Organizational autonomy is a state that demonstrates an organization’s ability to make decisions on its own. Organizational autonomy is explored in many different aspects and contents. In the scope of this article, the author mentions organizational autonomy through the following contents: management autonomy, policy autonomy, structural autonomy, and financial autonomy. By doing quantitative research with 137 questionnaires to leaders, managers, and employees working in public science and technology non - business units, the article aims to clarify the assessment of reality status and degree of autonomy of public science and technology non - business units, thereby giving several recommendations to contribute to improving the autonomy of these units in Vietnam.

In the renovation of the public non-business sector, the financial renovation is a particularly important content, which is a key condition for autonomous non-business units to improve the quality of public services as well as the efficiency of state budget spending. Renovating the financial mechanism of public non-business units has been identified as one of the breakthroughs of the Vietnam Finance Strategy until 2020 [Prime Minister, (2012)]. Implementing the financial autonomy mechanism has created the initiative for non-business units to manage financial expenditures effectively and mobilize the contribution of society for the development of non-business activities. In this process, public healthcare has been and will be an area focused in Vietnam and most provinces of Vietnam, including Ho Chi Minh City. Base on the theoretical framework for the autonomy mechanism, this article focuses on analyzing the actual situation of implementing the financial autonomy mechanism of the public health service units in Ho Chi Minh City, Vietnam for the period 2012-2018. Since then, it indicates the achieved results, limitations, causes, and some recommendations to promote the implementation of the financial autonomy mechanism of public health service units in the context of world economic integration.

This study of the science communication views and practices of African researchers ― academics at the National University of Science and Technology (NUST) in Zimbabwe ― reveals a bleak picture of the low status of public science engagement in the developing world. Researchers prioritise peer communication and pay little attention to the public, policy makers and popular media. Most scientists believe the public is largely not scientifically literate or interested in research. An unstable funding environment, a lack of communication incentives and censoring of politically sensitive findings further constrain researchers' interest in public engagement. Most NUST academics, however, are interested in science communication training. We suggest interventions that could revive and support public science engagement at African universities.

Objective: The study was conducted to understand the financial autonomy situation at the Lao Cai General Hospital for the period 2015-2019. Methods: Cross-sectional descriptive study design using retrospective quantitative research methodology of secondary data from financial statements of Lao Cai General Hospital in the 5 years 2015-2019. Results: The hospital's total revenue tended to increase (in 2019, it increased by 97,445 million VND compared to 2015), of which, non-business revenues accounted for more than 80% of the total revenue each year. Revenue from hospital fees and health insurance accounts for a high proportion in the total non-business revenues of the hospital, accounting for about 66-79%. Total hospital spending tends to decrease from 2015 to 2018 (down 3%) and increase in 2019. Professional spending is at the top of the recurrent expenditure structure, accounting for about 38-40%. The personal payment group accounts for 25-29% of the total recurrent expenditure in the hospital and tends to increase each year. The hospital's revenue and expenditure difference tends to increase with the total difference of VND 15,322 million, VND 18,875 million, VND 10,578 million, VND 16,950 million and VND 16,950 million respectively for the years 2015-2019. In general, the total revenue and expenditure realized were in excess of the estimate. Conclusion: In the period 2015 - 2019, total hospital revenues tend to increase, total hospital expenditures tend to decrease, leading to an increasing trend in hospital revenues and expenditures over the years. The appropriation of funds is in accordance with the current regulations, so the salary reform fund accounts for a large proportion and tends to increase sharply, making the bonus fund, the welfare fund, the salary fund increase and decrease. gradually. Given that IbK must someday be independent and operationally sustainable, then IbK is given access just as non-profits are then given an extra task to be able to become a profit unit by utilizing human resources and facilities owned. In an effort to create independent science and technology-based new entrepreneurs, it is expected that in accordance with their fields of knowledge, the IbK program can be carried out in the form of entrepreneurship training, placing students to carry out internships in established companies / business units / IbIKK in the School and facilitating student entrepreneurship. The training is carried out to provide entrepreneurial knowledge, encourage the growth of motivation for entrepreneurship, improve management understanding (organization, production, finance, and marketing) and make business plans or business feasibility studies. It is unthinkable, children are taught to be employees in the company, but who founded the company if they were not entrepreneurs. Children, teenagers, really need enough time with adults to be able to support, encourage and help them find out who they are, how the world works, and what their role is in society.

PPUPIK Business Unit Muhammadiyah University Certified Plant Seed Production Center Makassar is a science and technology-based business unit that aims to develop campus entrepreneurship based on research results. The main product of this business unit is hybrid corn seeds, but in the process of producing corn seeds in addition to producing economically valuable corn seeds also produce corn waste which can cause problems if not handled. PPUPIK developed various waste corn compost products for the development of new business units. The production activities of various corn waste into compost products aim to make corn waste as a product of economic value and also as a place of practice for students in the application of science and technology and science-based entrepreneurial activities. The method of implementing the activity is divided into 5 stages, namely: 1) Production of various waste corn compost; 2) Analysis of nutrient content of compost; 3) Product label design; 4) Compost packaging; 5) Promotion and marketing of products. This activity involved students of the Faculty of Agriculture, the University of Muhammadiyah Makassar in the production, label design and promotion and marketing of products. The results obtained from this activity include; 1) students have experience in compost production, label design and product promotion and marketing; 2) the formation of a new business unit in PPUPIK activities; 3) produce economic value products from waste; 4) potential to get IPR.

This study aims to analyze the influence of science and technology and the quality of human resources in the processing of high economic value water hyacinth in Lake Tempe, Wajo Regency. This research is a type of quantitative research with primary data collection. The sample used is the community around Lake Tempe with the age of 20-39 years, as many as 100 respondents. Data analysis is carried out through stages: collecting data through a questionnaire, and visiting the field directly in order to provide a clear picture of the problem under study. Testing the hypothesis of this study using multiple linear regression data analysis. Data were analyzed using SPSS 23 software. This study states that: (1) science and technology on water hyacinth are of high economic value, with increasing science and technology, economic value is increasing. (2) The quality of human resources has a positive and significant effect on water hyacinth with high economic value, with the increase in the quality of human resources, the economic value is increasing. (3) Simultaneously science and technology and human resources quality have a positive influence on high economic value, partially science and technology, and human resources quality have a positive effect on high economic value. (4) science and technology variable is a more dominant influence on water hyacinth with high economic value.
