Permendiknas implementation research on the appointment of pricipals is inseparable from the basic permendiknas namely: (1) permendiknas number 13 year 2007 about pricipal standar, (2) permendiknas number 28 tahun 2010 about teacher assignment as Head of school. This research discloses how the process of appointment of headmaster of SMP negeri in Dinas Education and culture of  Siak Regency, is in accordance with the provisions set by the government in permendiknas number 28 year 2010. This implementation research isbased on metter and Horn theory and describe the findings using approach qualitative methods. Data obtained by interviuw, observation and document. Futher data are analyzed and performed continuously to complate. The results of the study note that the general requirements in administrative selection are not met well. Because three is still the age of principals who do not meet the provisions with the number 85%. This means that only 15% of the principals are appointed in accordance with the provisions of the first appointment process in office. Even 29% of headmaster who served in Siak district will now undergo more than 2 periods of duty. At the rank and class of principals also found 13% of principals who are currently still in rank/class IIIB. While on special requirenments found arround 65% of  school principas in Siak Regency do not have a certificate of principal issued by LP2KS is a NUKS certificate. There are several factors that become obstacles in implementing permendiknas number 28 year 2010 in Siak Regency. Namale; (1) the SDK of siak Distric employees, especially the lack of education, (2) the cost of education and training to obtain NUKS certificate, (3) the role of the acceptability team in the process of placing the principal the carry out his duties as principal.

REGARDLESS of how we, as individual physicians, may feel about the role of the federal government in the individual practice of medicine, the time has long since passed when we can afford the luxury of ignoring it. In past years the influence of the government on medicine has been mostly in general areas and perhaps least of all in that of pediatrics; but under the present administration there has been a decided change. For this reason it seems necessary to me to call to the attention of all Fellows of the Academy the particular items in President Kennedy's message of February 26, 1962, which relate specifically to the practice of Pediatrics. These may be considered to be three in number: The first of these dealt with the subject of immunization. On this topic President Kennedy said: I am asking the American people to join in a nationwide vaccination program to stamp out these four diseases (whooping cough, diphtheria, tetanus, and poliomyelitis) encouraging all communities to immunize both children and adults, keep them immunized and plan for the routine immunization of children yet to be born. To assist the states and local communities in this effort over the next 3 years, I am proposing legislation authorizing a program of federal assistance. This program would cover the full cost of vaccines for all children under 5 years of age. It would also assist in meeting the cost of organizing the vaccination drives begun during this period, and the cost of extra personnel needed for certain special tasks.

SMP IT Madani as one of the schools that apply the concept of islamic in its education practice. SMPIT Madani is a school formed by amil zakat self-supporting institution ummah Riau by using theconcept of free school. SMP IT stands in 2011 with a total of 20 students. Over time, the currentnumber of junior Madani IT students amounted to 75 students. The average students who attendjunior high school IT is the students who come from poor families.SMP IT Madani has received School Operational Assistance (BOS) a few years back. The BOSprogram uses a different approach than Special Assistance for Students (BKM) ie BOS funds are notgiven to poor students but are provided to schools and managed by schools. The mechanism forcalculating BOS funds is based on the number of students in each school. So the goal of this BOScan be achieved is to free the cost of education for poor students or not able and can alleviate forother students so they can get 9 years basic education services.The obligations of schools receiving BOS programs should report the realization of the use of theprogram to the government. Currently schools are having difficulties to make reporting realizationof BOS program to government and foundation. Differences in reporting formats to foundations andgovernments make the school experience serious problems. If it does not sync between reportingbetween the government and the foundation will cause many other questions and problems. Wheninterviewed, the school is very eager for this matter to be resolved immediately.Based on the problems of the partners, it can be concluded the solution of the problem is a reportinginformation system synchronized to the government and the foundation. So that SMP IT Madani nolonger experience obstacles to the reporting of BOS program activities. As a result the name ofUnilak increasingly fragrant in the eyes of society, especially SMP IT Madani.Method of implementation of activities used is direct observation to the location of partners toperform the first phase, this stage includes data collection and data processing. When this stage takesplace, we will get an overview of the Information Technology environment, and the partner's needfor the BOS program reporting mechanism. After the first phase is done, it will be held the secondphase of socialization, this stage to do the sosiasisasi about the benefits of synchronizing BOSreporting to the government and the foundation. Then in the third stage, the authors do the designand implementation of BOS reporting system based on information obtained from the foundation.Finally, the training phase: Each partner school sends its representative two people, to attend trainingon the use of reporting system that can synchronize BOS and foundation reporting.

