The aim of our work is to study structural changes in the species composition of blood-sucking dipterans in various biotopes of agrocenoses. It is established that the structure of the fauna of the blood-sucking Tabanidae is determined by abiotic (moisture, illumination, available shelters) and biotic (concentration of feeders) factors. One of the most important environmental factors that attract horseflies to agrocenoses is high density of farm animals that feed these insects. On lowland pastures, due to sufficient moisture, high light intensity and sun warming, conditions are favorable for habitation of adult horseflies. The ecological conditions of the adult horseflies habitation on dry pastures due to greater dryness, strong sun warming, lack of shelter and strong wind negatively affect the total number of horseflies. The ecological conditions of the adult horseflies habitation in the by-farm territories are less favorable. There is a tendency to reduction of the share of taiga species in the zoogeographic structure of the horsefly fauna (from 9 to 6 species over the past 10 years) and forest-steppe faunal complex (from 7 to 6 species). At the same time, the total average number of female horseflies attacking animals in various biotopes of agrocenoses of the central Non-Black Earth Zone has remained almost unchanged.

This article presents an analysis of the changes that have occurred in one of the most important state documents - the Food Security Doctrine of the Russian Federation. Criticism of this document can be traced in many scientific works: some experts attribute the Doctrine only to a program document, while others expect it to be implement and control, i.e. much more in practice. An assessment of the significance and essence of such a document as the doctrine as a whole made it possible to determine its place both in the system of public administration and the degree of its significance in the regulatory field. Based on the findings, an attempt was made to analyze changes in the new Doctrine of Food Security of the Russian Federation, approved by Decree of the President of Russia No. 20 of 01.21.2020. Structural changes in the new Doctrine are highlighted, as well as a critical assessment of the features of all its main sections. The greatest changes were revealed in the state food security assessment system, and it was also determined that the new version of the Doctrine has a greater social bias. If there are positive changes, some omissions of the most important areas of agri-food policy have been identified, which, despite their absence or insufficient reflection in the Doctrine, can be presented and decided at the level of subsequent documents, but only if the Doctrine in practice will be a fundamental document of public administration and regulatory framework.

The main condition for specialization in agriculture is the production of those products for which there is the most favorable natural environment. The purpose of our study is to determine the nature of territorial specialization in grain production based on the level and its dynamics. The object of the research is the agriculture of the Republic of Bashkortostan, which is one of the leading in the Russian Federation. The subject of the research is the factors of formation of territorial specialization of grain production. The work was carried out on the basis of the application of general scientific research methods within the framework of comparative, logical, statistical analysis and graphic interpretation of the results. The territory of the Republic of Bashkortostan is divided according to the complex of natural conditions, respectively, and according to the peculiarities of agriculture, into six zones. We have grouped municipal districts according to the volume of grain production in statics and in dynamics. A map of the municipal districts of the Republic of Bashkortostan for the production of grain by agricultural zones has been built. It was revealed that the dynamics of grain production in the republic has a multidirectional character. In terms of grain production, many regions of the region are promising territories, which, despite the low volume of production, are characterized by positive dynamics, as well as stagnant territories, which are characterized, despite the high volume of production, by negative dynamics. Areas in which grain production is higher than the average for the region are located in agricultural zones belonging to the Southern forest-steppe, the Ural steppe, and the Trans-Ural steppe. But at the same time, in many areas of the Cis-Ural and Trans-Ural steppe, grain production is also increasing, many of them have grain-growing specialization. In the regions located in the southern forest-steppe, grain production is below the average level in the republic, sunflower is most of all cultivated. Agriculture in the republic must be developed in the direction of creating specialized zones, which will allow lower costs to ensure the growth of production. At the same time, the organizational and economic mechanism must change in such a way as to stimulate the specialization and concentration of production.

The family Macronyssidae (Acari: Mesostigmata) comprises mostly obligate blood-sucking ectoparasites of bats (Mammalia: Chiroptera) and some other animals, such as small mammals, reptiles and birds. Here, we document and curate previously known data, and, based on our extensive survey, provide this article of bat-associated macronyssid mites of the Russian Federation. We record a total of 24 mite species belonging to 4 genera (Ichoronyssus, Macronyssus, Steatonyssus, and Cryptonyssus). Twenty-seven new host-parasite associations are reported. In addition, were provide data on five major Russian regions, for which bat-associated mite records were lacking.

