Nations have and will continue to shape their economies through industrial policy. Nevertheless, the empirical literature on these interventions is thin, dwarfed by the attention industrial policies receive from policymakers across the world. In this paper, I discuss the difficulties of empirically studying industrial policy and review how new econometric work is confronting these issues. Through careful research design and attention to institutional detail, I argue that emergent studies are rapidly expanding what we know—and updating what we thought we knew—about these policies. As well, I argue tools from policy evaluation allow us to study the impact of endogenous industrial interventions. This review is a proposal to take industrial policy, along with their complexities, more seriously as objects of inquiry. Doing so requires not only more serious evaluations of past policy but also a reevaluation of past empirical work and consensus.

After being among the earliest countries to embark on the East Asian path, Pakistan fell away but was still among the ten fastest growing economies of the world during 1960–90. However, the seeds for the subsequent economic and technological malaise were also sown in that period. This paper provides an overview of recent theoretical and empirical work on industrial policies – more accurately labeled learning, industrial and technology (LIT) policies – and examines their implications for Pakistan. These include a selective, more sharply focused approach than the comprehensive agendas of reforms that have become common. Substantial islands of success with industrial policies have emerged in a variety of institutional and governance settings, different from those of the original East Asian developmental states. They offer valuable lessons. Raising the abysmally low level of investment in Pakistan is a requirement as well as an outcome and an instrument of industrial policies. This argues for a revival of development finance to stimulate investment as well as to direct it towards selective targets. How to mitigate the risks of this and other instruments of industrial policy to get the risk–reward ratio right is another concern of the paper. An important target of such policies should be the technological upgrading of existing industries. There is enormous scope for doing so, with international comparisons suggesting that Pakistani manufacturing does poorly – both in terms of variance in productivity between firms within an industry as well as in introducing new technologies and products. Whilst the constraints of the politics–governance–security/terrorism nexus are beyond the scope of the paper, their salience cannot be underestimated.

Purpose The purpose of this paper is to contribute to the empirical literature of the macroeconomic effect of trade facilitation reforms by examining the impact of the latter on tax revenue in both developed and developing countries. The relevance of the topic lies on the fact that at the Bali Ministerial Conference of the World Trade Organization (WTO) in 2013, Trade Ministers agreed for the first time since the creation of the WTO (in 1995) on an Agreement to facilitate trade around the world, dubbed Trade Facilitation Agreement (TFA). The study considers both at-the-border and behind-the border measures of Trade Facilitation. Design/methodology/approach To conduct this study, the authors rely on the literature related to the structural factors that explain tax revenue mobilization. The authors mainly use within fixed effects estimator. The analysis relies on 102 countries (of which 23 industrial countries) over the period 2004-2007 (based on data availability). A focus has also been made on African countries, within the sample of developing countries. Findings The empirical analysis suggests evidence of a positive and significant effect of trade facilitation reforms on non-resources tax revenue, irrespective of the sample of countries considered in the analysis. Research limitations/implications This finding should contribute to dampening the fear of policymakers in developing countries, including Africa that the implementation of the TFA would entail higher costs, without necessarily being associated with higher benefits. An avenue for future research would be to extend the period of the study when data would be available. Originality/value To the best of the authors knowledge, this study had not been performed in the literature of the determinants of tax revenue mobilization, although fact-based analysis was performed.

Relevance of the research topic is due to the need of developed and developing states of the world in renaissance and improvement of industrial policy as a key instrument of economic development strategy in a globalizing world. Formulation of the problem. The efficiency of industrial policy in countries with different level of development depends on the fact how principles the policy is based on take into consideration the starting national conditions and requirements and trends of global market. For the countries with the same levels of income it is possible to determine the common directions of industrial development strategies and efficient tools of industrial policy. Under similar starting conditions differences in approaches to industrial policy may also determine the differences in results of its implementation; under different starting conditions they can entail the smoothing out of economic performance and a rapid convergence of economies.Analysis of recent research and publications. Some issues on industrial policy implementation in the countries of the world were investigated by both domestic and foreign scholars: A. I. Amosha, A. Andreoni, K. Warwick, V. P. Vyshnevsky, V. M. Heyets, G. Cresti, J. Lin., V. I. Liashenko, A. Noman, I. Nubler, K. Ohno, H. alazar-Xirinachs, E. Starikov, J. Stiglitz, V. Treichel, K. Shwab. Selection of unexplored parts of the general problem. In spite of the multiple attempts to generalize the approaches and instruments of industrial policy for groups of countries the search of optimal design of industrial policy is still going on, what makes the adoption of important industrial development regulations complicated and is the reason of bitter discussions between the branches of authorities in the course of formation of Strategy of Ukrainian industrial complex development, legislative regulation of «industrial visa-free» and export duties on some types of feedstock. Setting the task, the purpose of the study. The purpose of the study is generalization of the experience of industrial policies in countries with different levels of economic development and justification of the need to use it in setting the basic principles of domestic industrial policies. Method or methodology for conducting research. In the research we used general and specific scientific methods of analysis, synthesis, induction and deduction, historical, comparison, dialectical method of knowledge; also methods of statistical analysis, monographic research for countries’ experience, expert assessment method for elaboration the recommendations on industrial policy implementation in transformation economies. Presentation of the main material (results of work). The industrial policy of three groups of countries – with high, middle and low income – are studied due to their historical development. Socioeconomic and institutional conditions of countries, where the implementation of a certain type of industrial policy had positive or negative results, were determined. The analysis of the Ukrainian industrial performance and industrial policy showed that the policy should be revised according to the relevance of instruments and measures to the challenges of internal and global environment. The priority directions of industrial development are determined and the key principles of industrial policy in Ukraine are justified based on foreign experience. The field of application of results. The results of this research can be applied in the process of industrial regulatory framework formation, in the Concept of state industrial policy and the Strategy of industrial development elaboration by central executive authorities, and in the preparation of relevant sections of programs of regions’ socioeconomic and cultural development. Conclusions according to the article. In the study it is determined that these are the protectionism measures and innovation activity stimulation which are the base of the modern industrial policies in the countries with a high level of development; the middle-income countries should prioritize innovation and technology policies; the low-income states including Ukraine should focus on industrial modernization, import substitution, and the integration into global value chains in order to accelerate their socioeconomic development and strengthen the competitiveness over the world markets.

