The implementation in Bone Regency from the aspect of community development, direct community assistance, capacity building for the government, local actors, management assistance, and program development showed effective results. Implementation has been carried out by the organizers well in carrying out development programs starting with the construction of road infrastructure, irrigation, lending business funds to the community. The program provides changes to the economy and social life of the city. The implementation of this program has several obstacles, such as the community lacking understanding of the aims and objectives of the program, the lack of responsibility of some communities in returning the revolving funds that have given.

<p>The aims of this study are (1) Describe the type of business and empowerment strategies are carried out on a group of craftsmen in the District of Camplong; (2) Describe efforts to achieve self-sufficiency in the economy in a group of craftsmen in the District of Camplong; and (3) Describe the obstacles faced in the community empowerment program to achieve economic independence in the group of craftsmen in the District of Camplong. This study used a  qualitative approach various case studies. The collection of data are observation, interviews, and documentation. Data were analyzed by classified and reduction data, withdrawal the conclution. Results of this research show, First: Strategies undertaken MDW in community development programs in the District of Camplong includes 7 steps. The type of business of the group of which are: 1) Pastries An-Nur village Dharma in Camplong; 2). Mukenah Gallery 99 in  Tambaan villages; 3). Crackers Taddan in Taddan village; 4). Pastry Taddan in Taddan village; 5). Haji cap Ala Arabia in Taddan village; 6). Batik Mandangin in village Mandangin Island; and 7). Shoes in sejati village; Second: The efforts made by MDW to achieve economic independence in the group of craftsmen in the District of Camplong are: 1). Assistance to craftsmen / auxiliaries; 2). Changing the mindset of the community of workers / laborers to be a creator of employment / self-employment; 3). Facilitate group of craftsmen with the help of venture capital in the form of raw materials in accordance with their respective efforts; 4). Providing training for members of groups of craftsmen organized by the government or universities; 5). Building a partnership with a modern market in Sampang; Third: Obstacles encountered in community development programs in the district Camplong are: 1). Mindset and attitude of traditional society; 2). Weak human resources and low work ethic;  3).  Limited funding / capital; 4). Smoking during pregnancy is a national priority to improve Aboriginal health. Empowerment approaches underpin the priorities set by the government to improve Aboriginal health and wellbeing; however, empowerment is seldom evaluated within interventions for Aboriginal people. Literature was searched to April 2018 and data was extracted using an assessment tool with domains of individual and community empowerment in smoking cessation during pregnancy studies with Aboriginal women. Three interventions were found in published and grey literature. Elements of individual empowerment were embedded in all interventions. Interventions considered barriers for Aboriginal women to quit smoking and areas for capacity building. Interventions used health education resources. There was limited reporting of community empowerment domains. Aboriginal ethics and capacity building was the only criterium addressed by all studies. Interventions are incorporating individual empowerment, but seldom report community empowerment. The development of reporting guidelines or extensions of current guidelines would be beneficial to set a consistently high standard reporting across Aboriginal health interventions, similar to the work conducted to develop the extension of Preferred Reporting Items for Systematic Reviews and Meta-Analyses-Equity (PRISMA-E) for health equity in systematic review reporting. Reporting empowerment domains would reflect the government priority of empowerment to improve Aboriginal health, as well as enhancing knowledge translation into practice.