The Russian Federation is in the process of making major structural changes to its railway and electricity sectors. Both sectors will be at least partly vertically disintegrated, with the aim of creating competition in the “upstream” sector while maintaining state ownership and control of the monopoly “grid”. This paper examines the details of reform and restructuring in the context of the international experience with reform and restructuring in these two sectors, and considers the role of the Ministry for Antimonopoly Policy in reform, both in the past as an “advocate for competition” within the government, and in the future as the guarantor of non-discriminatory access to the grids by non-integrated upstream producers.

The article considers main trends in the small business of the Altay Territory according to results of 2011 and 2016 full-scale observations that follow the results of activities of small and medium-sized enterprises in 2010 and 2015.In the introduction, the author argues the relevance of the economic and statistical analysis of small business, which is essential for its support, as it is one of the government’s priority areas of activity at all levels when it comes to solving problems of socio-economic development. There are characteristics of information support of the analysis related to the implementation of the Federal Law No. 209-FZ from July 24, 2007 «On small and medium business development in the Russian Federation» and the Order of the Government of the Russian Federation No. 201-r from February 14, 2009.The body of the article successively focuses on some areas of analysis - from the general characteristics of small businesses to the factual analysis of individual aspects of activities of the economic entities under review (headcount, wages and revenues, fixed assets and the scope of investment activities). The features of small enterprises development by economic activity are analyzed separately. An integrated indicator of structural differences is used to assess the significance of structural changes in small businesses. A cluster analysis of the Altay Territory municipalities was carried out and they were rated according to the small business development level. In addition, the author assessed the contribution of small business of the Altay Territory to the development of small business in the Siberian Federal District and the Russian Federation.The final section of the article draws conclusions from the authors’ own specific analysis that points to both positive and negative trends in the development of small business in the Altay Territory.

Bestial flies are widely spred at various types of livestock enterprises (dairy farms, fattening farms, pig farms, sheep farms, stud farms, poultry farms) of the Russian Federa-tion; they are mechanical and biological carriers of many pathogens of infectious and invasive diseases, can cause anemia and stress in productive farm animals and young animals. The economic damage from infec-tious and parasitic diseases, the causative agents of which carry licking and blood-sucking flies, as well as from a decrease in productivity due to stress, is measured in hundreds of millions of rubles a year. In addition, high costs are required for veteri-nary, anti-epizootic and recreational activi-ties. We conducted a test to study the effective-ness of the Flyblock® food pellet bait (organization-developer of NEC Agrovet-zashchita LLC), an insecticidal and attract-ant measurement during the period of the maximum number of bestial flies on a pig farm.The food bait was tested from the sec-ond half of summer until the end of Septem-ber in three commercial pig farms of the Ryazan Region: 50 x 12 m - experimental, 5 x 12 m - control № 1 (fodder kitchen), 50 x 12 m - control № 2. In the experimental room, the Flyblock® drug granules were distributed by the rate of 5 g per 5 m2 in cardboard containers 12 x 8 cm in size with 4 cm high side walls in plac-es not accessible to animals - window open-ings. The Flyblock® pellet food bait was placed once with regular monitoring (starting from the first day and for 2.5 months) of its effectiveness against bestial flies with the obligatory re-moval of dead flies. Studies have showed the high efficiency of Flyblock® food pellets against bestial flies. The effectiveness of the the drug against licking and bloodsucking flies when keeping pigs for fattening in the premises of a com-mercial pig farm is in almost all cases of research more than 95%.

Relevance. Natural and climatic conditions, a variety of species composition of arthropods and vertebrates determine the possibility of circulation of arboviruses in the Volgograd region. The existence of natural foci of some arbovirus infections and the possibility of the formation of others suggests the need for annual monitoring of the causative agents of arbovirus diseases. Аim. Evaluation of the results of monitoring of arbovirus infections in the Volgograd region in 2019.Materials and methods: 806 blood serum samples from donors, 44 blood serum samples from febrile sick people, 300 blood serum samples from horses and 94 pools of blood-sucking mosquitoes were examined by immunofernal analysis. Result of the study of serum samples from donors in the Volgograd region, in 140 (17.4%) of 806 were found to have antibodies to the pathogen of West Nile fever (in 35 (4.3%) – IgM, in 105 (13.0%) – IgG), in 7 (2.2%) of 319 – to the Crimean hemorrhagic fever virus (in 4 (1.3%) – IgM, in 3 (0.9%) –IgG), and in 7 (2.9%) of 240 – IgG to the viruses of the California serogroup. Specific antibodies against viruses of Sindbis, Batai and Uukuniemi in the samples was not detected. The largest number of positive samples with the presence of IgG and IgM to the West Nile virus was found among residents of Volgograd (61 out of 240, 25.4%) and Volzhsky (25 out of 100, 25, 0%). Among 44 blood serums of febrile patients, 1 sample (2.3%) was found to contain an antigen of the Sindbis virus, and 2 samples (4.5%) – antigens California serogroup viruses. Specific immunoglobulins against West Nile virus were detected in 84 (28%) of 300 blood serums of farm animals (horses). In the study of 94 samples of field material (blood-sucking mosquitoes), West Nile virus antigen was detected in 14 (14.9%), Sindbis virus – in one sample (1.0%), Batai virus – in four samples (4.2%). Conclusions: the obtained results, along with the circulation of West Nile virus and Crimean hemorrhagic fever virus virus in the Volgograd region, indicate the presence of Sindbis, Batai and California serogroup viruses and necessitate further study of their role in the infectious pathology of the population.

