Abstrak 18 Paragraph (2) The 1945 Constitution of The Republic of Indonesia, call that The regional authorities of the provinces, regencies and municipalities shall administer and manage their own affairs according to the principles of regional autonomy and the duty of assistance (tugas pembantuan). Organization of local governments led by the head region and assisted by a deputy regional head. In carrying out the duties and authority under Article 25 and Article 26, the regional head and deputy regional heads have an obligation in accordance with Article 27 Paragraph (1) letter (d) The Act Number 32 of 2004 on Regional Government. In this study, only the function of the regional heads in running the regional government was analyzed whether it has been in compliance or not with the norms / rule and standards based on regional autonomy of the regional heads of regional government according to democratic principles , while the deputy head of the area is not discussed.

The regional expansion is a way to accelerate development acceleration. In addition, regional expansion is the process of dividing an existing administrative area into two or more new autonomous regions. Regional expansion in Indonesia is carried out based on the Law of the Republic of Indonesia number 9 of 2015 concerning Regional Autonomy and Regional Government as a result of the second amendment to the Law of the Republic of Indonesia Number 23 of 2014. However, in the process of regional expansion in Indonesia, there are still some problems. Therefore, this study aims to evaluate government policies in regional expansion and determine regional boundaries in the provinces of Banten and West Java based on the laws in force in Indonesia. The method used in this research is the mix method, namely quantitative and qualitative. The data used are obtained from references and interviews related to regional autonomy policies, regional governments, and the determination of regional boundaries. The results of the evaluation, there are several factors that cause regional expansion, namely religious differences, ethnic and cultural differences, inequality in economic development in an area, and the size of the area. The formation of regional boundaries is carried out through 4 stages, namely Allocation, Delimitation, Demarcation, and Administration. One very important aspect of the implementation of regional autonomy is to merge regions with the hope of strengthening the relationship between local governments and local communities. In addition, it is hoped that there will be more intensive interaction between the community and the new local government, civil society will get better rights and obligations as citizens.

This article aims to explain the 2018-2019 state defense action plan in Presidential Instruction No. 7 of 2018 which mandates all ministries, non-ministerial government agencies, and local governments to take action to defend the country through three stages, namely the stages of socialization, internalization, and movement action. The dilution of the state defense action plan at the central government level has been very active, however, at the level of the reverent regional government it has not yet been felt, especially with the existence of regional autonomy where the central government is not necessarily able to "control" the regional government, so that all this needs attention parties, to see the perspective of the regional government in implementing the state defense action plan.

The existence of the Regional Representative Council (DPD) which is regulated in Article 22D of the 1945 Constitution of the Republic of Indonesia (UUDNRI of 1945) with the authority of the DPD as regulated in Law Number 2 of 2018 concerning the Second Amendment to Law Number 17 of 2014 Regarding the People's Consultative Assembly, the People's Representative Council, the Regional Representative Council and the Regional People's Representative Council (MD3), in particular Article 249 Paragraph (1) letter e. Article 22D of the 1945 Constitution places the position of the DPD as an institution that has the authority to submit a Bill relating to regional autonomy, central and regional relations, the formation and expansion of regions and the merger of regions, management of natural resources and other economic resources as well as related also by placing the DPD position to monitor and evaluate the Draft District / City Regional Regulations and Regency / City Regional Regulations according to Law Number 2 of 2018 concerning the People's Consultative Assembly, the People's Representative Council, the Regional Representative Council, and the Regional People's Representative Council (DPR) ( MD3). This authority will cause problems especially those regulated in Law Number 2 of 2018 concerning MD3, because the Regency / City Regional People's Representative Council and the Governor as representatives of the central government do the same thing as is done by the DPD as regulated in Law Number 23 2014 concerning Regional Government, particularly in the provisions of Article 149 Paragraph (1) and Article 153 Paragraph (1). While the form of coordination that will be carried out by the DPD and the Regional Government has yet to exist, in addition to the DPD's position as a high state institution will cause problems when coordinating with the Regency / City DPRD as an element of the regional government.Keywords: The telescope, Position, DPD, State Administration, Republic of Indonesia