COVID-19 is a pandemic disease that has infected many cities in Indonesia, the impact caused by the spread of COVID-19 involves many aspects including economic, social, cultural, tourism and many more. Based on the problems mentioned above, this article is intended to describe the impact of COVID-19 on tourism in the city of Bandung which is one of the tourism city in the province of West Java, this article is also intended to recommend what policy should be made by the government of the Bandung City to restore tourism to the condition before the COVID-19 outbreak. This study uses a model building method with a descriptive analysis approach. The results revealed that tourism is one of the sectors most affected by the COVID-19 outbreak in the city of Bandung, efforts to restore tourism from COVID-19 must be comprehensive and sustainable. Bandung City Government and tourism entrepreneurs are demanded to carry out communication and coordination to develop tourism recovery policy instruments which include internal recovery efforts such as disaster management, organizational capacity building and external recovery efforts such as tourism relaxation policy and tourism promotion. Community service program was conducted in Kaloling Village, Bantaeng Regency (200 km from Makassar City). Kaloling village has the characteristics of a religious community, hardworking, open-minded, and supported by educational facilities available at all levels of education. However, kaloling villagers do not have the opportunity to study the Qur'an intensively because of their daily routine and busy work. therefore, the activities of KKN STIBA Makassar in Bantaeng Regency are focused on community development programs to study the Qur'an, called "Gemar Qur'an". In its implementation, PkM began by using soar analysis approach to the needs of local community empowerment. From the analysis, the Qur'an learning movement program consists of two activities, Tahsinul Qiro'ah (improvement of qur'an reading) for Muslims and Daurah Memorization and muroja'ah Al-Qur'an for children. the result of this PkM activity is formed several learning groups of the Qur'an consisting of various age levels for tahsinul Qiro'ah activities. Other results are increased motivation and enthusiasm of children in learning, as well as playing and having fun while learning.

A person in legal studies can be referred to as a legal subject because he commits the rights and obligations relating to certain matters. As in the early part of Surabaya mayor's draft regulation about the procedures of choosing the Board of Community Empowerment Institution of Local Village Village Institution, Citizen Association and the Neighborhood Association (draft regulation of surabaya’s mayor) that in order to regulate the relationship between Surabaya government with Community Empowerment Institution (LPMK), Citizen Association (RW and the Neighborhood Association (RT) as partners in the implementation of development in the city of Surabaya, the government of Surabaya has established the Mayor’s regulation No. 38 year 2016 on implementation of the Surabaya City Regulation number 15 year 2003 about the guidelines for forming the organization of resilience community of Kelurahan Institutions, RW and RT who are about to organize the electoral ordinances Management of LPMK, RW and RT. The draft of Surabaya’s Mayor regulation before it was confirmed was conducted socialization by the law of the secretariat of Surabaya area in Surabaya on 19 March 2019. This activity has been in accordance with Act No. 12-2011 where the socialization of the first to know the aspirations of the public in this case stakeholders related to the draft Perwali Surabaya. Article 21 of Act No. 25-2009 shows the purpose of a legal state relating to the so-called task of managing and organizing tasks. Related to the government in the modern state, Spelt and ten Berge, distinguishes them in the tasks of regulating and managing the tasks (ordenende en verzorgende taken).

Elderly was someone who was at the age of 60 years and older with conditions of reduced function of the health, social and economic.The condition was often the elderly had problems in terms of neglected or abandoned by families and communities. Overcoming the problems of the elderly in neglected or abandoned, the government has been providing social welfare institution of Tresna Werdha Sinta Rangkang for the elderly. Social welfare institution was a residence for the elderly who did not had a place to stay with the purpose of empowering the neglected elderly and abandoned. However, such observations can be in social welfare institution have a policy that only receives elderly healthy and independent. In fact, that should be more in need were elderly who were not in these circumstances in order to be empowered in this social institution.Then, with the issue of this study discusses the role of government to the elderly at social welfare institution of tresna Werdha Sinta rangkang in the city of Palangkaraya. The formulation of the problem, namely: (1) What is the role of government on the economy of the elderly in the city of Palangkaraya. (2) How is the role of government to the elderly in Social Welfare Institution Tresna Werdha Sinta rangkang.This study, a field research using qualitative descriptive approach.The object of this study is the role of government in the city of Palangka Raya and the research subject is the section head elderly Provincial and head of the Social Welfare Institution of Tresna Werdha Sinta Rangkang in the city of Palangkaraya. Methods of data collection by observation, interview and documentation. This results indicate that the function of government on the economy of the elderly in the city of Palangka Raya with the function of community empowerment through productive economic business assistance program. The assistance was in addition to venture capital for income elderly. Then the role of the government to social welfare institution Tresna Werdha Sinta Rangkang with service function society through meeting the needs of the elderly both in compliance with food and clothing and health care. It was the role of government to the elderly was maximal however, further enhanced by not limiting the client acceptance process

