The functional state of the visual analyzer users of personal computers

Introduction.Performing complex design operations on the screen of personal computers (PC) makes serious demands on the state of the visual system of users, which determined the need to study the impact of intense activity on the function of vision.The aim of the studyis to study the impact of activities from the PC on the functional state of the visual analyzer in persons performing intense visual work in the dynamics of the working day.Materials and methods.A group of professional PC users performing design work, including the solution of complex and important tasks, is examined. We studied the nature of the work of employees in terms of interest of the visual analyzer. Measurements of lighting parameters at workplaces of PC users were carried out. Dynamic observations of the state of the functions of the visual organ of the examined persons were made.Results.PC users performed accurate visual work, solved complex tasks, the time of work with the screen was more than 7 hours during the working day. The organization of lighting and lighting indicators in the workplace meet the standards. The study of the functions of the visual analyzer showed an extension of the simple sensorimotor reaction time in the first half of the working day by 11.1%, by the end of the work — by 25.0%. Visual performance according to the Landolt test by the number of viewed signs and errors significantly decreased during the working day. The decrease in color sensitivity in the dynamics of the working day extended to all the colors presented, there was no complete restoration of color differentiation during the lunch break. By the end of the work, the increase in color separation thresholds was 33.5–39.0%. The change in the condition of visual functions according achromatic disperarii and sensorimotor reactions depending on the duration of the work. After the first hour of work develops eyestrain, increasing the duration of work with the PC leads to a further change in the functions of vision, increasing fatigue. Correlation analysis showed a direct relationship between the duration of work and the deterioration of functions.Conclusions.The results of the study show the development of visual fatigue, reduced color sensitivity, change in the speed of processingof visual information. An important role for the preservation of visual and overall performance is the organization of labor: theintroduction of breaks after each hour of work will reduce the rapid development of vision fatigue. Periodic medical examinations playan important role in the prevention of morbidity. Awareness of users about the adverse factors of working conditions and workflowwhen using a PC is alsorelevant.

Abstract The article presents issues related to the modeling of reliability of power supply in terms of their technical and functional condition. There are designated relations allowing to determine the probability of staying the power supply in the state: full suitability, incomplete suitability and unsuitability. There is also examined the impact of time restore of the state of full suitability for the value of the probability of staying the power supply in the state of incomplete suitability.

The positive is well – proven numerous researches influence swimming on the health of occupying. Therefore question about affecting of employments swimming organism of young swimmers it is necessary to examine taking into account individual of anatomical and physiological features. The aim of the real research was a study of influence of physical activities of step - rising power on breathing and circulation of blood of youths 15-16, regularly visitant a section on swimming. A result of research of indexes of breathing and circulation of blood at the set loading allows describing functional possibilities of youths - swimmers. It was well - proven that the system of preparation of young swimmers was built taking into account age anatomical and physiological features of their organism, and physical activities were adequate to their physiological development. Modern living conditions are characterized by rapid development of automation of production and information technologies, which deprives a person of motor activity. Swimming is one of the most effective means of motor activity that positively influences the functional state of the cardiovascular and respiratory system. Numerous studies have already shown the positive effect of swimming on the health of the practitioners. It should not be forgotten that despite the significant differences in the functional state of the apparatus of external respiration and blood circulation in young swimmers and their peers - not athletes, the organism in both of them has not yet reached maturity and their age development and formation occurs in accordance with a single general biological regularities. Therefore, the question of the impact of swimming lessons on the body of young swimmers should be considered not only in terms of the impact on it of the specific features of the aquatic environment and the requirements of modern training, but also taking into account anatomical and physiological features.

The authors represent data on the state of the process of digitalisation of the Russian economy and draw a conclusion about the high level of the information infrastructure development along with that they note a great gap in the digitalisation level between regions. When assessing the impact of the development of Internet technologies on employment, two main consequences have been identified: the reduction of the impact of the geographical factor on the supply and demand in the labour market and the involvement of previously unoccupied social groups in the production process. The rapid development of the digital economy, the accelerated industrialisation of digital technologies such as the Internet, big data and cloud computing, have led to further improvements in computing power, a significant reduction in computing costs, and a significant leap in data analysis and processing capabilities. The purpose of the study is to analyse and evaluate the effects of economy digitalisation on employment. Within the framework of the research conducted, both general scientific and specific scientific methods were used: formal and logical research methods (the method of induction, deduction, analogy, synthesis, comparison, observation, description, systematisation), formal and legal, historical and legal, comparative and legal, institutional, system analysis. The paper analyses the current global economic and technological trends that affect the transformation and formation of new socioeconomic relations in the context of the digital economy formation. This article examines the impact of the development of digital information technologies on the labour market and employment. The authors represent data on the state of the process of digitalisation of the Russian economy and draw a conclusion about the high level of the information infrastructure development along with that they note a great gap in the digitalisation level between regions. The results of the study can be used in the work of public authorities at all levels to develop and adjust programmes for the further labour market development and to prevent unemployment.