<p><strong>English</strong><br />Regional autonomy gives more authority to the regional governments, namely those regencies and municipalities, to take the initiative in designing and developing a locally specific policy. It includes in conducting agricultural development in each region. The regional authorities in policy implementation have both positive and the negative impacts on agricultural development. Most of the regional governments’ regulations are designed to improve regional government revenues. Most regional government officials think that agricultural development is costly, but it takes a long time to return the investment. This is why issues of importance of agriculture are less attractive to the regional policymakers, especially in supporting agricultural business and extension. The positive impacts of regional autonomy can be observed in some regional governments successfully develop regional agricultural policy but not supported through the regional regulations.</p><p> </p><p><strong>Indonesian</strong><br />Kebijakan otonomi daerah memberi kebebasan kepada daerah untuk mengambil inisiatif dalam mendesain dan mengembangkan kebijakan lokal secara spesifik. Kewenangan di bidang pertanian merupakan kewenangan yang dilimpahkan pada kabupaten/kota. Besarnya kewenangan dalam pelaksana kebijakan daerah memberikan dampak positif dan negatif terhadap pengembangan pertanian. Sebagian besar Perda dibuat dengan tujuan untuk meningkatkan pendapatan Pemerintah Daerah. Pembangunan pertanian dianggap oleh sebagian birokrasi dan legislator lokal sebagai bidang yang cost-center yang membutuhkan investasi besar namun return-nya cukup lama. Hal ini yang menyebabkan mengapa isu pentingnya pembangunan pertanian kurang menarik perhatian bagi sebagian besar pembuat kebijakan daerah. Kecenderungan umum menunjukkan bahwa kebijakan pemerintah daerah kurang berpihak pada kegiatan yang terkait dengan pembangunan pertanian terutama dalam perbaikan iklim usaha dan penyuluhan. Hal ini  merupakan dampak negatif kebijakan otonomi daerah terhadap sektor pertanian. Namun dampak positif dari kebijakan otda terlihat dari beberapa Pemerintah Daerah yang telah berhasil mengembangkan pertanian daerah dan mengimplementasikan beberapa kebijakan daerah yang tidak diterbitkan dalam Peraturan Daerah.</p>

This study aims to determine the problems of regional autonomy after the enactment of Law No. 23/2014 which describes the paradox of the application of regional autonomy in Indonesia. The method used in this research is a statutory approach. The results of this study indicate that the main characteristic of implementing the principle of regional autonomy is the authority of local governments to manage their household affairs without intervention from the central government. The authority is in the form of independence and freedom possessed by the regional government. The implication of this shift in regional autonomy law politics is the loss of regional independence and freedom to manage their household affairs, in other words, the Regional Government Law currently makes regional heads government (Governors, Regents, Mayors) only as an extension of the central government, without the authority to take Policy.

The Regional government which carried out based on the principle of autonomy as wide as possible implies that the regions are given the authority to regulate and manage all their own affairs. So, this study tried to conduct a study of normative law to further examine the nature of the implementation of regional autonomy, and the second tried to analyze the role of regional regulations in order to support the implementation of regional autonomy through library research using the statute approach and conceptual approach. The results of the study indicated that one of the important ideals and rationalities for implementing regional autonomy was to make the policy process closer to the society, not only in the central government. For this reason, authority needs to be given so that local governments can take their own initiative to make decisions regarding the interests of the local community through laws at the local government level. Thus, the contents of the Regional Regulations are to accommodate the interests of the people in the regions in order to achieve happiness and prosperity that is distributed equally to the people in the area.Pemerintah daerah dilaksanakan berdasarkan prinsip otonomi yaitu memberi dan melaksanakan rumah tangga itu sendiri. Untuk alasan ini, penelitian ini adalah studi hukum normatif untuk memeriksa lebih lanjut tentang pelaksanaan otonomi daerah dan pendekatan lain yang dapat dianalisis dengan menggunakan pendekatan perpustakaan menggunakan pendekatan Statuta dan pendekatan konseptual. Hasil penelitian menunjukkan bahwa salah satu cita-cita dan rasionalitas penting pelaksanaan otonomi daerah adalah membuat proses lebih dekat dengan masyarakat, tidak hanya di pemerintah pusat. Untuk alasan ini, perlu mengisi ruang sehingga pemerintah dapat mengambil inisiatif sendiri untuk membuat keputusan tentang lingkungan masyarakat melalui peraturan di tingkat pemerintah daerah. Ini adalah konten materi dari Peraturan Daerah pada dasarnya untuk mengakomodasi manfaat masyarakat di daerah dalam rangka mencapai kebahagiaan dan kemakmuran yang didistribusikan secara merata kepada orang-orang di daerah tersebut.(The regional government is carried out based on the principle of autonomy is giving and carrying out the household itself. The problems in this research are: First, how is legal protection, legal compliance and overcoming problems regarding the management of ports in the regions according to Law Number 23 of 2014 concerning Regional Government and its relation to Law Number 17 of 2008 concerning Shipping. The method used in this research is normative legal research, namely research that refers to legal norms and principles contained in statutory regulations and government regulations. The result of the research is that Law Number 17 of 2008 concerning Shipping contains articles that regulate ports which require further regulation in the form of a Government Regulation. The law establishes a system of port authority that will carry out a regulatory role, end state-owned monopoly control over port services, and require the development of national and regional port master plans. Legal protection in implementing regional autonomy is in accordance with the enactment of Law Number 23 of 2014 concerning Regional Government, legal protection for the implementation of various government affairs in the framework of serving the community and managing natural resources. The problems that have arisen in the management of ports in the regions so far are conflicts of use and power. It is hoped that the efforts to deal with these problems can be carried out reactively, meaning that local governments can carry out conflict resolution, mediation or deliberation in dealing with these problems.

