The RTRW was intended to help The City Government to prepare an urban development guideline that includes the sectoral and spatial aspect. The synchronization between the development program with RTRW was conducted through application of spatial plan in the development program. The purpose of this study were: (1) analysis of the suitability of land use with RTRW; (2) analysis of the suitability of the development program with RTRW; (3) analysis of the spatial planning use in the preparation of the development program and its influencing factors; and (4) strategy formulations to improve the synchronization. The analytical method used in this study were: overlay analysis, descriptive analysis, and A'WOT. The results showed that the suitability of land use in 2013 with the spatial pattern plan is 59.58%, unrealized 36.41%, not suitable 4.01%. Average physical program in accordance with RTRW is 87.68%. 75% of agencies are already using RTRW in the preparation of the development program, while 25% of institutions did not. The prioritized strategy is to implement the regulations on spatial planning and development plan explicitly so that the city government's commitment can be realized.

The endeavor of Denpasar City Government in establish the wellbeing of its people especially the underprivileged households is conducting a house renovation aid program in order to accomplish the essential privileges of livable and healthy housing. With numerous problems during the development program execution, therefore, this study is carried out to evaluate the program implementation to determine the program effectiveness index and its relationship between the program effectiveness and the increase of the wellbeing of underprivileged households. The primary data are composed from survey feedbacks of sequence of questions in a questioner. While, the secondary data were collected from Office of Spatial Planning and Housing of the City of Denpasar and other related agencies. The methods used in data collection consist of interviews and questionnaires.  Out of 30 questions in the questioner, all were affirmed valid and reliable. The analytical tool utilize in the study were descriptive analysis, effectiveness analysis in term  of input variables, output variables, outcome variables and impact variables which modify Dantes' formula; and Chi Square analysis to distinguish the relationship between program effectiveness and program's impact to wellbeing improvement. Of the five Dante's categories of effectiveness index, the analysis of the feedbacks of 68 respondents which distributed in four districts in the City of Denpasar are presented in this study. The total score value of program implementation effectiveness, indicated by X, X = 4581, within the range 3400 ? X ? 4760. This index value showed that the implementation of the house renovation for underprivileged households aid program is classified to be less effective. The value of Chi Square of the study is greater than its critical value (47.33 > 13.277). It is indicating that there is a significant relationship between program effectiveness and the program impact to the people wellbeing improvement. It is suggested that when the program and its impact is to be continued, the effectiveness variables need to be optimized and so the managements improvements in order to increase the wellbeing of the underprivileged households.

The issue of spatial planning becomes crucial for vulnerable areas. Padang, as one of the areas prone to earthquakes, needs to pay attention to the allocation of space. After the 2009 earthquake, it was recorded that Padang City had revised the Regional Spatial Plan (RTRW) twice, namely in 2010 and 2015. In the revised RTRW, mapping of the areas prone to earthquake and tsunami disaster. The purpose of this research is to explain the policy efforts made by the City of Padang in spatial planning based on disaster mitigation. This study used qualitative research methods. The technique of selecting informants using purposive sampling, primary data obtained from interviews, while secondary data from documentation and literature studies. Data analysis was performed using an interactive model. The results showed that the spatial planning in the city of Padang based on Regulation No. 4 of 2012 had paid attention to disaster-prone areas, it can be seen from the categorization of disaster-prone regions in the city of Padang. But there are still disaster-prone areas that even violate the rules of development. For this reason, Padang City Government needs to pay attention to building permit recommendations, especially in disaster-prone areas from the relevant agencies.Persoalan penataan ruang menjadi hal yang krusial bagi daerah yang rawan bencana. Padang sebagai salah satu daerah yang rawan terhadap bencana gempa bumi perlu memperhatikan peruntukan ruang. Setelah kejadian gempa tahun 2009, tercatat Kota Padang telah dua kali melakukan revisi terhadap Rencana Tata Tuang Wilayah (RTRW) yaitu tahun 2010 dan 2015. Dalam revisi RTRW tersebut telah dilakukan pemetaan terhadap daerah-daerah yang rawan bencana gempa dan tsunami. Tujuan dari Penelitian ini adalah untuk menjelaskan upaya-upaya kebijakan yang dilakukan oleh Kota Padang dalam penataan ruang yang berbasis mitigasi bencana. Penelitian ini menggunakan metode penelitian kualitatif. Teknik pemilihan informan dengan menggunakan purposive sampling, data primer diperoleh dari wawancara, sedangkan data sekunder dari dokumentasi dan studi pustaka. Analis data dilakukan dengan model interaktif. Hasil penelitian menunjukkan bahwa penataan ruang di Kota Padang yang didasarkan pada perda No. 4 Tahun 2012 telah memperhatikan daerah rawan bencana, terlihat dari adanya pengkategorian daerah rawan bencana di Kota Padang. Namun masih terdapat daerah rawan bencana yang masih menyalahi aturan pembangunan. Untuk itu, pemerintah Kota padang perlu memperhatikan rekomendasi izin mendirikan bangunan terutama di daerah-daerah yang rawan bencana dari instansi-instansi yang terkait.

