent analysis results in the identification, amongst others, of three recurrent simplifications, respectively concerning the definition of AI (sub-symbolic systems instead of “intelligent” informational processing systems), the interface between AI and institutions (neatly separated instead of continuity) and a plausible technological evolution (expecting a plateau instead of a potentially near-disruptive innovation).

Objectives: The regularly structured adaptation of health technology assessment (HTA) programs is of utmost importance to sustain the relevance of the products for stakeholders and to justify investment of scarce financial resources. This study describes internal adjustments and external measures taken to ensure the Horizon Scanning Programme in Oncology (HSO) is current. Methods: Formal evaluation methods comprising a survey, a download, an environmental analysis, and a Web site questionnaire were used to evaluate user satisfaction. Results: The evaluation showed that users were satisfied with HSO outputs in terms of timeliness, topics selected, and depth of information provided. Discussion of these findings with an expert panel led to changes such as an improved dissemination strategy and the introduction of an additional output, that is, the publication of a league table of emerging oncology drugs. The rather high level of international usage and the environmental analysis highlighted a considerable overlap in topics assessed and, thus, the potential for international collaboration. As a consequence, thirteen reports were jointly published based on eleven “calls for collaboration.” To further facilitate collaboration and the usability of reports for other agencies, HSO reports will be adjusted according to tools developed at a European level. Conclusions: Evaluation of the impact of HTA programs allows the tailoring of outputs to fit the needs of the target population. However, within a fast developing HTA community, estimates of impact will increasingly be determined by international collaborative efforts. Refined methods and a broader definition of impact are needed to ultimately capture the efficiency of national HTA programs.

The subject of the study is a set of theoretical and methodological foundations, as well as econometric tools for substantiating the representation of the shadow economy as a negative factor for the development of the Ukrainian economy. The purpose of the study is to empirically analyze the peculiarities of the impact of the main factors and risks on the level of the shadow sector in Ukraine and other countries in the world, as well as to determine the strategic directions for further reducing of shadow part of Ukrainian economy with the use of the developed econometric toolkit. Such general scientific methods of analysis and synthesis as methods of comparative analysis, generalization, systematization, and grouping of data, methods of graphic and scenario analysis, as well as econometric tools, in particular methods and models of panel (longitudinal) data wereused in the process of research. Results. A significant amount of the shadow sector in Ukraine poses additional threats to the effective functioning of the economy and its economic development, especially in conditions of political and economic instability. The conducted statistical and empirical analysis confirmed the hypothesis that during a deep economic crisis, the shadow economy may not only be a consequence but also a cause of a growing fall in gross domestic product and, in turn, can aggravate a crisis that is also characteristic of the Ukrainian economy. Even though in recent years there has been a tendency of reducing the shadow level of the Ukrainian economy, it is still a considerable amount, which threatens the financial and economic security of the state and requires the formation of a scientifically grounded strategy for its lowering. The current situation requires not only an adequate definition of the sources of the shadow economy, mechanisms and development, the relationship with the formal economy but also the definition of the main factors affecting its level, as well as quantitative assessment of such impact using economic and mathematical methods of research. The empirical analysis of the impact of the main financial and economic indicators on the level of the shadow economy on the basis of panel data tools for a sample of more than 31 countries of the world allowed to identify not only the main macroeconomic factors affecting the shadow economy, taking into account the specifics of each individual state, but also significantly increase the number of observations and thus increase the accuracy of calculations in the conditions of limited information in a time dimension. Besides, the presentation of countries of different groups in the sample allows, for example, to measure how the country's entry into the European Union affects the level of the shadow economy and whether it affects it overall. According to the modeling results, the clustering of the countries was carried out depending on the level of the shadow sector and the initial conditions for the tendency to shadow. The hypothesis is that the shadow economy of Ukraine exists and even develops in favorable terms that are accompanied by low rates of social and economic development, the imperfection of the legislative and the judicial system, the complexity of opening and doing business, a rather high level of tax rates and a significant spread of corruption. Moreover, a scenario analysis based on the developed model showed that, in the wake of the economic crisis, the shadow economy of Ukraine would tend to increase, which will further deepen the economic downturn in the country in the medium term. Accordingly, the definition of strategic directions for lowering the part of the shadow economy in Ukraine becomes one of the priority tasks of its economic policy. The results of the study can be used by public authorities to form economic policies and strategic directions aimed at ensuring a gradual reduction of the shadow economy in Ukraine, enhancing its financial security and economic development. Conclusions. The presence of the shadow sector is characteristic for almost all countries in the world, but under current conditions of economic development, a significant part of shadow economy becomes an obstacle to the development of a robust corporate sector, the establishment of a functioning market economy and economic growth. The statistical and empirical comparative analysis of the factors influencing the level of shadowing of the economy of different countries confirms the fact that due to imperfect economic, social and legal reforms, many of them still have a high level of the shadow economy, including Ukraine, which negatively affects the level of its economic development. Moreover,  according to the optimistic scenario based on the developed econometric model of panel data, the positive dynamics of the gradual reduction of the level of shadow economy to 30.2% of the country's GDP in 2022 were obtained.  Despite that fact, according to more realistic assumptions, the growth of the shadow sector is somewhat probable to the level that far exceeds its current value. Accordingly, the definition of strategic directions for further reducing of shadow part of the Ukrainian economy is one of the critical tasks of its economic policy. At the same time, as statistical and empirical studies have shown, the effectiveness of the policy of deterrence should increase as a result of the implementation of elaborate measures aimed, in particular, at reducing the impact of factors that increase the level of the shadow economy in the country; increase of expenses from attraction to shadow activity and riskiness for its participants; raising public awareness about the harmful effects of shadow economy; growth of personal income and living standards of the population, etc.

