<p><em>Abstract</em></p><p>Housing demand continues to increase along with the increase in economic activity and the number of residents in the city of Balikpapan according to the 2017 Central Statistics Agency as many as 636,012 people to 645,727 people. The increase in housing demand is driven by the community's perspective that home ownership must be met while housing availability is limited. Based on the Balikpapan City Government in the 2012 Regional Spatial Plan, the plan to develop a spatial pattern of cultivation areas is more directed towards the north and east parts of the city so that population growth and development are not concentrated in the city center. This is a challenge for housing providers to meet the needs of long-lived communities and migrant communities by building housing located in the East of Balikpapan City as a place to live. The increase in land prices is so high in Balikpapan due to the movement of the capital from Jakarta to East Kalimantan, making housing prices also higher. The limited land owned by the housing developer must be utilized as well as possible for the construction of housing units, construction of facilities, and the existence of green space in the housing according to government regulations related to Balikpapan City RTRW. Land owned by housing developers that vary in shape is extremely limited with the type of house being built also varies and the price of the unit offered is different for each unit. For this reason, the developer must be able to optimize the production of the type of house that will be built based on government regulations and the National Spatial Plan, optimizing the land to get the optimum profit. This optimization uses the assistive application of QM for Windows and obtained 98 units for type 40/120 and type 45/120 for 102 units with optimum profit yielding Rp 104,292,098,201 for the BEP method.</p><p> </p><p><strong><em>Keywords:</em></strong><em> </em><em>Optimization</em><em>;</em><em> QM For Windows</em><em>;</em><em> Unit.</em></p>

River and crossing service levies are transport activities using ships carried out in the river, and crossings to transport passengers, goods and or animals organized by river and crossing companies. The factor of not achieving the realization of the revenue of river transportation and crossing retribution services in the Palembang City Transportation Agency, setting unrealistic targets is constrained by a lack of legal basis so as to achieve the desired target cannot be achieved and limited authority for officers who withdraw fees due to regulatory regulations Number 35 of 2017 concerning escorts that are still in conflict with the Laws Regulations, Ministerial Regulations, Government Regulations, and Regional Regulations. The collection of retribution is also experiencing leakage or breakthrough due to the effectiveness of the imposition of sanctions and the lack of facilities and infrastructure in the field. The service is not yet prime due to limited human resources or field implementation officers. The levies collection officer is not unwilling to provide services and human resources, but also because of conflicting rules that prevent officers from carrying out a complete withdrawal. Officers move with the rules set by the City Government so that their authority is limited.

This paper discusses the contradicting phenomenon of housing demand in Taiwan. First, an introduction is given on the three primary characteristics of the housing market in Taiwan, which are a high housing vacancy rate, high housing prices and high home ownership. Secondly, we explore the motivation and preferences behind housing purchase. Since the housing price-income ratio continues to increase, unaffordable housing prices cause households to suffer from poor quality of life. The issues of housing justice are highlighted. Recently, the demographics and social values have rapidly changed. Therefore, even if homebuyers face unaffordable housing prices, they still prefer to buy housing instead of renting due to the traditional cultural belief that ¡§to have land is to have wealth¡¨. This has resulted in the phenomenon with high home ownership rate yet high housing prices. On the other hand, the low holding cost of housing and imbalance in urban and rural development perpetuate the high housing vacancy rate in the housing market. This results in an unhealthy housing market and misallocation of resources. Finally, recommendations for related government policy making are made based on the findings.

Regarding the transfer of agricultural land to housing, the reduction in the area of agricultural land in Blitar City is due to land conversion functions such as the construction of housing and other public facilities that are not in accordance with article 3 paragraph (1) letter g PERDA of the Blitar City Spatial Plan. In fact, regulations with reality that occur in the field are not in accordance with applicable regulations. The facts that occur on the ground are agricultural land being converted into housing that causing agricultural land to decrease. Based on this, the author made this study with the aim of analyzing the implementation of policies and accountability of the Blitar City Land Office for the conversion of agricultural land for housing in Blitar City.The research method used by the author is juridical empirical with a legal sociology approach. From the results of this study, it can be concluded that there is a lack of firmness in law enforcement towards the conversion of agricultural land which is still quite widely found in buildings in the form of housing and land converted to other non-agricultural land and not licensed. The results of the study show that there is a need for coordination between the City Government as a policy maker and agencies related to the conversion of agricultural land for housing, so that integrated supervision can be carried out so that changes in land use can be known earlier so that agricultural land does not decrease every year.