One source of Regional Original Revenue is local taxes, regional levies and other legitimate local revenue management. Regional levies consist of 3 types of retribution, namely general service retribution, business service retribution and certain licensing retribution. Market’s levies is one type of regional retribution that is included in general retribution whose collection must be in accordance with the existing operational procedure standards to support the realization of its acceptance. This study aims to determine the mechanism of market’s levies collection and the level of effectiveness of market’s levies in the city of Bitung. The research method used is qualitative descriptive analysis, by analyzing the collection mechanism and the effectiveness of market’s levies. The results of the study show that the mechanism of collection of retribution is in accordance with the existing SOP and the achievement of its effectiveness is effective with an average level of 87.13%. Bitung city government can be better able to approach marketers for example by socializing market’s levies regulations so that later can also support the realization of  levies revenue.Keywords : Market’s Levies, Collection Mechanisms and Effectiveness

The Mexican Caribbean and its main cities have the highest population growth rate in Mexico. This work goal was to analyze the growth of the city of Chetumal and the geopedological characteristics in which it has been developed, to identify potential hazards and thereby improve development programs. The methodology consisted in the study of geopedological characteristics and the analysis of land use changes in the city over time. The main problems of Chetumal are floods and subsidence. Floods are more common in areas where Gleysols soils are found in low-lying areas. The subsidence is associated to Leptosols with a phreatic mantle at a shallow depth where the precipitations favors dissolution of rock. The extrapolation of the relationships between geopedological conditions and the area occupied by the city, allows us to suppose that areas which the current Urban Development Program proposes for future city expansion will develop the same problems of subsidence and flooding as the areas already built in sites with similar conditions.

Regional Property is one part of the regional Government’s assets that are very important to be used and utilized to support the running of the task principal and function of each government agency in the Permendagri 19 year 2016 on guidelines for management of regional property set up government agencies in especially the regional work unit (SKPD) which became the user of regional property to carry out the management of regional property effectively and efficiently. The purpose of this study is to determine the use and administration of local property in the City Government of Manado, especially on the Regional Financial and Asset Management Board. The method used in this research is descriptive analysis method. The results of the research show that the use and appropriation of regional property has been done in accordance with the prevailing regulations and has been running well, even in the inadequate use of assets. To the Head of Manado City BPKAD in order to continue to carry out technical training to the employees so that in the implementation of the use and administration of local property carried out property and in accordance with Permendagri 19 year 2016.Keywords:  usage and administration of regional property

Housing and settlements are basic human needs. Therefore, the government is trying to meet the community's need for housing. This study aims to see how the housing development program is implemented in Palembang City, monitor this program and also monitor the extent of the housing development program. This research uses descriptive qualitative techniques with interviews. Key information is the Head of the Palembang City Housing and Settlement Area Office, the Head of the Housing and Settlements Section, the Head of the Palembang City Development Planning Agency, and Housing Developers in Palembang City, as well as people living in housing in Palembang City. Then the data obtained from the study were analyzed using qualitative descriptive analysis methods. The results showed that the implementation of the housing development program in Palembang City has not been carried out properly in accordance with what has been planned by the Palembang City Government.