Dalam perjalanan ketatanegaraan Indonesia, sistem pemerintahan desa kembali mulai diseragamkan melalui Undang-Undang Nomor 6 Tahun 2014 tentang Desa. Penelitian ini bertujuan untuk menjelaskan peran lembaga pemerintahan desa dalam pelaksanaan pembangunan berkelanjutan di pedesaan serta tata kelola kebijakan pembangunan desa melalui pemanfaatan Dana Desa. Metode yang digunakan dalam penelitian ini adalah penelitian hukum empiris. Hasil penelitian ini menjelaskan bahwa faktor pendukung pelaksanaan tugas Kepala Desa di Kecamatan Trucuk yaitu adanya pengarahan, bimbingan, serta pelatihan bagi Kepala Desa dalam menyusun rancangan peraturan desa untuk mewujudkan percepatan pembangunan desa yang berkelanjutan. Sedangkan faktor yang menghambat pelaksanaan tugas Kepala Desa di Kecamatan Trucuk yaitu rendahnya partisipasi masyarakat dalam menyikapi program kerja yang dijalankan oleh pemerintah desa serta rendahnya kesadaran masyarakat dalam memelihara fasilitas umum yang ada di desa. Pemerintahan desa yang baik adalah sebuah kerangka institusional untuk memperkuat otonomi desa karena secara substantif desentralisasi dan otonomi desa bukan hanya masalah pembagian kewenangan antarlevel pemerintah, melainkan sebagai upaya membawa pemerintah untuk lebih dekat dengan masyarakat. Pemerintah desa yang kuat dan otonom tidak akan bermakna bagi masyarakat tanpa ditopang oleh transparansi, akuntabilitas, responsivitas, dan partisipasi masyarakat.   IMPLEMENTATION OF ACCELERATION OF VILLAGE DEVELOPMENT IN REALIZING SUSTAINABLE DEVELOPMENT BASED ON LAW NUMBER 6 YEAR 2014 ABOUT VILLAGE Abstract In the course of the Indonesian state administration, the village government system began to be uniform again through Law Number 6 of 2014 concerning Villages. This research aims to explain the role of village government institutions in the implementation of sustainable development in rural areas and the governance of village development policies through the use of Village Funds. The method used in this research is empirical legal research. The results of this research explain that the supporting factors for the implementation of the duties of the village head in Trucuk Village are direction, guidance, and training for village heads in drafting village regulations to realize the acceleration of sustainable village development. Meanwhile, the factors that hinder the implementation of the duties of the village head in Trucuk Village are the low participation of the community in responding to the work programs run by the village government and the low awareness of the community in maintaining public facilities in the village. Good village governance is an institutional framework to strengthen village autonomy because substantively decentralization and village autonomy are not just a matter of sharing authority between levels of government, but as an effort to bring the government closer to the community. A strong and autonomous village government will not be meaningful to the community without being supported by transparency, accountability, responsiveness and community participation.