Authors consider export opportunities and the structure and dynamics of industrial export and import in the Russian Federation, Northwest Russia and St. Petersburg. The article studies structural changes in sectors of St. Petersburg economy resulting from ongoing innovation processes and their impact on export potential. It provides the results of assessing the impact of organizational, economic and production factors on export opportunities of various economic entities. Export opportunities, structure and dynamics of export and import of industrial products in the Russian Federation, the North-West region and St. Petersburg are considered. Volume of exports, imports and trade turnover in Russia in 2019, as well as the dynamics of changes in recent years are discussed. In the structure of Russia's exports in recent years, the bulk of supplies (60%) were mineral products, imports the main share of exports (over 40%) occurred in the machinery, equipment and vehicles. The high needs of the national market and the significant export potential of Russian enterprises engaged in the production of medicines and modern medical equipment are noted, which makes it possible to make a real contribution to solving important social problems and developing the national economy. The structure of exports and imports of North-West Federal district and St. Petersburg by major commodity groups, there is a saving in purchases of imported equipment combined with constant growth of exports of fuel and energy products are discussed. Structural changes in the economic sectors of St. Petersburg as a result of ongoing innovation processes and their impact on export potential are studied. The results of the assessment of the impact of organizational, economic and production factors on the export opportunities of various economic entities are presented. It is revealed that for industrial enterprises, the quality and cost of components becomes a problematic factor that hinders their development both in improving the product range and in their own technological modernization. For small and medium-sized businesses in industrial production, problems related to timely receipt of high-quality materials and products of the element base from suppliers and related companies, in most cases located abroad, are added. The role of the “Russian export center” as a state institute for supporting non-commodity exports and facilitating export operations was noted.

It is noted that the interim results of the achieved structural changes and the level of technological renewal of the Russian economy make it relevant to reassess the effectiveness of innovative practices and models used in the Russian Federation. The basic provisions of modern science and technology policy are analyzed. The absence of a direct dependence of the level of scientific and technological development of the country on the level of development of the national research and development sector is substantiated. It was recommended to develop a set of measures of modern science and technology policy aimed at reducing the nationalization of the scientific and technological sphere and targeting large and medium-sized companies in the real sector of the economy as the main subjects of the «technological breakthrough».

The results of assessing allocation, territorial distribution of green zones of the Republic of Bashkortostan are given and the standard area of the green zone of the republic's settlements is calculated. In the forest fund of the republic on an area of 300.29 thousand hectares, green zones have been allocated on the territory of 27 out of 31 forestry districts. The largest areas of green zones (thousand hectares) are allocated in Ufa (55.569, including forest park zone 3.280), Dyurtyulinsky (25.904), Sterlitamak (26.875, including forest park zone 4.873) and Yanaulsky (19.724, including forest park zone 0.809) forestry. The lack of green zones in Burzyansky, Karaidelsky, Nurimanovsky and Khaibullinsky forestries is explained by the priority of other categories of protective forests - valuable forests, forests located in water protection zones and in protected areas. Forest park zone is allocated in 19% of forestries. The area of green zones according to the State Standard should be 317.8 thousand hectares, according to the method of V.P. Kovtunov - S.V. Belov - 592.1 thousand hectares, in fact, it is 231.8 hectares. It is required to include 86.0 thousand hectares of forests in the green zone according to the GOST standard. It was determined that in the South Ural forest-steppe region there are 7.1 hectares of forest fund per inhabitant, in the Forest-steppe region - 1.1 hectares / person, in the area of coniferous-deciduous forests - 1.5 hectares / person. The area of the green zone of the cities of the Forest-steppe region of the European part of the Russian Federation is closest to the optimal one; in the Region of coniferous-broad-leaved forests of the European part of the Russian Federation, green zones exceed the norms for the areas of green zones both according to GOST and according to V.P. Kovtunov - S.V. Belov. Insufficient forest area of green zones is seen in the South Ural forest-steppe region