The Problem setting. Due to the rapid development of digital technologies, the issue of status settlement and the use of artificial intelligence technologies is especially relevant. This fact indicates the need and importance of finding answers to the question and aims to intensify and unite the efforts of the scientific community to address relevant issues. One of the areas of scientific research is the doctrinal development of new phenomena and processes that have arisen and are taking place in the state and legal sphere under the influence of digitalization of economics, management and law. The tasks of scientific research are to comprehend the impact of the digitization process on the state and legal sphere of society; law as such; assessment of the transformations that are taking place and identification of trends in their dynamics; forecasting the state of these phenomena in the future; formulation of fundamental and applied problems of legal science in terms of doctrinal development of the laws of development and functioning of law, state and legal sphere of society in the conditions of digital reality, determination of approaches to their solution. Recent research and publications analysis. An analysis of recent research and publications shows that scientific research on this issue is carried out mainly within the economic, political, computer, legal sciences, although the problems and prospects of digitization of law require a deep and thorough philosophical, including philosophical and legal understanding. The rapid development of new technologies, in particular artificial intelligence technologies, the Internet of Things, cloud technologies, etc., is contributing to changes in current legislation. Today, advanced economies are already pondering the question of regulating the status and use of AI technologies. While these are only the first bold steps, in the future, all of these can affect global changes in the legal system - perhaps full-fledged comprehensive institutions of law, even the branches of law. Paper objectiv. The purpose of this article is a philosophical and legal understanding of the impact of digitalization on the state and legal sphere of society and law as such. Paper main body. One of the practical aspects of digitalization is the manifestation of the state’s ability to provide various services. If necessary, citizens receive certificates, records, statements, responses to electronic inquiries, electronic payments. Other practical aspects, provided that these technologies are used wisely, can improve welfare in education, public safety, and health. In addition, digital imaging can also help address common global issues, such as climate change and greater access to health care and mobility. At the same time, according to many researchers, along with the benefits of digital technologies, including artificial intelligence, new types of ethical issues are being raised, namely compliance with legal ethics standards by artificial intelligence systems and justice, the most important of which are respect for human rights and democratic values. , as well as the danger of transferring prejudices from the analog to the digital world. Researchers have linked the legal challenges of using artificial intelligence technologies in legal practice to a number of issues. In particular, with such as: ensuring data confidentiality; access to confidential law enforcement information; lack of regulatory framework for the use of artificial intelligence systems in legal practice; protection of intellectual property; risk assessment of the use of artificial intelligence systems by a lawyer when working with a client; other potential problems of lawyer’s liability; dangers of unauthorized access and modification of artificial intelligence systems by attackers; damage to artificial intelligence systems by malicious virus programs; violation of the terms of providing advice from artificial intelligence systems in case of technical problems, etc. Therefore, the development of systems that transparently use artificial intelligence and are responsible for their results is critical. Artificial intelligence systems must function properly and safely. According to experts, the unresolved in Ukraine of many political and legal issues related to the rapid development of the information and communication sphere with the advent of digital technologies has become dangerous. It is obvious that the transformations in society associated with these processes require new approaches to the development of national policies for the digitalization of society, which should be based on international agreements. Due to these transformations, there is a need to develop strategic documents that will regulate this area. These documents should be flexible and designed to take into account the maximum amount of data, as well as ensure the free development of innovative technologies and prevent possible risks. Issues of development of the digital economy and society of Ukraine do not fully meet today’s conditions, not enough account is taken of the transformations that have emerged and are currently taking place both in law and in the field of legal regulation under the influence of digitalization. Digital technologies are able to change the image of law, to influence its regulatory potential and efficiency, to open the way or to block its action in new dimensions of social reality. Traditional rather than digital vision of law, legal technologies and certain types of legal activity by legislators is a consequence of the lack of relevant scientific developments that will identify and explain the impact of the digitization process on the law and the legal sphere of society. The practical need for this kind of research is now greater than ever. In order to satisfy it, scientists should intensify work in this direction. Conclusions of the research. The new digital reality puts forward new requirements for legal science and legal practice, including the development of effective tools and models of legal regulation of various spheres of public life. In modern conditions, law becomes not only a means, a tool that provides digitalization of the economy, government and other segments of social life, but also the object of digitalization. With the development of digital technologies, the contradiction between the need for quality both in terms of form and content of regulations, as well as the ability to meet it in a short time. The task of the state is both to provide favorable conditions conducive to digitalization and to create opportunities for their implementation.