The problem in this study is related to the number of developments, especially those aimed at their designation, which is not by the existing regional spatial plan. This is because many developments are located in disaster-prone areas, coastal border areas, and protected areas. This also triggers changes in land use that are quite large from time to time. This study aims to determine the use of utilization with a regional spatial plan. This study uses quantitative methods to determine developments based on data in the Sangihe Islands Regency, analyzing image data and knowing the level of suitability of land use with the RTRW. The method of analysis in this study uses a method of spatial analysis based on geographic information systems (GIS) using supervised classification, scoring, weighting, overlay. The variables in this study include land use, spatial planning, and adjustments. The results show that the land area in the Regional Spatial Plan is suitable for land use in particular for an area of ​​3,202.65 hectares and not suitable for an area of ​​17,946.03 hectares from the total area of ​​the existing land use.

COVID-19 is a pandemic disease that has infected many cities in Indonesia, the impact caused by the spread of COVID-19 involves many aspects including economic, social, cultural, tourism and many more. Based on the problems mentioned above, this article is intended to describe the impact of COVID-19 on tourism in the city of Bandung which is one of the tourism city in the province of West Java, this article is also intended to recommend what policy should be made by the government of the Bandung City to restore tourism to the condition before the COVID-19 outbreak. This study uses a model building method with a descriptive analysis approach. The results revealed that tourism is one of the sectors most affected by the COVID-19 outbreak in the city of Bandung, efforts to restore tourism from COVID-19 must be comprehensive and sustainable. Bandung City Government and tourism entrepreneurs are demanded to carry out communication and coordination to develop tourism recovery policy instruments which include internal recovery efforts such as disaster management, organizational capacity building and external recovery efforts such as tourism relaxation policy and tourism promotion. In order to encourage the creation of performance accountability, government agencies need an accountability system so that they can operate efficiently and effectively to realize the transparency of government agencies and maintain public trust in the government, especially the City Government of Manado. This study aims to investigate and describe the System Manado City Government Especially at the Tourism Office. The research method used is descriptive analysis method. The results of this study indicate that the Implementation of the Performance Accountability System of the Manado City Government Agency can improve better transparency where this system is an integration of the planning system, budgeting system, and performance reporting system that is in line with the implementation of the financial accountability system. In this case, each agency, both the leader and the work device, is obliged to record and report on the use of state finances and their suitability with the applicable rules, but in the implementation there are still several obstacles, namely Human Resources that are less understanding and lacking in coordination between providers and trustee / budget users in the institution so that there are differences in the report documents obtained.

Spatial plan is the result of spatial planning which is done through the process and procedure of arranging and determining based on the prevailing laws and regulations. The phenomenon that often happens is the deviation of existing land use with spatial plan. Sumedang Regency is experiencing a fairly rapid development, so there is an increase in human resource activity that implicate the widespread space needs and consequently deviation of land use is very vulnerable. The purpose of this study to determine the extent of deviation of land use occurs as well as what factors affect the occurence of irregular use of land. The analysis used in this study using GIS approach, Principal Component Analysis and Multiple Regression Analysis. The result of analysis shows that there are 25 types of deviation of existing land use and the most dominant is deviation into wetland (18,364 ha), dryland field (8,405 ha) and widened land (7,741 ha). While the factors that influence the occurence of deviation of land use are population and settlement, availability of land, infrastructure and accessibility, and sosioeconomic condition of society