The building sector is considered to be important for Korean energy issues as it accounts for approximately 20% of Korea’s final energy consumption. As one of Korea’s passive strategies in its emission reduction plan is reducing energy consumption through improvements in energy efficiency because the energy loss mostly occurs from window sets, this study aims to examine the preferences and role of the energy efficiency level of window sets in South Korea. Given that the lifespan of a building exceeds 20 years, a building’s energy efficiency significantly impacts accumulated energy savings. However, window sets affect not only energy efficiency, but also the interior appearance of the building; therefore, it is important to understand consumer preferences and to examine their effect on building energy reduction accordingly. Using a mixed logit model, this study analyzes window set preferences and energy savings. As a result, this study determines that consumers consider the energy efficiency level to be the second most important factor in determining window preference, following the cost of the window. In addition, this study found that the marginal willingness to pay for efficiency level 2 window sets compared to level 3 window sets is USD 1256. For level 1 window sets, this figure increases to USD 3140. Further, a scenario analysis is conducted to analyze the government incentive program’s effectiveness in encouraging consumers to purchasing higher energy efficiency more efficient products, and thus in promoting the eco-friendly consumption of in households. Taking into consideration of households’ willingness to pay and cost saving amount for using energy efficient window sets, the optimal value of government incentives of is found to be approximately USD 700 is found to be optimal.

This study aims to analyze the process production of sausage noodle roll, the income and production costs, the marketing action and determine the position based on the life cycle of sausage noodle roll as well learn the role of supporting service for sausage noodle roll in CV Cucurutuku Ceria. This research method is a case study. The determination of consumer samples is taken by Convenience Sampling. Analysis of the data used in this research is descriptive qualitative and quantitative analysis. The data of this study was collected in May 2019 until June 2019. The results showed that the value R/C>1, that means sausage noodle roll business was profitable. Calculation of the cost of production on sausage rolls noodles amounted to Rp1,046.53. The BEP unit calculation has been achieved for a long time, in the amount of 42,791 units from the BEP calculation of 604 units. The noodle rolls sausage has also obtained a profit from the selling price of Rp ,000.00 per pcs from the calculation of the BEP price of Rp1,238.58 per pcs. The marketing mix that has been utilized by CV Cucurutuku Ceria is collaboration with e-commerce companies namely gofood and grabfood to facilitate consumers in the ordering process and CV Cucurutuku Ceria has utilized social media as promotional activities for sausage noodle roll product. In the product life cycle, sausage noodle roll are in a stage of decline. CV Cucurutuku Ceria has not fully utilized the government policies regarding the protection and empowerment of Micro, Small and Medium Enterprises.Keywords: cost, noodle, position, and sausage

This study aimed to identify the role of accounting information –in terms of its availability, features and use- in reducing variable educational cost at the University of Saba Region. The study followed the descriptive analytical method by administering a questionnaire to collect data. The population and sample of study was all those responsible for running the cost of teaching at the rector's office, faculties, centers and heads of departments (34 members). Thirty four questionnaires were distributed to them, but only (30) were returned and were valid for analysis, which made (88.23%) of the total number of questionnaires. Major findings revealed that the role of accounting information in reducing educational cost scored a medium rank (59.5%), where its availability scored even less than that (48.8); its features scored a medium rank (59.5%); and the use of such information scored a medium rank as well (59%). The study recommends including paying more attention to accounting systems, as they help in reducing costs; awareness-raising of financial issues among people in charge of running the cost of education; setting up a department for financial analysis and evaluation of the organizational structure; and including financial issues in the process of performance evaluation.

This study describes and analyzes an experimental program established in Canada in 1977 under which layoffs were avoided in twenty-four firms by reducing the hours worked of all employees and taking advantage of a temporary modification of unemployment insurance legislation that allowed workers to receive UI benefits for the day or so each week that they no longer worked. Employees generally favored the plan because, in the typical case of a 20 percent work reduction, they received an extra day of leisure per week while experiencing only a 5 percent reduction in after-tax income. Most employers also favored the plan because they avoided several costs of layoffs, such as the cost of hiring and training replacements for laid-off workers who do not respond to recall. For various reasons the federal government did not continue the program when the experiment ended in 1979, but in January 1982 the government again implemented the program on a temporary basis. The author argues that UI-assisted worksharing is more efficient and more equitable because it can greatly reduce the distributional inequities of unemployment.