In the paper there are carried out investigations on the definition of the basic technological parameters impact of centrifugal-rotary processing in abrasive environment upon formation of surface layer quality in the parts worked. There is used a finite element method of deformation modeling in granulated massive rotating under the impact of centrifugal forces with the use of the (Comsol Multiphysics) packet. On the basis of computer the high-speed shooting processing and theoretical investigations of the process dynamics there are defined distributions of pressures and granule motion speed in the working chamber. A specified model of abrasive granule encounter with the surface worked at the centrifugal rotary processing on the basis of the modern researches and analysis with the use of the Ansys software. The dependences are obtained for the definition of the maximum penetration depth of environment particles into the surface of the part worked, metal removal, surface roughness which adequacy is confirmed by the results of experimental investigations. There is developed a specified procedure for the computation of roughness height parameters of the surface worked and machining capacity. A specified procedure for the computation of metal removal from the surface worked of parts is offered. An algorithm for the optimization of an engineering process is developed. The investigation results are introduced into production.

Humans are social animals; consequently, a lack of social ties affects individuals’ health negatively. However, the desire to belong differs between individuals, raising the question of whether individual differences in the need to belong moderate the impact of perceived social isolation on health. In the present study, 77 first-year university students rated their loneliness and health every 6 weeks for 18 weeks. Individual differences in the need to belong were found to moderate the relationship between loneliness and current health state. Specifically, lonely students with a high need to belong reported more days of illness than those with a low need to belong. In contrast, the strength of the need to belong had no effect on students who did not feel lonely. Thus, people who have a strong need to belong appear to suffer from loneliness and become ill more often, whereas people with a weak need to belong appear to stand loneliness better and are comparatively healthy. The study implies that social isolation does not impact all individuals identically; instead, the fit between the social situation and an individual’s need appears to be crucial for an individual’s functioning.

Sources of revenue and expenditure of APBD (regional budget) can be allocated to finance the compulsory affairs and optional affairs in the form of programs and activities related to the improvement of public services, job creation, poverty alleviation, improvement of environmental quality, and regional economic growth. The implications of these policies is the need for funds to finance the implementation of the functions, that have become regional authority, is also increasing. In practice, regional financial management still poses a complicated issue because the regional head are reluctant to release pro-people regional budget policy, even implication of regional autonomy is likely to give birth to little kings in region causing losses to state finance and most end up in legal proceedings. This paper discusses the loss of state finance and forms of liability for losses to the state finance. The result of the study can be concluded firstly,  there are still many differences in giving meaning and definition of the loss of state finace and no standard definition of state losses, can cause difficulties. The difficulty there is in an effort to determine the amount of the state finance losses. The calculation of state/regions losses that occur today is simply assessing the suitability of the size of the budget and expenditure without considering profits earned by the community and the impact of the use of budget to the community. Secondly, the liability for losses to the state finance is the fulfillment of the consequences for a person to give or to do something in the regional financial management by giving birth to three forms of liability, namely the Criminal liability, Civil liability, and Administrative liability. Keywords: state finance losses, liability, regional finance.