Large-scale Social Limitation (hereinafter referred to as PSBB) is one form of concern. The government and local governments are Pendemic throughout Indonesia and the world, namely Pandemic Corona Virus Disease (Covid-19). Bogor Regency, which is one of the buffer cities of the Republic of Indonesia, is an area that is quite vulnerable in spreading the Corona virus. Why? because many DKI Jakarta employees / laborers live in Bogor Regency, whose mobility is very high. With the birth of Regent Regulation No. 16 of 2020 concerning Implementation of Large- Scale Social Restrictions in Handling COVID-19 in order to conserve the use of Covid 19. The purpose of this study is to analyze the Implementation of Large Scale Social Limitation Policies in the Government of Bogor Regency. This research method uses Qualitative Methods with Literature Study research methods. (Huberman, Miles, 1994). The technique of inviting data is by searching Scientific Journals, Online Mass Media, Legislation and Books. The technique to determine Online Media by Pusposive, while for data analysis using Nvivo 12 Plus. Test the validity of the data by testing the data source. The results of the study show that the implementation of the Large-Scale Social Limitation Policy in the Bogor District Government has not yet proceeded, starting from the clash of authority between the Central Government and the Regional Government so that it cannot make improvements, and many more are in accordance with the provisions of Covid-19 and its distribution. Social assistance to the community.

<p align="center"><strong><em>Abstract</em></strong></p><p><em>State of Indonesia is in the form of the republic, which consists of several islands. So called archipelago that has outstanding cultural richness and are not owned by another country, one of the Indonesian national pride by having a diversity of ethnic, tribal customs that have high values inherited by our ancestors to be conserved and have value quite high as a tool to build character as a nation and is the capital of local wisdom very proud of each region through provincial and district/city in the archipelago along still recognized and not contrary to the values of national wisdom that the values of pancasila . Indigenous people ( MAHUdAT ) and customs / traditional culture is still recognized its existence ( living law) as mandated by Article 18 B in conjunction with Article 32The  1945  constitution jo permendagri No. 39 of 2007 , for it needs to be implemented and used as the basic capital development in all fields in order of regional autonomy . Empowering Indigenous leader and kinship to participate in governance , which made the subsequent government policy areas outlined in the regulations . Masyarakat Hukum Adat ( MAHUDAT) beserta adat istiadat/budaya tradisionalnya hingga saat ini masih diakui keberadaannya (living law) sebagaimana yang diamanatkan oleh Pasal 18 B jo Pasal 32 UUD Negara Republik Indonesia Tahun 1945 jo Permendagri No 39 Tahun 2007, untuk itu perlu diimplementasikan dan digunakan sebagai modal dasar pembangunan di segala bidang dalam rangka penyelenggaraan otonomi daerah. Pemberdayaan Tokoh Adat dan Kekerabatannya untuk dapat berpartisipasi dalam penyelenggaraan pemerintahan, yang dibuat sebagai kebijakan Pemerintah Daerah selanjutnya dituangkan dalam Peraturan daerah. Encoding is one of the mandatory matters that is not related to basic services. To elaborate regional authority related to coding matters, mapping of coding affairs is carried out in the context of structuring the Provincial / Regency / City Regional Institutional Apparatus in the Field of Encoding according to the direction of Law No. 23 of 2014 concerning Regional Government. With the enactment of Law Number 23 Year 2014 in the Jambi Provincial Government, especially in the Bungo District, realizing harmonization of policies between the center and the regions that synergize with each other and will achieve the goals of Regional Autonomy in the welfare of people's lives. In the Bungo Regency in the coding activity supported by 17 sub-districts within the Regency area, the implementation was not yet optimal. This research uses qualitative research methods, qualitative research has a flexible nature. This research found that the implementation of the duties and functions of the Bungo Regency coding team in maintaining confidential government information in the context of efforts to realize the integrity of the Unitary State of the Republic of Indonesia (NKRI) had not gone well. This is evidenced by the lack of awareness and responsibility of the coding team on the duties and functions of the coding field. Obstacles or obstacles facedby the coding team in carrying out their functions in safeguarding confidential government information in an effort to realize the integrity of the Unitary State of the Republic of Indonesia, including lack of awareness and full support from superiors or officials authorized to carry out coding functions and functions, there is no means from the government in the implementation of duties and functions in the coding field.