Bogor city is facing very serious congestion problems. Rearrangement of the spatial structure of the urban growth centers could improve the city's transportation system. This study aims to map the density of traffic, analyze the hierarchy of growth centers, analyze the spatial interactions and formulate alternative arrangement of the centers of the new activities. The study was conducted through descriptive analysis, Schallogram method, the Spatial Gravitation Model and TOPSIS. Schallogram analysis is used to analyze the hierarchy level of service. The Gravity Model is used to analyze the interaction between the regions. TOPSIS analysis is used to identify priority areas and new growth centers. This study analyzed data on the volume of vehicles, facilities area, population, road length, road network maps, and spatial plan (RTRW). The areas in the city center had the highest traffic density and the highest hierarchical. While suburban areas tend to have the lowest hierarchy. Based on the results of gravity model analysis, the areas with the highest attraction located in the city center and extends along the corridor to the north and the south. While the production area spread around the suburbs. Based on the analysis TOPSIS recommend new growth centers, namely Margajaya, Cimahpar, and Bojongkerta.

This study aims to determine the readiness of the government of Bitung in implementing accrual-based government accounting standards. Data was collected by observation at every SKPD in Bitung City Government followed in-depth interviews with key informants. The data collected was analyzed by qualitative methods. Then based on interviews (Focus Group Discussion) drawn conclusions indicate that Bitung City Government was ready to apply Accrual Based Government Accounting Standards. This is supported by the Government regulations which require to all local governments, including the city of Bitung in applying Accrual Based Government Accounting Standards, as well as Bitung City Government has issued the relevant mayor Accounting Policies in Bitung. Other things that support the readiness of the implementation of Accrual Based Accounting Standards, namely; development of human resources employee, committed leader who supports the changes later infromasi facilities and infrastructure systems are adequate and can accommodate Accrual Based Accounting Standards.

The tourism potential in Indonesia is very significant. However, based on the phenomenon that occurs in several tourist destinations around the world it is found that many tourist attractions are especially damaged in Indonesia due to irresponsible actions. The purpose of this study was to reveal the legal protection of one of the tourist attractions in Indonesia, Maria Cave as a spiritual tourism destination in the City of Kediri. The study was conducted based on research methods using normative jurisdiction review. The results of the study revealed that so far the legal protection of spiritual tourism has been supported by the government but concretely has not been found in the Kadiri city government regulations. Therefore, to minimize the existence of activities that can cause damage and forms of protection of existing tourist destinations, it is necessary to specifically make government and local government regulations as well as to supervise and impose strict sanctions on all forms of irresponsible actions which are certainly supported by a budget enough when using technology for sustainable tourism. Both the community, tourists and entrepreneurs have their respective obligations that must be obeyed in accordance with the provisions and laws in force in Indonesia.

The City Strategic Area (KSK) is a strategic area compiled by the City in developing the area as seen from aspects of the Economy, Social Culture, the environment and others. Medan City Government through the Regional Planning and Development Agency of Medan City Establishes several Strategic Areas in Medan City through the 2016-2021 Regional Spatial Plan (RTRW) of Medan City including the Social and Cultural Strategic Area (KSK). This study uses a research method with a qualitative descriptive approach.Among them are Identification of Potential and Problems, Program Identification and using P3 (Arrangement, Supervision and Coaching). The research results show that the Medan City Government has implemented P3 through the elaboration of the RTRW trip that has been running for 4 years. However, it is still constrained by the process of guidance and supervision. Because some of these regional assets are not fully owned by the City Government but are owned by tribes and companies. Based on SWOT analysis Strength 1.26 while weakness factor 1.23 and Opportunity with a total score of 1.84 while Challenge 1.85, then the placement of cartesius diagrams of several Strategic Cities that are the locations of research are in Diversification Strategy which means the City Strategic Area Supervision (SCC) has the potential to be developed but still some need to be prepared strategically and improve management by the Medan City Government.