On 20<sup>th</sup> and 29<sup>th</sup> of May 2012, two powerful earthquakes struck northern Italy. The epicentres were recorded respectively in Finale Emilia (magnitude 5.9 Ml) and Medolla (magnitude 5.8 Ml) in the province of Modena, though the earthquake was formed by a series of seismic shakes located in the district of the Emilian Po Valley, mainly in the provinces of Modena, Ferrara, Mantova, Reggio Emilia, Bologna and Rovigo. Many monuments in the city of Mantova were hit by the earthquake and, among these, Palazzo Ducale with the well-known Castello di San Giorgio which host the noteworthy “Camera degli Sposi”. This building, the most famous of the city, was so damaged that it was closed for more than one year after the earthquake. The emblem of the Palace and Mantova itself, the previously cited “Camera degli Sposi” realized by Andrea Mantegna, was damaged and all the economic and social life of the city was deeply affected. Immediately after the earthquake, the Soprintendenza per i Beni Architettonici e Paesaggistici of Brescia, Cremona and Mantova establish an agreement with the University Iuav of Venice, requiring an analysis and assessment of the damage in order to proceed with the development of an intervention project. This activity turned out to be very important not only from the point of view of the recovery of the architectural and artistic heritage but also because the city's economy is based primarily on tourism. The closure of one of the most important monuments of Mantova has led to a significant and alarming decline in the government income.

Pembangunan suatu daerah, biasanya diawali dengan peningkatan kesehatan masyarakat. Dengan kondisi sehat, maka masyarakat akan dapat melakukan segala aktivitas dengan baik. Tujuan kegiatan ini adalah meningkatkan sanitasi dan kesehatan lingkungan masyarakat kecamatan Mayangan Kota Probolinggo. Dengan kondisi sanitasi dan kesehatan lingkungan yang lebih baik, diharapkan program pembangunan masyarakat akan tercapai. Hasil dari kegiatan pemberdayaan masyarakat Mayangan ini adalah terbentuknya kampong wisata Benteng dan vertical garden, serta rumah sehat dari 2 kelurahan yang terpilih yaitu Mayangan dan Mangunharjo. Kata kunci : mayangan; sanitasi; kesehatan lingkungan ABSTRACT Development of an area, usually begins with improving public health. With a healthy condition, the community will be able to do all the activities well. The purpose of this activity is to improve sanitation and community environmental health in Mayangan sub-district, Probolinggo City. With better sanitation and environmental health conditions, it is hoped that community development programs will be achieved. The results of the Mayangan community empowerment activities were the formation of the Benteng and vertical garden tourism villages, as well as the healthy houses of the 2 selected villages namely Mayangan and Mangunharjo.

This article aims at analyzing the discourse involved in the city council program called “Recife, city of the people”, from Foucault's archeology of knowledge perspective. The corpus of this research consists of six videos available on the Facebook® page of the city council of Recife in 2014, when government agency released the slogan "Recife, Cidade das Pessoas”. The study is justified by the need of understanding how the political discourses are spread and how these discourses have no explicit assumptions. We believe that a better design of the influence of discourses, along with further clarification of social significance exercised by them, can contribute to a more democratic social life, which will be accessible to the entire population. For the present study, no theory was previously defined. The option for this construction enables the non-interference of external factors guiding the analyses. Data was analyzed without theoretical influences, so that the theoretical constructs emerged from the analysis rather than the reverse. However, the vision of authorship in relation to the concept of speech interferes with the analysis and serves as a theoretical lens through which data will be displayed. For results, two discursive formations were found: (1) the protection of the Government and (2) healthy lifestyles practices, with includes social, cultural and physical. This discursive formation is founded on the pillars of bio-politics and sustainability, quality of life and social change. It was noticed that the program has a goal it is to influence people's opinions about public spaces and mobility in a municipality.

This article analyses a sphere of the social life of the population of Vilnius that has received little attention in historiography, the unemployment problem during the ‘Polish period’ (1920–1939). It discusses the efforts by the government of the time to reduce the number of unemployed in the city, and to mitigate the negative outcomes of unemployment. The author shows why the unemployed of Vilnius received less support than the unemployed in other regions in Poland, and illustrates aspects of their daily life.