Women in India have faced a lot of problems and issues for their rights. Therefore, the present paper aims to examine the role of education for women empowerment in India and study the government schemes for women empowerment in India. The present study is based on the descriptive type of research. For this study, the researcher used secondary data. The study found that women empowerment is an energetic and dynamic process that facilitates them to realize their identity and power in all characteristics. Due to the lack of educational facilities and training, Indian women left their education in the middle. That is why Indian women are far away from their rights. Most of the Indian women are housewives, but in the present time, it has been improved in many areas; most of the vocational courses and training programs have been introduced by the Indian government.

ABSTRACTThis article highlighted the role and policies of the government and its staff in carrying out the tasks or functions of community empowerment, including identifying the supporting and hindering factors in the community empowerment process. Community empowerment also has several principles in its implementation, namely awareness of the community, providing education and training, organizing, developing strengths, and developing dynamics (decisions in the hands of the community itself). Community empowerment is focused on various aspects related to people's lives as a nation's society, namely empowerment in the fields of education, economy, socio-culture, psychology, and politics in the era of the digital economy. Through literature studies and qualitative approaches aimed to examine and interpret the events related to policies and the role of government, then compare to Islamic governments in the past. In the era of Amirul Mukminin bin Al-Khattab as the second caliph, he ran the government firmly but was very sensitive to his people. The policies, that he issued, were for the benefit of the people, not only Muslims but also all citizens who live in the authority of Umar's caliphate. These policies in community empowerment during Umar's time should be interpreted in the current context. The era is known as the digital age, of course, it needs to modify the policies of the previous era so that they can be relevant and able to be implemented in real terms.Keywords: Government Policy, Community Empowerment, Digital Economy Era.ABSTRAKArtikel ini menyoroti peran dan kebijakan pemerintah dan jajarannya dalam menjalankan tugas atau fungsi pemberdayaan masyarakat, termasuk mengidentifikasi faktor pendukung dan penghambat proses pemberdayaan masyarakat. Pemberdayaan masyarakat juga memiliki beberapa prinsip dalam pelaksanaannya, yaitu penyadaran terhadap masyarakat, memberikan pendidikan dan pelatihan, pengorganisasian, pengembangan kekuatan, dan pengembangan dinamika (keputusan di tangan masyarakat itu sendiri). Pemberdayaan masyarakat difokuskan pada berbagai aspek yang berkaitan dengan kehidupan masyarakat sebagai masyarakat bangsa, yaitu pemberdayaan di bidang pendidikan, ekonomi, sosial budaya, psikologi, dan politik di era ekonomi digital. Dengan melakukan studi pustaka dan pendekatan kualitatif untuk menelaah dan menginterpretasikaan kejadian-kejadian yang terkait dengan kebijakan serta peran pemerintah dan membandingkannnya dengan pemerintahan Islam di masa lalu. Di era Amirul Mukminin bin Al-Khattab sebagai khalifah ke dua, ia menjalankan pemerintahan dengan tegas namun sangat peka terhadap rakyatnya. Kebijakan-kebijakan yang dikeluarkannya adalah untuk kemaslahatan umat, tidak hanya umat muslim tetapi juga seluruh warga yang berada dalam naungan kekhalifahan Umar. Kebijakan-kebijakan dalam pemberdayaan masyarakat di masa Umar tersebut patut diintepretasikan pada konteks sekarang. Zaman yang dikenal dengan zaman digital tentu perlu modifikasi kebijakan era dulu, sehingga dapat relevan dan mampu diterapkan secara nyata.Kata Kunci: Kebijakan Pemerintah, Pemberdayaan Masyarakat, Era Ekonomi Digital.

This paper reports the findings of a study that delved into the roles of industries and international organisations in improving Technical Vocational Education and Training (TVET) in Nigeria. A survey design was used. The 152 principals of the government technical colleges in the country comprised the population of the study. Seventy-six (representing 50 percent) of these principals were selected to participate in the study. These were selected using stratified random sampling. Data was collected using a 10-item questionnaire. The data was analysed using means and student-t test at the level of significance p = .05. The study revealed that industries and international organizations have great roles to play in improving TVET in the country. Hence, it is recommended that government makes policies that will promote collaboration between TVET institutions and these organisations.