The main objective of our work was to examine the impact of the COVID-19 crisis on the remittance of the migrants transfer of funds in Central Africa. The ordinary least squares (OLS) technique was used to carry out this work and was inspired by the empirical work of de la Brière et al (2002) who also use the OLS technique in his study. It emerges from our study after the empirical results obtained that, 65.5% of the sending of money of migrants living abroad to their respective families in Central Africa is due to the confinement measures observed in all countries of the world in the time of COVID-19 in 2020; in order to eradicate the COVID-19 virus, a measure resulting in the cessation of economic activities including the closure of exchange offices and money transfer agencies such as western union and money gram.

Economic policy is a constant resistance between economic and theoretical perspectives and political expediency. Industrial policy arise more on the basis of a normative approach as it aims to improve the economic situation of the country. The new industrial policy means the formation of firms by the state, their aggregation, support of innovations and competitive advantages in frame of open economy.The goal of the research is to study the theoretical and methodological approaches of new industrial policies in order to form a theoretical framework for assessing practical industrial policy.In the concepts of new industrial policy, we consider the endogenous theory of growth, based on the level of knowledge and research activity in the country; National Competitive Advantage Theory; National Innovation Systems Concept, which is based on the impact of the national economic-political situation, trade policy, education sector and institutions on innovation. Furthermore, we will analyze the results of advanced research on new industrial policy issues


The essays in this volume are concerned with the question of how we are to understand the foundations of our capacity to know and understand others. While the essays address issues that have long puzzled philosophers, they also engage with more contemporary issues generated by recent empirical work in the cognitive sciences. The first two essays focus on more general concerns. They tease out various questions that have been asked in connection with others, and consider how they may be thought to be related to one another. The three chapters that follow explore some of the issues that arise when one examines questions concerning others in the light of evidence from the empirical sciences. One chapter looks at the claim that there is an asymmetry between the way in which we know our own mind and the ways in which we know other minds, another looks at when and how human infants come to know that others have minds, and the third looks at the role played by context in our acquiring knowledge of others. The third group of chapters examines the suggestion, popular in more recent times, that one comes to know the mind of others in much the same way that one comes to know about the world of bodies—through perception. The volume ends with a chapter that considers the impact on our thinking about morality of a certain way of understanding our relations to others. All the essays in this volume are newly written by internationally renowned researchers and are designed to advance our understanding of ourselves as social creatures.

Judicial decision-making is ideally impartial. In reality, judges are influenced by many different factors, including institutional context, ideological commitment, fellow justices on a panel, and personal preferences. Empirical literature in this area increasingly analyzes this complex collection of factors in isolation, when a larger sample size of comparative institutional contexts can help assess the impact of the procedures, norms, and rules on key institutional decisions, such as how appeals are decided. This book explains how the answers to the following institutional questions largely determine the influence of political preferences of individual judges and the degree of cooperation among judges at a given point in time. Who decides how judicial appointments are made? How does an appeal reach the court; what processes occur? Who is before the court; how do the characteristics of the litigants and third parties affect judicial decision-making? How does the court decide the appeal; what institutional norms and strategic behaviors do the judges follow in obtaining their preferred outcome? The authors apply these four fundamental institutional questions to empirical work on the supreme courts of the United States, UK, Canada, India, and the High Court of Australia. The ultimate purpose of this book is to promote a deeper understanding of how institutional differences affect judicial decision-making, using empirical studies of supreme courts in countries with similar basic structures but with sufficient differences to enable meaningful comparison.

Abstract Renewable energy (RE) will play a significant role in national climate mitigation strategies, including those put forth in the context of the Paris Agreement. This article examines the role of industrial policy in supporting renewables and how it compares to the use of other types of RE policies in both location and quantity around the world. On the basis of an original database of RE policy support measures developed for this analysis, the article illustrates which measures are most commonly being used around the world and what types of countries are using them. It highlights the use of a wide range of policy types, including many industrial policies, and a disparity in the use of industrial policies between smaller emitters and larger emitters, with important implications for which countries stand to benefit from the development of domestic RE industries and for our ability to achieve long-term climate goals.

This study uses China’s Growth Enterprises Market (GEM) listed companies from 2011 to 2017 as samples to examine the impact of industrial policies on innovation in startups from three dimensions, namely, selective industrial policies, government subsidies, and financial support. The results show that selective industrial policies have no effect on the innovation output of startups. Financial support can significantly promote the innovation output of entrepreneurial enterprises; structural differences exist in the impact of government subsidies on the innovation of entrepreneurial enterprises. The influence of industrial policy on the innovation of entrepreneurial enterprises depends on the research and development intensity of enterprises, the level of regional economic development, the leadership structure of enterprises, and other factors. This study’s findings have significant practical significance for the implementation of a national innovation-driven development strategy and to guide industrial policies that better promote enterprise innovation.