The issue on the first principles of Internet building in China has been considered. An overview of establishment has been made and the specifics of the development of the Chinese information technology industry in recent years has been analysed. The influence of the state policy on digital technology market has been studied. The principles of Chinese authorities’ actions in relation to the domestic and foreign high tech markets have been highlighted. The causes of the Chinese industry rapid development, based on the state activity aimed at supporting the local manufacturers, have been analysed. Protectionism policy defining the government control pattern has been evaluated. Chinese development main program scale, embracing not only national, but also world economics, has been considered. It has been shown how domestic economy policy coincides with Chinese government foreign policy and how it is directly reflected in it. A parallel has been drawn between the principle of establishing of social credit system and the idea of counting merits and drawbacks, laying in the basis of finely built system of rewards and punishments of traditional Chinese society. A connection of this tradition with the official goal of the system, stated by the government of China to teach the Chinese society to become more honest by complete surveillance over people, has been shown. It has been shown how this system classifies people into several categories, creating the lists of those to reward and those to censure. The mechanism of how the state uses private companies’ resources, applying all its power to influence on them, has been considered. A critical analysis of the foundations of the system from the point of view of Western democracy values has been carried out. An overview of development prospects of the studied system and the assessment of the risks associated with it have been made. It has been noted that despite the fact that the basic ideas for the system are borrowed from the international practice of the financial sector, making decisions on authorizing going beyond the judicial system and transferring the classification of people in the lists of good and bad to the level of algorithms run counter to the principles of European and international law.

The functional state of the visual system of higher school students in conditions of stable intensification (technical, informational, social) is advisable, provided that its effectiveness is achieved. It reflects not so much the efficiency of the functional system of the organism, which characterizes the achievement of the consequence, expressed in a specific result, as the property of the system itself to fulfill the set goal under the given conditions with the required quality. The problem of the state of the visual system of students as a common resource of the visual analyzer is transferred to the field of psychophysiology and pedagogy. Indicators of the effectiveness of the state of the visual system of students characterize the degree of adaptability of the system to the performance of the assigned tasks and are generalizing indicators of the optimal functioning of the visual system. In psychophysiological research of an applied nature, such indicators are considered to be the functional level of the system, the stability of the reaction and the level of its functional capabilities as predictors of the sensory state. A particularly productive area of psychophysiological research of vision in this regard can be the study of the distribution physiological conditions of the visual system. In general, scientific research of the visual system as a resource for information processing is developing similarly to the research of the visual analyzer. In the models of the selection education system, the concept of the visual process as a filtering mechanism for the selection of information has not been sufficiently studied. In resource models, the theories of the resources of the visual system as sensory perception have come to replace the common nonspecific resources.

To assess the effectiveness of the containment strategies proposed in Japan, an SEIAQR (susceptible-exposed-infected-asymptomatic-quarantined-recovered) model was established to simulate the transmission of COVID-19. We divided the spread of COVID-19 in Japan into different stages based on policies. The effective reproduction number Re and the transmission parameters were determined to evaluate the measures conducted by the Japanese Government during these periods. On 7 April 2020, the Japanese authority declared a state of emergency to control the rapid development of the pandemic. Based on the simulation results, the spread of COVID-19 in Japan can be inhibited by containment actions during the state of emergency. The effective reproduction number Re reduced from 1.99 (before the state of emergency) to 0.92 (after the state of emergency). The transmission parameters were fitted and characterized with quantifiable variables including the ratio of untracked cases, the PCR test index and the proportion of COCOA app users (official contact confirming application). The impact of these variables on the control of COVID-19 was investigated in the modelling analysis. On 8 January 2021, the Japanese Government declared another state of emergency. The simulated results demonstrated that the spread could be controlled in May by keeping the same strategies. A higher intensity of PCR testing was suggested, and a larger proportion of COCOA app users should reduce the final number of infections and the time needed to control the spread of COVID-19.