City tourism (Urban Tourism) develops from year to year. City tours are very popular in major cities in the world such as Paris, New York, Singapore. It is also developing and developing by Indonesia, in this case Jakarta. This type of tourism can be stimulated by historical and cultural attractions, as well as shopping and event tours, as well as business trips. Much of the above also stimulates development. The tourism sector in DKI Jakarta Province also has a dominant role because it contributes around 13% of DKI Jakarta's Regional Original Revenue (PAD). For this reason, to advance the economy in DKI Jakarta, the government continues to develop the tourism sector, one of which is city tourism. South Jakarta Administrative City as a city that continues to develop, now approximately 2.2 million people live in South Jakarta. The city also has a growing tourism sector, including the urban tourism sub-sector. The choice of the Cipete Raya road area to be developed as a city tourism area is based on the policies of the South Jakarta Administration City Government, the development of culinary tourism activities in recent years, and accessibility because it is close to Cipete Raya. MRT station. The approach method used to solve this problem is to use a qualitative approach, such as tourism attributes and urban planning. Jenis wisata ini dapat dirangsang oleh atraksi sejarah dan budaya, serta wisata belanja dan acara, serta perjalanan bisnis. Banyak hal di atas juga merangsang perkembangan. Sektor pariwisata di Provinsi DKI Jakarta juga memiliki peran dominan karena menyumbang sekitar 13% dari Pendapatan Asli Daerah (PAD) DKI Jakarta. Untuk itu, untuk memajukan perekonomian di DKI Jakarta pemerintah terus mengembangkan sektor pariwisata, salah satunya pariwisata kota. Kota Administratif Jakarta Selatan sebagai kota yang terus berkembang, sekarang kurang lebih 2,2 juta orang tinggal di Jakarta Selatan. Kota ini juga memiliki sektor pariwisata yang berkembang termasuk sub sektor pariwisata kota. Pemilihan kawasan jalan Cipete Raya untuk dikembangkan sebagai kawasan wisata kota didasarkan pada kebijakan Pemerintah Kota Administrasi Jakarta Selatan, perkembangan kegiatan wisata kuliner beberapa tahun terakhir, serta kemudahan aksesibilitas karena dekat dengan Cipete Raya. Stasiun MRT. Metode pendekatan yang digunakan untuk memecahkan masalah tersebut adalah dengan menggunakan pendekatan kualitatif, seperti penyesuaian atribut pariwisata dan juga penataan kota. Output dari penelitian ini berupa analisis tren perubahan penggunaan lahan kawasan pariwisata kota Cipete Raya dan kesesuaiannya dengan Rencana Detail Tata Ruang (RDTR 2030).

The RTRW was intended to help The City Government to prepare an urban development guideline that includes the sectoral and spatial aspect. The synchronization between the development program with RTRW was conducted through application of spatial plan in the development program. The purpose of this study were: (1) analysis of the suitability of land use with RTRW; (2) analysis of the suitability of the development program with RTRW; (3) analysis of the spatial planning use in the preparation of the development program and its influencing factors; and (4) strategy formulations to improve the synchronization. The analytical method used in this study were: overlay analysis, descriptive analysis, and A'WOT. The results showed that the suitability of land use in 2013 with the spatial pattern plan is 59.58%, unrealized 36.41%, not suitable 4.01%. Average physical program in accordance with RTRW is 87.68%. 75% of agencies are already using RTRW in the preparation of the development program, while 25% of institutions did not. The prioritized strategy is to implement the regulations on spatial planning and development plan explicitly so that the city government's commitment can be realized.