Introduction. The globalization of the world economy, the rapid development of information and digitization objectively determine the dynamism of the priority areas for the investment projects implementation in the field of IT. Therefore, the governmental structures should regularly update the list of priority projects for state support, particularly in Ukraine, which is in crisis economic situation increasing its own dependence on external capital, technologies, products (services). The purpose of the study is to substantiate the analytical and strategic aspects of implementation of the state policy of investment processes development in the Ukrainian market of IT services. Methods. As the methodological basis of the study the expert and statistical methods (for instance, Delphi, M. Kendall and B. Smith methods; Gallup Institute methodology; Pearson’s rule; Harrington’s scale etc.), systematic and structural analysis, the theories of economic growth, the modern concepts of transitional economic systems are used. Results. The theoretical and methodological fundamentals and features of state regulation of the investment processes in the market of IT services are generalized. Using the Delphi method, an analytical study of the investment security of the IT services market subjects and the effectiveness of the state policy in this field are conducted. Accordingly, a number of IT companies which are the leaders of the Ukrainian market in the development, implementation and sales of information and communication products have been selected for our research in 2018-2020 (Ciklum, DataArt, Sigma Software, GlobalLogic, EPAM, N-iX, 2Event.com, Skelia, Intellias, Lohika). The M. Kendall and B. Smith method is used to determine the validity and objectivity of evaluation according to Pearson’s rules. The Gallup Institute methodology is used to justify the sampling size of IT enterprises. With reference to the investment development of the Ukrainian market of IT services, the impact of macroeconomic factors, the needs, the accessibility and the impediments of attracting investments, the development of investment infrastructure, the level of financial security and investment management, the prospects for state policy implementation are characterized. Quality and capability of business infrastructure elements in IT services market and high level of tax burden have been named by the experts as the factors of the macroeconomic environment with the very high level of influence on the security of investment. The scheme of strategic approaches and the consistent implementation of state policy of the investment processes development in the market of IT services are developed. The levels of implementation of the state policy of investment processes development in the IT services market are interpreted by using the Harrington’s scale. The main tasks, tools, means and priorities of the state policy of investment processes development in the IT services market are determined. Conclusion. It is proved that one of the most influential directions of state regulation of the IT services market development is the sphere of investment processes. The peculiarities of the investment process and the functioning of the IT services market affect the specifics of their state regulation updating the task of economic, financial and resource investments support. The effective state regulation of the investment process in the market of IT services should be economic in nature and directed primarily at achieving the strategic goal of creating a quality investment environment in the information technology sector.

It is shown that agriculture is sometimes not the main branch of the rural economy. It is emphasized that ensuring control over the impact of agricultural production on the environment is the responsibility of the state. It is revealed that in view of the rapid development and change of international relations, the definition of “food security” as the independence of the state solely through its own production is no longer relevant, today it depends more on the foreign and domestic policy of the country, as well as the importance of its opinion for other countries. It is noted that despite membership in the World Trade Organization, Japan has formed and implemented a policy of comprehensive support for its own producers and encourages the diversification of economic activities in rural areas. Legislatively approved principles of environmental policy of agriculture, forestry and fisheries are strictly controlled and are binding on all business entities. It is emphasized that Japan does not approve of the practice of renting agricultural land in other countries and makes maximum use of its own natural resources. The ways in which Japan provides support and assistance to developing countries to improve the condition of rural areas and agriculture were analyzed, and it was noted that the amount of this assistance is more than 21 % of total assistance. It is shown that in order to preserve agricultural lands, Japan creates artificial territories (islands and coastline extensions), on which large buildings and airports are built. The careful quality control of food introduced by the Government of Japan is noted. The flexible state policy of Japan on the redistribution of resources, which prevents the creation of critical situations in the provision of food to the population, is analyzed. Japan promotes the accelerated construction of vertical farms, which have no analogues in the world in the degree of environmental friendliness. It is shown how powerful Japanese companies - manufacturers of electronics on a global level are willing to expand their scope of activities by growing ultra-pure fruits and vegetables. The need for further research on the policy of rural development and agriculture of the State of Israel was emphasized.

Under the impact of COVID-19, research on behavior recognition are highly needed. In this paper, we combine the algorithm of self-adaptive coder and recurrent neural network to realize the research of behavior pattern recognition. At present, most of the research of human behavior recognition is focused on the video data, which is based on the video number. At the same time, due to the complexity of video image data, it is easy to violate personal privacy. With the rapid development of Internet of things technology, it has attracted the attention of a large number of experts and scholars. Researchers have tried to use many machine learning methods, such as random forest, support vector machine and other shallow learning methods, which perform well in the laboratory environment, but there is still a long way to go from practical application. In this paper, a recursive neural network algorithm based on long and short term memory (LSTM) is proposed to realize the recognition of behavior patterns, so as to improve the accuracy of human activity behavior recognition.
